After launching back-to-back “Make in India” and ‘Skill India” initiatives, the Central Government has announced 2015 to be the “Year of Skilling”. The general budget 2015-16 has also clearly reflected the focus on enhancing the industry participation in training and skill upgradation. Thus, the goal of the government is to bring “employability” with tailor-made, need-based programmes for specific age-groups. According to Hon’ble Prime Minister, “Skill India” mission will embrace youth who are jobless, college and school dropouts — along with the educated ones — to be a part of the skilled Indian workforce and add value to our economy in a more organised and productive manner. To give a further thrust to the Quality education, ATDC has collaborated with DGE&T (Ministry of Labour & Employment), AICTE (Ministry of HRD) and RGNIYD (Ministry of Skill Development) to roll out a bouquet of NSQF-based skill framework that will provide better “employability” and career progress. ATDC now looks forward to consolidate the skill gains and scale of the Pilot Phase of SMART project with optimised number of Centres but more stress on quality and practical training. If we witness today, the ever changing technologies and the pressing need for increasing competitiveness in the apparel industry are necessitating the need for even more trained technology-savvy workforce and professionals at various levels. With the changing focus and to address the shortage of skilled workforce and competent professionals in a significant manner, ATDC has entered into a Flexi-MoU with DGE&T that aims at imparting employment-oriented training to the youth at the National Level. ATDCs have state-of-the-art infrastructure in terms of training equipment and human resources. The B. Voc (Bachelors’ in Vocational Education) Programmes being introduced will have a suitable mix of general-education and skill-development components based on the NSQF as per AICTE prescribed framework. The B.Voc courses give thrust to junior to middle management & supervisory professionals which are in significant demand due to new technological and IT interventions in the apparel-retail industries. The ATDC initiatives for the period ahead are significant ones as these will go a long way in promoting skill-based competency modules to be part of the skill certification levels where a student can undergo skill-based learning in textile, apparel and fashion-design and even retail sectors systematically. Such an arrangement would encourage employability and also flexibility to pursue formal education to take up appropriate jobs in the Fiber-to-Fashion value chain. As ATDC heralded the large scale skill training in Apparel sector on a pan-India basis, we are proud to announce that our prestigious ISDS MOT, GOI (“SMART”) project is completing the pilot period on 31st March, 2015, moving on to even higher levels of quality balancing with number. I am hopeful that the new generation training programmes and B. Vocational (B.Voc) courses will give thrust to junior to middle management professionals which are in significant demand due to new technological and IT interventions in the apparel-retail industry. The move will not only be helpful in skilling the youth but also resonate in the “Make in India” pitch in the global apparel and textiles industries.

It aims to provide training and skill development to 500 million youth by 2020 and a National Vocational Qualification Framework (NVQF) for affiliations and accreditation in vocational, educational and training systems. With the expected economic growth, the challenge is going to only increase further, since more than 75 percent of new job opportunities are expected to be skill-based. The government, thus, is strongly emphasising on upgrading people’s skills by providing them vocational education and training. Needless to say, it is a herculean task and requires collaboration with various stakeholders, especially when the aim is to deliver quality education via longterm programmes.

With announcing 2015 the “Year of Skilling”, Hon’ble Prime Minister Narendra Modi has been reiterating his “Skill India” dream at various national and international platforms, emphasising on the urgent need for a vast pool of highly skilled and qualified human resources. The goal of “Skill India” is to create opportunities, space and scope for the development of talent of Indians and identify new sectors for skill develop-
QUALITY EDUCATION DREAM FOR ‘ASPIRATIONAL INDIA’ The quality thrust for skilling will happen only with rigorous efforts and devising strategies that suit the current job market scenario. Having realised the requirements to meet the “Skill India” initiative, ATDC has signed MoUs with various government departments and agencies to chart the right path for making Prime Minister’s dream a success. To begin with, ATDC has signed a flexi-MoU with the Directorate General of Employment and Training (DGE&T), Ministry of Labour and Employment, Government of India, for skill development in the apparel sector. Signed by Mr. Alok Kumar (IAS), Director General/Joint Secretary, DGE&T and Dr. Darlie O. Koshy, DG & CEO, ATDC in the presence of senior ATDC and DGE&T officials, the MoU envisions to implement the centrally-sponsored Skill Development Initiative Scheme (SDIS) to provide vocational training, test and certify people to improve “employability” factor and gain employment. “I am very happy with the worldclass facilities and state-of-the-art infrastructure at ATDC. I am confident that ATDC will become a breeding ground for skilled manpower in the fashion and

