Gearing up for new markets

T

he Turkish automotive industry, which was originally founded for import-substitution purposes and focused on the domestic market for a long period, transformed itself into a production base for a number of global brands. Competitiveness at the domestic level has been replaced with the competitiveness on a global scale. In motor vehicles and spare parts, a large number of the EU legislation was adopted. The Turkish automotive industry is one of the four largest exporting and leading investor industries of the Turkish economy. It is an economically strategic sector in terms of its significant contribution to the national production and development, direct and indirect employment and level of technology in Turkey. The Turkish automotive parts industry has turned out to be dynamic and competitive. It has developed in parallel with the development of Turkey's automotive industry both in quality and production volumes. The auto parts industry with its large capacity, wide variety of production and high standards, supports automotive industry production and the vehicles in Turkey. The Turkish automotive parts and components industry has now developed to the stage where it is at a level ready to take advantage of the globalisation and structural changes in the world automotive industry. A number of firms active in the industry have been named the "co-designer" in the global vehicles manufactured in Turkey. These firms have also reached the stage where they act as "co-designer" for the global production of motor vehicle manufacturers. Our publications, by participating in major international fairs and exhibitions, remain at the service of those business people seeking to increase their share in the increasingly competitive foreign markets. This month, we participate in SIA-AutoTechService, the 23rd International Specialized Exhibition Kyiv, Ukraine. This is the largest event in Ukraine for the car service market and the automotive aftermarket. Within the framework of the exhibition, automotive SIA-fest is planned. The festival program includes drift show of sports and tuned cars and motorcycles, spectacular racing and slalom, open air exposition of cabriolets and vintage cars, the competition of trucks, buses and taxis, sound show and other. We are convinced that the event would be instrumental to increase business opportunities in the automotive industry. We wish lucrative trade for all participants.

Azerbaijan Gets 300 Iveco Buses

T

he Ministry of Transportation of Azerbaijan with its new department “Baku Bus” has ordered 300 Iveco buses fitted with Diwa automatic transmissions from Voith. They will serve fans during the first European Games in Baku, also known as “Baku 2015”. The games will be held from 12th to 28th June 2015 and will feature over 6,000 athletes competing in 20 disciplines. The buses will be delivered in two batches. The first 150 Iveco Irisbus Citelis CNG buses with Diwa.5 were delivered until the end of February. The remaining 150 buses, Urbanway CNG Euro 6, with Diwa.6 will enter service in summer 2015. The Diwa transmissions have been selected for their perfect combination of E300.1 control, Aladin diagnosis software and the Diwa SmartNet telemetric system. The Diwa SmartNet is a telemetric system that allows monitoring the driveline online, though an internet portal. This system automatically evaluates transmission data and informs the responsible vehicle manager if any irregularity is detected. This allows preventive maintenance, reduces downtimes and prevents the operator from unscheduled vehicle standstills. The GPRS-transmitted data are analyzed by the diagnostic software Aladin. The operating and service data are recorded, classified and accumulated by the electronic control unit during the entire operation. Aladin presents data in clear, compact and ready-to-print reports. The data serves as a source of information about the vehicle and contributes significantly to optimized driving behaviour, reduced operating costs and increasing availability.

Electric Vehicle Demand Soars In Past Five Years

lectric vehicle demand in the past five years has soared in the US. The same is true worldwide. By the end of 2014, more than 700,000 total plug-in vehicles had been sold worldwide (plug-in hybrids and pure battery electrics), up from about 400,000 at the end of 2013. As of 2015, dozens of models of electric cars and vans are available for purchase, mostly in Europe, the United States, Japan, and China. A major reason for the rapid jump in EV sales is the rapid drop in the cost of their key component -– batteries. The energy stored in a battery is measured by kilowatt-hour (kWh). The more kWh stored, the further the car can go on one charge, so a key metric for battery economics is the cost per kWh. The lower the cost, the cheaper it is to build an electric car with a significant range. The International Energy Agency estimated that electric vehicles would achieve cost parity with internal combustion engine vehicles when battery costs hit $300 per kWh of storage capacity. The analysis projected that would happen by 2020.

