Meeting with Property Owner on January 31, 2018 to discuss necessary driveway relocations and the proposed locations for the new driveways, temporary construction easement will be necessary for driveway reconstruction 4. Additional Coordination Meeting with TCEQ held February 26, 2018 to review proposed calculations for WPAP and prepare application submittal 5. Preparation of Contract Amendment for storm sewer design and additional surveying services

Foster Road Phase III (BC10) Design PDM performed the following work under GEC Work Authorization Number 2: 1. Archaeological Survey Report accepted by the Texas Historical Commission 2. Notice-to-Proceed for revised 90 Percent Design Phase Services issued on January 23, 2018 3. Began Traffic Signal design 4. Developed Hydraulics for proposed bridge 5. Began geotechnical investigation for bridge foundation design 6. Conducted additional SUE potholes for utility locates 7. Continued coordination with Developers for ROW dedications

C. Monthly Status Report on the 1604 Managed Lanes Project 

Work Authorization No. 5: Environmental Assessment (EA): 1. Staff continued coordination with TxDOT for the Financial Assistance Agreement which will outline the terms for receipt of the Federal Funds for the project

The report was accepted by the Board of Directors as presented. 5. Discussion and update regarding the status of the Vehicle Registration Fee Projects. R. Green presented. Staff presented an update regarding the status of the current Vehicle Registration Fee Projects. The report was accepted by the Board of Directors as presented. 6. Discussion and appropriate action regarding approval of HNTB’s Amendment Number

1 for preparation of the Water Pollution Abatement Plan and Additional Surveying Services related to the Evans Road Phase II Project. R. Green presented. On July 28, 2016 the Alamo RMA Board of Directors approved a HNTB Work Authorization for Professional Engineering Services related to the Evans Road Phase II Project (the Project). During development of the Texas Commission on Environmental Quality (TCEQ) Water Pollution Abatement Plan (WPAP) it was determined that the planned vegetative filter strips and grassy swales would not be sufficient to meet the required treatment. After two meetings with TCEQ staff, a proposed treatment approach that includes utilization of Contech Jellyfish Stormwater Treatment filters was determined to be the most effective approach. This amendment will add additional WPAP services necessary for design of the Jellyfish system including storm sewer to the Work Authorization. Additionally during Project Development it was determined that several driveways belonging to one property owner will need to be adjusted due to the proposed improvements. A temporary construction easement is necessary. This amendment will add surveying services necessary to prepare documents for the Temporary Construction Easement to the Work Authorization.

This amendment will increase the amount payable for services under the Work Authorization by $41,734.54 for a total Not-to-Exceed amount of $1,176,568.18. A motion was presented by R. Cavazos for approval of HNTB’s Amendment Number 1 in the amount of $41,734.54 for preparation of the Water Pollution Abatement Plan and Additional Surveying Services related to the Evans Road Phase II Project for a total Not-to-Exceed Work Authorization amount of $1,176,568.18, seconded by D. Starr which motion was voted on as follows: M. Lynd, R. Cavazos, D. Starr, J. Montford, L. Miller, B. Perez voting “Aye”. The motion was approved.

7. Discussion and appropriate action regarding acceptance of the FY 2017 Annual Financial Statement Audit prepared by RSM S. McCabe presented. This item requested approval of the FY 2017 Audited Financial Statements prepared by the Alamo RMA’s outside Auditor, RSM. The opinion on the Financial Statements is “Unmodified”, also referred to as a “Clean Opinion”, with no findings noted. There were also no findings noted as it relates to compliance with laws and regulations. Joel Perez with RSM provided a brief presentation on the Audit to the Board. A motion was presented by B. Perez for acceptance of the FY 2017 Annual Financial Statement Audit prepared by RSM, seconded by L. Miller which motion was voted on as follows: M. Lynd, L. Miller, B. Perez, R. Cavazos, J. Montford, D. Starr voting “Aye”. The motion was approved.

8. Discussion and appropriate action regarding approval of the submission of the Annual Compliance Report for FY 2017 in accordance with requirements set forth in 43TAC§26.65. S. McCabe presented. Section 2256.023 (a) of the Texas Public Funds Investment Act (PFIA) requires that investment reports be filed with the governing body on a quarterly basis each fiscal year. This item requested approval of the submission of the Alamo RMA’s Compliance Report for fiscal year 2017 to the Texas Department of Transportation (TxDOT). The Compliance Report certifies that the Alamo RMA has completed all necessary reporting requirements under Subchapter G (Reports and Audits) of the Texas Administrative Code. A motion was presented by L. Miller for approval of the submission of the Annual Compliance Report for FY 2017 in accordance with requirements set forth in 43TAC§26.65., seconded by B. Perez which motion was voted on as follows: M. Lynd, R. Cavazos, J. Montford, L. Miller, B. Perez, and D. Starr voting “Aye”. The motion was approved. 9. Citizens’ Communications. (Citizens must sign the register to speak) Jack M. Finger signed up to speak and withdrew. 10. Executive Session - Pursuant to Chapter 551, Subchapter D, Texas Government Code. The Alamo RMA Board of Directors did not meet in Executive Session. 11. Adjournment. There being no further action for the Board, Michael Lynd, Jr. adjourned the meeting at 3:45 p.m.