‘ATDC can stand out with unique longterm programmes’
he purpose behind the flexi-MOU that the Ministry of Labour and Employment has signed with ATDC is to offer freedom to the industry to design training programmes as per their need so that their production does not suffer due to shortage of skilled workforce. On the other hand, the MOU also requires that at least 80 percent of those trained under such programmes should be employed by the industry.Thus, while the flexi-MOU helps the industry to fulfill its own requirements of workforce, it also paves the way for guaranteed employment for our youth. Being an important partner in this scheme of largescale skilling of our youth and the unemployed, ATDC should focus on offering courses that make it stand out from others and help the industry to meet the emerging skilled-workforce related challenges that the industry is facing. It should offer training programmes that other vocational training providers cannot afford to offer due to various reasons such as shortage of high-end machineries and so on. The focus should be more on long-term courses of not less than six months and such training programmes should also help candidates gain more practical experiences to increase their “employability”. This scheme also allows ATDC to tie up with industry houses and offer courses to suit their needs, thus paving the way for customised training programmes that have great potential to increase the productivity and efficiency of those in the apparel industry. The long-term courses such as Bachelor of Vocational (B.Voc) that ATDC plans to start is also an initiative in the right direction as such programmes can not only help the industry meet its workforce needs but also help create new entrepreneurs or job givers.

It plans to offer specific vocational training programmes as per the skills needed for the job and demands of the industry to train particularly youth & women,” adds Mr. Nijhawan.
For the task, ATDC will provide training and facilitate employment after necessary assessment in coordination with DGE&T. “We are thankful to the Government of India for choosing us as the proud partner to implement the SDIS. We will leave no stones unturned to impart necessary skills to empower the students which would help them in getting job and starting their own business. Special emphasis would be given to impart soft skill and communications skills to groom the trainees,” informs Dr. Darlie Koshy. The MoU will help in three ways. Firstly, it will cut short many impediments in nationwide implementation of the skill-based programmes. Secondly, it will focus on changing technology being incorporated in

courses and lastly, more focus on longer duration programmes with support of DGE&T by twinning with industry inputs. With a pan-India presence having over 176 centres that has the capacity to train 50,000 candidates per annum in short term and 10,000 in longer-duration courses, ATDC has the required capacity to meet the targets. “With this flexi-MoU, it is now possible to meet specific training demands of a particular company. If tomorrow, big multi-national companies like Amazon calls us and says that we need 30 people to be trained in a particular module, we can do that. Earlier, it was not possible,” Dr. Darlie Koshy emphasises. “This is the biggest advantage of a flexi-MOU. We can work with the ex-
porters directly. The training is now outcome focused and we can make custom-made courses as per the requirement of the industry. At the end of the day, we are getting specialised people to the job that needs to be done,” he continues. Mr. Kumar and Dr. Darlie Koshy expressed satisfaction on the ongoing schemes and assured of their strong support to various new programmes being devised by the DGE&T and ATDC. Speaking on the occasion, Mr. Uppal said: “There is an acute shortage of skilled workforce at every level and this MoU will help address this shortage in a significant manner.” Mr. Kapoor suggested that under the MoU, customised courses can be launched in partnership with large ap-
parel export houses and leading domestic manufacturers. One thing is certain: The collaboration will compliment DGE&T and ATDC capabilities to reach and achieve a common goal of skilling India. B. VOC PROGRAMMES TO HERALD NEW FUTURE Pure skill orientation beyond a point is actually contradictory to the aspirational society that India is. “The need of the hour is a creative approach and for that, one needs new ladders of training. We need to bring in a whole new bouquet of things to make this really work,” says Dr. Darlie Koshy. With this mindset, ATDC has signed an MoU with the All India Council of Technical Training (AICTE) for approval

