Presentation

by the President At the end of 2010, the annual decrease in the Spanish gross domestic product was -0.2%, an improvement on that of 2009, the most difficult year of the crisis, when the fall was -3.7%. The corresponding values for Andalusia were -0.9% and -3.6% in 2010 and 2009 respectively. These values made it possible to diagnose that the rate of fall had slowed down and that the end of the phase of economic recession was in sight. In fact, after seven quarters of negative growth rate, the beginning of 2010 began to see positive signs of recovery. Three aspects should be noted. Firstly, during the final months of the year, what looked to be a strong bullish tendency was checked. Secondly, in May and November there were moments of crisis for the sovereign debt and a rescue operation for Greece was necessary, a prelude to those later needed for Ireland and Portugal. Thirdly, a split opened between various countries, or groups of countries, in overcoming the crisis, Spain being menaced by stagnation and falling behind other European economies.

Continuing the process initiated in 2009, the public sector continued with fiscal adjustment reducing public spending in Spain and Europe, and this adjustment process was accentuated by firms, faced by the fall in demand and the slow credit flow. As a result of all this, there were delays in payments, especially marked in some administrations.

These global and macro economic phenomena have a direct effect on the everyday procedures of businesses and institutions, including the “F. de Paula Rojas” Association for Research and Industrial Cooperation of Andalusia

This is demonstrated by the fact that in 2010, AICIA “production” involved 144 works, (82 I+D+i projects, 12 “Analysis, tests and reports”,46 studies and consultancies, and 4 courses and workshops”) with total earnings

In this unfavourable context, the operations and results of AICIA in 2010 are especially meritorious. As in the previous year, we think that governments and industries have respected, as far as possible, those costs that affect long term policies such as I+D+i and Education and, on the other hand, the externalization of said services has not stopped. However, AICIA’s good results are based on its good offer, the prestige and quality of its teams and good Administration. In terms of management, we can say the Association “creates value”, it offers services and products appreciated by its clients, and adequately satisfies their needs in industry.

of 13.77million Euros (14.66million in 2009) of which 13.48 million correspond to operating revenues. Nine of the I+D+i projects were international and it should be noted that 66 of these projects were carried out for, or in cooperation with, firms and only 9 were for the public sector; this corresponds to the fact that 89.7% of AICIA’s income comes from the private sector. This distribution of invoicing in part explains the good results of the Association in the face of reductions carried out in public spending. There are more than 200 firms with contracts with AICIA, and although the biggest client is still the Central Administration with its programmes and funds, the first 12 private clients represent 50% of income. As will be seen in information contained in this Report, the most notable AICIA clients are innovating industrial and technology based firms related to sectors included in the policies of change of the productive model. The stake in industry, research, and University-Business collaboration that AICIA has had for almost 30 years, is one of its distinguishing characteristics and takes in values that are currently growing and which are recognised as necessary in order to continue along the path of economic growth. A further motive of pride and satisfaction is that some of the most important client firms are spin-offs of the projects and teams of the Association. In accordance with AICIA’s origins and vocation, it continues its implication in training through Work Teams and grant policies. In 2010, the number of grant holders reached 533 (similar to 2009) with an average amount of 3,648 Euros per grant to a total of 2,078 mil-

lion Euros. With respect to research grants accredited by Seville University, 34 grants were awarded in 2010, an increase on the 30 of 2009. The “human factor” involved in AICIA activities includes 208 teachers, 533 grant holders, 240 technicians, and 15 administrative staff. Given the amount and the complexity of the contracts, the efficiency of resources dedicated to administration stands out. Administration costs represent 3.8% of earnings, a percentage achieved by productivity and a policy of wage freezing which has led to a 7.3% reduction in expenses in respect to the previous year. AICIA activities produce other positive external effects; one of these is that resulting from the Agreement with Seville University. Thus, the durable equipment donated to the university has been to a value of 234,036 Euros in 2010, less than the 2009 amount of 349,961 Euros. The accumulative amount at the close of the fiscal year is 7,416 million Euros (Euros 31st December 2010). In regard to the total transfer made to Seville University in 2010 resulting from the Agreement, it has been to the value of 706,327 Euros (826,998 in 2009) with an accumulative of 13,934 million Euros (Euros 31st December 2010). As reflected by the above data, AICIA is coping well with the crisis, and even though there is a slight decrease in the maximum amounts achieved in 2007 and 2008, the indicators stay higher than in 2006 and earlier. Even though the following Yearly Report for 2010 contains abundant information about facts and figures,

