Preserving, Protecting, and Enhancing a Genuine Sense of Community The Anthem Community Council (ACC) serves as a unifying entity for the overall Anthem community. Our mission is to establish and maintain a governing structure that will preserve, protect, and enhance the plans, policies, infrastructure, and resources needed to support a genuine sense of community, ensure sound economic development, and promote quality of life for all Anthem residents.

2013 Board of Directors Election Results Congratulations to John Birdseye (Country Club) and Ryan Halleran (Parkside) who were seated at April’s regular Board meeting to serve on the ACC Board of Directors. They join incumbents John Balzer, Tim Fyke, Rob Linder, Holly Matson, and Ray Norris. Birdseye replaces outgoing member Jeffrey Pointer (Country Club), while Halleran replaces Craig Boates (Parkside), who served as president for two years. Each will serve three-year terms. John Birdseye has lived in Anthem for more than four years. Birdseye has served on the Anthem Cares through Service Leadership Team and has participated in Council and community functions, including the Facilities Research Group, the Water Rate Case Panel, and the Community Planning and Development Committee. Ryan Halleran has a financial advisory background, has worked as a legal adviser and research assistant for the Idaho Governor’s Office, the University of Idaho’s College of Law, and has served as a committee member on the ACC Community Planning and Development Committee. Halleran is an active member of the Rotary Club of Anthem. Many thanks are given to our outgoing board members. Their service was invaluable.

Facilities Master Plan Update Updated construction and operating cost estimates for proposed projects in the Facilities Master Plan, as well as estimated impacts on

assessments and additional recommendations and input were reviewed by the ACC Board of Directors at its April 4 meeting. The detailed information was generated after extensive review and discussion by the Community Planning and Development Committee (CPDC) and the Fiscal and Resource Management Committee (FaRMC). The following recommendations were approved by the Board: 1) Completion of Opportunity Way Park should be the first priority project. This new 8-acre park with two multiuse sports fields (unlit), playground equipment, leisure games area, basketball court, ramadas, benches, path lighting, restroom, landscaping, and an onsite parking lot; 2) Completion of the first phase of Liberty Bell Park improvements should be the second priority project, including courts for basketball, volleyball, and horseshoes; court lighting, benches, landscaping, and possibly an onsite parking lot (if alternative off-street parking is not adequate for park use); 3) Implementation of critical safety improvements to the existing Amphitheatre (lighting, access, etc.) should proceed on an accelerated time frame in advance of further investment in the full scale Amphitheatre/Outdoor Civic Area project; 4) Additional consideration should be given to constructing Outdoor/Leisure Games, such as bocce ball courts, in the area behind the Community Center to create an inexpensive and convenient games area in the short-term; and 5) Proposed Multi-use Sports Courts and the Parker Court Dog Park should be re-evaluated for funding consideration in future years after higher priority projects are completed.