Voc (Bachelors’ in Vocational Education) programmes.These programmes will not only help skill a large pool of youth but also infuse entrepreneurship in them – thus contributing significantly towards the Central Government’s “Skill India” and “Make In India” initiatives. Through the MoU with ATDC , the B Voc Degree Programmes would be offered under the tripartite arrangement between RGNIYD as “University” and Institute of Apparel Management (IAM), Gurgaon and ATDC being “Knowledge Partner and SKP,” respectively. Under the “Skill-Development” component, ATDC and IAM will provide students with appropriate knowledge, practice and attitude so that they become industry-ready. “General Component” programmes geared towards holistic development of youth in contemporary society with emphasis on aspects such as life skills,
youth-led development, language and communication skills, will be provided by RGNIYD. The B. Voc programmes are based on the National Skill Qualification Framework (NSQF) that addresses critical knowledge and skill sets required to make the candidate “industry ready” right from the start and also become a “young-entrepreneur”. India is one of the youngest nations in the world
with more than 54 percent of the total population below age 25. Thus, right skilling is crucial as we are witnessing an increasing requirement of skilled youth across the spectrum. There is a distinct rise in demand for “Skill Education”. Here, the collaboration between ATDC and RGNIYD can help bridge the skill gap and prepare the new generation for the forthcoming global challenges. The focus of RGNIYD is to develop into a globally recognised and acclaimed centre of academic excellence in the field of youth development, fully responsive to the national agenda for inclusive growth, and catering to the needs and aspirations of young people to realise their potential.The collaboration will create synergies between two important institutions, RGNIYD and ATDC and propel the movement for creating a pool of professionally-talented people in the textile sector. The economy grows when the youth becomes competitive enough. I appreciate ATDC’s endevavour to launch long-term programmes which will help train our youth gain “employability” in a professional way.

DONNING THE ‘NEW JOB ROLES’ In the same breath to bring quality education to the doorsteps of new generation youth, ATDC has affiliated with Apparel Made-Ups & Home Furnishing Sector Skill Council (AMH-SSC) for “17 Job Roles” in the apparel sector. It is a step forward towards establishing competence of ATDCs to deliver vocational training from NVEQF/ NVQF/NSQF level 1 to 10 which is based on National Occupational Standards (NOS) co-created by AMH-SSC/NSDC constituted with the National Skill Development Corporation (NSDC).
With an aim to prepare both ATDC and AMH-SSC for skilling in the apparel sector, the affiliation certificate was handed over by Dr. A. Sakthivel, Chairman, AMH-SSC to Shri Virender Uppal, Chairman, ATDC/AEPC in presence of Dr. Darlie O. Koshy, DG & CEO, ATDC & IAM and Dr. Roopak Vasistha, CEO, AMH-SSC. This collaboration through the process of affiliation will focus on learning and development of the learners so that they are easily employable in the apparel sector. The process is also expected to encourage ATDCs to pursue continual excellence so that they are always in tune with the requirements of the industry. “The purpose of affiliation is to maintain high standards of quality in delivering NOS-based vocational training,” Dr. Koshy informs. It is not that ATDC’s efforts have gone unnoticed. India’s largest quality vocational training provider for the apparel sector was recently awarded the “Best Institute: Innovation” by top business body ASSOCHAM at its Summit called “Skilling India”. ATDC received the award for introducing new skill development programmes for youth and having different verticals to work with the government for long-term courses and B. Vocational programmes — thus offering a bouquet of courses for career and skill development in a cohesive manner with a focus of “Skilling for Aspirational Indian youth”. Such initiatives are a positive step to-
wards skilling the untapped potential that can be utilised to make “Skill India” a reality. The government has realised that it needs to scale up skilling efforts if it wants to include rural and semi-urban youth into the national development process. The emphasis is now to skill them in a way that they get not only employment but also improve their entrepreneurial skills. Thus, trainings are no longer going to be restricted to vocational ones but also micro-entrepreneurial trainings that can encourage them to start their ventures independently or improvise if they already have any. Tailor-made, need-based programmes — language and communication skills, life and positive thinking skills, personality development skills,
management skills, behavioural skills, job and employability skills — have to be initiated for specific age-groups. ATDC is on the path to chart out such visionary programmes — a “creative endeavour” on the lines of global standards so that the youth of our country can not only meet the domestic demands but also of countries abroad. As the government wants to turn India into a manufacturing hub for the world, it needs good quality manpower that can deliver at par with standards in their nations. For Prime Minister Modi, “Skill India” is not just an initiative but a movement. For ATDC, skilling was always a movement but now it has become a passion with a thrust on quality education via long-term programmes.
Skills Matrix Assessment decodes trainees’ skills n order to analyse and catalogue the skills and levels of trainees passing out from the respective ATDC Centres, ATDC in association with M/s Idea Smith recently conducted Skills Matrix Assessment at ATDC Centres in Delhi-NCR region. The Assessment and Evaluation presented the gap analysis along with the measures to bridge the same. As part of the new initiative to emphasise on ‘Quality and Process Improvement’, ATDC developed the Skill Matrix Assessment that showcases ‘Quality and Efficiency’ of each trainee across the various domain skills imparted during the SMO Course as per the industry parameters. For the pilot test of “Skill Matrix Assessment”, the pilot study was conducted at four ATDC Centres of Delhi-NCR region - ATDC Faridabad, ATDC Rohini, ATDC Okhla and ATDC Noida. The key learning provided both quantitative and qualitative results across the skills in ‘Paper Exercises’“Fabric Exercises’‘Pictorial Test’

