Message from the Board president Happy New Year members and friends of Arrowhead Lake!

including environmental preservation, construction of new amenities, roadway and pedestrian infrastructure improvements and opportunities to enhance recreational areas in the community. It also will include a marketing communications plan for attracting and retaining members and a risk management plan to stay ahead of external factors that could impact our ability to accomplish goals in the master plan.

2017 is going to be a great year at the lake, as will many future years to come thanks to the long term planning efforts that are actively underway on three integrated planning documents for the Arrowhead community. First, management and members of the Strategic Planning Ad-Hoc Committee have been working to update the community’s Strategic Plan to reflect the progress that has been made over the past several years; progress which includes completion of several sewer plant and system upgrades, the purchasing of properties at Orono Gate entrance to accommodate a future gate expansion project, obtaining permits for the lake reclamation project which will begin in 2017, member survey for input on future use of the clubhouse parcel, emphasis on member communications, and much more. Strategic priorities for the next five years are being updated in the plan to reflect what we’ve learned and what is needed to achieve the community’s mission and vision. The revised Strategic Plan will be published to the community in early 2017.

Finally, a Long Range Financial Plan will be developed to forecast the financial resources needed to support the other plans while simultaneously, and most importantly, maintaining all existing facilities, keeping assessments affordable for members and assuring the astute management of the community’s financial resources. Combined, the three plans integrate to create a comprehensive set of community plans which provide a road map for progress over the next 15 years and beyond. Planning for our shared future is good for all of us, helping ensure quality of life for members and preservation of the investments we’ve collectively made in the Arrowhead community.

Road Ban Please be advised Arrowhead Lake’s yearly Road Ban will go into effect from February 27, 2017 through April 9, 2017. All vehicles over 20,000 pounds will be allowed to use the roads starting on April 10, 2017. While the road ban is in effect, all vehicles over 20,000 pounds are prohibited in Arrowhead Lake. Please take this into considerations when scheduling deliveries and construction projects where heavy equipment is needed.

Message from the general manager I hope this issue of the Smoke Signals finds everyone enjoying the winter season. First, Happy New Year to all‌ I hope everyone enjoyed their holidays! 2016 was a tremendously successful year for the Association. We have set conditions for the advancement of so many projects, talked about for years, to begin in 2017. The upcoming year is going to be a busy year for the ALCA and ASC staff as we begin these projects. Recently, we began the Stormwater and Road Management Plan project with Entech and NTM Engineers. The work on this project will be completed by the end of the spring and provide us with important information and plans to move forward on road and drainage improvements across the entire community. Work supporting that plan will begin in the fall and go out at least five years. The endstate for this project is that all drainage and roads are rehabilitated or improved, which will provide better stormwater flows throughout the community and improve our roads to ensure that traveling Arrowhead will be a much more pleasant event for all. In the spring, DPW will be conducting a complete renovation of Beach 2. The playground and boat racks will be replaced and some items, such as the boat racks and picnic tables, will be moved around the beach to provide more area for tables to enhance the amenity for our Members. The Lake Reclamation Project is moving along. Our permits from the Army Corps of Engineers will be issued shortly and planning for Phase I, hydraulic dredging of the Eastern Cove and Trout Creek Island areas, will be complete in order to facilitate a start of work in the spring. I know this project has been a long, hard road but we are finally there. Phase II of the project, mechanical dredging of the Lewis

Creek Cove will be completed in the spring of 2018. ASC will see continued work on the Treatment Facility in the spring and in the fall; work will commence on the improvements to the collection system. The I&I problem we have been experiencing for years will be addressed. An inspection program of homes connected to the sewer system, much like the Septic Inspection Program that was put in place some years ago, is scheduled to begin in 2017 focusing on identifying deficiencies and potential illegal connections to the system and when corrected, will reduce Inflow & Infiltration (I&I) further. Again, a small snapshot of projects to begin this year that will improve our community. The Strategic Plan revision will also be finished in early 2017, along with the start to Community Master Planning and Long Range Financial Planning with a goal of solidifying our long range planning efforts to ensure the future of Arrowhead is a bright one. Member Services will see improved services to the Community as we find and put in place better online platforms to better serve the Membership. In the Recreation Department, everyone will see more of the great events scheduled in 2016 with the introduction of new events. Please provide feedback to the Recreation staff so that we can continue to provide the best events for all! In closing, please be safe this winter season‌. See you all around the Community!

Chief’s Corner The Department of Public Safety has taken over responsibility for dispatch and gate card issuance. The Member Services staff are still available to transact all homeowner services and inquiries during the following days and times: Monday thru Thursday, 8 a.m to 8 p.m., Friday and Saturday, 8 a.m. to 11 p.m., and Sunday, 8 a.m. to 6 p.m. The Department of Public Safety and Recreation Department would like to remind all homeowners that the Lodge and lower level of the Member Services Building may be used for emergency shelter. In the event of power outages, severe inclement weather such as ice storms, flooding, etc., the Department of Public Safety will provide transportation when necessary. With winter upon us we ask that all drivers on ALCA’s roadways exercise caution when faced with inclement weather. Most accidents can be avoided by driving for conditions. Excessive speed, hard braking and following too closely are to be avoided.

