ARKANSAS GOOD ROADS FOUNDATION The Arkansas Good Roads/Transportation Council was established in 1975 as a 501(c)(3) non-profit, tax-exempt and tax-deductible organization. In 2015, the council was re-established as a foundation in order to be a more visible and credible voice on behalf of the mission of the Arkansas Highway Commission and the Arkansas Department of Transportation.

The purpose of the foundation is to promote adequate funding and financing for the planning, development, construction, and maintenance of a safe and efficient highway, street, road, and bridge system, including transportation enhancements. The work increases statewide economic growth, private sector job creation and retention, and improves the quality of life in all Arkansas counties, municipalities, and communities.

What Does Infrastructure Development Really Mean Today?

Ten years ago, if you heard the words “infrastructure development” used in any context, it was generally a reference to road and bridge development. Communities saw better roads as a safe and efficient way to grow the local economy and improve the quality of life.

Today, community leaders still believe that upgraded or new roads are critical to maintaining the quality of life in either a thriving or struggling region, but the larger infrastructure dialogue is far, far more complex than it was only a decade ago. Look at news coverage across the state on any given day, and you will see that infrastructure development now includes the future availability of water and electricity. A huge infrastructure issue currently facing hundreds of communities is the fact that water and sewer systems are aging and struggling to keep up with population growth. They are also hugely expensive to replace or repair.

The availability of affordable housing is a very real part of infrastructure development now. The Bentonville School District attracted attention a few years ago when it opened a reasonably priced apartment facility for teachers to live in. The district was dealing with young teachers who had accepted job offers but started coming back a month later and saying, “I just can’t find a place to live here that I can afford.” Higher mortgage interest rates and steeply increasing first home prices mean the homeownership dream today is very different than it was for previous generations.

Chamber of Commerce leaders in any city have fine-tuned the standard news conference or event that is staged when a new employer or new road comes to town. There is a modest platform with assembled leaders, a state and American flag, a sound system, and hopefully local reporters with cameras in the front row.

That type of event (hopefully on a sunny, cool day) is more fun when commemorative shovels are being used to break ground for a new manufacturer attracted by the quality of the local workforce, but make no mistake that a functioning sewer system matters just as much to local well-being. Planning commission members in Northwest Arkansas are now being forced to say no to some proposed developments because the local sewer capacity has reached its peak. When any local planning commission says no to almost anything, it generally is a decision that merits news coverage.

I would also stretch the traditional definition of infrastructure development to include the quality of local school districts. There is a side of workforce and economic development that isn’t mentioned much at the new facility ribbon-cutting ceremonies.

That is the ability of the community to provide a workforce with the right blend of technical and soft skills. A community that understands mental health issues, transportation and daycare challenges, and the ability of workers to pass a drug screen when hired. Addressing these barriers to employment is a critical part of what any community has to do to find economic and infrastructure growth.

But the single most important question any community or school district should be asking itself as economic development strategies are drafted…is the local school system turning out students who can read at grade level? If the answer is no, the data just about guarantees those students will struggle in life.

Infrastructure development on all these levels is as much about retaining employers as it is about working hard to attract new employers to town. More than 25 years ago, I was an idealistic policy director for Governor Mike Huckabee. At the time, the holy grail for all states was landing an auto manufacturing facility. Budget Challenges Ahead

Budget Challenges Ahead: Rising Costs and Lower Tax Revenues

In midMay, the House Transportation and Infrastructure Committee approved the BUILD America 250 Act, a $580 billion, fiveyear surface transportation reauthorization bill. It now awaits a full vote in the U.S. House of Representatives, replacing the current Infrastructure Investment and Jobs Act, which is set to expire Sept. 30.

Nationwide, gas and grocery prices have been hitting new highs in recent months, and there is no indication that prices are going to reverse their trajectory anytime soon. Higher costs are affecting all parts of the economy, from the prices of new cars and homes to construction equipment and operating costs.

As of early 2026, consumer prices in the U.S. have risen by approximately 8.37 percent, cumulatively since 2023.

