To all members, 2012 has been a busy year for events at the APTA and I personally want to thank all the members for their support in time and in sponsorship this past year, every contribution made a big difference. We have one last event this year, the awards dinner, and we are hoping to see some nominations from all of you so we can present some great awards to very deserving individuals in our industry. We will also be putting out our annual report in early 2013, which will highlight everything we worked on in 2012, from legislative issues to all other services and events we worked on in the past year. FROM THE ROAD Industry News NYS HUT Credentials Available
Credentials for 2013 for the New York State highway use (weight-distance) tax are now available from the state on-line at www.oscar.ny.gov. The credentials consist of (1) the HUT vehicle-specific registration certificates, at $15 apiece and, (2) once again, the HUT stickers, at $4 per vehicle. Both credentials are good through the end of calendar 2015. For several years, New York only required carriers to buy and maintain the certificates, and required no sticker or other credential in or on the vehicle. However, pursuant to a change in federal law, the state will again, as of January 1, 2013, require the sticker too. Credentials for the International Fuel Tax Agreement and International Registration Plan – for carriers based in New York, are also available at the website noted, as are oversize and overweight permits. CBSA/emanifest Updates As you are aware, on November 1, 2011, an 18-month implementation timeline began, providing highway carriers 12 months to incorporate eManifest requirements into their business processes. As part of our ongoing project analysis, the eManifest implementation timeline has been reviewed taking into account several factors. Based on the review, on November 1, 2012, an informed compliance period will begin during which carriers will not be turned around or issued zero-rated penalties for non-compliance but will be informed of the requirement to transmit advance highway and cargo and conveyance data. Throughout the informed compliance period, the CBSA will continue to assist clients in becoming eManifest-compliant through communication, outreach, compliance monitoring and other support activities. In May 2013, when eManifest-enabling regulations are expected to be in place, requirements will be mandatory and non-compliant carriers could be subject to penalties. I encourage you to visit the eManifest pages of the CBSA Web site regularly, view the online highway carrier presentation offerings, and subscribe to the eManifest RSS news feed to keep abreast of important updates on eManifest implementation.

Important information about the Canada Border Services Agency’s eManifest requirements Special Bulletin: ACI eManifest CTA Carrier Business Brief - Requirements of US Shippers under ACI Release Notification System (RNS) As we move towards full eManifest implementation, carriers are encouraged to sign up to receive RNS messages from CBSA. The RNS service offers timely and efficient notification of release decisions made by customs to carriers. Under full eManifest implementation, the RNS message the carrier receives will act as proof that the goods have been released by CBSA, replacing the current stamp that drivers obtain on their paperwork. Irving Oil to offer Natural Gas at select locations (October 16, 2012) Truck drivers operating between Halifax and Montreal will soon have a new fuel option. Irving Oil is adding liquefied natural gas to five of its Big Stop operations in Nova Scotia, New Brunswick and Quebec, and construction will begin shortly. “I think it’s great news”, says Atlantic Provinces Trucking Association’s Executive Director, Jean-Marc Picard. “We’ve been looking at natural gas to fuel vehicles for years now.” It’s a first for Atlantic Canada, but there are a few filling stations that offer liquefied natural gas between Montreal and Mississauga. Picard says the cost of a natural gas fuel truck is $65,000 to $90,000 more than a conventional diesel truck, but those costs are quickly paid off. Read More…

More News Updates Notice to the public TEMPORARY EXIT CLOSURE â€“ MAINTENANCE OF THE ROUTE 1 GATEWAY During the period of October 23, 2012 to October 31, 2012, Exit 120 on the western side of the Saint John Harbour Bridge, to the lower west side and Digby ferry area, will undergo work for three consecutive days to resurface the westbound off- and on-ramps. The westbound off-ramp will be closed to all traffic during this three day operation. The westbound on-ramp will remain open, with intermittent traffic delays to facilitate the work. Traffic that would normally take the Exit 120 off-ramp just after crossing the Saint John Harbour Bridge, will be directed to use Exit 119, in the area of Catherwood and Bleury Streets. The eastbound on-ramp and eastbound off-ramp at Exit 120 will remain open. We have published quarterly statistics to our website this morning. Highlights for Q3 2012 as compared to the same quarter in 2011: Overall cargo tonnage at the Port of Halifax is up 21% for Q3. o Containerized cargo (in TEUs) grew by 2%. o Bulk cargo for the quarter increased by 28%. o General cargo rose by 21%. This summer 132,534 cruise passengers called at the Port of Halifax aboard 62 vessels. Approximately 240,000+ passengers are expected to call by the end of October 2012, which is similar to 2011 passenger levels.
