These days we hear about it often, it is mentioned on the news, it is talked about everywhere and we read about it in the newspapers. But what is a recession? In economics jargon: A period of general economic decline; specifically a decline in GDP for two or more consecutive quarters. Mind-boggling, is it not? Simply put: A difficult time for a country, when there is less trade and industrial activity and

more people are unemployed.

change in the habit – you would save your lungs and your money from burning out!

Unemployment is the main concern in a recession. When output does fall, there is likely to be a fall in demand for labour. Tough adjustments has to be made, basic and necessary expenditure does not go away in a recession. Belt-tightening measures would be the order of the day.

Difficult times forces us to reevaluate our financial situation. It can make us search for new business avenues and new ways to cut costs and spending.

Public transportation would be the practical option, holidays abroad merit a re-think, entertainment and eating out drastically reduced. For smokers, a recession would signal a radical

Apa Kata

Wak Lampir

SENYUM:

Imam Ali (as) pula dikatakan mempunyai watak yang penuh ‘sense of humour’.

Singapore Budget 2009: The Part About CPF To help Singapore see through the economic downturn, Finance Minister Mr. Tharman Shanmugaratnam announced the $20.5 billion Resilience Package in Parliament on January 22, 2009, with the following initiatives relating to CPF: By: Niaz M A Ali

Jobs Credit To sustain jobs for Singaporeans, a Jobs Credit scheme will be introduced. This is to encourage businesses to preserve jobs as much as it is possible in the downturn. The Jobs Credit that an employer receives will comprise 12% of the first $2,500 of the wages of each employee who is on the CPF payroll. It will be given in four quarterly payments, with each payment being based on the workers who are with the employer at the time. This will therefore provide incentive for employers to retain their local workers. For example, for a worker whose wage is $2,500, an employer will receive $900 a quarter, or $300 a month. Employers will receive the first payment at the end of March this year. The next three payments will be in June, September and December 2009.

Additional GST Credits To provide direct assistance to households, the GST Credits that households will be receiving in 2009 will be doubled. Each household will get an additional payout of GST Credits on March 01, 2009, on top of the one they will receive in July. This is to assist households with their immediate needs. As before, more GST Credits will be given to the low-income and the old. For example, a Singaporean retiree [aged 60 or above] living in a fourroom HDB apartment, will receive an additional $400, or a total of $800 in GST Credits and Senior Citizens’ Bonuses in 2009.

WIS Special Payment There will be a temporary top-up to the Workfare Income Supplement [WIS] Scheme received by low-income workers, known as WIS Special Payment. This is to supplement the low-income workers’ pay and encourage them to stay at work. The WIS Special Payment will provide low-income workers with an additional 50% of the WIS payments that they will receive over the course of this year. As an illustration, a 50 year old employee who has been working throughout 2008 and 2009, earning $1,000 a month, will receive $600 in WIS Special Payment, fully in cash. This will be over and above the $1,200 in WIS that he will receive for this year’s work. SOURCE: CPF BOARD As this is a special measure for the downturn, the work eligibility criteria of the WIS Special Payment will be relaxed to allow those workers with less regular employment to qualify as well.

The Amman Message

Page 6

Courtesy Of Br. A.R. Jumabhoy.

The Amman Message started as a detailed statement released on the eve of the 27th of Ramadan 1425/9th November 2004 CE by H. M. King Abdullah II bin Al-Hussein in Amman, Jordan. It sought to declare what Islam is and what it is not, and what actions represent it and what actions do not. Its goal was to clarify to the modern world the true nature of Islam and the nature of true Islam. In order to give this statement more religious authority, H. M. King Abdullah II then sent the following three questions to 24 of the most senior religious scholars from all around the world representing all the branches and schools of Islam: 1.

Who is a Muslim?

2.

Is it permissible to declare someone an apostate [takfir]?

3.

Who has the right to undertake issuing fatwas [legal rulings]?

Based on the fatwas provided by these great scholars [who included the Shaykh Al-Azhar; Ayatollah Sistani and Sheikh Qaradawi] in July 2005 CE, King Abdullah II convened an international Islamic conference of 200 of the world’s leading scholars [Ulama] from 50 countries. In Amman, the scholars unanimously issued a ruling on three fundamental issues, which became known as the Three Points of the Amman Message:1.

They specifically recognized the validity of all 8 Madhabs [legal schools] of Sunni, Shi’a and Ibadhi Islam, of traditional IIsslamic Thelogy [Ash’arism]; of Islamic Mysticism [Sufism], and of true Salafi thought, and came to a precise definition of who is a true Muslim.

2.

Based upon this definition they forbade takfir [declaration of apostasy] between Muslims.

3.

Based upon the Mathahib they set forth the subjective and objective preconditions for the issuing of fatwas, thereby exposing ignorant and illegitimate edicts in the name of Islam.