Finally, a friendly reminder, anytime a snowfall is anticipated or when a snowfall exceeds three inches, no on-street parking is permitted or the operation of Recreational Vehicles, including snowmobiles, while roads are being plowed. Water quality is probably the most

found in several areas in the home environment. It appears most often in moist areas as little black circles or white, thread-like objects. Also, mold commonly is accompanied by a musty-like odor. If mold is detected in your home, it should be removed by a professional contractor specializing in mold removal.

If the level is too high, a radon reduction system will need to be installed. Some properties in our area have tested positive for high levels of Radon, so having your house tested is a good idea.

Mold is the most dangerous environmental offender of

all. Mold often goes undetected because of its invisibility. National media attention has alerted the public to the destructive and possibly toxic dangers of hidden mold spores which could affect your family’s home and health. Mold has the potential to cause respiratory health problems and even make your home uninhabitable. Mold can be

Asbestos often found in older homes built more than 30

years ago, was used in many types of insulation and other building materials. If the asbestos is releasing fibers into the air, it needs to be removed or repaired by a professional contractor specializing in asbestos cleanup. But, if the asbestos material is in good repair, and not releasing fibers, it poses no hazard and can be left alone. If you should suspect that any of these problems may be present in your home, they should be corrected by contractors specializing in their removal.

Fourth quarter of 2016 ALCA/ASC Board Meeting Synopsis Below are excerpts from the ALCA/ASC Board of Directors (BOD) Monthly meetings. The meetings begin at 9:30 a.m. and take place in the Lodge Banquet Room (unless otherwise posted).

Pedestrian and Golf Cart Bridge The BOD approved Gannett Fleming Engineers proposal for a Preliminary Evaluation for a pedestrian and golf cart bridge spanning Trout Creek, to be located between the main lake dam and Locust Ridge Road Bridge, for a not to exceed cost of $16,765. Reserve Fund Analysis The BOD approved Falcon Group’s proposal for the Capital Reserve Replacement Fund Analysis for $6,950, including the Optional Field Measurements of the common elements for $2,750, and one Optional Fund Analysis Update during the two years following the initial full analysis for $775. The initial full analysis shall include a presentation to the Board and Management. The authorized total is not to exceed $10,475. This proposal will update ALCA’s long range common facilities survey including condition, maintenance cost, useful life and replacement cost. The analysis will help determine the savings required for the Capital Reserve Replacement Fund. Demolition of the Clubhouse The BOD approved SRI Co., quote for $19,357 plus $2,250 for hazardous material removal, and engages SRI to demolish the Clubhouse. If possible and with no liability to ALCA, local fire companies may conduct training in the building just prior to demolition. This will allow selection of the substantially lowest bidder, which is a local company with the shortest mobilization time, and has successfully executed other major projects for ALCA. Purchase 5 Ton Dump Truck The BOD approved the purchase of a five ton dump truck from Sherwood Freightliner for the not to exceed cost of $131,530.63, and to place a $10,000 deposit. This will allow replacement of an older dump truck at optimal remaining value, at the lowest quoted price. This will be funded from the 2017 Budget as agreed to by the Budget Committee and will enable an immediate build start and delivery in four months for use during the upcoming winter of 2017. Thornhurst Request and Use of Lodge by Nonprofit The BOD approved renting the Lodge only to local nonprofit organizations for $350 only once a quarter, excepting between Memorial Day and Labor Day. This will support local nonprofit service organizations, especially those that serve ALCA and members have interest in. Other organizations and parties will be charged at the standard rates. Stormwater Management Master Plan The BOD approved the Stormwater Management Plan for the cost of $249,000, to be paid by the Reserve Fund per the 2017 Budget. This will allow Entech Engineers to continue through next year with a comprehensive Master Stormwater, Roads, and Capital Improvements Plan. The plan will analyze the drainage system in terms of flooding control; road, ditch, and swale maintenance and improvements; and co-lateral sewer collection system improvements. In general, the analysis will produce a concept plan consisting of priorities, mapping, permit requirements, calculations, and preliminary cost opinion. Project construction costs will be identified in a 20-year capital improvement plan. This year $100,000 was advanced to begin the plan, and the total time and material fee is authorized at $349,000. ASC WWTP Permit Compliance Funding The BOD approved the ASC Waste Water Treatment Plant Permit Compliance Funding to be allocated from the 2016 Budget for the Valve Project, for the not to exceed cost of $325,000, including an 11% contingency. This funding will allow corrective work to proceed immediately in order to avoid further violation notices which could jeopardize the plant permit and result in substantial fines. This approach is recommended by Entech Engineering and Management to demonstrate our compliance intention to the PADEP. The work scope consists of the equipment renovations most critical to the plant condition and permitted function. This time critical work shall be assigned to North End Electric, Scranton, PA, which estimates completion in 6 - 8 weeks. The scope consists of upgrades to the EQ Tank, Treatment Tanks, UV Disinfection, Concrete and Steel Aerobic Digesters, and Engineering. Management’s detailed task and pricing document describes the work in depth. Follow-on work to complete the Plant Renovation shall be on a bid basis.