Turkey’s Crude Oil Imports Expand

urkey’s Crude oil imports expanded 28.5 percent to 1 million 694 thousand 805 tons in February this year compared to the same month last year. Turkish Energy Market Regulation Agency (EPDK) posted Oil Market Sector Report. According to this, the crude oil imports increased 28.5 percent in February year-on-year and reached 1 million 694 thousand 805 tons. The imports of diesel (except diesel including biodiesel) also increased 14.29 percent to 788 thousand 105 tons. Imports of jet fuel increased 170.57 percent to 29 thousand 941 tons. The refinery production increased 20.61 percent to 3 million 490 thousand 133 tons in the first two months this year over the same period last year. Diesel production raised 10.62 percent to 1 million 49 thousand 572 tons. Unleaded petrol production raised 34.97 percent to 741,256 tons. The jet fuel production increased 41.08 percent to 627,110 tons. As for the distributor licensed owners’ fuel sales increased 11.84 percent to 3 million 95 thousand 95 tons in the first two months over the previous period. The sales of diesel excluding biodiesel increased 9.8 percent to 2 million MAY 2015

448 thousand 66 tons in this period. The sales of biodiesel increased 78.18 percent to 249,456 tons. The sales of total diesel increased 13.84 percent to 2 million 697 thousand 522 tons, the sales of unleaded petrol increased 7.49 to 283,587 tons in the first two months this year. Exports of gasoline increased 24.31 percent to 206,444 tons in February; in the first two months the exports increased 59.4 percent to 483 thousand 926 tons. The exports of diesel excluding biodiesel decreased 94.39 percent to 1,891 tons; meanwhile exports of jet fuel increased 18.97 percent to 208,905 tons in February this year.

Amendment In Tachograph Directive

achograph directive has been amended for the vehicles which deal with freight. For this a schedule has been set again to replace analog or electronic tachograph devices with digital ones for 1996 and following model vehicles which deal with transportation in the home. The Ministry of Science Industry and Technology’s Directive which foresees amendment in “Inspection and Stamping Regulation for Tachograph Devices” has been issued in the Official Gazette and entered into force. According to this, the analog or electronic tachograph devices which have obligation to be used in 1996 model and following model vehicles will be replaced with digital tachographs up to 31 December 2015 for 1996-1998 model vehicles; for 1999-2001 model vehicles in 2016; for 2002-2004 model vehicles, digital tachograph will be enter into force in 2017; for 2005-2007 model vehicles the new directive will be into force in 2016 and for the following model vehicles in 2019. The technical staffs - which have taken the authorized certificate in accordance with the provisions of “Directive for Tachograph Devices Services” from the ministry – would make process for the type of tachograph MAY 2015

which is specified in the authorized certificate in repairing. In the first examination and periodical examinations, the service will control the tachograph device whether conforming to related technical regulation. In addition, the service will control the digital tachograph devices which were mounted after 30th June 2014 and their motion sensor meets all necessities comply with topical version and also in the vehicles of which independent motion signal function can be taken via “control space network”.

Automechanika Istanbul 2015 closed its doors with a great success, 1,667 exhibitors have had the opportunity to present their brand-new products, the exhibition was held on a net area of 40,516 sqm

stanbul, the commercial and financial hub of the Turkish republic, was once again in the focus of the automotive industry: Automechanika Istanbul, the region's most comprehensive event for the automotive service industry was held from 09th to 12th of April, 2015, at the TUYAP Exhibition Center in Istanbul. The show consolidated its position as the third biggest trade fair for the automotive industry following Frankfurt and Shanghai with record-breaking numbers this year: 1,667 exhibitors from 41 countries showcased their innovations at 14 halls on 40,516 sqm (2014: 34,791 sqm). Apart from individual exhibitors from all four corners of the globe, 17 country pavilions from Morocco to China showcased their products from their regions. "Automechanica Istanbul continues to be a meeting point of national and international exhibitors. Every year, it offers manufacturers, investors and buyers the chance to meet face to face." said Alexander Kühnel, General Manager of Hannover Fairs Turkey, adding "This year, it was again the place where new and promising distribution agreements were signed and where current and potential customers got insights of the latest in technology. It served as an important international platform for new import and export opportunities as well as for business expansions". The 2015 edition of Automechanika Istanbul featured a long list of novelties: The entire event was restructured with several new sections such as: Lubricants, Tire, Batteries and Truck Competence. Totally, exhibitors had the opportunity to present their innovations in six different product groups: Parts and Components, Electronic Systems, Accessories and Tuning, Repair & Maintenance, Information Technologies & Management and Service Stations & Car Wash. As well, many services were improved for the visitors: an advanced mobile application for easy navigation through the fair, a refined visitor registration system to minimize waiting time and an easier information system about the activities for the visitors on the fair guides. The event attracted considerable attention of visitors from all