Trained on apparel pattern making at ATDC’s Rohini Centre in New Delhi, Bhutto earned his place as he topped the national competitions on fashion technology organised by World Skills India held at Pragati Maidan, New Delhi. Spread over 90 acres in the sleepy seaside village of Thumpa in Thiruvananthapuram, the Kerala International Apparel Park (KIAP) houses some of the pioneering apparel manufacturing companies today. In the hustle-bustle of machines at the Kerala Industrial Infrastructure Development Corporation (KINFRA) Park, a quiet skill revolution has been taking place. The vocational training providers are encouraged by the government to implement programmes for skill upgradation and on the finishing aspects. “In this scenario, ATDC can be at the forefront for the government to impart additional skills to the youth so that they are ready to be employed. ATDC can also make suggestions to the government and Niti Aayog while formulating various schemes of skill developments and other programmes, so that the service of ATDC can be fully utilized,” Kurien tells SMART NewZine. The State Government had taken fresh initiatives to set up rural Apparel Parks in remote villages for bringing “employability” to the doorsteps of rural youth and women. “Vocational skill can be brought to rural youth and women by establishing village-level training centres by ATDC in association with Gram Panchayats. Also, various schemes under women empowerment, SC/ST development and Tribal welfare schemes etc. can be tailor-made to support ATDC’s training programmes,” Kurien continues. 'Kochi offers high employment potential for B.Voc programmes' n view of growing demand for long-term vocational education courses to meet the new-age challenges of the apparel industry, Dr. Darlie O. Koshy, DG & CEO, ATDC & IAM, said that Kochi has great potential to start the Bachelor of Vocational Education programme. Interacting with ATDC Kochi faculty members and students on February 28, Dr. Koshy suggested that the centre should step up efforts to remove all the hurdles coming in the way of VTP registration and emphasised on improving the level of training. Following a meeting with Muhammad Kutty, MD Falcon Group /Vidyabharathi Group of Institutions, on the same day, Dr. Koshy noted,“As Vidyabharathi Group of Institutions are already providing the degree / PG programmes, in B Voc, we may have support from them for the non-apparel subjects in graduate level programme.” Vidyabharathi Group has already sponsored six batches of SMART trainees. On March 2, Dr. Darlie Koshy met B. Valsalakumari, Executive Director of Kudumbashree and discussed about the progress of the application submitted to Kudumbashree Mission Office last year for accreditation of ATDC in Kerala as STI (Skill Training Institute). Agrees Kurien: “ATDC has to develop new areas of vocational skill development programmes in the traditional sectors of different localities so that many of the skill set which is fast depleting can be reinvented and made useful to the society”. For example, ATDC can take initiative in starting incubation/start up centres in various traditional centres of Handloom and the State Government can support ATDC with the help of Handloom Development Corporation, HANTEX and many other co-operative organisations working under co-operative sector. The state Government has already formulated the scheme for start-ups. In the apparel and textiles scenario, incubation units in the garment manufacturing sector has already started functioning. “ATDC can think over to diversify the area of their operation and provide con-
sultancy to the incubating units and to help them overcome the initial hurdles,” notes Kurien. Ltd, ATDC can train more youth from the industry by setting up satellite centres with government’s assistance. “ATDC is capable of providing qualitative education to rural youth. Being a top Vocational Skill Provider for apparel manufacturing units across the country, their endeavour should be to ensure that there is a constant demand for highlytrained students. For this, apart from the quality training, it needs to sharpen the communication skill of the trained youth to help them achieve “employability” in the global market,” Sekhar adds. The State Government is preparing to establish more Textile Centres, Integrated Textile Park, Apparel Park and Rural Apparel Parks. In this case, “by developing various
skill acquisition programme to develop traditional skill combined with modern management technique specific to each location, ATDC can enable the unemployed youth to start their own manufacturing units in the traditional sectors,” suggests Kurien. The state is also experimenting with the start-up culture to revive the handloom sector. “But I see many organisations - mostly claiming to be non-profit - who claim to help set up start-up ventures in handloom and apparel ventures. Many a time, funds available with government for these activities cannot be used effectively, because government and the target population does not have the capacity to manage and utilise these funds in business ventures,” Dr Thomas chips in. “Vocational Skill Providers like ATDC can help bridge that divide with its vast experience and rich resources so that the apparel industry can effectively play three roles: “economy multiplier”, “export multiplier” and “employment multiplier,” she emphasises. Between all this, companies from both inside and out of Kerala are busy hiring trained youth from the ATDC campus. Today, ATDC has created a congenial skill environment for the manufacturing units to thrive, especially in their formative years. In Kerala, the ATDC journey has entered a crucial phase to make the state an “Apparel’s Own Country” soon.

