Ngqura gets resounding thumbs-up MSC to add Far East vessels By Alan Peat Four months since its historic launch, the new deep-water port of Ngqura in the Eastern Cape has scored top marks from the sea carriers currently using it. Mediterranean Shipping Company (MSC), the first line to allot commercial containerships to the port, is upbeat. “It’s a good deep-water port, with no congestion, and we are co-operating in helping to develop it,” director Glenn Delve told FTW. “We’ve already got vessels from our European service calling there at least once a week, with trade in and out. “Our future plans include once-weekly calls by ships on our Far East ‘Cheetah’ service – which will be calling there from February 20 onwards, and both loading and discharging cargo at the port.” Delve added that he was happy enough with the

landside transportation to and from Ngqura. “A rail access links up with Port Elizabeth as the hub into the main line network,” he said, “and the road structure in and out of the port is fine.” Another enthusiastic user of the port is Mitsui OSK Line (MOL) – with ships from its South America-Far East service having started calls on the eastbound leg late last year. These vessels come from East Coast South America (Ecsa) to call at Cape Town and then on to Ngqura. The line has the convenience of a berthing window allowing it fast access to the port terminal facility, and MOL marketing manager, Iain McIntosh, described the service as excellent. “The port is state-ofthe-art,” he added, “and all electronic, so there’s none of the old nuisance of paper documents. “There’s also a fantastic control room, which is To page 8

TPT doubles free time after Navis crash By Ray Smuts Transnet Port Terminals has acted with alacrity to disquiet by the Cape Town Harbour Carriers’ Association (HCA) over frequent interruptions in the container terminal’s new Navis system by

doubling the initial one day free extension granted. This was confirmed to FTW from Durban over the weekend by Moshe Motlohi, who assumed his new position as Cape Town container terminal executive, also responsible for the MPT,

on February 1. TPT had initially offered the association an extra free day, considered unsatisfactory by the Cape Town HCA who feel stoppages have burdened members “with additional costs through no fault of their own”.

SA traffic authorities are missing the point By Alan Peat Objections by the SA traffic authorities to container trucks carrying high-cube boxes ignore a global reality, according to Peter Newton, director of Seaboard Maritime Services and a well-known voice in the shipping industry. Although Transnet Port Terminals (TPT) container statistics do not differentiate between 8-foot 6-inch/2.6-metre standard-height boxes and the 9-ft 6-in/2.9-m hi-cubes, the commonly held opinion is that they now comprise the bulk of the containers arriving in SA. “The general consensus is that the 9-ft 6-in hi-cubes – both general purpose (gp) and reefers (refrigerated boxes) – constitute at least 70% of the 40-footers (12-m long),” Newton told FTW. “While it is probably somewhat less, percentage-wise, in the case of 20-footers (6-m) they are increasingly also high-cubes. And I’d say, in the case of 40-ft reefers, almost certainly all are 9-ft 6-in.”

To support this case of the growing predominance of hi-cubes in an attempt to get the department of transport to finally legalise the road transport of these boxes on standard container trucks, Newton’s research has been extended to Maersk Line. To confirm the results of his investigations, Newton is awaiting a letter from the line confirming that at least 70% of its overall fleet is 9-ft 6-in hi-cubes. “We are also expecting them to verify that nobody is building 8-ft 6-in standard heights anymore,” he said. “When the 8-ft 6-in boxes have been phased out, 9-ft 6-in will become the ‘standard’.” He feels that evidence from this line should add the extra arm-twist needed to convince the authorities of the truth of the matter. “As you may know,” Newton said, “Maersk Line is the largest ocean carrier of containers in the world, with something over 500 ships in the water, so it’s reasonable to assume that whatever they say in this context is a true reflection of reality.”

February 15 will see the launch by the SA Europe Container Service (Saecs) of its Reefer Express service (Rex) to cater for the anticipated increase in refrigerated exports. The Rex service is an additional, purely reefer container service designed to provide added capacity during the peak reefer season months of February to August. Rex vessels will call Cape Town, Rotterdam (Uniport), Tilbury,

Cape Town. The DAL Madagascar will be the first vessel to be phased in followed by the Warnow Vaquita. The service will be flexed in terms of frequency and ports of call according to the seasonal demands of the perishable market and will supplement the capacity provided by the main weekly Saecs core service. Will the new Customs Control Act dig into your pocket? Whenever draft legislation is presented to us, our primary concern is how this legislation will affect us financially, either directly or indirectly. The direct costs are usually quite obvious. It is the hidden costs that are often overlooked or miscalculated due to lack of adequate attention. It is therefore of utmost

importance that all business concerns pay the necessary attention to proposed legislation and comment on it, providing alternative suggestions where possible. The draft Customs Control Bill is a case in point. Did you know that this Bill states that the Commissioner may impose processing fees for most applications, including licensing,

registration, accreditation, tariff, valuation and origin determinations? Furthermore, it is proposed that current registration certificates will lapse six months from the date on which the new Act takes effect, meaning that fresh applications will have to be submitted within this period. If not, current registrants face being in contravention of the

new Act and will be in danger of operating "illegally". In terms of the Draft Bill, warehouse licensees will be required to submit monthly reports to Customs and will not be allowed to store bonded cargo for a period longer than 12 months. These are just a few of the proposed changes to the way in which matters are currently being administered in terms

Sky-high airport increases raise airline community’s ire By Alan Peat The SA airline community has slammed both the application from the airport operator and the aviation regulator’s final approval of a whacking great increase in fees – which almost hits 60% in the first of the next five-years. Chris Zweigenthal, CE of the Airlines Association of Southern Africa (Aasa) told FTW that the members had “noted with great concern” the proposed increases to be granted to the Airports Company of SA (Acsa) and the Air Traffic and Navigation Services (ATNS) over the next five-year period. This begins with what he described as “substantial upfront increases” from April 1. The regulator is proposing

a 59.9% increase for Acsa, with a further 25% increase from April 1, 2011, and single-digit increases for the next three years. For the ATNS, the regulator has passed a 42.6% increase effective from April 1 with single-digit increases for the next four-years.

The only good thing that can be said about the regulator’s proposal, Zweigenthal added, is that at least it’s considerably less than what Acsa had applied for in August. Acsa was looking for a 132.9% increase in the first year and ATNS 33%.

“Aasa does not support the level of the increases, nor the high up-front increases requested by Acsa and ATNS,” said Zweigenthal. “Such a spike in increases places an enormous financial burden on the passenger purchasing the ticket, and the airlines –

which will be unable to recover these costs as they are incurred.” In its comment to the regulator on both permission applications, the association made proposals of significantly lower increases smoothed over the five years of the permission period. The Aasa suggestion also included a capital injection by the shareholder (the government) to assist the companies to restructure their respective balance sheets. However, the permission process is not yet complete, and Aasa is currently evaluating the full impact of the proposed tariff increases for both Acsa and ATNS and will provide a formal response to the regulator. The regulator is expected to issue a final permission by the end of March.

Fierce south-easter delays ships for 200 hours By Ray Smuts Containerships lined up off the port of Cape Town at week’s end – much like airliners awaiting their turn to take off – incurring massive delays after a fierce south-easter lambasted the Mother City for more than 16 hours from midafternoon on January 28. Delays of more than 200 hours have to be the worst experienced by Cape Town Container Terminal

for some time, with vessel bunching stemming from the wind stoppage. Aside from the wind, one wonders whether the new Navis system was continuously operational for boxes moving into or from the terminal.
