Dystopia and Utopia Are Not Exclusive The Ultimate City makes a clear distinction between the extremes of Garden City and the abandoned city. It quickly becomes apparent however that not everyone is happy with life there. Contradictory to what would be expected of the initial appearances, Halloway instead manages to leave and find happiness in the other, ‘Dystopic’ city.
