As you are probably aware, earlier this week the Prime Minister made an “in principle” decision to move the Auckland region to Alert Level 3 on Wednesday 22 September. Confirmation will be announced on Monday 20 September. That’s only days away. So with that transition in mind, we thought you’d like a timely reminder of what life under Level 3 looks like for sellers and buyers of real estate*. What we can do – providing all health requirements are met: Private viewings by buyers or potential buyers are permitted with the consent of vendors or their tenants Only 2 visits or viewings per day, per property are permitted Visits by professionals to support real estate transactions to complete pre-sale conditions are permitted Buyers may conduct pre settlement inspections and relocate their homes Appraisals may be completed Health requirements include wearing a mask (if over 12 years), the NZ Covid Tracer App QR Code being prominently displayed and utilised, contact records being kept, and systems in place for physical distancing. To that end, our agents are trained in the Covid health and safety requirements. AT Realty has been making headlines throughout the lockdown period with record clearance rates in our “virtual” auction rooms and we don’t expect anything to change. For example, over 200 registered buyers across 26 properties auctioned on Tuesday underpins our confidence. Spring clean your

finances

Looking to buy, move or upgrade and take advantage of record low interest rates? Spring clean your finances to make sure you are mortgage ready. Spring is typically a time when temperatures and the real estate action heat up and if you’re looking at buying or upgrading, there are some great rates to take advantage of! However, in order to be on the front foot getting the best deal or any deal at all, you will first need to make sure you are attractive to lenders. There are many things’ lenders take into account when looking at your application, they all impact your chances of getting approved and how favourable the terms of your mortgage will be. Ultimately the strength of your application affects not only the cost of your mortgage, but how much you can actually borrow. Doing the groundwork now means a faster process when you do need to secure that loan, and hopefully more favourable terms.


What will a lender consider? Deposit The size and requirements can vary from lender to lender. It pays to know the target you need to hit. The composition of your deposit is also important, some lenders require at least 5% of proven genuine savings if you have less than a 20% deposit. Personal loans and other debt Personal loans, hire purchase, student loans and credit card debt can all impact your ability to borrow. Essentially the more debt you have, the higher your repayments will generally be meaning you will have less spare cash each week to put towards your mortgage repayments. Account conduct Lenders are like landlords. They want to see a track record of responsible account conduct. Dishonour fees and dipping into the red without having an authorised overdraft don’t reflect glowingly on your ability to manage your mortgage repayments. Employment situation Lenders tend to be a bit more wary of lending to people on 90-day trials or those who have jumped between a few jobs quickly. If you’re self-employed or contracting there are some extra considerations to take into account such as how your last set of completed financial statements look.

Credit history Are there any historical credit issues or records of non-payment? This is where those old utility bills that went astray when you moved or gym contracts you have let slide come back to bite you in the backside? Family situation If you are considering growing your family or buying a new car to get the kids to sports on the weekend lenders will consider the impact these could have on your weekly cash flow.


What can I do to prepare? Pay your bills on time Your credit score can be impacted by late and non-payment and it’s hard to erase that bad track record. Get your personal debt sorted Big balances on credit and store cards, hire purchases, and personal loans can all impact your ability to borrow. If it's proving difficult, I can talk you through some options around debt consolidation. Mind that large credit card limit Even if you are diligent at paying off your credit card, most lenders will still make an allowance for you spending up to your limit and look at what repayments will be required on that balance, this can seriously impact your borrowing position. So, consider lowering the limit to only what is needed. Budget and show good saving habits Sticking to a plan and having strong savings habits will not only help you build the deposit you need but will reassure lenders you can stick to a plan, which is key when trying to repay a mortgage. Don’t panic, like anything in life, planning is the key. I can help ensure you understand the rules around lending and what different lenders need to see from you. Sunday baking INGREDIENTS 1 cup all-purpose flour 1 tablespoon white sugar 2 teaspoons baking powder 1/4 teaspoon salt 1 egg, beaten 1 cup milk 2 tablespoons vegetable oil 2 ripe bananas, mashed

METHOD Combine flour, white sugar, baking powder, and salt. In a separate bowl, mix together egg, milk, vegetable oil, and bananas. Stir flour mixture into banana mixture; batter will be slightly lumpy. Heat a lightly oiled frying pan over medium-high heat. Pour or scoop the batter onto the pan. Cook until pancakes are golden brown on both sides, serve hot.

$12m in property sold under Tony Alexander the hammer What will happen to prices when we come out of lockdown? The weakest period for New Zealand’s housing market following the March 23 tax announcement was over April and May. That is when real estate agents were seeing the greatest withdrawals of investors and first home buyers in response to the changes, and the monthly pace of house price rises was at its weakest. But since then things have picked up anew, and we headed into lockdown on August 18 with the market gaining a new lease on life. Nationwide, average property prices using REINZ’s monthly gauge increased 0.5% in April, 0.8% in May, 1.0% in June, 2.4% in July, and 2.0% in August. In Auckland the monthly changes since April have been -0.3% then 0.4%, 0.6% in June, 3.3% in July, and 2.3% last month. What’s likely to happen when Auckland comes out of lockdown? We’ll probably see a new wave of people seeking to buy property, driven by awareness of what happened when the last nationwide lockdown ended in May last year. Prices have soared 37% nationwide since then with Auckland ahead by 34%.

Net immigration soared back then. Now, we Kiwis are being actively courted by Aussie recruitment firms offering high wages, we’ve got two years worth of OE to catch up on, and those who have stayed in NZ riding out the pandemic will head back offshore. The chances are good that net migration flows will turn negative in 2022.

But will the same prices growth happen? No. Interest rates back then were cut 0.75%. Now they’ll likely rise 0.75% between October 6 and February 23 with another 1% after that in 2022 and more probably in 2023.

Back in 2020 we saw people who had been planning to travel offshore reallocate some of their usual near $10bn spending to other things, including housing. This time we are steadily building up our expectations of the borders reopening in a managed fashion early in 2022, so will be diverting money back the other way.


$12m in property sold under the hammer We can in fact gain some insight into the role played by last year’s spending diversion with reference to a survey I just conducted of my subscribers. More than 1500 people responded with information when asked what they did with money they had been planning to spend on foreign travel but were unable to. Twenty-six percent went into home renovations and 20% into domestic travel. Eighteen percent went into savings, 12% new cars and a few motorbikes, 11% into reducing mortgages and other debt, and 6% into new furniture and appliances. Five percent was put towards purchasing investment property, 4% towards a new house, and 2% towards a holiday home. In other words, about 11% went directly into the housing market. Going forward, not only will that 11% not be there, but with travelling to be caught up on there will be active diversion of money away from property purchasing.

Will this diversion of spending seriously dent the housing markets around New Zealand? Not really. But when taken alongside interest rates sitting about 1.5% - 2% higher in a year’s time than they are now, possible net migration outflows, house construction in Auckland running at almost twice long-term levels as a proportion of population, new rules on lending to investors likely to come from the Reserve Bank, and potentially new regulations from the government, things are going to change. By the time we get to the end of next year the pace of house price growth is likely to be substantially less than the 28% gain recorded in Auckland this past year and 34% gain recorded for the rest of the country.
