The i n s p e c t i o n o f t h e w e i g h t b a l a n c e i s performed i n the following cases: a ) i f i t is impossible t o determine r e l i a b l y t h e d i s t r i b u t i o n of added w e i g h t s , t h e i r c e n t r e of g r a v i t y and t h e arms t o t h e a x i s of r o t a t i o n o f the elevator. b ) a l w a y s when r e p l a c i n g t h e f l e t t n e r ; c ) w i t h t h e new p a i n t o f t h e e l e v a t o r ( o r any s u b s t a n t i a l r e p a i r of t h e d ) w i t h t h e new o u t e r p a i n t o f t h e f l e t t n e r of t h e e l e v a t o r . 3

Any p o s s i b l e o v e r b a l a n c i n g of t h e rudder ( i . e . the rudder nose h e a v y " ) i s n o t d e t r i m e n t a l viewed from t h e aeroelastic properties, but it r e p r e s e n t s an e x t r a weight!
