Call for NZ to follow Australian quad bike safety route A lifetime of industry experience building quad bike technology and a passion to make New Zealand farms safer is driving Dargaville man, Vernon Suckling to push authorities here to be more supportive of crush protection devices for quad bikes. Christine Allen writes
he founder of Ag Tech Industries, Vernon has battled hard in Australia, and won, to have his company’s crush protection devices called ATV Lifeguards recommend to farmers, with the federal government close to making them mandatory. According to the latest ﬁgures from Worksafe NZ, there has been one death so far this year, after a quad bike rolled over a 9-year-old boy in Waikato. There were four deaths in 2017, ﬁve in 2016 and nine in 2015. “And these are only workplace deaths, not private or personal ones,” says Vernon. ACC also carry unsettling statistics, such as 69 serious quad bike harm notiﬁcations in 2016, 45 in 2017 and 6 so far by January 31, 2018, with Otago carrying many those. “Many don’t report accidents either,” says Vernon. “Just think what the real national number could be.” Lifeguard has won the Golden Standard invention of the year at Mystery Creek Fieldays, as well as the NZ Supreme Workplace Health and Safety Award, the CE mark registration in Europe and a National Safety Council Association award in Australia. It is the only ﬂexible ATV crush protection device in the world and is patented in ﬁve countries. Developed and patented in New Zealand, the segmented arc is ﬂexible, passive and simply clamps onto the carrier. “There are over 100,000 ATVs in New Zealand, most of which are on farms. Quads are an indispensable farming tool and taking the place of the small tractor,” says Vernon. “We are very encouraged that there has not been one single death to date from an accident with a quad with a Lifeguard ﬁtted.”
Australians leading the way Ag Tech Industries sent the Australian authorities an ATV Lifeguard to test, which it did through the 2015 Transport and Road Safety (TARS) report, which recommended the Dargaville-designed device. “The Australian government has spent a lot of time and money researching a solution for this serious issue. As a result, the governments in New South Wales and Victoria have launched a three-year programme to subsidise the cost of an OPD [Operator Protection Device] for a quad, offering two for each farm. “Farmers can choose between the
Australian made Quadbar or our own Kiwi ATV Lifeguard,” said Vernon. The TARS study, conducted by the University of New South Wales in Sydney, for the Workcover Authority of New South Wales, found that the static stability and dynamic handling tests of the Lifeguard were not detrimental to the stability or handling of the quad bike. It also found that in relation to injury prevention in rollovers for the workplace environment, “the Lifeguard was likely to be beneﬁcial in terms of severe injury and pinned prevention in some low speed rollovers typical of farm incidents”. The federal government is now looking into taking up the safety challenge further. In October 2017, the Australian Competition and Consumer Commission (ACCC) formed a quad bike safety taskforce, which quickly issued an investigation into quad bike deaths. In Australia, where about 20,000 quad bikes are sold each year, there had been more than 230 quad bike deaths since 2001, with the main causes of death by rollovers being asphyxiation, crush and head injuries.

Vernon and the ATV Lifeguard team have been sending devices to Australia by the container-load. “We ship a container with 165 devices every few months. We just wish the uptake would happen in NZ, so we can prevent deaths and injuries here.” He says there is some reluctance by NZ dealers to carry the devices and attach them to some of the popular quad bikes, for fear of upsetting the manufacturers. “You can see why the big manufacturers don’t want this, it suggests that more is needed to protect people. They want to leave the choice up to the consumer. “We have a great relationship with the dealers, and we’ve been working on quad

Last December, Worksafe NZ launched its Safer Vehicles, Safer Farms project which would see Worksafe “working closely with the industry to share expertise and ideas, and to co-design solutions for safer farm vehicle use.” Worksafe CEO Nicole Rosie said “there are many risks to manage in farming but critical risks, such as working in, on or around vehicles – require particular attention as the consequences can be devastating.” Nearly 90 per cent of work-related farm fatalities involved vehicles and machinery, she said, adding that while much of the public narrative focused on quad bikes and other vehicles, tractors, side-by-sides also contributed to the death rates. Worksafe also stepped up in support of recommendation made by NZ Coroner Brigitte Windley following the death of a man in Milton in September 2014. Last year, she said the number of quad bike deaths and injuries were “unacceptably high” and she called for a “cross-agency working group to consider a new approach”. Her recommendations included the mandatory use of roll over protection devices on vehicles, subsidies for rider training, a national ﬁve-star safety rating system. Ag Tech Industries’ founder, Suckling, praised the work of Al McCone, Worksafe’s agricultural sector lead, who had taken up the challenge to investigate some of her recommendations. “New Zealand leads the way and shines a light globally on many areas of agriculture. But these terrible statistics, these quad bike deaths cast a dark shadow across our country, our farms and our homes.” Australian farmer Adrian Hoffman, who farms near Warrnambool in Victoria, said the Lifeguard had saved his life. “I was loading my Ute and as I was at the top of the ramps, just about onto the UTE, one of the ramps gave way. The quad bike ﬂipped 180 degrees and I fell right under the falling bike. The Lifeguard absorbed the impact and rolled the bike off me.” “Training and helmet use is great, and let’s keep doing that. But we need more, we need crash protection devices that we know are saving lives,” says Vernon. For now, Vernon and the Ag Tech Industries team must sit on their hands and wait. “We’re waiting for the ACCC actions and Worksafe’s response to this here at home. We hope that we can learn from the Australians and take action.”
