U.S. CUSTOMS AND BORDER PROTECTION (CBP), OFFICE OF INFORMATION AND TECHNOLOGY (OIT), TRANSFORMATION AND SERVICE MANAGEMENT EXECUTIVE DIRECTORATE (TSMD) Aveshka supports CBP TSMD with a suite of highly specialized services focused on business and technology transformation across CBP’s Office of Information and Technology (OIT), including enhancing mission critical capabilities and improving IT operations. Specifically, our personnel provide critical support for the CBP Commissioner’s two major transformation priorities: Organizational Change Management (OCM) and Integrated Technical Services Management (ITSM). We are helping OIT transform its Information Technology Infrastructure Library (ITIL) services, including the creation of processes, an updated service catalog, development of a governance process, an updated Strategic Plan aligned with CBP priorities, an updated Planning, Programming, Budgeting, and Accountability (PPBA) process, and a framework for transforming OIT baselined on an Agile rolling wave three-year plan, rather than the traditional five-year static planning approach. We developed a Governance Model designed to realign OIT’s organization consistent with the CBP Commissioner’s priorities, as well as with mission priorities across OIT’s technical Executive Directorates. Our personnel captured the “As Is” architecture, developed the “To Be” architecture, and conducted a gap analysis to help OIT update its metrics and performance measurement goals. Our gap analysis incorporates stringent requirements management processes fine-tuned to each of OIT’s Executive Directorates and their diverse missions. Our personnel also created an incubation development plan to migrate CBP-wide email functionality into an ITIL Framework Service entitled, “Electronic Messaging as a Service.” This plan, OIT’s first prototypical incubation framework, will serve as the model for future Service Incubations.
DEFENSE INTELLIGENCE AGENCY (DIA) ENTERPRISE SENIOR INFORMATION TECHNOLOGY ADVISORS (ESITA) Aveshka has provided a wide array of IT services and cybersecurity support to the Defense Intelligence Agency (DIA) via multiple Task Orders under the ESITA contract since 2011. We assisted DIA in enhancing the security posture of the enterprise by performing information systems security engineering (ISSE) and security testing and evaluation (ST&E). We ensured that DIA employs ISSE best practices spanning product design, development, evaluation, testing, analysis, and security requirements, with a consistent focus on operational impacts to internal and external teams and organizations. We performed ST&E assessments and provided guidance for the efficiency of security recommendations based on the systems’ engineering lifecycle. These activities occurred on multiple levels: the policy and portfolio level to support, review, analyze, and comment on ISSE recommendations and Certification and Accreditation (C&A) issues; and, at the program and project level to apply fielding and implementation of individual systems and applications. We maintained the DoDIIS System Compliance Registry (DSCR) for cross domain systems (CDS). We were responsible for inventory and standardization of CDS records within the DSCR for FISMA compliance reporting. The team also ensured the most up-todate Body of Evidence (BOE) documentation was maintained in the IAONESOURCE SharePoint directory for review by the Delegated Authorizing Official (DAO) or Theater Chief Information Security Officer (TCISO) for determination of an Authority to Operate (ATO) for systems and/or applications. We also defined, documented, and made recommendations to DIA for improvements to processes related to C&A under DCID 6/3, JDCSISSS, ICD 503, and/or D-JSIG for cross-domain systems.
U.S. DEPARTMENT OF HOMELAND SECURITY (DHS), U.S. CUSTOMS AND BORDER PROTECTION (CBP); PASSENGER SYSTEMS PROGRAM DIRECTORATE (PSPD), PASSENGER SYSTEMS SOFTWARE APPLICATIONS - OPERATIONS AND MAINTENANCE, DEVELOPMENT, MODERNIZATION, AND ENHANCEMENTS Aveshka supports CBP PSPD’s suite of computer and automated software applications. As part of an over 275-person team, we apply Agile practices to help PSPD develop new capabilities and applications and enhance and modernize existing applications in response to evolving technologies, threats, and mission requirements protecting U.S. air, land, and sea borders. This includes development and modernization of more than 25 inter-related applications supporting internal CBP customers, other government agencies, and commercial interests. We provide support to all process phases in performing software requirements, design, development, testing, and implementation to ensure that PSPD software applications enable these diverse end-users to meet their mission goals and objectives. Efforts encompass the full range of the Systems Engineering Life Cycle (SELC), including planning, requirements definition and analysis, systems design and development, coding and testing, production, implementation, integration, and software application maintenance. In addition to technical support, our personnel regularly interact with CBP’s Office of Field Operations, airport officials, and other government organizations to ensure that all requirements are met and to resolve any issues which may impact our ability to fulfill CBP’s missions.
