Welcome to the When it’s time to rip the final page from the 2020 calendar, we here at Allen Parks & Recreation will do so with extra gusto. The past year has demanded more flexibility and outside-the-box thinking than any other. (Who knew “floor dots,” “sanitizing wipes” or “sociallydistanced events” would be so frequently uttered?)

Though 2020 put many short-term PARKS & RECREATION plans on hold, it didn’t stop us from celebrating Allen’s past or preparing for its future. After nearly 10 years of planning, Allen Parks & Recreation is bringing Allen’s past to life with a historic locomotive recently relocated to the Allen Heritage Center. In addition, designs for the new Stephen G. Terrell Recreation Center are beginning to take shape, with innovative features to meet the needs of our growing population long into the future. You can learn about both projects in detail in Allen in Focus, now featured at the end of this publication. (Flip your LIFE Guide over to start reading!) One thing hasn’t changed over the last 12 months: our commitment to the health and wellness of our community. Each program contained within this LIFE Guide has been carefully considered to allow for safety protocols such as social distancing, reduced class sizes and enhanced cleaning, and we’re prepared for additional adjustments if needed. While we don’t know what the future holds, we are entering 2021 more prepared for it—and excited about it—than ever.

Ages 4 and older The Allen Special Needs and Adapted Programming (SNAP) is unique in that time is dedicated to skill development and social interaction during each class and event. SNAP’s goal is to offer everyone with special needs a fulfilling experience in a fun and supportive environment.

Students will learn basic water skills as well as work on building endurance. The class sizes will be small and will allow for individualized lesson plans. Please remember: a parent or guardian is required to be in the water with the participant.

A MESSAGE FOR OUR ASRC MEMBERS

We are approaching a full nine months of disrupted LIFE in Allen. We’ve gone from isolating at home with every facility closed to a gradual return to operations. At the time of this publication, we are hopeful for a soft reopening of Allen Senior Recreation Center after the first of the year. The most vulnerable age groups and health-compromised residents are still urged to remain cautious and limit time away from home. We honor the advice from health professionals and have begun to redefine what it means to provide excellent programming for you when we can’t host you in the facility. Julie Olles, Center Supervisor, said it best, “The Center is empty without YOU.” With that in mind, we are focused on still connecting with you, and we want to share some of the ways the team has met you out of the facility to provide LIFE-giving engagement opportunities.

Aquatic programming at Don Rodenbaugh Natatorium spans beginner instructional courses all the way to equipping lifeguards to save lives. Please remember, you may be asked to come in for a swim evaluation as some classes have prerequisites prior to enrolling.

Competitive Stroke Clinic

American Red Cross education and certification classes are offered year round at Don Rodenbaugh Natatorium. Some classes may have prerequisites that must be met in order to continue in the class.

Pavilion Rentals

Reservations A number of pavilions are available for rent through Allen Parks and Recreation. All pavilions are available on a first come, first served basis. A $50 deposit plus hourly fees are required. A complete list of Pavilion Rental Rules and Regulations will be provided upon reservation confirmation.

Bounce House

PLEASE KEEP IN MIND: • None of the pavilions have patron accessible electricity. • There is a $50 refundable damage deposit for each rental. • No tobacco products or alcoholic beverages are allowed on premises, and all firearm possession must follow state law. • There is a two-hour minimum for each rental.

Fees REGISTRATION FEES

All program fees are set according to the cost of the instructor, supplies and minimum class enrollment. All fees collected help support and finance programs.

ADDITIONAL FEES

Some programs may require additional fees or supply fees and may be offered at member and non-member rates. These fees are generally identified in the program description and are to be paid directly to the instructor.

Wait Lists WAITING LISTS

Is your class full? If so, we can place you on a waiting list. We will notify you if a space becomes available or a new class is formed. Payment is not required until you are registered for an open class position.

Policies TRANSFER POLICY

Participants may transfer to another available class before it begins without charge but only if the enrollment for the class transferred from will not drop below the minimum.

ASSUMPTION OF RISK

By registering for a class there is an assumption of risk by the participant. The Allen Parks & Recreation Department is dedicated to providing safe facilities and equipment for all participants, as well as qualified staff and instructors. In the event of a serious accident or illness, it is City policy to contact: • The Allen Fire Department Emergency Services to perform First Aid and when necessary, recommend transport to a hospital. • Each parent or legal guardian as soon as the situation allows.

SIBLING POLICY

Due to the structure of child/parent classes, only children who are of the appropriate age for the class will be permitted to register and attend the program. No younger or older siblings will be allowed in the classroom to sit and watch or be left unattended in the lobby.

PARENT POLICY

Please refrain from entering the teaching area during class to eliminate interruptions between the instructor and participants. There will be special days to view your child’s progress.