around the world. During the four days 46.382 visitors were hosted. With the support of T.R. Ministry of Economy and Automotive Exporters Union, buyer delegations from Bosnia Herzegovina, Bulgaria, Israel, Kyrgyzstan, Moldova, Pakistan, Tunisia came to the fair and developed new business relations. "Once again, Automechanika Istanbul has proven itself to be an international platform for the presentation of important novelties throughout the entire automotive sector and has underlined its leading position in the Turkish automotive industry. Bilkent University Develops Vehicle Operating By Air

Bilkent University has developed a vehicle through completely domestic components and contributions of mechanical engineering students that would operate via compressed air

ilkent University has developed a vehicle runs via compressed air. Assistant Prof. Dr. Barbaros Cetin, lecturer in Mechanical Engineering Department of Bilkent University, stated that the compressed air was a technology being used in the world in various periods. Marking those vehicle prototypes which operate via compressed air had existed particularly in France, Cetin said; “Compressed air technology is very crucial for our country. Because of it has potential to be made domestically.” Stating the vehicles would operate via compressed air had been developed by completely domestic components and contributions of mechanical engineering students such as Utku Hatipoglu, Cem Aydogan, Yigit Oskay; Cetin noted the project has been entered into force through effort continued for 6 months. Cetin also said the chassis of the vehicle has been outlined by the efforts of the students and Turkish masters. About technical specifications he continued; “The vehicle is based on high compressed air that is pumped into a tank passing through special regulators allowing engine work via pipes. The vehicle emits breathable air out. Primarily, we

fill the tank with a compressor that runs by electric energy. If this energy is obtained via solar energy or wind, the energy would be entirely free of charge. Then, we send the compressed air through tube into cylindrical engine, there it is transformed to piston motion, so the vehicle gets movement. When compressed air enters into engine, thanks to ‘reduction effect’, temperature of the air decrease fairly. When the engine works, it also cools. Thus, the vehicle also shelters a natural air-conditioner unit on it.” Indicating the project was the first prototype which runs with air; Cetin said they would work to improve for a commercial product in the next step of the project. “Our project has started with a small aim, but now our objective is big,” he said. “After this, in the next stage what we would like to make is to develop golf vehicles which are used at hotels with this technology. In addition, we would like to make wheeled chairs for disabled people operating with this technology. If we make the chairs work with this technology, the people would go the stations that would be installed by municipalities to fill the vehicles’ tanks via compressors. We will begin to prepare project to TUBITAK for our all targets,” Cetin concluded.

s the most dynamic and inclusive automotive event of the region, Automechanika Istanbul was held at Tuyap Fair and Congress Center on 9-12 April 2015. Hosting its business partners at its stand in Hall 9, Hıdır Usta Motorized Vehicles let its visitors enjoy a distinctive experience by preparing ‘technological’ surprises. Featuring as the biggest fair following Frankfurt and Shanghai, Automechanika Istanbul has set a new record again with both the number of exhibitors and visitors. Hıdır Usta Motorized Vehicles also participated in the fair which hosted 46,382 visitors on 9-12 April 2015. After two year break hosting its guests from both home and abroad at its stand in the entrance of Hall 9, Hıdır Usta made a comprehensive preparation ahead of the fair. Letting its 60 worldwide brands of which representatives meet with its visitors, the company took place at the fair along with its whole staff responsible for the branches and senior administrators as well as sales team. METU Develops Solar Panel Saves Energy, Reduces Emission Middle East Technical University has developed solar panels integrated into ceiling of bus could be able to generate the needed energy for air-conditioner, audio and visual systems, wireless internet, cold-hot water units, lighting and electric motor battery