n a bid to lay down the path for its students to follow their entrepreneurial dreams, ATDC Vocational Institute (AVI) at Indore organised a special lecture on entrepreneurship for those who had recently completed the Garment Construction Technology (GCT) and Apparel Manufacturing Technology (AMT) courses. Shri Pukhraj Kothari, former General Manager, District Industries Centre, Ratlam shed light on the current policies and scheme of the Madhya Pradesh Government that the budding entrepreneurs can take benefit of. In an one and half hour-long interactive session that followed, Kothari offered insights on the best ways of generating investment for their start-ups. The four-day meet yielded over 150 inquiries for ATDC as the enthusiastic youth crowded the stall to know more about how the skill development programmes.
o those who have long been enchanted by the beauty of various jewellery products, ATDC Indore opened up a window of opportunity to learn the art and science of making them through a summer workshop in its campus. Eight candidates including two male candidates participated in the workshop conducted by ATDC Indore faculty member Smt Pooja Sharma. At the end of the 15-day workshop, the candidates learned to prepare western style jewellery using materials such as measuring-tape, buttons, embroidery threads, beads, stones, wooden beads, wooden ring, fabric beads, waste material, etc. More importantly, the workshop fueled the curiosity of the candidates as a result of which three candidates got enrolled in ATDC Vocational Institute course and one in Apparel Manufacturing (AMT). Earlier, in June, ATDC Indore also or-
ganised a 20-day summer workshop on block print and stencil that instilled in the participating 12 candidates a desire to undergo further training and explore the opportunities in the apparel industry. In November, Shri Prateek Likhar, Guest Faculty of ATDC Indore conducted a workshop on draping for AVI students. During the one-day session, the students learned the draping techniques.

ith an aim to enable the small manufacturers in the apparel sector meet the pressing need for increasing competitiveness, ATDC Bengaluru organised an “awareness seminar” to promote the “Lean Manufacturing Competitiveness Scheme” of the Ministry of Small and Medium Enterprises, Government of India. Shri Gautam Chakravarti, Director and CEO of Gokaldas Exports, inaugurated the seminar organised in collaboration with National productivity Council on February 27. The joint collaboration of ATDC and NPC in implementing the scheme is a result of an MOU signed between the two organisations on June 18, 2014. In his presidential address Dr. Darlie O. Koshy DG & CEO, ATDC & IAM said that it is time for the apparel industry to take initiatives to become competitive in manufacturing practices. Addressing the participating CEOs and promoters of leading garment manufacturing and exporting companies in Bengaluru, Shri Chakravarti explained that lean manufacturing “needs to be a way of life” to cut down production cost.

n order to equip ATDC trainers with the knowledge of how to work safe in the apparel industry and what measures the workers can instantly take in case of a medical emergency, ATDC TOT Academy in Gurgaon organised a three-day workshop on ‘Soft Skills and First Responder for Medical Emergency’ recently. While the inaugural day focused on ways to improve communication skills and management of work-related stress, the talks on the following days highlighted the importance of health check ups, hygiene and personal protection measures, the do’s and dont’s for occupational safety. The workshop also enlightened participants in the fundamental first-aid measures in cases of fainting, cardiac arrest, cuts and wounds and in such other cases.