Against these economic trends, the Arkansas Department of Transportation (ARDOT) is looking closely at the ramifications of flat revenue streams, while the need to continue year-to-year work on key Arkansas infrastructure projects doesn’t slow down.

Like all states, our roads and bridges built in the 1940s need replacement, and road and bridge projects cost more than they did five years or even one year ago.

While federal and state budget issues are evaluated for the coming years, Americans shift to more fuelefficient vehicles, which drops gas tax revenue coming into the ARDOT budget. All of these issues together mean some complex infrastructure funding issues are coming in the next few years.

The annual inflation rate was 3.3 percent for the 12 months before March 2026, and it jumped to 3.8 percent in April, indicating continued increases in the cost of living, according to the Bureau of Labor Statistics’ Consumer Price Index report. In April, inflation was almost a full point higher than it was in 2025.

Since the start of the Iran war and as of the end of May, gas prices have risen more than 45 percent, the largest monthly increase since 1967, and the energy index jumped by 10.9 percent, the biggest since 2005.

This is costing Arkansans more.

Budget Challenges Ahead

Jared Wiley, ARDOT Director, said increased costs are eating into the budget as well. Road construction costs have experienced significant inflation since the pandemic, with key indicators showing cumulative increases of roughly 65 percent to 70 percent between late 2020 and early 2026. Wiley says, “We have seen costs rise Jared Wiley dramatically over the last five years. It’s affected the cost of jobs in Northwest Arkansas and across the state. Its impact has caused price increases, or projects have been delayed.”

Construction material prices for steel, asphalt, fuel, labor, and more have skyrocketed, possibly by more than 40 percent since 2020, Wiley said. Construction costs continued to surge at about a 12.6 percent annual rate through early 2026, in part driven by higher energy and labor costs.

Wiley added, “Another factor driving up highway construction costs is rising right-of-way (ROW) acquisitions.” ROW purchases continue to cost ARDOT more due to higher land values, litigation costs, increased urban development, and expensive (and often lengthy) utility relocations. Wiley said, “ROW costs are rising faster than construction expenses.”

“Four years ago, we were feeling positive and good about our funding, but things have really turned a corner. Those (ROW) issues, coupled with construction costs, mean we have lost buying power,” Wiley said. According to the Bureau of Transportation Statistics, “Construction costs affect the amount that Keith Gibson governments invest in new roads, highways, and bridges,” and Arkansas Highway Commission Vice Chairman Keith Gibson agreed.

Gibson said, “It’s alarming that our revenues are

flat.” Cars are more efficient, fuel prices are up, so people are curbing their driving habits, and higher prices don’t mean higher tax collections, so he said, “We’re getting about half the amount of revenues that we were just a few years ago.”

Shrinking revenues and higher construction costs ultimately mean fewer roads are built, and we’re able to adequately maintain fewer miles of state roads.

Possible Construction Delays Ahead On November 15, 2021, the President Biden administration’s Infrastructure Investment and Jobs Act (IIJA), also known as the “Bipartisan Infrastructure Law,” was enacted and authorized funding for highway and transit programs for five years, fiscal years 2022-2026.

It is set to expire on September 30, marking the end of a five-year authorization for federal surface transportation, highway, and public transit programs.

The 2021 package meant close to $3.8 billion in funding for Arkansas infrastructure.

Senator John Boozman said a few days ago, “I know the EPW and Commerce Committees in the Senate are working hard on crafting a new highway bill, and I will continue supporting those efforts as well as helping build momentum to pass it. These policies provide ARDOT and state transportation agencies around the nation the certainty they need to strengthen Sen. John Boozman the core infrastructure that underpins our communities. This priority is also a bipartisan one, with Republicans and Democrats having a track record of coming together to get it done, and I expect that will be the case again.”

Wiley said funding for the Statewide Transportation Improvement Program (STIP) comes from the Federal Highway Administration (FHWA) and accounts for 80% of the new construction projects in Arkansas. A state match of 20% covers the rest of the work on a given project.

STIP is a continuous endeavor, with about 500 projects worth about $5.5 billion, planned to carry the state through 2030, Wiley said.

