EASON'S GREETINGS to all our readers, volunteers, contributors and advertisers. We cannot believe another year is coming to an end.

We will be distributing our normal tins of 'Heroes for our Heroes' again this year to all our deliverers who have been out all year round delivering the Kourier to you in all weathers. Without them it would not be possible for us to get the magazine delivered to you. A big thank you to them all. Unfortunately we will be losing one regular gent who has been delivering for quite a long time to the houses in the Old Kempshott Lane and School Close area. We wish him well in his 'retirement'. We also have the odd numbers in Derwent Road which is in need of a volunteer. Our circulation has recently increased to cover the new Longacre development and we also need some new volunteers to cover this area. Someone has already come forward to cover the Broadleaf and Orchid area. If you feel you could cover any of the above please give us a call on 01256 354282. A reminder that our next Neighbourhood Watch meeting will take place on Wednesday 15th January at 7pm at Kempshott Village Hall where our CSPO (Community Safety Patrol Offi cer) will be att ending to meet as many residents as possible. It’s beginning to look a lot like Christmas at Kempshott Infant School! There’s no denying it, there’s a tingle in the air! The children are all busy with their topics and having fun whilst working hard, but every now and then a Christmas song rings out from the Hall; it takes time and practise to ensure our productions are the best they can be! Year 2 are looking at the story of fl ight, from the Wright brothers to the fi rst space fl ights, with their topic Up Up and Away. They have made models of the fi rst planes, tested various designs of paper aeroplanes and are looking forward to a fantastic Space Day, but every now and then you can spy glitt er, paint in festive colours and someone will be humming a song from their play! Year 1 have been learning about Divali, the Festival of Lights. Their tissue Rangoli patt erns and clay divas are beautiful again this year. The children had a surprise one morning as they arrived to fi nd that their classrooms were in a terrible mess! The Tiger Who Came to Tea had visited and was not very careful as he hunted for food! They spent some time helping him to write lett ers to say sorry. So Year 1 have also been very busy but they have found time to make Christmas decorations and their Christmas songs are sounding amazing! As for Year R, well they are so busy with the Billy Goats Gruff story, phonics, cups maths, yoga, Noodle games in PE and all the exciting things that they have been learning about Autumn with the help of Percy the Park-keeper that you wouldn’t think they would have time for Christmas! Don’t you believe it! The play is underway; the songs are ringing out at every opportunity and as for glitt er, well, there is defi nitely no shortage of glitt er! Costumes checked, tea towels and emergency safety pins at the ready, we are all set to go! Are you?!

KEMPSHOTT JUNIOR SCHOOL NEWS A member of staff accompanied three pupils to the War Memorial Park in Basingstoke to lay a wreath tribute to those who fought in a war or confl ict and lives aff ected. ‘We lined up and bowed to lay our wreath,’ said one pupil. Lots of sports have continues with a hockey league, football for girls and boys in addition to PE sessions. K empshott Junior School have launched an Eco Committ ee to help look after our school and environment. With Winter sett ing in and sniffl es upon us, year 3 pupils had their ‘fl u sniff s’ to hopefully keep them well in the run up to Christmas. Open Book work with year 3 pupils in which they deliver messages from the Bible through drama including Good Samaritan. The children are really enjoying these sessions watching and taking part in the dramatisation of religious stories. Kempshott KSA Christmas fair is on Friday 6th December at 3.30pm – 5.30pm. There will be lots of activities to enjoy including tombolas, games, external stall holders, a festive café and festive craft area that boasts a pop up photo booth and glitt er tatt oos. Of course a Santa’s Grott o will take pride of place too. We hope you will join us at the school and afterwards at Buckingham parade to enjoy the Junior School choir singing festive songs. Another KSA disco has taken place with a brilliant DJ, tuck shop and superb dancing which was well att ended by pupils and staff alike. Thankyou KSA! The school are set to perform ‘Scrooge’ for our festive production and remember at this time of year those less fortunate than ourselves. We wish you a very happy Christmas.