he Solar Energy Research Center of Middle East Technical University (METU) in the partnership of a firm has launched trips of Turkey’s first bus with solar panel which has been improved domestically. Stating having improved through R & D studies based on photovoltaic technology that launched 6 years ago, productivity of the solar panels is 18 percent, Prof. Dr. Rasit Turan, Manager of METU-GUNAM, said; “As GUNAM, we improve this technology continuously. Within the upcoming 2-3 years, we will be producing the most efficient siliceousbased solar cells of the world. We are very assertive in this issue.” Turan remarked the buses would serve to passengers with air-conditioner, audio and visual system, multi-media units, wireless internet, cold-hot water units. All these systems’ energy needs are provided via diesel engine, especially in break times the engine remains in operation position. He said they had accomplished the bus project with solar panels inserted into its ceiling as a first in Turkey; there are a few examples in the world. Prof Turan said the solar panels integrated in bus could be able to generate the needed energy for air-conditioner, audio and visual systems, wireless internet, cold-hot water units, lighting and electric motor battery. In order to ensure solar energy for 12 sq meters of the ceiling of the bus was covered by 24 solar panels comprised 360 solar cells, Turan said the installed system would be able to generate 1,4 kilowatt/h electricity. The generated energy is accumulated into a battery system if needed is used to operate electric air-conditioner. “The all solar cells have been produced at GUNAM through domestic made components. We have designed solar cells particularly for bus ceiling. In the other examples in the world glass panels have been used. Those prevent efficient use of ceiling also being heavy, they do not work efficiently. As for our system, we have developed the flexible solar panels in 2

millimeter thick have been inserted into ceiling with a special adhesive. So, we ensured both the cells being inserted as adhering on the surface of ceiling and having shaped. We did researches in order to being durable for every kind of atmospheric condition and speed of the bus. The developed system will ensure a remarkable fuel saving in the buses, as well as providing a crucial function in decreasing sera gasses,” Turan said. Highlighting the developed system was a crucial example of university-industry cooperation, Turan said; “Our technology is product with which Turkey feels proud.” Turan also marked the solar cells that inserted into bus would be able to provide a significant fuel saving. He continued; “The efficiency of bus will be tested during one year. I think solar energy would enter the plants as a component in bus design in the upcoming years. In his speech delivered at the OYDER Automotive Congress held under the theme “Future of Automotive Retailer”, Gulan said despite having been exposed to fluctuations in terms of production, exports and domestic market, the automotive sector continues to growth. Reminding despite plunge in the domestic market in 2014, the successful results in the first quarter of 2015 made faces smile, he said a very difficult year in 2014 was experienced due to special consumption tax increase, rise in foreign currencies, implementations of Banking Regulation and Supervision Board, as well as increase in vehicle credit interest rate. Remarking the production and sales in the world were shifting to east, Gulan concluded; “According to expectations, 100 million vehicles would be produced per annum in the world in 2018. Of these only 30 million would be produced and sold in China.”

Decline In Automotive Exports In First 4 Months Beginning the year with 9.1 percent increase in January, the representatives of the sector attributed loss in exports of the automotive industry predominantly to euro-dollar parity

urkish automotive exports plunged 7.7 percent to $7 billion 47 million in the first four months this year compared to the same period previous year. The representatives of the sector attributed the loss in the exports of the automotive industry predominantly to eurodollar parity that reached $584 million in the first four months this year when compared to the same period last year. According to the data compiled from the documents of Turkish Exporters’ Assembly (TIM), the sales of the automotive sector which were $7 billion 631 million in January-April last year, decreasing 7.7 percent the sector’s exports became $7 billion 47 million this year in the same period. However, the sector has gotten the highest share from overall exports of the country with 14.4 percent in the said period. The readymade garment followed the automotive sector

with 11 percent, chemical products with 10.5 percent and the steel sector share became 7.6 percent in overall exports of Turkey in the first four months this year. Beginning the year with 9.1 percent increase in January; in February the sector exports decreased 6.9 percent, in March the export contraction rate became 16.7 percent. Last year in April, the sector exports were $2 billion 86 million, this year the exports decreased by $1 billion 843 million in April. The 9 out of 10 countries to which automotive industry exported mostly constituted the European Union countries. On the contrary, the export losses, which the sector representatives attributed to euro-dollar parity, drew attention in this case. Germany maintained its leadership with $1 billion 119 million, despite 10.53 percent constriction in the first four months this year over the same period last year.