Moving Forward Once again, Wiley said ARDOT could face inadequate funding issues amid rising gas prices, declining consumption, and the expiration of the five-year federal funding. The U.S. Congress must act before the end of the 2026 fiscal year to ensure no lapse in funding for national infrastructure projects.

Lawmakers could extend the current law or draft an entirely new reauthorization bill. Wiley said, “We’re going to have to be creative, and we’re going to need help from our partners, the industry, and our partners at the (U.S.) Capitol, as we look for innovative ways to tackle these challenges.”

Gibson said, “We have a great legislative delegation, and they have done a great job, but we depend on them for our federal funding. They understand the need for maintaining the country’s transportation system.” He also recently met and talked with Gov. Sarah Sanders, and said he believes, “She is a champion of our highway system and will make a big difference in our funding going forward.”

Wiley said that ARDOT is already talking to elected officials about the challenges the department is facing and the impact of inadequate funding, and he added, “I think it’s important that we educate the general public.” They need to see how revenues remain flat while costs skyrocket. For example, Wiley said, “Five years ago, it cost $250,000 to overlay two lanes of highway (for one mile). Today, it’s $400,000.”

Gibson added, “It’s our responsibility to educate and inform legislators at the state and federal levels.

We need to communicate effectively.”

2025 Was a Very Productive Year It’s been almost 18 months since Wiley transitioned from his position as Chief Engineer for Preconstruction at ARDOT to the role of Director. In part because of the leadership change, Wiley said last year was about introducing fresh ideas and building renewed momentum.

commonly known as Issue 1 tax of 2020, made permanent the 10-year, 0.5% sales tax authorized by Issue 1 of 2012, which would have expired in 2023.

The 2012 tax funded the 31 CAP (Connecting Arkansas Program), raising about $2 billion.

The Department of Finance and Administration estimated that the 0.5% sales tax authorized by the amendment would generate $293.7 million in revenue based on 12 months of collections.

That revenue is directed to state and local transportation, including highways, roads, and bridges, and was to be allocated as follows: 70%, about $205 million, to state highways; 15%, about $44 million each, to the state’s counties and cities.

The 2020 tax, along with Arkansas Legislative Act 416 of 2019 and other state and federal funding sources, brought ARDOT’s annual funding to about $300 million, with the cities and counties splitting about $133 million.

The money is having an impact on Arkansas’s roadways, Wiley said.

Gibson said, “Roads are more than moving people from one place to another.” He wants the state to continue its progress toward building a reliable transportation system that supports economic development and provides residents with access to education, specialized healthcare when needed, and better job opportunities. He added, “Roads provide that.”

For example, he would like to see the completion of Interstate 49; at this point, about a 150-mile stretch from around Fort Smith to Texarkana is unfinished. He said, “Its completion is critical to the development of that portion of the state. It would connect Southwest Arkansas with the rest of the state.” But in fact, the planned I-49 would run from Canada to New Orleans, and Gibson said the entire country would benefit from it.

I-49 is only one part of the puzzle, and there are several other proposed projects, such as converting U.S. Highway 412 into an interstate running across northern Arkansas from Oklahoma to Missouri and Tennessee, and constructing I-69 in southern Arkansas, running from Arkansas City to El Dorado.

Gibson said, “We have made great progress over the

Contractor Grading System

ARDOT Developing a Contractor Grading System

While the disruptions to a five-mile widening project on Interstate 30, from exits 111 through 116, seem to have moved ARDOT to shift to a Contractor Grading System, it wasn’t the primary reason for the change.

Act 298, passed by the 92nd General Assembly during the Regular Session, required the Arkansas Legislative Council to conduct a study of “the processes and functioning of the Arkansas Department of Transportation (ARDOT)”.

The legislative mandate predates the significant construction and traffic delays experienced in 2022 and 2023. In fact, it was initiated in 2019, said Chad

As a result of this review, 13 recommendations were submitted in a final report to the Arkansas Legislative Council by the Highway Commission Review and Advisory Subcommittee’s (HCRAS) study of ARDOT. Management, District Management, and Resident Engineer. Later, the group included representatives from the Associated General Contractors of Arkansas (AGC) and the Arkansas Asphalt Pavement Association (AAPA).