‘Tis the season for family and presents – and plenty of extra household waste. Basingstoke and Deane Borough Council is urging residents Normal collection to recycle more and try to waste less during this festive season. Monday 23 December There is no limit to how much you can recycle. Leave the cardboard box or clear Thursday 26 December sacks filled with recycling and large, flattened cardboard boxes next to your recycling bin. Christmas can mean extra rubbish which can’t be recycled, so extra sacks will be collected for the first collection after Christmas only. If you’re thinking of getting a real tree, you can recycle it at one of a number of drop off points across the borough between Thursday 2 January and Sunday 26 January 2020. For the first time those people signed up to the Garden Waste service will be able to put their real Christmas trees out for collection with their fortnightly garden waste. Christmas trees over 6ft need to be cut in half and decorations must be removed from all trees. For more information visit www.basingstoke.gov.uk/christmas-tree. Cabinet Member for Environment and Enforcement Cllr Hayley Eachus said: “It’s inevitable that extra rubbish will be created over the festive period. I would ask residents to make sure they’re disposing of their waste and recycling correctly so we can enjoy a more sustainable start to 2020.” This year bin collections will be affected over two weeks and, unless adverse weather affects bin rounds, collections should return to normal from Monday 13 January 2020.

As the end of the year approaches and Christmas trees can already be glimpsed in some windows and the shops are laden with Christmas treats, it is hard to believe that in six weeks or so the festivities will be over and 2020 will be upon us. We have had another successful year at Kempshott WI, our membership continues to increase and of course that benefi ts our ladies as we are able to provide more activities. Our 2020 programme is at the printers, the speakers are booked and next year we will also feature a tribute to VE Day with a Bletchley Park theme, and a chance to take part in Kempshott WIs version of “Eat Well for Less”. Our membership of Loddon Group which consists of all the WIs in North Hampshire, also provides the opportunity to participate in quiz evenings, outings and other events. In addition our social afternoon once a month, is well supported by our members who enjoy crafts, board games, art projects and the chance to enjoy each other’s company in a less formal sett ing. A reminder that our December meeting is our party on the 9th and there will be entertainment by “Chapter and Verse” and a festive buff et. This meeting is only for members and invited guests.

That’s 344 days to make all the progress you need to in a year whether you’re in this for weight loss or health. Having some time off to rest, relax, eat and drink what you want is part of your journey. You’re on this planet to feel alive, be happy and healthy, right? Being happy + healthy is sometimes simply spending time with loved ones And not worrying about the numbers, MyFitnessPal or when you last went to the gym, I’m asking you this Christmas to take perspective. KEMPSHOTT UNDER FIVES PRESCHOOL Kempshott Under Fives is part of Hatch Warren Under Fives Preschool.

December has arrived, Christmas songs are playing and the glitt er is out in abundance at Kempshott Under Fives! This is always a magical month at preschool and it’s lovely to be practicing with the children for their end of term Christmas sing-a-long. This month it’s all about sparkle on the craft tables – we’ll be making lots of glitt ery winter crafts, so be prepared for lots of wonderful creations coming home! At circle time we’ll be hearing all about presents and what the top present picks are this year, but we’ll also be explaining that Christmas isn’t just about presents. That it’s a time for family and special people and for helping others. As always, there are still lots of things non-Christmas keeping our children busy. Over the last month we’ve been exploring lots about the season of autumn and we’ve celebrated Diwali, fi reworks night, Remembrance Day and Children in Need. This term we’ve focused on Julia Donaldson as our Book of the Week author – can you believe it’s been 20 years since the Gruff alo was fi rst published? We’ve loved reading Spinderella, The Gruff alo and The Stick Man and we’ve had great fun making Gruff alo crumble, following Gruff alo footprints to seach for the Gruff alo in the garden and we even had our own Stick Man visiting us for the week too! Kempshott Under Fives and the Early Years Foundation Stage (EYFS) When we look at the curriculum for our litt le ones we refer to the EYFS and this sets out what we should be observing a child doing at each stage if they are developing typically for their age. Around the age of 30 to 50 months we observe and encourage the children to join in with dancing games, sing a few familiar songs and tap out repeated rhythms. BASINGSTOKE HORTICULTURAL SOCIETY www.bhsociety.btck.co.uk The title of Jennifer Carter’s presentation in October, “Canada, Alaska and the Butchart Gardens”, gave a hint that this was likely to be more of a holiday picture show but nonetheless it was a well-attended meeting.