These Three Points were the unanimously adopted by the Islamic World’s political and temporal leaderships at the Organization of the Islamic Conference summit at Mecca in December 2005. And over a period of one year from July 2005 to July 2006, the Three Points were also unanimously adopted by six other international Islamic scholarly assemblies, culminating with the International Islamic Fiqh Academy of Jeddah in July 2006. In total, over 500 leading Muslim scholars worldwide unanimously endorsed the Amman Message and its Three Points. This amounts to a historical, universal and unanimous religious and political consensus [ijma’] of the Ummah [nation] of Islam in our day, and a consolidation of traditional, orthodox Islam. The significance of this is: {1} that is for the first time in over a thousand years that the Ummah has formally and specifically come to such a pluralistic mutual interrecognition; and {2} that such a recognition is religiously legally binding on Muslims since the Prophet [PBUH] said: My Ummah will not agree upon error [Ibn Majah, Sunan, Kitab alal-Fitan, Hadith no. 4085].

This is good news not only for Muslims, for whom it provides a basis for unity and a solution to infighting, but also for nonMuslims. For the safeguarding of the legal methodologies of Islam [the Mathahib] necessarily means inherently preserving traditional Islam’s internal ‘checks and balances.’ It thus assures balanced Islamic solutions for essential issues like human rights; women’s rights; freedom of religion; legitimate jihad; jihad good citizenship of Muslims in non-Muslim countries, and just and democratic government. It also exposes the illegitimate opinions of radical fundamentalists and terrorists from the point of view of Islam. As George Yeo, the Foreign Minister of Singapore, declared in the 60th Session of the U. N. General Assembly [about the Amman Message]: “Without this clarification the war against terrorism would be much harder to fight.” Finally, whilst this by the Grace of God is a historical achievement, it will clearly remain only principial unless it is put into practice everywhere. For this reason, H. M. King Abdullah II is

now seeking to implement it, God willing, through various pragmatic measures , including: {1) inter-Islamic treaties; {2} national and international legislation using the Three Points of the Amman Message to define Islam and forbid takfir; takfir {3} the use of publishing and the multi-media in all their aspects to spread the Amman Message; {4} instituting the teaching of the Amman Message in school curricula and university courses worldwide; and {5} making it part of the training of mosque Imams and making it included in their sermons. Countries who are signatories to the Amman Message include Indonesia, Iran, Iraq, Libya, Malaysia, Oman, Pakistan, Qatar, Saudi Arabia, Singapore, Syria and Turkey. God says in the Holy Qur’an:There is no good in much of their secret conferences save [in] whatsoever enjoineth charity and fairness and peacepeacemaking among the people and whoso doeth that, seeking the good pleasure of God, We shall bestow on him a vast reward. [Al[Al-Nisa, 4:114]

Al-Hikmah: History / Sejarah

Battle of Badr The decisive Battle Of Badr was fought on Ramadan 17, 02 AH/March 17, 624 AD. Conditions Leading To The Battle Of Badr: The Holy Prophet [PBUH] never advocated war or bloodshed, He was a firm believer in peace and brotherhood. However, in the interest of self-defense and to protect the oppressed Muslims he had to resort to military campaigns. The five major battles during the life of Prophet Muhammad [PBUH] were the battles of Badr, Uhud, Khandaq, Khyber and Hunayn. The Quraysh of Mecca feared that if all Arabs converted to Islam, it would amount to loss of economic and political advantage and prestige for them. This apprehensiveness drove them to wage wars against the Muslims. In early days in Medina, the Muslims had to be ever vigilant against the raids by the enemy. Abu Jahl attacked or ambushed isolated parties of Muslims and destroyed their crops and gardens at every opportunity. It was learned in Medina that a Qurayshi caravan led by Abu Sufyan, chief of the Bani Ummayya was on its way from Syria to Mecca. The camels were laden with merchandise and weapons, which were to equip an army against the Muslims. Muhammad [PBUH] decided to intercept this caravan and left for Badr, a village south-west of Medina. He had only a force of 313 men, made up of 80 Muhajirs and 233 Ansars. Meccan spies informed Abu Sufyan of Muhammad’s [PBUH] march to Badr and towards his caravan. Immediately, Abu Sufyan abandoned the regular route to Mecca and diverted his caravan westward towards the coast of the Red Sea. He also despatched a messenger to Mecca seeking help, to which Abu Jahl responded swiftly with an army of 1000 soldiers including a cavalry consisting of 100 horses and 700 camels laden with weapons and supplies Upon arrival at the outskirts of the spring at Badr, Muhammad [PBUH] sent Ali [AS] with a few other men to reconnoitre the surrounding area. Three men from the enemies camp were surprised filling their sheepskin bags with water. One managed to escaped and the other two

were brought before the Prophet [PBUH]. From them vital intelligence concerning the proximity and size of the enemy was gathered. This information provided Ali ibn Abi Talib [AS] with the means to deprive the enemy of an advantage of a surprise attack.

Page 7

Source: Message of Islam Compiled by: Niaz M A Ali them. Muhammad [PBUH], turned towards his kinsmen saying, “Ye sons of Hashim, arise and fight according to your right.”