including all that is legally necessary, some comments about the patrimonial situation and the results should be made. The Annual Accounts and Report are a monetary reflection of the activities described and a faithful image of the economical and financial situation of AICIA in 2010. They also give an idea of the administration work inherent to the management of the Association. It is sufficient to point out that in 2010 there were 3,772 invoices transacted and 24,640 accounting annotations. As expected, the accounts are formulated in accordance to that established in the General Accountancy Plan that came into effect 1st January 2008 and have been duly audited. Regarding receipts and expenditures, total income reached 13.81 million Euros, 5.83% less than the previous year, and operating revenues were 13.48 million Euros, with 89.7% corresponding, as has been shown, to private funds. It is symptomatic that the decrease in income from public funds has been 35% greater than in 2009. Furthermore, the financial incomes (86,979 Euros) have fallen by 43%, although they are less than 1% of total revenue. Operating expenditures were 13.79 million Euros, 5.52% less than in 2009. Almost 59%, 8.95 million, corresponds to personnel expenses (0.79% less than in 2009), 19% to External Services, 7.2% to purchases, and 2.27% to amortizations. 12.78% corresponds to “Variation in Traffic Reserves” related to the variation in the debt that AICIA has with its work teams. As it happens, this fact of Provisions is influenced by the growth of the debt in favour of the teams for amounts billed but not collected, and it is affected by both the invoicing and the delays in payment by some clients.


The total income of AICIA Administration was 1,504,409 Euros (1,671,244 Euros in2009) and expenditure was 1,489,584 Euros, including transfers to the University according to the Agreement in existence. We should, as always, remember that the percentage of administrative expenses is applied on actual money paid in and this, logically, affects the relationship between income and expenditure corresponding to the structure of administration. Results after tax of the trading year were 10,962Euros (47,495 Euros in 2009) which are incorporated in stockholders’ equity. The State of the Cash Flow shows a balance of 950,291 Euros at the end of the period (3,015,880 Euros in 2009) as figures in the balance sheet treasury. Short term financial investments reach 12,325,709 Euros (9,661,112 Euros in the previous year). The structure of the Balance Sheet is very similar to that of previous years, with a predominance of circulating assets and current liabilities over the respective totals. The Various Creditors Account that is maintained with the teams comes within the latter, its balance amounts to 12,172,664 Euros, slightly higher than its total in 2009. The Net Patrimony of AICIA is 497,273 Euros for 2010, showing a slight increase over the 486,581 Euros of 2009. In 2010, AICIA has continued to have important institutional presence and participation. As a member, patron, or associate, it continues to participate in foun-

dations, associations and bodies related to its vocation and objectives. It has links with and participates in EARTO, FEDIT (Member of the Governing Council), the Cartuja 93 Circle of Entrepreneurs, Founding Partner of RETA, Patron of the Aerospace Development Foundation of Andalusia, the ESI Ex-Students’ Association, the Friends of the ESI Foundation, the Digital Video Broadcasting Organization, and the Industrial Heritage Foundation of Andalusia. In 2010, its credential as CIT of the Ministry of Science and Innovation was renewed. Amongst other activities, I want to highlight the organization of the Annual Conference of YEAR (Young European Association of Researchers), a very interesting initiative of these young researchers, and also those carried out through their cultural Foundation, ASTEA (a debate on nuclear energy after the Fukushima accident, an art exhibition, and a photography course). AICIA was also awarded in 2010 the “Bernardo and Antonio Ulloa Prize” concerted by the School of Economics of the Confederation of Andalusian Entrepreneurs, CEA, in the category of innovation and research.

Firstly, situate the Association’s activity in the transitional context of the corresponding trading year. Next, briefly recall its vocation and raison d’être. Thirdly, stress some of the main characteristics of its activities and results. Finally, the fourth and fundamental objective which gives me most pleasure in fulfilling, give thanks to all those individuals and institutions that have

1 What is AICIA

and what does it do? * The “Asociación de

Investigación y Cooperación Industrial de Andalucía” (Association for Research and Industrial Cooperation of Andalusia) is a non profit making organization in the public interest whose end is to promote, orientate and develop industrial research with special emphasis on the publication and dissemination of its results thus benefiting the advance of technology in Andalusia and improving the professional training of Andalusian engineers.

* The Association,

in keeping with the integration of Spain in Supranational European Institutions, is increasingly taking part in national and international projects while at the same time reinforcing those taking place in the Autonomous Community of Andalusia.

In the fiscal year 2010, AICIA has participated in 7 international projects and more than 70 national I+D+I projects, and has carried out numerous tests, analysis, studies and consultancies, courses and workshops. Among the international projects various corresponding to the VII Frame Programme of the European Commission and others of the European Space

Agency stand out, mainly in the area of Electronics and Information, Energy, Environment and Aerospace Engineering Technologies. Among the I+D+I projects are found those corresponding to the CENIT Calls, (AICIA is taking part in 18 projects of the 6 calls), 4 singular and strategic projects and 14 projects with national subsidies.