We started in Toronto, where land which had once been a malarial swamp is now home to the CN Tower. Standing at 1,815ft 5in it is the workplace for many and an international attraction. Those with a head for heights and a deep pocket can even do the “Edge Walk”. (I’ll give a miss for sure!!) Niagara was the next stop with views of the waterfalls and tour boats in the spray. On to Montreal where the 1976 Summer Olympic Games were held on land that had been reclaimed but it took 30 years to pay for the main stadium. Having taken in the murals of Calgary we headed north to the Banff National Park where the Bark Beetle is a big problem. The beetle lays its eggs under the bark, the grubs eat into the tree and the tree dies. Tree management keeps many of the rangers fully occupied.. The Butchart Gardens, on Vancouver Island, was by far the jewel in the crown of the evening’s presentation. What started as a limestone quarry back in 1904 is now the home to a world-famous garden with over a million visitors per year. Jennifer and her group arrived early before many tourists and so saw the garden in all its glory – clean, immaculate and full of colour. Helping to achieve this are 50 full time gardeners but with 55 acres to look after that number does not seem excessive. The cruise to Alaska may have seemed like an anti-climax but with icebergs, harbour seals and town houses built on stilts as a flooding defence it certainly was not.

Kempshott’s hidden gem Kempshott Conservation volunteers have looked after the community orchard (the Old Orchard) in Kendal Gardens since its creation in 2006 but in the last 18 months more local residents and Worting Scouts have joined us. The Apple Juice Sundays in October/November were very successful. We hope they will now be an annual event. Much has been learned about the pattern of wildlife activity in this area – from hedgehogs and mice to frogs and toads. In 2020, we hope to launch a three year project to enhance the biodiversity of this green space and all its microhabitats and, in several different ways, to capture data on just what wildlife is present. Anyone interested in this citizen science project and learning new skills in surveying would be very welcome to join us. It’s all change in the Meadow If you walk in Down Grange Meadow, you may have noticed that last Autumn the Council did a lot of tree felling along the "Insect Walk" adjacent to the A30. This was for Highways Health & Safety benefit, but some squirrel damaged trees were felled or "monolithed" as well. This picture was taken at the end of March this year and it was pretty sorry sight. As replacements, the Council will be planting at least six new specimen trees. These will include Oaks, Small Leaved Limes, Wild Service, Hornbeam and Sweet Chestnut. Once planted, we will fill in the understory with smaller trees and shrubs stored in our nursery in the Old Orchard. So by early Spring, the area will be on the road to recovery.

“I recently bought a Christmas present online for my nephew, realised it was not what he wanted when I received it and needed to return it. What are my rights when returning a present I have bought online?”