The New Challenge

Hamza [AS], Obaida [AS] and Ali [AS], the uncles and cousin of the Holy Prophet [PBUH] went forth. Walid stepped forward to engage Ali [AS] but after a short duel, Walid fell mortally wounded.

The presence of a large, aggressive and well equipped enemy posed a great threat to the Muslims, who had only two horses and seventy camels. They were also poorly equipped weapons wise. Being concerned with these odds, the Prophet [PBUH] posed the dire situation before his companions for consideration.

After Walid fell, the other warriors charged at each other. Hamza [AS] killed Utbah but Obaida was mortally wounded by Shaiba. Ali [AS] then took on Shaiba killing him. Ali [AS] and Hamza [AS] carried Obaida to the Muslim lines, where he succumbed to his wounds. He was the first Muslim to be killed in the battlefield.

Miqdad, a Muhajir was the first to speak and said, “O Messenger of Allah, do what Allah has Commanded you. We are with you now and at all times. We shall not tell you what the Israelites told Moses, “You and your Lord should go and fight against the enemy; as for us we shall stay here.” No, we will not be like the Israelites, we will follow you and obey your orders.”

The Qurayshis led by Abu Jahl then charged at the Muslims repeatedly but who stood fast under the command of Ali [AS] and Hamza [AS].

Muhammad [PBUH] was also anxious to learn of the Ansar’s opinions. Saad Ibn Muadh one of the leaders of the Ansars said, “We have home witness that you are the Messenger of Allah, we have pledged to obey you. If there is a showdown with the polytheists, we shall be steadfast by your side.” Hubab ibn al-Mundhir advised the Prophet [PBUH] that a reservoir be dug to contain water in order to have a constant supply for drinking. A force of men were directed to assist Hubab’s suggestion. On The Battlefield The two armies faced each other and the battle began in the traditional Arab manner of warfare. This involved a warrior from one side stepping forward to challenge a warrior from the other side in single combat. Two brothers, Shaiba and Otba including Walid son of Otba strode forward and challenged three warriors from the Muslims to come forward and duel with

When the Meccans were regrouping for a new attack, the Prophet [PBUH] signalled the Muslims to advance and engage the enemy. Both Ali [AS] and Hamza [AS] led the counter charge and routed the Meccans. Many of the enemy’s leaders fell including Abu Jahl. After his death, the idolaters fled the battle ground. Islam had won its first and the most important victory! The hero of the Battle of Badr was nonother than Ali [AS] himself. Among the spoils of the battle was the famous sword, “Dhul-Fiqr” [the piercer]. The Battle of Badr is called Furqaan in Muslim thelogy, because it was the first trial of strength in battle between the forces of Faith and Unbelievers. The Prisoners Of War The Muslims captured fifty prisoners and they were brought before Muhammad [PBUH]. The prisoners were distributed among the Muslims who treated them like guests. The wealthy prisoners were ransomed off. Prisoners who could not afford the ransom but were able to read and write were told to teach the Muslims and when they had done so, they were released. The destitute prisoners were released without any conditions.

The Heart of a Woman

Patah tak tumbuh, hilang tak berganti Assalamualaikum Dear And Respected Readers, I was very touched by the words of the Ustazah during a recent majlis Muslimat. She spoke about marriage and encouraged us to celebrate our wedding anniversaries and even the renewal of vows. Each and every marriage is different but all unions share some common grounds. After a while into their married life, couples settle into a routine which often include taking each other for granted, even to the extent of not complimenting each other as often as they did earlier. Because of the familiarity developed, mutual respect and common courtesy is often neglected. Sometimes words which may offend either party are indiscriminately uttered. I would like to take this opportunity to share with you, my views on this subject, from a woman’s perspective. The major reason for relationships going awry is the undeniable fact that couples fail to spend quality time with each other. They tend to use each other as an ‘anchor,’ just relying and resting upon each other. Your spouse truly functions as the anchor on a boat which holds the vessel steady in the changing winds and weather. Similarly, in any marriage the husband and wife are each others’ anchors. You support each other, care for each other and even grow with each other. Nurture each other, show your love, affection and bond by buying for your wife some flowers or giving her a foot massage at the end of the day. You can compliment her in the presence of company, call her from work just to say that you were thinking about her or to say the magic words, “I love you.” We are all guilty of shortcomings but it is not necessary to criticize her too harshly. One tip to delight your wife, which is cheap, easy and it is the old fashion way – write her a letter! Take some time to compose the letter, expressing your true feelings and then just post it. Many women are sentimentalists and they will treasure the letter you wrote for life. I am one of those women! To summarise, I am of the opinion that by showing respect and love to your wife, it goes a long way towards cementing a loving relationship and maintaining it. So, what are you waiting for guys, go and make your wife happy!

Warmest regards.

Fauziah Bte Khamis [Gee] Head, Women’s Bureau.