3 Organization * The General Assembly

is the highest governing body of the Association, composed of founding members and full members, which designates the President who is the legal representative, and the Managing Director.

The main functions of the General Assembly are to approve accounts, budget, and management, appoint the Managing Director, admit new full members sign cooperation agreements and modify the statutes. The managing and administration body, delegated by the General Assembly is the Board of Directors, currently made up of the President, eight members of the board and the Managing Director. Their duties centre on drawing up and administrating the budget, giving the go ahead on proposals for research work, admitting new collaborating members and naming Group Directors. The direction and coordination of the scientific technical activities of the Association correspond to the Managing Director.

The Direction and Management is structured on Work Groups led by Group Directors appointed by the Board of Directors. These are in charge of directing scientific-technical activities and are autonomous although the Managing Director controls their budget and management.

AICIA activities in the aerospace sector range from airport infrastructures to air traffic control including aeronautical material characterization, propulsion, avionics and unmanned air vehicles (UAVs). AICIA research team carry out design and implementation work such as on-board electronic equipment, land back-up systems, aspects related to the development of future air traffic control system, airport building structures, landing strips, etc.

The application of engineering principles to the fields of medicine and biology, amongst which stands out computer aided diagnosis using techniques and processes of digital treatment of multidimensional signals used for clinical diagnosis based on medical images obtained from photography, radiology, ultrasound, thermography, etc. AICIA is also working on the design and development of systems for the analysis and control of integrated surgical images and data, as well as on the surgical implementation of application in Neurosurgery and Fetal Surgery.

Materials and Nanotechnology >

Research into new materials and nanotechnology is basic to various sectors of present day industry. At the same time, a study of the mechanical behaviour of materials is very important for analysing the strength of any element built using them, structures, machines, etc.

In the realm of Nanotechnology, AICIA has contributed a significant advance in developing and perfecting processes and technologies, applying the latest discoveries in the physics of fluid nano-manipulation. The main areas of research in this sector are:

AICIA is in charge of the reception of metallic materials for various firms. This reception involves a selection of destructive tests to guarantee that any batch of material received has all the characteristics established in its qualification and that are used for calculating and designing elements. AICIA is developing new techniques and tools to simulate and optimize the manufacturing processes in order to introduce new aeronautical materials, basically coal fiber and other compound materials such as Non-Crimp Fabrics (NCF).

In the environment sector, AICIA’s activities are centred on the evaluation and control of contamination and noise, as well as cleaning combustion gas and capturing CO2 in order to achieve clean energy production using fossil fuels. In the society of today, treating and recycling waste also calls for a great effort to generate and optimize new processes and those already in existence. Furthermore, it is vital to carry out environmental, economical and social analysis of industrial projects, and those activities are also performed by AICIA research groups.

AICIA is carrying out activities in this field that deal with those related to industrial organization of production in manufacturing companies and services. The design of the production process includes those aspects necessary to define the process prior to its implementation. Plant layout, storage facilities, identification of production processes and their capacities, and end product distribution activities stand out. Production management includes the set of operations necessary for carrying out the production process adequately, taking into account planning and control of production, turnover and stock management amongst others.

AICIA activities in the ICT sector are carried out in the areas of electric circuits and systems and microelectronics, digital, analogical and mixed, for their application in communications, industrial control and aeronautics as well as in telecommunications and systems and services. AICIA activity in the area of telecommunications is equally important and includes the design and application of tools for transmitting information using radio electric waves as well as the analysis, interpretation and manipulation of signals. AICIA has a wide experience in the design of OFDM systems. It is a member of the DVB organization and has been chosen as support centre for the simulation system for defining of the DVB-T2 standard.

THE BERNARDO AND ANTONIO DE ULLOA PRIZE FOR INNOVATION AND SCIENTIFIC RESEARCH In 2010, the Andalusian School of Economics awarded the Bernardo and Antonio de Ulloa prize for innovation and scientific research to AICIA. In a ceremony held in the courtyard of the Indian Archives, Antonio テ」ila, Economy, Innovation and Science Councillor presented the prize to Carlos Bordons Alba, Managing Director of AICIA, to distinguish the Centre of Technology for its social awareness, its dedication, and the effort of its researchers to promote innovation and scientific research.

AICIA BECOMES MEMBER OF THE YEAR NETWORK The YEAR network (Young European Association of Researchers) admitted AICIA as a new member. This network brings together young European researchers, its main objective being to facilitate the exchange of ideas, improve research practices, and help break down national and cultural barriers to give form to the European Area of Research.

AICIA signs a Frame Agreement for Collaboration with the Agency for Development of the Eastern Region of Morocco This Agreement was signed within the project of brotherhood between Morocco and the European Union. AICIA activities centre on developing University Business relations and Innovation Networks, defined as one of the four priorities of the Alauテュ Government. 38