It is expected that in 2016, about 90% of all new cars will be equipped with wireless-communication equipment or V2V (vehicle to vehicle) communication devices, and Taiwan is already working in this direction thanks to strong government support and collaboration between manufacturers and research institutes. Regarding Turkey, the growing ties between both countries have contributed to an outstanding overall export value to Turkey of $1.7 billion USD last year, with exports consist primarily of machinery, electronic and electrical equipment, appliances, textiles, base metals, plastics and rubber. Following the crude oil sector, they had also taken step into motorized vehicles such as automobile, bus, truck, pickup, motorbike, earthmoving machines, air vehicles and ships, Simsek continued; “The disarray structure in the regulations related to motorized vehicles from which a special tax income worth TL12,5 billion gained per annum will be recovered and gray areas will be removed. Thanks to this, the regulation will be brought into an understandable way easily.” Remarking secondary regulations about special consumption tax exemption which has been valid currently for disabled persons had been reviewed through the new notification, Simsek said thanks to this the hesitated sections and wrong implementations would be ended. He added thanks to the exemption regulation in order to allow disabled people participate in social life would come to a more understandable way. Minister Simsek also noted that unnecessary bureaucracy would be omitted. “We have been investing hugely in infrastructure of the ministry for long years. Thanks to this, we have moved lots of implementations to electronic condition. We have increased both efficiency and decreased lost - leakage to minimum level. Minister Simsek said they had given a great importance to that issue in new special consumption taxation concerning motorized vehicles and said; “In order to prevent tax loss and evasion in vehicle delivery stemming from low taxation declaration and falsification in tax basis we have also cleared the hesitated parts. Thanks to this, tax evasion will be prevented in purchasing vehicles.” He also said question marks which are interested in millions of people had been removed and cleared about what should be understood from a vehicle whether subjected to special consumption taxation or not, as well as how it is understood that the goods in the coverage of number II list or not and return of special consumption taxation can be carried out for the vehicles’ exports which are purchased by being paid special consumption taxation without implemented any transaction related with export exemption. Stating the work completely was made to remove the untidy structure in the regulation and gray sections and it will be brought into the understandable form, Minister Simsek concluded: “In the new regulation there is not any tax increase, decrease or removing any exemption. But, the exemption implementations in various regulations will be gathered in the said regulation into a more detail and understandable way. For example, the conditions such as diplomatic, oil exploration, exemptions directed to disabled persons and those who will get benefit from those and transactions to be made will be cleared. Together with this notification, a new period will begin in the special consumption taxation which has been in force for 13 years. Related people do not require looking at tens of different regulations and work of citizens will be eased.”

COMTRANS: Exhibitors Remain Optimistic

ven though business in Russia might be difficult at the moment – many international commercial vehicle manufacturers and suppliers see great potential in this market over the long term. That is why COMTRANS 2015, the international commercial vehicle trade show, which takes place in Moscow from September 8th to 12th, is a fixed date in calendars in the commercial vehicle sector, according to the statement. In recent years, Russia has been considered one of the most important growth markets – particularly for commercial vehicles. With approximately 114,000 trucks over six tons in total weight sold, the country was the world’s seventh largest commercial vehicle market in 2013. Through joint ventures and investments in sales and service networks as well as in their own production facilities, Western European commercial vehicles manufacturers have steadily been expanding their market share in the Russian market in recent years. Not only the so-called Big7 – Daimler, Volvo, MAN, Scania, DAF, Iveco and Renault Trucks – have carved out a permanent place in the Russian market, with a joint market share of around 30 percent. Trailer manufacturers like Schmitz Cargobull, Krone and Kögel as well as international component manufacturers such as ZF, Jost and Knorr-Bremse have also established themselves as fixtures in Russia. COMTRANS displays the interest in the Russian market "The fact that there is still tremendous interest in the commercial vehicle market in Russia and its neighboring countries is illustrated by the number of applications for COMTRANS 2015," says Peter Bergleiter, Managing Director of IMAG – Internationaler Messe- und Ausstellungsdienst GmbH, the international partner of the Russian organizer Media Globe. "We’re expecting more than 400 exhibitors from more than