Agenda Item 4: Discussion and appropriate action regarding the FY 2017-18 Budget as it relates to the Vehicle Registration Fee. Background: In the Alamo RMA’s FY 2017-18 Budget, the budgeted amount for Vehicle Registration Fee collections is currently $16,600,000. This budget matches what was certified for the County’s Road & Bridge Fund, which also collects a $10 vehicle registration fee.

As the Alamo RMA has now collected seven (7) months of vehicle registration fees for FY 2017-18, staff is better able to estimate what the actual collections will be for the full fiscal year. The purpose of this item is for staff to brief the Board on where the FY 2017-18 estimate stands compared to the budgeted amount as well as to recommend that the FY 2017-18 budgeted amount be revised to more accurately reflect the estimate for total FY 2017-18 collections.

Background: Section 2256.023(a) of the Texas Public Funds Investment Act (PFIA) requires that investment reports be filed with the governing body on a quarterly basis each fiscal year. Attached is the quarterly investment report for the 2nd quarter of FY 2017-18. The weighted average yield (WAY) at the end of the quarter was 159.4 bps. The weighted average maturity (WAM) at the end of the quarter was 140 days. Total investment income earned over the quarter was $398,171. This included $69,691 in earned income on the two sweep accounts that the Alamo RMA utilizes and $328,480 on investment securities that the Alamo RMA holds. Stock markets suffered through another difficult month. The initial salvo was President Trump’s announcement that he would impose tariffs of 25% on imported steel and 10% on imported aluminum. That was enough to turn the DOW’s 40 point gain into a 450 point loss on the first day of the month. A mid-March announcement of $50 billion in tariffs on some 1,300 imported Chinese products added to fears of a trade war and sparked a 724 point drop in the DOW. Hawkish rhetoric from the Fed also contributed to stock weakness through much of the month. Revelations surrounding the use and abuse of Facebook user data ignited concerns that regulators would begin to crack down on Facebook, Google, Microsoft, et al, hammering those shares. As the month drew to a close, President Trump went after Amazon in a series of threatening tweets, sending its stock plunging. For the month of March, the DOW extended February’s -4.3% decline with another -3.7% loss, the S&P 500 shed another -2.7% on top of February’s -3.9%, and the NASDAQ followed up last month’s -1.9% decline by falling -2.9%. Equity market weakness would drive a modest flight to safety rally in bonds as the month drew to a close, pulling the yield on the two-year Treasury down to 2.27% and the 10-year down to 2.74%.

The FOMC looked past the weak consumer spending and tame inflation readings, focusing instead on the strong job market, and voted unanimously to raise the overnight fed funds target by 25 basis points to a range of 1.50% to 1.75%. It was the sixth 25 basis point increase since the “liftoff” from zero began in December 2015. The latest “dot plot” still indicates a total of three hikes in 2018, but the dots themselves have risen and are now just one dot away from four hikes in 2018. The 2019 projection rose from two to three hikes with two still expected in 2020. The official statement had a hawkish slant, which pushed the 2-year Treasury note yield to a cycle high of 2.35% while the 10-year rose to 2.90%.

Repeating the pattern of recent months, economic data got off to a good start in early March, then faltered as the month progressed. The Conference Board’s survey of consumer confidence jumped to a 17-year high of 130.8 in February, as Americans anticipated bigger paychecks resulting from recent tax reform. Purchasing managers were also quite upbeat as the ISM manufacturing index climbed to 60.8 in February, the highest since May 2004, while the ISM non-manufacturing (service sector) index slipped to 59.5 in February …still within half a point of a 13 year high. Nonfarm payrolls rose by +313k last month, far exceeding the +205k median forecast, while net revisions to the previous two months added another +54k. The three-month average of +242k is the strongest pace of job creation in 18 months. The unemployment rate held steady at +4.1% for the fifth straight month. Despite strong job creation, wages remained surprisingly low. Hourly earnings rose by just +0.1% in February, while the year-over-year increase slipped from a revised +2.8% in January to +2.6%. This was the most important number in the report as it indicates that wage inflation isn’t the concern it appeared to be in January. Americans may have slightly fatter paychecks as a result of recent tax reform, but there are few signs consumers are choosing to spend those extra dollars. Headline retail sales fell by -0.1% in February, well below the +0.3% median forecast, and identical to the revised January decline. Car and truck sales registered the fourth straight monthly decline. Inflation measures were generally well-behaved in February as both the headline and core consumer price index (CPI) rose +0.2% in February. The year-over-year pace of overall CPI rose from +2.1% to +2.2%, while core CPI held steady at +1.8%. The final measure of fourth quarter GDP climbed from an annualized quarterly pace of +2.7% to +2.9%. Core PCE was unrevised at +1.9% for the quarter, holding the year-over-year rate at +1.5%, still well below the Fed’s +2.0% inflation target.

