This month's photo shows the Inspero community garden at its glorious best. Sadly the Sitting With Jane bookbenches will have been removed on 30th August.  However, if you have enjoyed the trail and would like to own one for your garden, community or business premises, please go along to the Auction on Friday 15th September (see page 15 for more details). We are still looking for volunteers to deliver the Kempshott Kourier in certain parts of Gabriel Park.  If you can spare a little time each month please give me a call on 01256 354282.

Our Neighbourhood Watch co-ordinator's meeting takes place at 7pm on Monday 2nd October at Kempshott Village Hall. All Kempshott co-ordinators as well as anyone interested in finding out more about our local NW is welcome to attend. The October litterpick will take place on Sunday October 15th (a little later in the month than usual), meeting at 10am in the Down Grange car park (off Pack Lane). Litterpickers and sacks provided.

Frank and his wife Madeline, moved to Kempshott in 1983 and he retired from his career as a Civil Engineer in 2000. Frank was an active volunteer for Kancare and helped with transport, walking with handicapped people and practical tasks. In addition Frank undertook many regular unpaid tasks for elderly residents, such as gardening and household repairs, and always found time to chat with them. He also enjoyed tending his own garden and allotment. Frank also served for many years as a very active Governor at Kempshott Junior School where he also contributed his practical skills to the maintenance of the grounds and classrooms. Frank’s cheerful and friendly disposition, and his practical contribution to our community, will be sadly missed.

QUESTION: I’ve recently got married and would like half of my mortgage to be transferred into my spouse’s name. Is this a simple transaction?


Simon Pook, Head of Residential Property, Clarke & Son replies:

The short answer to this question is ‘it depends’! If you have no mortgage and you will be gifting one half of the house to your husband, then yes it is a fairly straightforward transaction. However, you will need to think carefully about how you will own the house. You can either own it so that on the death of one of you the survivor owns the house outright, or each of you can have distinct shares so that on your death you can leave your share to whoever you wish. This is particularly useful if you have children from a previous relationship that you wish to benefit from your share of ownership. However, if you choose this option it is important that your Wills are up-to-date and they will almost certainly need changing following the transfer of the house. If you have a mortgage then this makes the transfer a lot more complex. You will need to obtain the lender’s consent to the transfer and they will almost certainly charge for this. You will also need to consider the tax situation. Any transfer of property, except in certain limited circumstances, can lead to a liability for Stamp Duty Land Tax (SDLT). HMRC assume that if you are transferring half of the house to your husband then he would also be taking on one half of the mortgage debt. Therefore if your mortgage has more than £250,000.00 outstanding then you would have to pay SDLT on £125,000.00 at the current rate. If you have a large outstanding mortgage this could lead to a high tax liability even though no money is changing hands for the transfer! The situation is more complex if either of you own another property, or a share of another property. If you do, then you will be subject to the additional SDLT premium of 3% of the consideration over £40,000.00. Therefore, if there is a mortgage of £80,000.00 or more on the property, even if no money is changing hands, you will need to pay SDLT at 3%. Welcome to a new school year at Kempshott Under Fives Preschool! At the start of each school year it’s important that we work very hard with our children to help with the big transition into preschool. The start of a brand new term can be a difficult time for young children and the first few weeks of settling into a new environment is a time of crucial importance to a child's later happiness within a setting. All children are individuals, and while some children will adjust fairly easily and quickly to a new environment and new routines, others will take longer to feel comfortable and secure. At Kempshott Under Fives we recognise that sometimes we can all overestimate a young child’s ability to cope with transitions. The lure of the toys doesn’t always compensate for the security of the main caregiver! The experience can be overwhelming for some young children, especially if they have not had experience of another form of care outside of the family. Parents and Early Year’s Practitioners at Kempshott Under Fives can work together to ensure that the transition goes as smoothly as possible. Research shows that when the settling in period is positive for the child, it can not only impact on their happiness throughout their time at the early years setting but also on how the child views future transitions. Children who have a positive start to their new environment are more likely to feel comfortable, relaxed and valued, feel good about themselves as learners and have a sense of belonging to the  community. Most children settle in without too many concerns but there are some children who need more time to develop trust. Wherever your child may be transitioning to over the coming months we wish you every success. Make the experience an enjoyable one and work together with the setting or school. Cottage Garden Plants at Freefolk near Whitchurch who have been exhibiting at Chelsea for 25 years and won 25 RHS Gold Medals. Rosy gave an interesting and informative talk starting by giving a history of her nursery from its beginnings in th Camberley and describing some of her exhibits at Chelsea with this year’s Circle of Colour being 120 square metres in size. She then went on to explained how important it was to put plants together that enjoy the same soil conditions and having brought with her a variety of plants was able to suggest and demonstrate how to combine different plants for certain areas of the garden. Heuchera for instance come from the North American forest so prefer wet th rich soil in semi-shade while grasses like clay soil with sun and plenty of space and hardy geraniums will grow almost anywhere. She also explained how and when cutting down and dividing should be done for the different species she had with her. After a number of questions people had the opportunity to buy some of the plants and obtain a signed copy of Rosy’s new book “25 Years of Chelsea”.

