Project Objectives and Benefits Project objectives: - ensuring compliance with the Romanian and the EU legislation within the transition periods agreed between Romania and the EU for the environmental sector; - ensuring an optimal use of the EU funds. Water supply: - Provision of drinking water meeting the standards of the Drinking Water Directive 98/83/EC; - Supplying the population with quality drinking water; - Assurance of adequate drinking water supply; - Assurance of quality and availability for water related services according to the principles of maximum cost efficiency, quality in operation and population affordability; - Improvement of supply security; - Reduction of physical water losses. Wastewater treatment: – Compliance with the treatment standards of the Urban Wastewater Treatment Directive 91/271/EEC concerning discharge into water bodies; – Increase of surface water quality by minimizing the effects of human settlements; – Mitigation of health risks by extending the sewerage network to cover population currently dependent on on-plot waste disposal facilities , reducing the risk of surface and ground water pollution; – Assurance of quality and availability for the water and wastewater related services according to the principles of maximum cost efficiency, quality in operation and population affordability; – Reduction of infiltration into the wastewater collection system and ex-filtration into the water table; – Reduced risk of wastewater flooding and contamination of water resources; – Reduced pollution of the water bodies from poorly treated wastewater effluent and unscreened storm sewage overflows; – Elimination of direct wastewater discharge into rivers and other water bodies; – Installation of adequate sludge management.

Component 1 - Improvement of Water Abstraction The refurbishment/relocation of the surface water intakes and the rehabilitation of the well field in Dumbrăveni; all urban population (around 91% of the total number of inhabitants in the project area) will benefit from reliable and efficiently operated water sources. Component 2 - Improvement of Water Treatment Improvement of the operational aspects of the entire water distribution system in the project area, bringing it in line with the European standards; all inhabitants in the water supply agglomerations will benefit from more efficient services, in full compliance with EU DWD. Component 3 - Improvement of Water Distribution The rehabilitation and extension of the drinking water distribution networks in these three agglomerations aims to reduce network losses, improve water supply safety, ensure water quality according to standards and enough water quantity at an appropriate pressure. The introduction of a fully-fledged SCADA system will allow the Operator to monitor and steer its activities. Component 4 – Improvement of Sewer Collection After the comprehensive rehabilitation and construction of new sewer collectors in Mediaș, Agnita and Dumbrăveni, the wastewater collection rate in the wastewater agglomerations will become fully compliant with EU DWD 91/271. Component 5 – Improvement of Wastewater Treatment Upgrading the WWTP of Mediaş (74,000 P.E.8) and those of Agnita (9,500 P.E.) and Dumbrăveni (7,100 P.E.) which are expected to be fully operational by the year 2013 in order to ensure full compliance with the 91/271/EEC Directive and the corresponding amendments. Component 6 – Technical Assistance Strengthening the ROC The Technical Assistance for the Project Management and Works Supervision will strengthen the capacity of the ROC in order to ensure the adequate management of the assets built within the SOP framework and to implement and monitor future large size projects, due to start in 2014.
