Presentation by the President In 2009 world economy suffered the greatest recession in recent history and the first worldwide global crisis that mainly affected developing countries and this depression was not compensated for by the better performance of the so called emergent countries. The world Gross Domestic Product fell by 0.9% and world commerce of goods and services was reduced by 12.3%. In Spain the GDP fell by 3.6% (in the previous trading year it had increased by 1.2%) with all branches of activity presenting negative variations (except non market services). In the fourth quarter, the inter-annual fall for industry was 11%. Even though the economic indicators improved in the second part of the year due mainly to the fiscal incentives put into practice by governments, these “green shoots” did not mark a sustainable growth tendency. The strong public intervention in-

creased the fiscal deficit and sovereign debt but did not manage to encourage private consumption nor boost the employment market. Credit has still not reached firms. At the end of the year the dilemma is still whether to continue or not the fiscal incentives. In the same way as the public sector had, later, to put into practice measures of fiscal adjustment, firms began to reduce their outlays and adapt to the new state of the markets. However, the strategy of governments and industry has been to maintain, whenever possible, the spending affecting those elements basic to emerge from the crisis, mainly the I+D+i, as well as externalising the solution of technical problems and development projects. This, in part, explains the good results obtained in 2009 by the “F. de Paula Rojas” Association for Research and Industrial Cooperation of Andalusia (AICIA). AICIA 2009 / 3


Even so, total income passed from 16.61 million Euros in 2008 to 14.66 million in 2009 corresponding to 161 works, of these 91 were I+D+i projects, 81 of which contracted with firms. There were 48 “Studies and Consultancies” and the rest were “Courses and Workshops” and “Studies, analysis, evaluations and reports”. The number of firms contracted with AICIA has reached 227. Regarding the geographic distribution of clients with billing over 3,000 Euros, 59% are from Andalusia, 38% from the rest of Spain. The first seven private clients represent a third of the income from services rendered, although the Central Spanish Administration is still the first with the Andalusian Local Government in twenty second position (the fifth in 2008), behind the European Union. As always, AICIA clients are firms with a strong technological base (even some “spin offs” coming from AICIA´s own activity) situated in priority branches in the strategies proposed by governments for change in the productive model and with innovation leverage as transversal type policy. As well as the “productive” activities, AICIA continues its training schemes with personnel from the work teams and especially with the grant policy which it has had right from the start. there were 573 grant holders, 258 of these carry out work experience in firms organised by the Engineering School; the amount of grants has been over two million Euros with an average of 3,597 Euros per grant. The research grants authorised by the University of Seville are still very popular, there are 30 in all. There are 1,024 people (grant holders, teachers, technicians, administration staff and technical assistants) carrying out the activities of the Association, representing an amount of 7.5 million Euros. Other than research, productive and teaching activities, AICIA continues to contribute to Seville University with monetary transfers and contributions of tangible assets according to the Agreement in vigour. In 2009, tangible assets to the amount of 349,961 Euros have been incorporated to the University, representing a 70% increase with respect to 2008 with 7.33 million Euros accrued at the end of the year. Total transfers made in 2009 reached 826,998 Euros, with an accrued amount of 13.22 million Euros. The monetary result of the activities described can be seen in the Annual Accounts and the Memory of the financial year of 2009 included here and they provide a faithful picture of the economic and financial situation of AICIA in 2009, and also they give an idea of the administrative work inherent to the man-

agement of the Association, efficiently carried out by the Managing Director and his team of collaborators. The accounts are formulated according to that established by the General Accountancy Plan of 1st January 2008 and have been duly audited. Even though the accountancy information is quite clear and self explanatory, I think it is worthwhile here to point out certain aspects. Operating incomes were 14.19 million Euros and expenses were 13.94, decreasing 15.72% with respect to the previous exercise. 85% of the income corresponds to private funds and the rest to public funds. Financial incomes represent only 1% of the total, reaching 155,015 Euros. 41.2% of expenses are for Personnel and 33.98% corresponds to the variation in Reserves. As usual, this variation is influenced by the growth in the debt in favour of the work teams for amounts invoiced but not received, and it is affected by both the billing and by the delays in payment by some clients. AICIA lays the percentage of administration costs on the actual facture which can have an effect on the relation between income and costs corresponding to the administration structure. The total revenue of the AICIA administration was 1,671,244 Euros, part of which was assigned as transfer to Seville University and the Engineering School


