1. REFERENCES: a. Command Memorandum Circular No. 51-2017from OCPNP dated November 8, 2017 re: PASKUHAN 2017; and b. Traditional Christmas and New Year’s Day Celebration. 2. PURPOSE AND SCOPE: This Implementing Plan to Command Memorandum Circular (CMC) No. 51-2017 sets forth the guidelines to be followed during the observance and celebration of the Yuletide Season dubbed as “NCRPO PAMASKONG HANDOG 2017.” It defines the roles and tasks of the different PNP offices/units within the NCRPO towards the successful and meaningful observance of the Holiday Season. It will start with the display of Christmas decorations in all the PNP offices/units, ceremonial lighting of the RHQ PNP Christmas Lantern, Christmas Tree and Nativity, then the NCRPO Christmas Party, the traditional Dawn Masses until the New Year’s Call on the Chief, PNP. 3. SITUATION: The Philippines, being the only predominantly Christian nation in Asia, joins the whole Christendom in observing and celebrating the birth of our Savior Jesus Christ in the month on December of every year. This period is an opportune time for families, relatives, friends and co-workers to be together for merry-making, gift giving and other festivities as a gesture of the true Christian spirit in every Filipino. The third week of December is usually where all private and government agencies/institutions prepare and hold their respective Christmas party and other related activities, to brighten-up the Yuletide Season and manifest their concern for their workers. The Philippine National Police (PNP) shall likewise join the entire Christian world in celebrating the yuletide season. It is for this rationale that this Implementing Plan to this CMC is crafted to ensure the success of the activity. 4. MISSION: The PNP, will undertake a simple, meaningful yet cost-effective observance of the yuletide season to commemorate the birth of our Savior Jesus Christ and give an opportunity for the PNP families to bond and strengthened camaraderie. 5. b) Provide refreshments and ensure the prepositioning of same at the RHQ Admin Building Lobby after the Ceremonial Lighting NLT 6:00 PM December 1, 2017 (Friday); c) Provide fund support for the food carts and photo booth in coordination with RHSG; d) Provide fund support for the mass offerings in coordination with RLD; e) Provide appropriate number of gifts for the gift giving of RHQ dependents in coordination with RPCRD; f) Provide fund for the Christmas lunch; g) Provide prizes and OPR for the raffle draw; h) Assist RPCRD during the parlor games and distribution of gifts and food packs; and i) Perform other tasks as directed. 6) RTED a) Ensure the availability of NCRPO Fitness Team to perform during the NCRPO Christmas Party on NLT 8:00 AM December 18, 2017 (Monday); and b) Perform other tasks as directed, 7) RHSG a) OPR in the physical preparations, cleanliness and orderliness of all the venues for the activities; b) OPR for the installation of Christmas decorations (Christmas Lights, Christmas Lantern, Christmas Tree, life-size Nativity, etc.) in front of RHQ Admin Building NLT November 30, 2017; c) Prepare the venue for the morning activities on December 18, 2017 (Monday); d) Provide food carts (ice creams, cotton candies, taho, fish ball, others) and photo booth for the NCRPO personnel and dependents during the NCRPO Christmas Party in coordination with RCD. 8) RPMU a) Install power source for the Ceremonial Lighting and inspect outlets and wirings of the same to avoid electric trouble/danger; b) Assist RHSG in the installation of Christmas Lights and setting up of Christmas Lantern, Christmas Tree, Nativity; and c) Perform other tasks as directed. 9) RCEO a) Provide and install Public Address System(PAS) with operator for the following activities: a.1) NCRPO Christmas Party at the NCRPO Grandstand on December 18, 2017 (Monday) NLT 7:00 AM; a.2) Ceremonial Lighting of NCRPO Christmas Lantern and Christmas Tree in front of RHQ Admin Building NLT 6:00 PM on December 1, 2017 (Friday); b) Perform other tasks as directed. 10) RCHS a) Decorate St. Joseph Chapel; b) Officiate the invocation for the Ceremonial Lighting in front of RHQ Admin Building NLT 6:00 PM on December 1, 2017 (Friday); c) Facilitate the following activities; c.1) Dawn Masses (Misa de Gallo) on December 16-24, 2017 NLT 4:30 AM at St. Joseph Chapel; c.2) Midnight Mass on December 24, 2017 (Sunday) at NLT 9:30 PM at St. Joseph Chapel; c.3) Mass on December 25, 2017 (Monday) NLT 8:30 AM at St. Joseph Chapel; c.4) Thanksgiving Mass on December 18, 2017 (Monday) NLT 7:00 AM at NCRPO Grandstand; and c.5) New Year’s Mass on December 31, 2017 (Sunday) NLT 9:30 PM at St. Joseph Chapel; and d) Perform other tasks as directed. 11) RHS a) Provide ambulance with Medical Team on stand-by during the duration of the NCRPO Christmas Party at the NCRPO Grandstand on December 18, 2017 (Monday) NLT 7:00 AM; and b) Perform other tasks as directed. 12) RPIO a) Prepare the message for RD, NCRPO for the following activities: a.1) Ceremonial Lighting of NCRPO Christmas Lantern and Christmas Tree on December 1, 2017 (Friday); and a.2) NCRPO Christmas Party on December 18, 2017 (Monday); b) Provide video/photo coverage for all the lined-up activities; and c) Perform other tasks as directed

13) RPSB a) Provide the RPSB roster of personnel detailed with RHQ to be included in the raffle draw and submit the same to RCD, copy furnished RPCRD and RCDS; b) Ensure the participation of detailed RPSB on all the contests/activities during the NCRPO Christmas Party ; c) Provide personnel as requested to support the work force needed; and d) Perform other tasks as directed. 14) RCDS a) Supervise and assist RPCRD in the implementation of this IMPLAN; and b) Perform other tasks as directed. 15)

Other R-Staff, Command Group and NSUs a) Ensure maximum participation of personnel in all the scheduled activities; b) Ensure the presence of personnel and their dependents during the morning activities on December 18, 2017 (Monday) NLT 7:00 AM at the NCRPO Grandstand; and c) Perform other tasks as directed. 16) All Police Districts (NEMSQ) a) Undertake and/or replicate RHQ activities in your respective AOR; and b) Perform other tasks as directed.

c. Coordinating Instructions: 1) ARCDS is the designated as Overall Supervisor for this IMPLAN; 2) District Directors (NEMSQ) will join RD, NCRPO and DRDA together with their respective ladies to attend the Christmas Ball on December 14, 2017 (Thursday) NLT 6:00 PM at the Multi-Purpose Center, Camp BGen Rafael T Crame, Quezon City. Attire: Mess Jacket for Senior Officers and Gown for the Ladies; 3) Other details of the New Year’s Call will be announced by DPRM later; 4) All Chiefs of Offices and Admin Officers shall ensure the maximum participation of your respective personnel during the activities (Ceremonial Lighting and Christmas Party) and submit roster of personnel to be included in the raffle draw, list of dependents (10 years old and below) for the gift giving, and list of personnel with dependents for the lunch to RCD NLT December 8, 2017 (Friday), copy furnished RPCRD and RCDS; 5) Respective Offices/Units are in-charge of checking and inspecting outlets, wirings and installation of their Christmas lights and Christmas decorations to ensure safety and avoid electric trouble and problem; Page 7 of 8


6) Incidental expenses for the lantern-making contest and dance contest shall be shouldered by the respective offices; 7)