PHOTO POLICY

Staff or hired photographers may take photos of class participants. The photos may be used for City of Allen promotional purposes in the Activity Guide, brochures, flyers, news releases or the website.

Refunds REFUNDS

Customer service is our top priority! If you are not satisfied with a class, please let us know immediately so we can correct the situation. If you need to request a refund, please contact an Allen Parks & Recreation Department facility.

FULL REFUNDS WILL BE ISSUED IF:

• Participation is not possible due to class cancellation or a change in day, time or location. Refunds will not be subject to any administrative charges.

PARTIAL REFUNDS WILL BE ISSUED IF: • Participation is canceled after the class starts due to unusual circumstances (e.g. sickness or injury). The refund will be prorated minus charges for furnished supplies. All partial refunds are subject to a $10 administrative fee. • Participation is canceled regardless of reason with notification of five (5) or more calendar days before the class starts. • Participation in any program is canceled with less than five (5) calendar days notice and we are able to fill the vacancy prior to the start of the program.

STORM SAFETY

NEW WARNING SIRENS ADDED Allen is entering the spring storm season with nine new outdoor warning sirens. The sirens were installed at Spirit Park, Ford Pool and other popular outdoor gathering spots to help warn visitors of dangerous weather. Allen Emergency Management operates a total of 26 outdoor sirens placed strategically throughout Allen and Fairview.

WHEN ARE SIRENS USED?

WHO CAN HEAR THEM?

Sirens will wail for three minutes to warn of the following:

Allen's sirens are designed to alert people who are outdoors of the need to find shelter and seek information about potentially dangerous weather.

• Hail greater than one inch • Winds greater than 70 mph • Tornado warning naming Allen in the path Allen uses data from the National Weather Service, weather radars, and trained storm spotters/public safety officers to determine when sirens should be sounded.

If you are inside, you may not hear them as other noises or insulation can muffle the tone. Allen Emergency Management recommends using phone apps, TV/radio reports and NOAA weather radios to receive warnings while indoors.

Unless severe weather is expected, sirens are tested at noon on the first Wednesday of every month. 2

HELP PROTECT YOUR PETS

PERKS OF PET REGISTRATION Allen's lost pets are being reunited with owners faster than ever, thanks to an added perk of Allen's pet registration: a free PetData profile. Pet owners can add phone numbers, email addresses, family and veterinary contacts and more. The profile is linked to a QR code and unique profile number on the back of each registration tag, which can be scanned by a neighbor or Animal Services staff member when the animal is found. More than 96% of lost animals with the tags are returned to their owners within 24 hours, many without ever entering a shelter.

SPOT A COYOTE OR BOBCAT? Coyote and bobcat sightings can be unsettling. However, these animals are a natural part of Allen's ecosystem. Protect small pets (under 25 lbs.) by keeping them on short leashes during walks and supervising them when outside, even in the backyard. Allen Animal Services does not disturb or relocate healthy wildlife. However, coyote and bobcat sightings may be reported using the MyAllen App to help target educational efforts.

JOIN THE "ADOPT-A" PROGRAM Help preserve the beauty of Allen's trails, waterways and green spaces by joining Keep Allen Beautiful's "Adopt-A" program! This network of volunteers scours Allen for litter and other debris using supplies provided by Keep Allen Beautiful (KAB). Some groups hold one-time cleanup events, while others commit to holding cleanup events at least 4x per year. Virtual group training is provided monthly.

SCAN MATERIALS ON YOUR OWN PHONE!

LIBRARY ADDS CHECK-OUT OPTION Beginning in 2021, Allen Public Library visitors can check out materials using their own phones, one of several new features funded through a $16,529 state CARES Act grant awarded by the The Texas State Library and Archives Commission (TLSAC). The self-service checkout system allows users with an iOS or Android device to scan their own library card and materials using an app. The grant also funded an improved document station for scanning printed documents directly to a phone, USB drive, email or cloud storage. In addition, funding covered a new mobile service desk to replace the current Information Desk on the first floor. This project is made possible by a grant from the U.S. Institute of Museum and Library Services and Texas State Library and Archives Commission (Grant #LS‐246193‐OLS‐20).* (2021)

CELEBRATING ALLEN'S HERITAGE

HISTORIC LOCOMOTIVE ARRIVES A decade-long dream to capture a piece of Allen's railroad history is now a reality! In October, the City of Allen and Allen Heritage Guild welcomed a historic locomotive to its new home at the Allen Heritage Center. Locomotive #20 is similar to those which once stopped at the Allen Train Depot, which was rebuilt in 2003 as the Allen Heritage Center. The locomotive's purchase and move was mostly funded by the Allen Community Development Corporation (CDC). The CDC invests in Allen's culture and amenities using funding from a half-cent sales tax on purchases made in Allen.