Answer

Simon Horwood, Litigation Associate, Clarke & Son replies: Online purchases are governed by the Consumer Contracts Regulations. The Consumer Contracts Regulations allow 14 calendar days from the day after you receive the goods to cancel. You are responsible for returning the item within 14 calendar days of cancelling and refunds must be paid within 14 calendar days after the return of the goods or evidence that they were returned. You still have rights under the Consumer Rights Act for returning faulty goods bought online. Here you do not have a faulty item but you have an item that is not what you want. Unlike the rules covering a purchase on the High Street where you could only return non-faulty goods for an exchange or refund if the retailer has a returns policy, your right to cancel an online order for goods gives you these key cancellation rights from when you enter into contracts at a distance over the phone, online, or from a catalogue. These cancellation rights are more generous than if you bought goods or services from a High Street shop. The 14 day period however could be a diffi culty in relation to the Christmas period. The minimum cancellation period that you must be given is 14 days but many sellers choose to extend this so it is always worth checking the terms and conditions in case you do have longer to change your mind (which does impact over the festive period for obvious reasons when people are selling goods that are going to be given as gifts). There are some circumstances where the Consumer Contracts Regulations won’t give you a right to cancel. These include CDs, DVDs or software if you have broken the seal on the wrapping. This also includes perishable items and tailor-made or personalised items. The removal of a right to cancel would also include goods that have been mixed inseparably with other items after delivery. It is also worth mentioning that when you buy goods or services from a trader based in another EU country some of your rights could depend on the laws of that country. Some consumer rights laws are broadly the same across the EU. This includes currently the Consumer Contracts Regulations but others depend on the legislation of a particular country, for example the Consumer Rights Act or Sale of Goods Act. Again you should check what the seller’s terms and conditions say about returns before placing the order. The law sets out the minimum requirements for returns but some traders may choose to exceed this. If you want to get a refund or replacement of an item bought from another EU country some of the UK consumer rights, such as rights under the Consumer Contracts Regulations, are still protected. PROBUS HEARS ABOUT LIFE IN THE MODERN ARMY

In the last 100 years the British army has moved on from using horses and fairly basic transport to today it has at its disposal great technical as well as mechanical equipment so necessary to defend our way of life and support overseas missions. It also has the benefi t of working closely with the RAF and Navy to ensure victory in the fi eld. But what will it be like in twenty or thirty years from now? This is the question posed by Lt Col Richard C O Grover MBE who told of his experiences as an offi cer in today’s infantry regiments at the latest Probus Club meeting. In the eighteen years since graduating from the Sandhurst Military Academy he has risen up the ranks and in 2020 takes command of the 2nd Batt alion of The Mercian Regiment. Gett ing to this position has not been easy with exposure to great personal risk and deep sadness from the loss and injuries to his troops on the batt lefi eld. Richard’s fi rst posting was to Northern Ireland where he was stationed in Dungannon. He had great respect for the police force who used water cannons to good eff ect against rioters of either side but when the shooting started the army had to step in. On detachment to Afghanistan and the night the England football team were playing a world cup match they determined to keep safe in their compound but the Taliban had other ideas. Thirty insurgents att empted to over run their base. Richard was full of praise for the NCOs, the back bone of the British army, who were able to take the fi re fi ght to the enemy so that despite the action of the Taliban his men suff ered no losses. During their time in that country, of his company of 130 men, eleven lost their lives and 30 suff ered wounds, some life changing. As a result of his activities Richard Grover, a major at the time, was awarded the MBE. Iraq proved to be a diff erent experience being involved with the post war clear up of Basra. The vagaries of the British weather he considered to be a plus point in handling some of the climate extremes they encountered. The summer heat reached 50 degrees and without air conditioning was diffi cult to cope with but the winter was cold. Somalia was diff erent again but this was a small operation engaged in trying to prevent internal confl ict and also infl uence matt ers so as to keep the Russians at bay. Recent time spent at the Staff College was very much involved with anticipating changes that will occur with the increasing use of cyber att acks and fake news. It is important to counter Russian infl uence and that of the Chinese in Syria and Africa. Equally, the positive interaction between the British population and the military, which mainly becomes clear around Remembrance Day in November, has to be managed carefully. The British tax payer needs to continue to support the army that consumes 25% of the defence budget. And it is reassuring that the British military are apolitical and therefore will always follow the ruling of which shade of government is in power. See probusbasingstoke.club