40 countries," says Bergleiter. COMTRANS alternates years with the IAA Commercial Vehicles and has established itself as the most important international trade show for commercial vehicles in Europe after the IAA. In 2015, it will open its doors from September 8th to 12th on the grounds of the Crocus Expo in Moscow. All major truck, bus, van and trailer manufacturers as well as many component manufacturers and suppliers from Europe and Asia have already confirmed their participation. "COMTRANS has noticeably become more important in recent years. In 2013, we had our biggest stand to date and were very pleased with the response to our exhibit. In 2015, we’ll be there with a similar presence," says a Daimler company spokesman. Representing the group of component manufacturers, ZF also sees COMTRANS as an important building block for its market presence in Eastern Europe: "The trade show was well attended and focused on commercial vehicles – it has fully met our expectations. Ukraine crisis leaves its mark Western European commercial vehicle and component manufacturers are not directly affected by the sanctions that the EU has enacted against Russia as a result of the Crimean and Ukrainian crisis. Nevertheless, the weak ruble and the rising prices of imported products are impeding market access from the outside. In addition, there are state restrictions, like the anti-dumping duty of 29.6 percent for light trucks with diesel engines and a total weight of 2.8 to 3.5 tons, which has been in place since June 2013. The weakening economy, an increasingly weak ruble and political uncertainties surrounding the Ukraine crisis combined with the EU sanctions have had a negative impact on the entire Russian commercial vehicle market. According to the Russian state statistics service, the domestic production of light and heavy trucks decreased by 25.8 per cent from January to November 2014 compared with the same period of the previous year, while Russian bus production fell 20.6 percent. According to preliminary estimates, a decline in the commercial vehicle market of around 20 percent is expected for the entire year of 2014. Positive signals There are also some positive signals coming from the Russian commercial vehicle market, though. More modern technologies are trending in Russia, especially in the field of long-distance transport vehicles. As a result, the demand for products from European manufacturers, suppliers and component manufacturers is clearly growing, despite a declining market. For example, ZF, a manufacturer of gearboxes, axles and steering systems, says that it was able to increase its sales of products for commercial vehicles in Russia last year. Mercedes-Benz Lkw has also been able to increase its market share in 2014, despite a declining market. Other European manufacturers are also still on track. For example, for 2015, Iveco is planning the launch of the new transporter Daily MY2014 as well as the further expansion of its sales and service network. The Italian company wants to prepare for better times. After all, as stated by a company spokesman: "In the long term, we expect a recovery in the Russian commercial vehicle market." Iveco is not alone in this assessment. The situation looks

similar to Dr. Kay Lindemann, Managing Director of Europe's largest manufacturers association, the Verband der Automobilindustrie VDA (Automotive Industry Association): "Medium and long term, we believe that the Russian market will be unfolding its enormous potential and returning to growth." New models and expansion of production in Russia Other international manufacturers also see a future for the Russian commercial vehicle market and want to pave the way for an expected upturn with new models and an expansion of production. That is why, in December 2014, the Turkish truck manufacturer Ford Otosan and the Russian company Avtotor signed a Memorandum of Understanding, which provides for the production of the Ford 1846T in Kaliningrad as early as the spring of 2015. The Chinese manufacturer Dongfeng plans to invest 100 million euros to build a production plant for city buses in Krasnoarmeysk in the southern Russian region Salatov. Volvo, the first European manufacturer with its own truck production in Russia, opened a new cabin production plant in November 2014 in Kaluga with a production capacity of 15,000 units. And the market leader KAMAZ recently announced the launch of three new truck models, all equipped with the new cabin which is jointly developed with Daimler. "In spite of political uncertainties, COMTRANS 2015 offers all commercial vehicle and component manufacturers a platform to present new models and share critical impulses for the Eastern European commercial vehicle market," says Bergleiter.