Digital connect: Training at the click of a mouse
TDC SMART Training of Trainers (TOT) Academy, Thiruvananthapuram commenced a new initiative to connect the trainers of the ATDC centres spread across the country with the available online platforms. In the first pilot project conducted in collaboration with ATDC SMART TOT Academy, Gurgaon, trainers of 12 ATDC centres con-

ver 100 candidates were placed at the campus placement events held at ATDC National Head Office (NHO) in Gurgaon from August 4-14. A total of eight reputed firms interviewed the 472 candidates who flocked to the NHO from different ATDC centres spanning across the country with the hope of making the cut and giving their career a flying start. Leveraging the use of digital technology, the candidates from ATDC Patna, ATDC Ranchi and ATDC Bhubaneswar used the online platform Skype to face the
interviews from their respective centers. M/s Orient Craft Limited, M/s Modelama Export Ltd, M/s Myntra.com, M/s Lilly Fashions, M/s B.L. International, M/s Allied Export Ltd and M/s SABS Exports finally selected 117 candidates.
ATDC Indore organised campus placement for students who had completed the computer aided design (CAD) course during the past academic year on February 9. Participating at the campus placements, Amode Garments Pvt Ltd selected one candidate and M/S Falodi Garments recruited two, thus selecting a total of three candidates out of the six who applied. ATDC Indore earlier organised a campus placement for AVI and SMART candidates where M/S Indira Exports Pvt Ltd interviewed 25 candidates.

Preparing entrepreneurs via quality thrust
n recognition of their successful completion of courses under the Skill Development Initiative Scheme (SDIS), ATDC Jaipur organised a certificate and stipend distribution ceremony for around 50 students on February 5. Chief Guest Dr. Darlie O. Koshy, DG & CEO, ATDC & IAM distributed the certificates and stipend of Rs 2,000 per month to the students sponsored by the National Backward Classes Finance & Development Corporation (NBCFDC) /the Power Finance Corporation (PFC). During the visit, Dr. Darlie Koshy also inaugurated a display room that showcases the innovative designs created by a team of ATDC Jaipur faculty and students. AT ATDC JODHPUR & UDAIPUR In another event marking its effort to motivate the youth from Other Backward Classes (OBC) who were enrolled with Jodhpur and Udaipur centres of ATDC,

TDC is now a corporate member of The Textile Institute, a UK-based membership organisation for textile professionals and serves textile related industries worldwide. The corporate membership offers to its members networking opportunities, events, seminars, training courses, information through various media including magazines and journals. Thus ATDC will now have access to “Textiles”— the membership magazine of the institute, International Textile Calendar which lists forthcoming events, conferences and exhibitions taking place around the world. Moreover, ATDC TOT Academy that seeks for renowned trainers overseas for its activities can easily get in touch with qualified personnel from around the world who are registered with Textile Institute.
Reinventing skill training I n recognition of the growing need of re-engineering skill training to suit the entrepreneurial endeavours of a new-age aspirational India, an emeeting of ATDC Principals’/SMART State Coordinators’ chartered a new plan of action for 2015. The two-day session organised focused on improving the quality of training across all the centres in ATDC, ensuring maximum atten-
dance of students in all courses and maximising the placement of passouts. Discussions on the opportunities and challenges of rolling out needbased courses as part of the flexiMOU that DGE&T signed with ATDC to fulfill the workforce requirement of the industry was the highlight of the discussions at the meeting conducted through the online platform Skype.