NEIGHBOURHOOD WATCH NOTES

By the time you get to read this, Halloween and Fireworks will be long gone and we will have a parliamentary election to consider. It is likely that prospective candidates may call on residents, so this will be your chance to quiz them as to their thoughts and policies on police support, crime fi ghting and Neighbourhood Watch support. All of these need support to keep us safe and any fi nances will be welcome by all. All to often I hear things like “What do the police do for me ?” and “They are never around when needed”. In my role as Police Support Volunteer, I can appreciate both sides of these issues, and I would like to suggest an answer by proposing that residents might turn the questions around by asking themselves “What can I do to help the police to look after my neighbourhood ?”. One very obvious answer is Neighbourhood Watch. As good an intention as this is, all NW members and coordinators need to be active in their roles and play a real part in their streets and village areas. By all working together, not only is the required workload reduced by spreading it, but also we can do our bit to show that crime and criminals are not welcome. With the Hampshire Alert/ Ourwatch programmes & their common database available, it is so easy to keep in touch with the police and other partners. In the area covered by the Kourier, our PCSO send out biweekly updates on local issues, so this is yet another reason why I encourage everyone to join. It doesn’t matt er if you don’t have a computer, because messages can be delivered to tablets, mobiles and even land line phones. While I know that some elderly people might not be familiar with technology, many will have children & grandchildren for whom it is second nature, so there is an excellent opportunity to use family details so that you can then pass on vital information on your regular visits to mum, dad, grandma & grand dad. You do make these visits - don’t you ??? Alert/Ourwatch makes our NW coordinators and your lives so much simpler especially in terms of GDPR. BDNWA usually supplies two free signs to each new scheme, but it is a defi nite requirement that the coordinator puts up the signs straight away and also routinely cleans them. National NW requires all associations to buy approved signs only from authorised suppliers and they are quite expensive. We get very litt le funding these days, but we try to avoid initial cost to new schemes. Funding appeals to PCC and councillors require lengthy proposal documentation and are not guaranteed to succeed, so you can understand why we make every eff ort to ensure we make the best use of our scarce supplies. Another point worth mentioning as it may not be obvious, is that as part of the police screening process, all potential new coordinators are required to sign a commitment to register on Alert/Ourwatch. This helps residents to fi nd and join a local scheme. If you are interested or maybe not sure, coordinator duties & lots more information can be found on our web site at www.bdnw.org.uk/v3. You don’t have to log in as we have now made around 99% of information freely available to anyone surfi ng the site. Although NW is perhaps bett er represented in the KK distribution area, compared to many other areas of the Basingstoke Borough & Police District, we still have roads without a scheme, so you can see that there are lots of opportunities for you to be able to make a diff erence in your locality. Given suitable notice, myself and other members of the BDNWA committ ee can be available to visit any group of persons who have local support to talk about NW. Remember that we are all volunteers giving our time and eff ort for the benefi t of everyone in the entire Basingstoke & Deane police district. Regards

ELECTRONIC FAMILY GAMES FOR CHRISTMAS Normally, at this time of the year, I showcase some tech gadgets for Christmas but there’s not been an awful

lot of new tech this year. As it’s been a year of evolution rather than innovation I thought I’d combine old school and new school for family board that use tech. Basingstoke Male Voice Choir Christmas Concert - in aid of Parkinson's UK – Basingstoke Group The annual concert of BMVC will take place on December 14th. This year the programme features an eclectic selection of songs from our 2019 repertoire with some Christmas numbers thrown in to celebrate the festive season. The choir will be supported by 'TAKE NOTE' - an acappella group formed in 2018 by Carolyn Robson and based in Farnham. We shall also have soloist Hannah Melrose featuring in the programme. Audience participation is also catered for – come and join us to celebrate the festive season. The concert will take place at the United Reformed Church, London Street on Saturday, December 14th at 7:30PM. This is a great opportunity to see the Basingstoke Male Voice Choir in action and also to support a great charity locally. Entrance to the concert is free though there will be a retiring collection in support of our chosen charity Parkinson's UK – Basingstoke Group.