Growth was sustained across all segments of commercial vehicles. Spain (+67.6%), the UK (+25.6%), Germany (+13.1%), France (+11.1%) and Italy (+10.2% all posted double-digit growth, contributing to the overall expansion. In the first quarter of 2015, the EU market expanded by 13.3%, totalling 502,210 commercial vehicles. During the same period, Spain (+42.3%), the UK (+24.2%), Germany (+7.1%) and Italy (+7.0%) all posted growth, while France was the only major market to record a decline (‐0.5%). New Light Commercial Vehicles up to 3.5t – vans March 2015 results showed a 27.9% increase in new heavy truck registrations, totalling 24,649 units. This positive outcome was mainly sustained by the significant growth recorded in the UK (+77.6%), Spain (+41.0%), Italy (+44.4%) and France (+22.1%). New Medium & Heavy Commercial Vehicles over 3.5t trucks In March 2015, 30,603 new trucks were registered in the EU or 21.2% more than in March 2014. Among major markets the UK (+55.6%), Italy (+42.7%), Spain (+36.3%) and France (+14.9%) posted double‐digit growth, while Germany remained stable. Three months into the year, results for trucks were diverse, with France (‐8.6%) and Germany (‐1.0%) performing less well than in the same period last year, while Italy (+12.7%), Spain (+22.5%) and the UK (+45.1%) recorded a significant increase. Overall, the EU recorded 74,138 new trucks, or 10.7% more than in first quarter of 2014. New Buses & Coaches over 3.5t In March 2015, new bus and coach registrations increased (+33.1%) compared to March 2014. This was also due to the significant growth observed in the new EU member states (+33.6%). From January to March 2015, the EU market increased by 24.5%, totalling 8,930 new buses and coaches. Demand was driven primarily by Spain (+94.6%), the UK (+30.1%) and Italy (+15.6%).

European Automobile Industry Committed To Sustainability The European automobile industry is committed to sustainability and is continuing to invest in innovation that reduces the environmental footprint of the sector

O

ver the last decade, the industry has reduced energy use in production by 11.1%, water use by 40.2% and CO2 emissions by 22.8%. Waste ‘pre-consumer’ scrap is down 7.3%, a sign that manufacturers are rolling out new, more efficient production methods. Part of the manufacturers’ commitment involves ensuring that vehicles are resource-efficient to maintain, recycle and recover. These factors are different sides of the same coin, as easy installation and removal of parts makes repair and replacement easier, as well as facilitating easy recovery and recycling. The end of a vehicle’s life is carefully regulated. Manufacturers worked hard to meet the 85% recyclability and 95% recoverability targets for new type approvals in 2006, with the aim of ensuring that vehicles which are disposed of, are recoverable to that level. The End of Life Vehicle (ELV) Directive, which covers the recycling and recovery of end-of-service vehicles provides a clear and effective framework for limiting waste from Europe’s scrapped cars, vans, trucks and buses. However, vehicle manufacturers are only a part of the process. While automobile manufacturers have their responsibilities (including during the design phase by respecting substance restrictions, providing dismantling information etc), ELV ‘take back’ is a shared economic responsibility also borne by users, dismantlers and authorities. Vehicle manufacturers’ efforts ensure that vehicles are designed for sustainability, provide information about how to dismantle vehicles properly and contribute to the setting up of market-specific take-back networks. This shared responsibility contributes to European resourceefficiency targets. Stakeholders working together to reuse, recycle and recover vehicles are helping to save raw materials and reduce greenhouse gas emissions from the production of the new vehicles. The implementation of the ELV Directive has a successful, 25-year history. However, to improve outcomes further, ACEA has formulated four recommendations on advancing recycling. These were presented in Berlin during the 15th

International Automobile Recycling Congress (IARC) in March 2015: 1. There is a clear need to ensure better traceability of end of life vehicles by ensuring there is a correctly implemented deregistration system in all member states. 2. Member states should properly enforce the legislation on end of life vehicles to prevent illegal shipments of end of life vehicles. 3. It is desirable to further explore a ban on landfill for ELVs focusing on dismantling and post-shredder technology to support even more effective recycling. 4. While the Commission should ensure a coherent approach to support the recovery of ELVs across all their services, recovery and recyclability targets should always make sense from an economic point of view.