imson Antony was working in the information technology (IT) sector for a Bengaluru-based company while freelancing as a designer — running a part-time small boutique. Today, that small boutique has become “S. Michael's Design Studio” with four tailors and an expanding clientele — with the quality training he received at ATDC Thiruvananthapuram. “The more I worked on design and clothes, I realised the need for professional training in the field and thus, I enrolled in Diploma in Fashion Design programme in ATDC in the 2013 batch,” he told SMART NewZine. “The course covered exactly what a budding fashion designer needed — pattern making, introduction to fine arts, usage of latest techniques and machinery, various hand-sewing techniques, helpful and expert faculty – the course opened me to the new possibilities of the fashion industry,” Antony adds The course made him aware of the nuances of fashion industry.
“As I interacted with more clients and designed for a couple of weddings, I realised that there is a huge market out there in Thiruvananthapuram when it comes to fashion design and a good designer with potential can easily tap into
the tremendous opportunities,” Antony points out. He is currently working on his new project titled ‘The Silverline Butterfly’ and plans to firmly establish his label ‘Simson Michael’ by 2018. Wishing him good luck!
Self-reliance is the key
ven after doing Master’s in English and sociology, Neetu Yadav 25, found her calling in the apparel sector. After completing one-year diploma in Apparel Manufacturing Technology (AMT) in 2014 and now comfortably placed at Blackberry’s factory at a salary of Rs 10,000 per month, she cannot hide her happiness for becoming self-independent. “I come from a middle-class family and always wanted to be self-independent in life. I was always interested in stitching and sewing and then came to know of ATDC through internet. I enrolled for a diploma course at ATDC Kanpur,” Neetu informs. She learnt about textiles, pattern making and nuances of stitching during the diploma course and today “I am particularly good at pattern making,” she says. Neetu wants to become an instructor in the apparel sector in the future but first wants to gain hands-on experience in the apparel sector to better equip herself as a teacher. Hers is another success story that has found a right plot amid the sea of uncertainty.
radip’s success story is an inspiring one. He did twoyears’ advance diploma in Apparel Manufacturing Advanced (AMA) programme from ATDC Bhubaneswar during 2012-14. He was selected as IE trainee by Richa Global during the ATDC mega event ‘Hunar Ki Hunkar’. The
talented Pradip worked very hard and saw a huge jump in his remuneration — from Rs.10000 to Rs.18000 per month — in just six months. Shri Virender Uppal, Chairman, AEPC, ATDC (IAM) too appreciated Pradip’s efforts and learning. Way to go, Pradeep!

izwan came to the Institute of Apparel Management (IAM) with many dreams but the sailing was not smooth for him. He cleared the entrance test and just when he was about to get admission in a two-year programme in 2013, his father passed away. However, he was per-
suaded to continue with the course. The further thrust was yet to come. Rizwan got enrolled in the one-year diploma course at ATDC Gurgaon. The quality training groomed him to take on the challenges in the apparel sector and today, he is working with the leading online apparel portal Limeroad.