An Instruction Guide A manual was developed to provide instruction and guidance to the resident engineer and appropriate stakeholders as they conduct their evaluation and complete the evaluation form for jobs with a contract bid amount of $10 million or greater. Adams said, “We have few jobs over the $10 million mark, but ARDOT reserves the right to include lesser dollar value jobs as needed to encompass complicated or specialty projects.”

One of the recommendations was that ARDOT put in place a construction contractor performance measurement to screen for quality. The “construction contractor performance score” directive was part of

the new recommendations included in the legislative efficiency review.

Going forward, the system will help eliminate or minimize construction delays such as the delays on the I-30 project. While establishing the performance score system is still a work in progress, Adams said, “The review team had a handful of recommendations for us.”

There are five areas that will help define quality of work and increase alignment between ARDOT and contractors: • Cooperation between the contractor and ARDOT • Project management/supervision • Quality of work • Prosecution of work while meeting predetermined deadlines • Review of safety protocols such as proper flagging, signage, and ensuring employees wear appropriate safety gear In highway road construction, “Prosecution

Baseline Schedules & Ratings The new system is not an end-of-the-job evaluation, but it’s carried out throughout the entire process. Rating will be based on the timeliness and accuracy of the contractor’s submitted baseline schedule and schedule updates. Adams said, “They are scored.” Rating levels are superior, above-standard, standard, below-standard, and inadequate.

In addition, ratings are affected by a contractor’s commitment to project closeout, collaboration in addressing project concerns, cooperation and responsiveness to ARDOT’s change orders, open and effective communication, and more.

While it can’t prevent a company from bidding on a job, it provides ARDOT with an additional layer of protection when awarding a contract. ARDOT is 16 Good Roads Foundation | Summer 2026

not allowed by law to use the new protocols as a way of keeping any company from bidding again, but, Adams said, “If we continually see bad performance from a contractor, then we have a record or supporting documentation that we can point to when we are denying a particular company a contract.” It’s not designed to penalize a contractor but to make sure they can handle the job.

Adams sees the new system as another way to drive transparency and the ability of anyone to see what the state is doing to create better and safer roads.

“It provides our contractors with feedback on what they’re doing well and the areas where they might improve,” he said.

“This is critical,” Adams added, because many of ARDOT’s larger jobs can last two to three years. By implementing performance-based scoring, ARDOT may improve work quality, safety, and timeliness, while rewarding high-performing contractors and encouraging low-performing contractors to improve.

New Bridge Load Rates

Aging Bridges Mean More Weight Restrictions

by Deborah Horn On May 11, 2021, the Arkansas Department of Transportation’s (ARDOT) bridge inspectors discovered a fractured steel girder on Interstate 40’s 3.3-mile De Soto Bridge that traverses the Mississippi River from West Memphis to Memphis, Tenn., and back. The 48-year-old bridge was promptly closed.

At a time when Washington leaders were discussing the cost to repair an aging infrastructure system, the broken bridge in Memphis quickly became a national news story.

The traffic disruption was felt in Little Rock and Memphis and, in fact, slowed the nation’s busy eastwest supply chain. Luckily, the I-40 problem was detected before any catastrophic structural damage occurred, but it set off a chain reaction, said Jessie Jones, ARDOT’s Chief Engineer for Preconstruction.

First and foremost, the bridge that opened in 1973 could be in danger of collapse, which could cost lives.

For example, in 2007, a steel truss arch bridge on the I-35 bridge in Minnesota collapsed, killing 13 people.

New Bridge Load Rates

Many of Arkansas’s bridges, built between the 1950s and 1970s, now need preservation, rehabilitation, or replacement to maintain a good level of service, said Andy Nanneman, Division Head, Bridge Operations Division for ARDOT. His department is working on engineering assessments on all the state’s bridges individually to determine if each can safely support vehicular traffic, and its ratings are conducted in accordance with federal and state regulations. Because of the Memphis closure, all east- and west-bound vehicles were detoured to the I-55 bridge about three miles away, with travelers spending an hour or more crossing the river instead of the usual 15-minute drive. About 12,500 vehicles crossed I-40 daily, while 14,000 crossed I-55, or about 26,500 when combined to a single bridge.