Most of the activities are free and there’s something for everyone, including a green market, furniture restoration workshop, children’s craft sessions and a screening of award-winning documentary Tomorrow. Organised by local volunteers and supported by Basingstoke and Deane Borough Council, the week is aimed at highlighting environmental issues and initiatives in the borough. You can get a full refund if your train journey is cancelled.

If you’re delayed and arrive at your destination more than half an hour late, you’ll usually be able to get some money back. Some train companies will also give you compensation if your train is more than 15 minutes late. You need to keep your train tickets to get a refund. You should try to claim within 28 days, but some train companies allow longer. Cranbourne Business and Enterprise College announced the lifting of Special Measures at the celebration of its 50 Year Anniversary in July, to the delight of the wider community, who had gathered for a celebration. Students, staff and parents past and present, arriving at Cranbourne site were overjoyed to hear the news that the school is out of Special Measures. The school, which had been placed in Special Measures in December 2015, had its first monitoring visit on 5th and 6th July. This became a full inspection when the Ofsted inspection team concluded that the school had improved and “no longer requires special measures”. Staff at the school, who have worked very hard all year, cheered as the news broke in the staffroom. On Saturday 22nd July 2017, the whole school community had gathered together for a trip down Memory Lane. For many, it was an emotional experience, as they were re-acquainted with old friends; and emotions were high as the whole community came together in support of the school. Old Down & Beggarwood Wildlife Group

Summer is coming to an end and many of the wildflowers on both sites have reached seed stage and so this is the time of year when the Group gathers seeds for spreading on the sites and also, working with other volunteer groups, on other open space/green sites within Basingstoke. During the summer months the Group often reports on the success of butterfly species on the sites and we are pleased to say that the numbers this year have been very pleasing. But the sites also support many species of moths. Generally, moths are just not thought of or appreciated, but many of them are quite spectacular – many different colours, patterns and sizes – so too their caterpillars. A few moth surveys have been carried out on Old Down and just over 300 species have been identified. One of the most striking moths is the Elephant Hawk-moth (28-33mm) and also the very similar Small Elephant Hawk-moth (21-25mm) both having a fantastic bright pink and olive-green pattern. They fly from dusk feeding on tubular nectar flowers and the larva are most frequently found on Rosebay Willowherb and Great Willowherb. The flowers of both plants are bright pink and so, as you can ascertain, these moths blend in very well. The larva of the Elephant Hawk-moth is quite big - 80-85mm - olive-green and heavily speckled with distinctive pink and black eyespots and feeds mainly on willowherb (also on bedstraw which is a wildflower also found on both sites). So the Group ensures that there are good stands of willowherb (and bedstraw) around the sites. It is a plant that flourishes and easily spreads so it does have to be restrained and cut back at times. At least 12 other moth species (e.g Striped Hawk-moth, Small Phoenix, Bright Line Brown Eye) use the willowherbs as well as the hawk-moths.

