The following pages show how the Arts Council of Wales (ACW) funded the arts in Wales in 2001/02. It also contains the Summary Financial Statements for ACW’s general and lottery expenditure. This document continues by listing grants and guarantees made to artists and organisations through general and lottery funds as well as local authority income. SUMMARY OF HOW ACW FUNDED THE ARTS IN WALES IN 2001/02

In 2001/02 ACW supported arts activity, projects and facilities through money from the National Assembly for Wales, the European Social Fund and other sources (general expenditure) and the National Lottery. During 2001/02, ACW distributed £31,202,000 of grants to artists and arts organisations. ACW received 1,087 eligible applications to the value of £35,684,000. GENERAL EXPENDITURE

The tables below show how ACW allocated its income in grants to over 1,100 artists and organisations. Some of the organisations funded by ACW, such as the Welsh Amateur Music Federation,Yr Academi Gymreig and Cywaith Cymru.Artworks Wales distribute, in turn, grants to hundreds of artists and organisations throughout Wales. The summary below also includes ACW’s expenditure on other services and direct promotions to the arts in Wales e.g. operating Wales Arts International and ACW’s Community Touring scheme, writers’ critical service and the Collectorplan scheme.

S U M M A R Y F I N A N C I A L S TAT E M E N T GENERAL ACTIVITIES ACCOUNT FOR THE YEAR ENDED 31 MARCH 2002 This summary financial statement is extracted from the full accounts and does not contain sufficient information to allow for a full understanding of the results and state of affairs of the Arts Council of Wales. For further information the full accounts for the period ended 31 March 2002, the auditors’ report on those accounts and the Trustees’ annual report should be consulted. The full accounts for the Council’s general activities have been laid before the National Assembly for Wales, and the separate accounts of its Lottery distribution activities have been laid before Parliament and the National Assembly for Wales. Both accounts have been submitted to the Charity Commission and can be obtained free of charge by writing to the Head of Finance and Administration,The Arts Council of Wales, Museum Place, Cardiff, CF10 3NX.

At 31 March 2002 the Council had formally offered forward grants for 2002/2003 of £13,953,000 (2001/2002: £13,197,000). Additionally the Council has formally approved the use in 2002/03, for arts projects originally planned for 2001/2002, of £Nil (2000/2001: £156,500) of its unrestricted funds. The Council’s objects are set out at the beginning of this Report. Its policies and strategies are set out in its Five Year Arts Development Strategy and draft Corporate Plan for 2003-2006. Council Members are appointed by the National Assembly for Wales and are the charity’s Trustees. All Members serve in a voluntary, unpaid capacity. The Members who served since 1 April 2001 were:

CONSTITUTIONAL BACKGROUND

The Arts Council of Wales was established by Royal Charter on 30 March 1994; the Council’s objectives are set out at the beginning of this Annual Report. Under the terms of the National Lottery etc. Act 1993 (as amended), the Council is responsible for distributing Lottery proceeds to arts organisations in Wales; separate accounts are prepared for the Lottery distribution activities. The Arts Council of Wales is a registered charity. REVIEW OF THE YEAR AND FUTURE DEVELOPMENTS

The accounts, excluding Lottery distribution activities, show total incoming resources for the year of £16,926,000 (2000/2001: £15,822,000), net outgoing resources of £340,000 (2000/2001: net outgoing resources of £68,000), net current liabilities of £272,000 (2001: net current assets of £85,000) and total fund balances at 31 March 2002 of £2,856,000 (2001: £3,006,000).

STATEMENT OF THE AUDITOR GENERAL FOR WALES TO THE ARTS COUNCIL OF WALES I have examined the summary financial statement on pages 1 to 3 which has been prepared in the form and on the basis set out in note 1 on page 3. RESPECTIVE RESPONSIBILITIES OF THE COUNCIL, THE ACCOUNTING OFFICER AND AUDITOR The summary financial statement is the responsibility of the Council and the Accounting Officer. My responsibility is to report to you my opinion on its preparation and consistency with the full financial statements and Trustees’ annual report. BASIS OF OPINION I have conducted my work in accordance with the Auditing Guideline “The auditors’ statement on the summary financial statement” adopted by the Auditing Practices Board. accounts are prepared for the Council’s general activities. The Arts Council of Wales is a registered charity. REVIEW OF THE YEAR AND FUTURE DEVELOPMENTS The Lottery Distribution account shows a decrease in funds for the year of £1,742,000 (2001: a decrease of £2,380,000) which was transferred from reserves. Grant offers made in the year totalled £13,356,000 (2001: £13,904,000). £15,649,000 (2001: £15,779,000) is recorded as grant expenditure, which reflects offers made in this year and previous years which were formally accepted during this year. Soft commitments at 31 March 2002, not recorded as expenditure in the Income and Expenditure Account, totalled £2,014,000 (2001: £5,615,000).

In carrying out this work the Council is required to follow the Policy and Finance Directions issued by the National Assembly for Wales in accordance with S26 of the National Lottery etc. Act 1993 (as amended). During the coming year The Arts Council of Wales will continue to fund projects in accordance with its Five Year Strategy. A new Capital Strategy is being developed, and the newly introduced streamlined schemes will be operated. Grants will continue to be given for film but responsibility for assessment and recommendation on these grants will transfer to Sgrîn. It is the aim of Council, informed by its strategic priorities, to ensure that there is an equitable distribution of grants across Wales and across art forms. Council will continue to prioritise grants designed to combat social exclusion and to fund initiatives which also access European Structural Funds.

LOTTERY ADVISORY COMMITTEES Council has appointed three advisory committees, Capital, Arts for All, and Film to make recommendations about lottery distribution policy and about individual grant applications.The Film Committee, which had its inaugural meeting in October 1999, was set up to enable the Arts Council of Wales to access specialist knowledge in this field. As part of the Council’s restructuring plans the Arts for All Committee was wound up on 31 January 2002 and members of an approved list of National Advisers will now assist with the assessment of revenue grant applications. Independent external assessors were employed to advise on all Lottery applications for £100,000 or more. Council takes the final decisions concerning