Safer And Greener Lorries Approved By European Council

orry and bus manufacturers will be allowed to exceed current length and weight limits to use designs that will improve road safety and fuel efficiency. These changes to the 1996 weights and dimensions directive were adopted by the Council on 20 April 2015. Streamlined vehicle shapes A new lorry cab profile with a rounded nose will reduce drivers' blind spots and lessen wind resistance. The slightly longer front can also feature a crumple zone to absorb energy and diminish the impact of collision. All this can help save the lives of numerous pedestrians and cyclists. Length derogations will also allow retractable or foldable aerodynamic flaps to be attached to the rear of the vehicle. The rounded front and the rear flaps will both improve the vehicle's fuel performance. This will bring savings to hauliers and reduce harmful emissions. Vehicles with the new features will have to be type-approved before they can be put onto the market. The Commission will propose the necessary changes to the current type-approval rules. The provisions concerning the rear devices will start to apply as soon as the technical and operational requirements have been adopted. The cab redesign provisions will begin to apply three years after the relevant type-approval rules are in place. Other novelties • The use of clean fuels, such as electricity and hydrogen, will be encouraged by authorising a weight increase of up to one tonne for vehicles using such fuels. • The maximum weight of buses will be increased by 1.5 tonnes. The new weight will accommodate the increase in the average weight of passengers and their luggage and of new equipment imposed by safety regulations. • New rules on the length of vehicles transporting certain containers in the context of an intermodal operation will make it easier to combine road transport with other modes of transport which are less carbon intensive.

• Member states must take specific measures to check vehicles for overload. The vehicle-check provisions will apply six years after the entry into force of the directive. Extra-long vehicles: no change The current rule on extra-long vehicles does not change. This means that member states may continue to allow the use of vehicles exceeding EU standards in their own territory as long as doing so does not significantly affect international competition. This concerns the transporting of large loads for instance by specialised forestry vehicles or through the use of long combination vehicles. Agreement with the European Parliament In order to be adopted, the legal act had to be approved by both the Council and the European Parliament. This second reading agreement was based on the deal struck between the institutions in December 2014. The Parliament held its second reading vote on 10 March 2015. Entry into force, enactment deadline and review The directive will enter into force twenty days after its publication in the EU Official Journal. After publication, member states will have two years to transpose it, i.e. adopt national provisions to comply with it. It will be reviewed three years after the transposition deadline.

Driving Licenses Of Women Double In Last Decade In the last decade, the number of driving licenses of women has doubled in Turkey, according to a survey conducted by the Traffic Research Institute

n the last decade the number of driving licenses of women has increased. This case has revealed some realities. The Automotive Sector Committee of Turkish Independent Industrialists and Businessmen Association or (MUSIAD) suggests applying the criminal justice in order to prevent violence and harassment against woman as driving at traffic. The statement released by MUSIAD said, “Increasing of effectiveness of women in social life is an indisputable reality with every passing day. The activeness in social life is indispensable to show itself in driving too. Especially, some realities have been occurring through existing life style such as housing which has been built out of downtown, changing of shopping understanding. In the last decade, the number of driving licenses of women has doubled. Driving more consciously and cautiously than men, the women drivers take place at the front line having traffic and first aid kits in their vehicles regarding performing importance to passenger security. Being more fastidious than men in obeying rules, in the face of this condition, sometime men would resort to violence and harassment. The most harassment and violence types are observed at traffic such as abruptly overtaking women, pressurizing, stopping instantly in front of women’s

cars, horning and blinking headlights, turning their cars towards women’s.” According to a survey conducted by Traffic Research Institute including 752 respondents, 35% of women subjected to harassment at least 5 times during driving, as for over 65% exposed to harassment over 5 times. The women who have been exposed to harassment or violence during driving, experiencing panic and fear for a while or continuously not to drive have been determined by the experts. Being more careful and fastidious than men in obeying traffic rules, while these attitudes of women drivers should be a good example for men drivers, on the contrary, example of positive behavers of women would have been a cause to violence is unacceptable. The Automotive Sector Committee of MUSIAD suggests that active punishment implementation should be implemented against the drivers who harass women drivers at traffic.