At that time, the American Transportation Research Institute (ATRI) estimated the average cost of operating a truck was $71.78 per hour, or $1.20 per minute. Shannon Newton, Arkansas Trucking Association President, said, “It’s costing the trucking industry more than $2.4 million each day that the bridge is closed.”

The bridge fracture was fully repaired by ARDOT and the Tennessee Department of Transportation (TDOT) at a joint cost of about $10 million and reopened by July 31. The bridge issue is estimated to

have cost the trucking industry about $340 million.

This analysis examines the structural design, material properties, and the current condition of the structure, including any deterioration or defects, and establishes the maximum load a bridge can reliably carry, considering vehicle configurations that are legal under Arkansas Motor Vehicle and Traffic Jessie Jones Laws. Nanneman added, “If a bridge’s safe load capacity for a given vehicle configuration is less than the legal limit permitted by law, a weight restriction must be posted in compliance with federal regulations and the FHWA.” 20 Good Roads Foundation | Summer 2026

Jones said a follow-up review in 2023 found two deficiencies related to load rating and load postings in the Department’s National Bridge Inspection Program.

These deficiencies indicated that the bridge load-rating models and procedures, as well as the associated loadposting practices, needed to be updated. In response to the findings, the Department agreed with FHWA to implement corrective action plans on January 3, 2024.

Jones says there were three vehicle configurations in the load rating models. But in late 2024, ARDOT adopted 15 new load-rating models to account for all possible vehicle configurations, weights, and axle arrangements that comply with current state and federal statutes.

These changes to the load-rating policy and models necessitated the posting of new bridges and the replacement of old signs. Change notifications were sent to the relevant stakeholders, including the Arkansas Trucking Association, the Arkansas

An Officer and His Dog Making Roads Safer

by Joe Quinn, Good Roads Executive Director Arkansas Highway Police Corporal Brandon Bybee was an 18-year-old serving on a volunteer fire department when his crew pulled up on a violent accident one day. A large truck had crossed the center line and hit a pickup head-on. A husband and his wife in the pickup truck were headed toward the husband’s final radiation treatment for cancer when they died on the road.

Bybee was friends with the deceased couple’s son, and the sight of the accident has stayed with him. As he thinks back, he says, “All these years later, that car crash is still a reminder that everyone using the roads should be able to feel safe. And that we all should be working to see that vehicles and roads are safe.”

Bybee joined the National Guard after high school.

He completed military police training and then served a rotation in Afghanistan. When he came home, he spent a couple of years as an Arkansas Highway Police Officer, then two years as a warden with Arkansas Game and Fish. He eventually came back to the Arkansas Highway Police. “I enjoyed Game and Fish,” he says, “but I knew pretty quickly I missed being on the highways.”

Now Bybee lives in Marion with his wife, two children, and his beautifully trained K9 companion, Drake. Every day on this job is different. He looks for vehicles that might be unsafe, and he and Drake search for drug shipments passing through Arkansas from Mexico to Brooklyn. He also looks for indications of human trafficking victims in vehicles.

He has a vehicle full of technology, a beautiful dog, and a core belief that treating drivers with respect matters: “Everyone out here doesn’t deserve a ticket. I meet a lot of very professional truck drivers. We treat them with respect, and that generally means we are shown respect back.”

The young man who worked with a volunteer fire department at a very young age and served his country in Afghanistan understands that he is representing something much larger than himself when he puts on the badge and uniform and goes on the road.

Bybee says, “I’m a firm believer in the United States Constitution. I am not going to do anything inappropriate to violate that belief when we pull a vehicle over. I won’t do anything wrong just to make an arrest.”