ALAMO REGIONAL MOBILITY AUTHORITY INVESTMENT PORTFOLIO SUMMARY For The Period Ending 03/31/2018 These reports are prepared for Alamo Regional Mobility Authority in accordance with the Texas Public Funds Investment Act, Government Code 2256, and are in full compliance with the Investment Policy and Strategy established for Alamo RMA and the Public Funds Investment Act. As of March 31st, Alamo RMA's total portfolio had a book value of $116.9 million and a market value of $116.8 million. The portfolio consisted of: $10.1 million in demand deposits at Generations FCU; $10.0 million in BlackRock money market mutual funds; $15.3 million in certificates of deposit at Generations FCU; $27.3 million in U.S. Treasury notes; $19.9 million in government agency securities, including $4.9 million in FNMA, $7.5 million in FHLMC, and $7.5 million in FHLB; and $34.3 million invested in commercial paper from four different issuers- Toyota Motor Credit, GE Capital Treasury, JPMorgan Securities, and Nestle Finance. The portfolio is segregated into two funds: the General Fund and the Series 2016 Bond Fund. The General Fund balance grew by $1.4 million during the quarter to $49.3 million, while the Series 2016 Bond Fund increased by $1.7 million to $67.5 million. As of March 31st, the total portfolio had a weighted average maturity of 140 days, down from 148 days at December 31st, and a weighted average yield-tomaturity of 1.59%, up 27 basis points from 1.32% previously. On an accrual basis, the portfolio earned $398,171 during the quarter and has earned $738,837 in the fiscal year to date. New purchases exceeded maturities by approximately $1.5 million during the quarter, essentially maintaining the portfolio size. The General Fund saw $14 million of maturities while new investment purchases totaled $18 million. New purchases included $5 million in U.S. Treasury notes, $2.5 million in an agency bullet, and $10.5 million in commercial paper. In the Series 2016 Bond Fund there were $17.6 million in maturities while new purchases added up to $15 million. New purchases in the 2016 Bond Fund included $7.5 million in U.S. Treasury notes and $7.5 million in commercial paper. The weighted average yield to maturity on purchases this quarter was 1.96%, 72 basis points higher than the 1.24% yield on maturities, resulting in a 27 basis point increase in the overall portfolio yield. Agenda Item 6: Discussion and appropriate action regarding awarding a contract to the lowest and best qualified bid submitted by Dean Word Company, Ltd. to provide for the purchase of construction services for the Fischer Road Phase II Project in the amount of $3,406,682.44 and authorizing the Bexar County Purchasing Agent to execute and file the appropriate award documents for record on behalf of the Alamo Regional Mobility Authority. Background: This contract provides for the purchase of all labor, materials and equipment to reconstruct Fischer road from IH 35 to Somerset Road including upgrading the existing two lanes to a roadway section consisting of one twelve foot travel lane and four foot shoulder in each direction with drainage improvements. The Bexar County Purchasing Department issued IFB 2018-004 on February 23, 2018. The project was advertised on Civcast and sent to 298 vendors. Thirteen responses were received by the closing date of March 29, 2018, Dean Word Company, Ltd. was considered the lowest and best bid for the project. Based on competition received the Bexar County Purchasing Department recommends the award of IFB 2018-004 to Dean Word Company, Ltd., in the amount of $3,406,682.44 for the construction of the Fischer Road Phase II Project. Recommended Motion: Awarding a contract to the lowest and best qualified bid submitted by Dean Word Company, Ltd. to provide for the purchase of construction services for the Fischer Road Phase II Project in the amount of $3,406,682.44 and authorizing the Bexar County Purchasing Agent to execute and file the appropriate award documents for the record on behalf of the Alamo Regional Mobility Authority.

Comments: Fischer Road Phase II is a budgeted project within the FY 2017-18 Capital Budget in the amount of $4,097,065. $12,481 is expensed and $1,116 is encumbered, leaving $4,083,468 remaining. The entire $4,097,065 budget is for construction, as design was funded by the County. This project is funded by bond proceeds from the Vehicle Registration Fee Revenue Bonds, Series 2016.