FUZZY DROVE CONSERVATION GROUP We’re looking forward to starting our Autumn programme from September onwards. This year we plan to plant hedgerow saplings behind Gannet Close, Jackdaw Close and Seagull Close, as well as continuing our work in areas we planted earlier this year and the year before. We also have 1500 native woodland bulbs to plant along the length of Fuzzy Drove. Houses with boundaries onto Fuzzy Drove, in the new areas we plan to work, will have received a consultation letter explaining more about the work we are planning. September will be a busy month for us as we are also holding a bat-themed children’s event in Fuzzy Drove on the 9th September from 3pm to 4pm. More details can be found on our website. Down Grange Diary It's been a funny year. How many times have we heard that in the last ten years? Perhaps this is global warming in action. After a disastrous 2016, it looked pretty dire in early spring. Drought conditions during May and June with a very warm spell in mid June meant that flowers were very slow to get into growth and this had a knock on effect on the early butterflies. However, for butterflies things started getting into their stride by the end of May. Our first flush of Small Blues was recorded in Down Grange Meadow on 28th May. While our friends at Old Down record a lot of this uncommon and priority species, we are finding more and more of this charming little butterfly, albeit in small numbers. As the season developed it was clear that we have our own (very) small breeding population. As the weather turned wet, at long last, the flowers started growing. Bird's-foot-trefoil (Lotus corniculatus) was appearing in places in the Meadow that have not been seeded and existing clumps were expanding where we have scraped and seeded. B-F-T, as weâ&#x20AC;&#x2122;ll call it, is an important plant with a number of species of butterflies and moths that use it exclusively. It can often been seen growing as a mass of yellow flowers in roadside verges around the town. It can, fortunately, cope with the ravages of regular cutting. It was a great year for orchids with them popping up in places where we expected them as well new sites scattered across the Meadow. The two triangles that were scraped and seeded in 2014 looked a picture this summer, demonstrating that it takes 3-5 years for a newly seeded flower meadow to come into its own.

Golf and Grass At the end of July, Basingstoke Disc Golf Club, which has been using Down Grange Meadow for five years, hosted the World Overall Flying Disc Championships. The club approached us and asked if they could cut areas of the meadow in readiness for the event. As we had the mechanical equipment to do it, we volunteered our services for the grass cutting and, while we knew roughly where they wanted to cut, there were areas that had to be avoided. There were also places that had some pernicious weeds, such as Ragwort, Hogweed and Creeping Thistle, that needed to be cut and we saw this as an ideal opportunity to see what effect summer cutting would have on these weeds.


The grass and weed cutting was carried out on the understanding that any arisings would be picked up at some stage. This was to prevent the cut material mulching in and providing additional unwanted fertility for the grass. Unfortunately, the good weather broke just at the start of the Championships and clearance of the arisings had to be deferred until the next dry spell came along. The World Overall Flying Disc Championships take place every two years and the last time they were held in the UK was 19 years ago. There were a number of different events held between 24th and 29th July, so it was not just disk golf. Around 100 competitors from a dozen countries took part, with large contingents from Sweden, Taiwan and the USA. In addition to Down Grange Meadow, they also used the Down Grange Sports Complex and Down Grange Home Park opposite the Toby Carvery. Indoor events were held in Maidenwell Pavilion, the home of Basingstoke Hockey Club.

The Probus Club of Basingstoke has partaken in their summer pub lunch which has been a fixture on their social calendar for many years. This is one of several occasions in the year when the wives and partners of the members enjoy a range of experiences with their men who had been in the professions or business managers before they retired. The venue this year was the Phoenix Inn at Phoenix Green on the A30 near Hartley Wintney. Originally a coaching inn of yesteryear it has morphed into a high quality dining establishment that proudly displays a Les Routiers sign at the door. The extensive and sophisticated menu, which changes daily, had their main courses extending from simple roast Mediterranean vegetables across the spectrum to Chateaubriand although being pensioners none was tempted with this latter offering. Retired GP, Dr Nick Waring, made this hostelry his choice in the months prior to ascending to high office of being President of the club. He commented, “On a very grey day a total of thirty four members and partners gathered for our annual summer ladies’ pub lunch at the Phoenix. The conviviality of the event was an excellent antidote to the weather and the volume of the conversation a sure sign of an enjoyable gathering.” The Probus Club of Basingstoke is now in its 39th year of continuous operation and as well as their social programme it meets on the second Tuesday of most months for lunch at the Test Valley Golf Club near Overton. Our New Charity of the Year Partner Over 2000 votes were cast during the search for our new charity partner. We’re delighted to announce that the charity YPI Counselling, based at The Orchard won the vote. Their services to provide confidential Youth and Parent counselling is in high demand. The volunteers visited the store during their first fundraising weekend and raised over £200. More importantly, their information stand at the front of the store, enabled them to source a new corporate partner, a new volunteer counsellor and, a potential new employee. A fantastic start. INITIATIVE LAUNCHED TO CRACK DOWN ek e W Green day 25 Saturday 16 to Mon ON ROGUE WASTE CARRIERS 2017 tember p e S If it’s your rubbish, you’re responsible- that’s the message from Basingstoke and Deane Borough Council as it launches a campaign to crack down on those who illegally dump waste and to warn residents about the risk of paying rogue waste carriers.