Drake Drake is 18 months old. He is part German Shepard and part Belgian Malinois. He was born and bred in Hungary and started his time with the Highway Police at a dog training facility in Jonesboro. These dogs were originally bred to herd livestock, but now they are widely used in police, military, protection, and search and rescue roles. Drake lives in a kennel ARDOT built in the backyard of the family home in Marion.

complex and strategic. But some issues are simple. If a driver can’t read a sign that says slow down, or merge, or one way, there is no doubt that the driver should not be on the road. That’s a pretty simple policy discussion.

This is not just about protecting drivers in cars; it’s about protecting truck drivers and common carriers who play by the rules. When you see a large company logo on the side of a truck, you are generally looking at a vehicle owned by a company that has compliance lawyers and safety executives acutely aware that federal and state laws need to be followed. Or, as Arkansas Trucking Association President Shannon Newton puts it, “They know what’s at stake and why safety matters.”

But as a recent 60 Minutes story pointed out, there are hundreds of truck companies today intentionally breaking laws, and then easily changing the name of the trucking company to continue to function unnoticed outside the law.

Against this backdrop, the work of the Arkansas Highway Police matters more than ever before. The use of highly trained drug search dogs is increasing in many states.

Police forces nationwide in recent years have been shifting from using German Shepherds to increasing the use of the Belgian Malinois. These dogs have an 26 Good Roads Foundation | Summer 2026

intelligence, an eagerness to train, an agility, and pure strength that make them ideal partners on a lonely stretch of highway.

But Drake is also beautiful with soft eyes that never really stray from Corporal Bybee. If you are a dog lover or owner, this is a fascinating relationship to watch. When the work is done, Drake goes into overdrive with happiness when Brandon Bybee pulls out a well-worn dog toy to give Drake some playtime.

If a highway police officer stops an unlicensed truck driver hauling product from a Mexican drug cartel through Arkansas, they will be confronted by officers and dogs like these. This is not work without dangerous moments. But it is certainly work that matters more than ever in a state located at the very heart of the American highway system.

ARDOT Office in Jonesboro

ARDOT Opens Regional Office in Jonesboro Several years ago, ARDOT opened a Northwest Arkansas office just off I-49 in Bentonville. There are plenty of reasons ARDOT is looking to establish smaller, more convenient offices around the state, but probably none more significant than that it’s a better way to recruit young engineers to start their careers with the department.

Now, ARDOT has opened a regional office in downtown Jonesboro. The day before the ceremony announcing the new office’s opening, ARDOT hosted a well-attended reception for ASU engineering students at the office. Dozens of ASU students turned out to mingle with ARDOT leaders and to enjoy food trucks parked outside the office. Most leaders in public or private engineering are quick to say that

the best way to recruit young people is with informal conversations at events like this.

In a world where working at home flexibility has become part of our culture, it’s not a big step to see that if a bright young engineer wants to live in Northeast or Northwest Arkansas, it’s logical to make it easy for them to work out of a regional ARDOT office. The idea that all things ARDOT have to come from a central office in Little Rock is now something of an outdated concept.

It was also clear from the news conference in Jonesboro to open the office and at the reception for students that community leaders like the idea of a regional office. ASU leaders also think that the office is now a key part of a larger effort to show young engineers different career path options.

Park Estes Honored as ARDOT Safety Partner of the Year

Park Estes doesn’t generally care who gets credit for something as long as it’s good for everyone involved. As Executive Director of the Arkansas Asphalt Pavement Association, Park has long been a voice for improved efforts to make the men and women working on road improvements safer. In recent years, legislation has been passed to improve safety for road workers, ARDOT has totally revamped safety protocols, and a memorial has been built to the men and women who died working on our roads over the past 80 years. Park played a quiet leadership role in all of this.

Awareness Week in Little Rock, ARDOT Director Jared Wiley honored Park as ARDOT Safety Partner of the Year. No one deserves this honor more than our friend Park. He is a valued member of Arkansas Good Roads, and he is a good friend to so many people in the infrastructure world. In the early days of the fundraising effort for the new memorial, Park urged AAPA members to approve a major donation to the construction project. And as usual, it wasn’t about who got the credit.