ATDC Versions 1.0 and 2.0 In 1996 when ATDC was started, the objective was to run manufacturing related courses which the industry desperately wanted in anticipation of the Quotas phase-out coming up in 2005. ATDC started with certain self-certified courses and also few courses for which sponsorships were available. This went on with chequered progress till early 2009 when things began to change and with huge ISDS support and against heavy odds in 2010, Version 2.0 of ATDC had got into take off stage. ATDC from being a dept. or dependent division of AEPC emerged as ‘an independent Vocational Education Network’ with a clear focus on full-fledged skill training especially for manufacturing activities. The MOT's scheme at that point was still evolving. ATDC had got an opportunity to become an important contributor towards making the ISDS scheme and became an active player in the skill mission taken up by the MOT, GoI since Oct 2010. So ATDC got the unique opportunity to become an Agency of choice of the MOT. At that point of time, it had some minimal infrastructure of 30-35 Centres, some 900 sewing machines and a ‘rearing to grow’ group faculty members. ATDC took up the steep challenge of training 14,000 people in the year of 2010. Till then, ATDC had been training on an average 3,000-3,500 candidate in an year. So to jump from 3,500 or 4,000 to 14,000 itself was a big challenge. But ATDC began an aggressive expansion from 35 Centres to 176 and from 14,000, ATDC leap frogged to train 34,000 people per annum and then went on from 34,000 to 54,000 candidates in an year. That was the time when the infrastructure needed frenetic pace of development. I think the Ministry's CAPEX (Capital Grant Support for Buying Machinery) grant support was a significant feature unlike any other scheme and an important contributor to the success of the mission as no other scheme offered ‘CAPEX’ support for creating contemporary entrepreneur training infrastructure. This catalysed the role of creating the Version 2.0 of ATDC by which we went on from a focus of a modest menu of courses to a ‘bouquet’ of vocational courses — with more focus on entry level training programmes because the industry was facing acute shortage of skilled workforce from 2010 onwards owing to better inflow of orders and the leading up of Chinese economy and rising costs. We acted as a catalyst for rapid chemical reaction. The Apparel Industry sought trained workforce offered by ATDC in and around the Apparel clusters. Then the industry started to extend their support as we were providing an array of services to them. The industry actively started contributing by providing employment to the trained candidates in large number. In “Hunar ki Hunkar” held in Gurgaon during Feb 2014, 1400 appointment orders were issued in one day. ATDC soon revamped the structure of the organisation to set up four Verticals/ SBUs. Vertical One was entirely related to the ISDS. Vertical Two focused on AVI (ATDC Vocational Institutes). Vertical Three was more about sponsorships and Corporate Social Responsibility (CSR) while Vertical Four focused on the Training of Trainers' (TOT) Academies. Part of vertical One was the SMART project which is running into the pilot project completion by 31st March of 2015. By the time we hit March 31, we should be able to
touch the target completion of 1, 72,000 though the biometric transition and new systems have slowed down the enrolments to some extent and there could be a shortfall in numbers. With that we have actually completed a major watershed in the history of ATDC as it helped to create contemporary – state of art training (stimulated factory) infrastructure and provide adequate training to nearly 1,50,000 candidates and half a million of their family members. ATDC also managed to set up TOT Academies to train our own faculties many of who were in need of training in many respects. We now need to have a creative design-driven approach to apparel as we do in the fashion industry. We need to export high-end clothing including lingerie, structured garment etc. which requires specialized skills in manufacturing, and we need to do specialised garments like industrial clothing etc. and we need to move on from purely cotton to MMF (Man-made fibre) and MMF can have major potential in fashion that we have not even explored. These may require Product Speciality Training Centres. There is a need to channelize innovation from the grass roots — a bottoms-up approach. Pure skill orientation at entry or threshold level is actually contradictory to the aspirational society that India is. ATDC enters Version 3.0 We have now shifted the gears by telling people that let us identify — out of 175-200 ATDC Centres — some Centres to impart higher-level training by turning them into AVIs. We have started upgrading the Centres by investing in Textile Testing Laboratories and more upgraded infrastructure and today, around 65 centres are capable of providing higher-level skill- vocational training. ATDC needs to transition to Version 3.0 with a whole new approach. Are we training with right domain and soft skills to drive sustainable fashion or for that matter other emerging specific requirements of the apparel industry? The flexi-MoU that ATDC signed with the DGE&T, Ministry of Labour and Employment will enable us to do precisely such new initiatives. The biggest advantage of the flexi-MOU with DGE&T is that we can work with the Exporters directly. The training is now outcome-focused and we can make custom-made courses for industry with also focus on one year longer-term courses which have a bright future in skill training. At the end of the day, we are getting specialised people to the job, & make the industry to stand by “trained workforce & professionals” which will help the industry in the long-run. We now have 35 ATDC Centres which have been approved by the AICTE as National Skill Provider for the NSQF. What it allows is that we could train all the skill part of it and the knowledge part will be left to the “knowledge provider” to handle. ATDC has signed an MoU with the AICTE to offer B. Voc (Bachelors’ in Vocational Education) Programmes in Apparel Manufacturing & Entrepreneurship and Fashion Design & Retailing. This will be in collaboration with the RGNIYD, an Institute of National Importance. We have decided to launch B.Voc programmes in over 10 Centres with RGNIYD. To attend to the ever-increasing demand for degree courses, this new futuristic move will facilitate ATDC to offer denovo programmes across the country. ATDC has also affiliated with the Apparel Made-Ups & Home Furnishing Sector Skill Council (AMH-SSC) for 17 “Job Roles” in the apparel sector — a step towards establishing skills and employability based competencies through vocational training under NSQF level 1 to 10 which is based on National Occupational Standards (NOS) co-created by AMH-SSC/NSDC. So Version 3.0 is all about creating the skilled workforce with a new attitude, "upscaling and upskilling" of the apparel-fashion, clothing, garment, lifestyle training systems. The ATDC Version 3.0 is also in tune with the ‘Aspirational India’ where everyone deserves an opportunity to move ahead from their current positions whatever it may be to a better quality of life.

Launched in 2010 under the Integrated Skill Development Scheme (ISDS) for the Textile & Apparel Sector, Ministry of Textiles,GOI, the ATDC-SMART Project has successfully trained over 1,65,000 candidates in the pilot project, contributing to over 55 percent of the entire Ministry of Textiles target. With this, the ATDC network has expanded its reach in 85 cities and 22 states with over 176 ATDC Centres pan-India and has turned a new leaf in the journey of “Skilling India” and making the “mission” a movement.