The council is appealing to residents to choose carefully before paying someone to take their junk away. If residents aren’t careful about who they choose, they can be held responsible if it gets fly-tipped. Cabinet Member for Regulatory Services and the Environment Hayley Eachus said: “We all need to be very cautious about who we employ to take waste away and each of us has a responsibility to make sure our waste is disposed of lawfully. “Those who do use rogue waste carriers could be held responsible if the waste gets fly-tipped, so please don’t get caught out by using an unregulated service as it may prove costly." There are plenty of legitimate businesses which will take away waste and there are simple steps that can be taken to make sure that waste won’t end up being fly-tipped. People are encouraged to ask questions - genuine businesses will be happy to provide all the information needed about how and where waste will be disposed of and they will have a waste carrier’s licence. The campaign has been launched in the wake of the council imposing the maximum possible fine on fly-tippers, with new fixed penalty notices raised from £200 to £400. The enforcement team investigates all reported incidents of flytipping and won’t hesitate to take action against anyone found to be responsible. Cllr Eachus said: “We believe that fly-tippers should have to pay the price. “Fly-tipping is illegal and has a hugely negative impact on our communities and countryside. “I would encourage anyone who sees an incident of fly-tipping, or would like to report any suspicions, to get in touch. “We rely on frequent and direct contact from residents in our efforts to keep our borough beautiful and free from flytipping." SEPTEMBER 2017 IN THE WILDLIFE GARDEN The flower beds As summer ends now is the time to plan improvements to

our wildlife gardens. A plant we could be putting in now while the soil is still warm and so will establish quickly is Pulmonaria. It needs a spot that is not too dry, it has struggled in the dry summer soil at Beale Gardens and we need to move it to somewhere nearer the water where it is a bit damper. A shady bed that is not too dry is ideal. A good cultivar is Blue Ensign. The blue pulmonarias look good alongside dark plum forms of Helleborus orientalis which is also a great bee plant

are starting to arrive. We should see our garden birds a lot more this month as they will have finished their August moults. Remember not to tidy up the garden too much until spring, leave vegetation to die back naturally, to provide food and shelter as the weather turns colder.

LIMELIGHTERS SPLURGE INTO BUGSY MALONE BAOS Limelight are delighted to have been awarded the license to perform Bugsy Malone at

Queen Mary's College in October Half Term 2017. Set in Prohibition era New York, the show charts the story of rival gangsters Fat Sam and Dandy Dan as they wreak havoc with the help of custard pies and destructive splurge guns. After penniless ex-boxer Bugsy Malone falls for aspiring singer Blousey Brown, will he be able to resist seductive songstress Tallulah and stay out of trouble while helping Fat Sam defend his business?     Based on the acclaimed film (1976) of the same name, Bugsy Malone features music and lyrics by Paul Williams and a book by Alan Parker.   Among the group, aged between 12 and 18, are Isabelle & Alice Bone, Lucy McFee and Ben Pope who are all from the Kempshott area.   BAOS Limelight welcomes experienced young Director, Nick Brannam to the fold and with Simon Eastwood retaining the baton as Musical Director, this is guaranteed to be an energetic and entertaining production.   Bugsy Malone will be on stage at Queen Mary’s Hall, Queen Mary’s College, Basingstoke from Thursday 26th to Saturday 28th October 2016.   The Limelighters will be hoping to repeat the success of their productions of “Grease” and ”Into the Woods” which were both runners up in the NODA (National Operatic and Dramatic Association) SE region Youth-West award and received an Accolade for Excellence.   Tickets are priced at £14 for adults and £11 for concessions including college students, and are available from www. It was one of those idyllic summer evenings when all seemed well with the world.

Actually, it was for a group of members and friends of our Society when we visited the garden at Little Court, Crawley (near Winchester) the home of Patricia Elkington back on Monday 17th July. Once we had all arrived Mrs Elkington introduced us to her garden and explained the various areas and some of the notable horticultural delights. Our Society had visited as a group many years ago whilst others had been more recently when it had opened under the National Open Garden Scheme. However, as with any garden nothing stays the same for long and so there were new and different plants to admire. The garden just gave you the feeling of needing to stop, take a deep breath and let the cares of the day take a back seat. Indeed, there were plenty of places to sit and drink in its atmosphere and if that was not enough then there were hot drinks or cool elderflower cordial, for those already too hot, and cakes to accompany the beverages. Finally, for the keen horticulturalists there was a selection of plants for sale to round off the perfect evening.  To say we were fortunate with the weather is putting it mildly as the following evening we had torrential rain and flooding. Our next meeting is on Monday September 18th at 7.30pm in Kempshott Village Hall when John Hall’s subject is “The many uses of Heathers”

