Rancho Bernardo • Mayor Jerry Sanders Last week, the San Diego City Council gave t h e i r approval for a project that will make one of America’s greatest parks even greater. The Plaza de Panama project, largely designed and championed by Qualcomm founder Dr. Irwin Jacobs, will clear cars from the heart of Balboa Park and reclaim more than 6 acres of parks, gardens and plazas. Work is scheduled to begin in the fall, and will be completed in time for Balboa Park’s 2015

Centennial celebration. Revelers in 2015 will be able to stroll through the plaza without the nuisance of cars, delivery trucks, exhaust, traffic noise and street signs, just like San Diegans did 100 years ago. This project will be an enduring gift to the people of San Diego. The Plaza de Panama Committee, chaired by Dr. Jacobs, has pledged to raise $31 million of the total $45 million cost of the project. I want to thank Dr. Jacobs for his hard work and vision on this project, and the City Council for seeing the beauty and common sense of his plan.

Vista • Mayor Judy Ritter In an effort to help preserve the environment and expand its recycling efforts, EDCO, the City’s contract waste hauler, is now accepting Polystyrene (Styrofoam™) in residential curbside and commercial recycling programs. Polystyrene, marked with a number 6, is commonly used in packing material, food containers and in a wide variety of other products. Packing peanuts are not eligible for the program. Make sure that food containers are clean prior to placing them in the recycling containers. For more information, contact EDCO at 760.727.1600 or check on line at edcodisposal.com.

The Vista Sheriff’s Department is recruiting volunteers for the Senior Patrol. Thanks to a dedicated group of volunteers, Vista residents can schedule vacation home security checks or have someone drop by to check on an elderly or disabled person. The Vista Sheriff's Senior Patrol provides this valuable service in the community. The volunteers enhance the safety in neighborhoods and improve the quality of life for home-bound seniors. The program is currently recruiting volunteers - 50 years or older. Participants attend a training academy and responsibilities range from administrative work, to patrolling neighborhoods, issuing parking citations, and marking abandoned vehicles. Learn more about home security checks or volunteering at 760.940.4434.

Improving neighbor relations Social host ordinance addresses loud parties and underage drinking Recently, San Marcos’ Student and Neighborhood Relations Commission took on the challenge of improving neighbor relations and preventing underage drinking. The goal is that people will become educated about their responsibilities as a social host and increase consideration for each other’s lifestyles. The city is proud to be a university town that promotes a blended community of permanent and

student residents; however, this unique fusion can often lead to neighbor complaints and hefty fines for more party-prone residents. Under the San Marcos social host ordinance, anyone hosting a social gathering is required to verify the age of guests; control beverage access to those under 21; control the quantity of alcohol consumed at the gathering; and supervise minors. The ordinance also addresses other partyrelated issues like trash, parking and noise violations. For more information on this campaign or the social host ordinance, please visit www.san-marcos.net or call Karl Schwarm at (760)744-1050, ext. 3108.
