Between mid April and July 2002 the Humanitarian Accountability Project fielded a team in Herat,
Afghanistan to test how in practice the transparency and accountability of aid providing
organizations towards people affected by disaster or conflict can be increased. This report seeks
to provide a practical overview of the operations of the Trial.
As such the report;
- Describes the context of the Trial and of assistance operations in Afghanistan;
- Describes major aspects of the HAP fieldwork process including the methodologies
used to undertake research;
- Offers critical reflections on the HAP field work;
- Draws out key lessons and conclusions.