BASINGSTOKE LIONS CLUB (Website Mentally and physically we seem to have gone walkabout this month. After the effort and excitement of

the preceding three months, our get up and go definitely got up and went. One can only hope that during the lull, ideas for fresh new projects have been stewing in our members fertile imaginations. I’m not holding my breath. FUNDRAISING: The Heritage Light Orchestra played for us for the fifth time at QMC on the 8th. It was a magnificent display of the talent that abounds in Basingstoke. The 40 strong orchestra, 6 singers and a church choir of 20 came together under the direction of Neil Streeter who had composed a “sea” themed programme of music containing well known pieces from musicals, radio and TV. “ The Sailor’s Hornpipe”, “Fare well and Adieu” and “Home Sweet Home” were a few of the tunes which were enjoyed before the church choir joined the orchestra to sing “The Sailors’ Hymn” and multiple choruses of “Rule Brittania” which had the whole audience standing, stamping their feet and singing at the tops of their voices. Our fundraising is significant, through successful annual events like the Royal Marines Concert at the Anvil at the end of January, and our International Boxing Dinner at Hampshire Court in March. And most of those funds go towards local good causes that do not have their own fundraising capacity. For larger local charities like St Michael’s Hospice we have fun simply providing pairs of hands to help at their own fundraising events. At July’s HOSPICE BIG WHEEL the club helped with parking several hundred cars at the event startpoint at Down Grange, and provided a Waterstop at Dummer.

CAR FEST 2017 When you read this , CAR FEST 2017 will have just taken place at Laverstoke Park Farm near Overton. Promoted by BBC’s Chris Evans it will have raised many £ 000’s for the BBC’s Children in Need Appeal. A team of “Petrol Heads” and others from our club will have helped over the festival weekend with the on-site raffle which last year raised ~ £50k towards the national charity.



For the HOSPICE MOONLIGHT WALK on 9th September we shall be providing drinks and light refreshments through to around 2am to all the 00’s of walkers as they return from their exertions into Festival Place.


BASINGSTOKE FESTIVAL OF TRANSPORT 2017 Each year in May the local Thorneycroft Society provides this wonderful celebration of vintage transport and fun for all the family . Rotary helped with carparking , but also provided the “lost child” marquee so that families could enjoy the event a little more relaxed.

With August turning into a soggy experience it was with some trepidation that we decided to go ahead with our summer garden party. Despite the showers more than thirty ladies attended the event, enjoying homemade cakes, scones and jam and various other edible goodies and we all agreed that the occasion should become an annual event, let’s hope we manage to pick a dry day next year. Our thanks to our treasurer who kindly allowed us to use her garden for the afternoon. Our meeting in July took us back to the war years of mend and make do and Mrs Wheeler entertained us in an amusing and informative fashion. There was no members meeting in August. However our craft afternoons start up again on Monday 11th September at 2.00pm in the village hall. We have a lunch and skittles event arranged on Thursday 14th September should any member who has not yet signed up for this wish to come please contact one of the committee for information. Our September members meeting takes place on Monday 25th at 2.30pm in the village hall. Our speaker will be Malcolm Nelson and his talk will be on 40 Years of Catching Smugglers. To end the month some of our members are travelling to Kintbury for lunch and a canal trip operated by a horse drawn barge. Transition & Transformation Hello. My name is Debbie Veel. I am one of the Licensed Lay Ministers (LLM’s or Readers as they are sometimes known) at St. Mark’s church. LLM’s are not ordained, so we don’t wear a dog collar, but we can do much of what a vicar can do with some notable exceptions. We can’t bless the communion wine and bread; we can’t marry people nor do we baptise anyone. Interestingly enough, we can lead funerals. Other than that we preach, lead worship, prayer and mid-week groups and we are involved in the running of the church. I think of it as being a bit like being a deputy head of a school.

When I moved to Basingstoke, something I had to do the day I moved was register with a doctor. This was a top priority as I’m on a lot of medication for various illnesses and prescriptions etc had to be transferred over quickly. Another priority for me and my husband was to find a church. For us, looking after our spiritual health is just as important as our I am writing this month because, as you may or may not know, the Rev. Kelvin and Jane Taylor left St. Mark’s mental and physical health. at the end of May. They had been with us for nine years and we are sad to see them go. Many exciting things have happened in the church and community under their leadership.