according to the signed Agreement, so that 649,785 Euros were strictly administration costs which represent 4.2% of operating expenses. The result of the financial year after expenses was 47.495 Euros which have been incorporated in the stockholders’ equity. With regard to cash flow, the ready money at the end of the year reached 3,015,880, as can be seen in the Balance treasury, 9,661,112 Euros being short term investments, with a 10.84% increase showing the good liquidity of the Association. In the Balance sheet the working assets are 97.44% of the total as corresponds to the active management character of AICIA which transfers inventory material to the University once redeemed and with zero boot value, and the debts account reaches 38% of the total assets. In the liabilities, the Various Creditors account maintained with the Departments is 54% of the total, the Net Worth reaching 486,581 Euros. In March 2010, FEDIT placed AICIA second in the ranking evaluating income for I+D in National contracts, and in third place in relation to productivity on a national level. The Association continues to participate widely and intensely in institu-

tions. It is a member of EARTO, FEDIT and the Cartuja 83 Entrepreneur Circle; Founding Member of RETA, Patron of the Andalusian Industrial Heritage Foundation, the Foundation for Aerospace Development of Andalusia, the Ex-Alumni Association of the Engineering School, the Friends of the Engineering School Foundation and Digital Video Broadcasting Association. AICIA takes an active part in foundations, associations and organisations related to teaching, research and industrial activities whether within Andalusia, National or International. One year more I must express my satisfaction in the progress of the Association, especially in this time of crisis and change in which economic activity has slowed down and waivers in the face of uncertainty. As can be seen in detail in the following pages, the teaching and research objectives are still reached with an efficient administrative structure of quality that in 2009 processed 3,968 invoices and made 24,670 accountancy notes.

The Whys

and Wherefores of AICIA THE “F. DE PAULA ROJAS” ANDALUSIAN ASSOCIATION FOR RESEARCH AND INDUSTRIAL COOPERATION (AICIA) IS A NON PROFIT, PUBLIC SPIRITED RESEARCH ASSOCIATION AIMED AT PROMOTING, GUIDING AND DEVELOPING INDUSTRIAL RESEARCH, PAYING SPECIAL ATTENTION TO PUBLISHING AND DISSEMINATING ITS RESULTS TO BENEFIT THE ADVANCE OF TECHNOLOGY IN ANDALUSIA AND TO COLLABORATE IN IMPROVING THE PROFESSIONAL TRAINING OF ANDALUSIAN ENGINEERS.

/ AICIA, Research and Industrial Cooperation Association of Andalusia, is an organisation offering technology and innovation services to firms. It encourages the competitiveness of its clients and contributes to the development of society by I+D+I activities. AICIA was created in 1982 as the result of an initiative of a group of professors of what was then the Higher Technical Industrial Engineering School of Seville (ETSII), who were aware of the necessity for teachers at this type of centres to experience the reality of industrial companies in order to transmit said reality to their students. They were also aware of the human potential and the capacity of service to industry and society concentrated in the ESII. It’s I+D+I activities are applied to sectors centred on all areas of Engineering, especially in the following sectors:

02/ ALTHOUGH ASSOCIATION ACTIVITIES ARE MAINLY CARRIED OUT IN ANDALUSIA, WITH SPAIN’S INTEGRATION IN EUROPEAN SUPRANATIONAL INSTITUTIONS IT IS INCREASINGLY PARTICIPATING IN BOTH NATIONAL AND INTERNATIONAL PROJECTS.

/ In 2009, AICIA took part in 10 international projects and 91 I+D+I projects, and carried out numerous tests, analyses, studies and consultancies, courses and workshops. Amongst the international projects, various corresponding to the VI and VII Framework Programme of the European Commission and others to the European Space Agency, mainly in the areas of Electronics and Information Technology, Energy and Environment, and Aeronautic Engineering. Amongst the I+D+I projects are those corresponding to the CENIT calls (AICIA is participating in 18 CENIT projects from the 5 calls), 7 special and strategic projects and 8 AVANZA projects, as well as the proposals to the Technological Corporation of Andalusia.

03/ THE HIGHEST GOVERNING BODY OF THE ASSOCIATION IS THE GENERAL ASSEMBLY CONSTITUTED BY THE FOUNDING MEMBERS AND THE NUMBER MEMBERS WHO NOMINATE A PRESIDENT WHO IS THE LEGAL REPRESENTATIVE, AND A MANAGING DIRECTOR.

/ The main functions of the General Assembly are to approve accounts, budget and administration, to designate the General Director, to vet the admission of new number members, to sign cooperation agreements and to modify statutes. The Controlling and Administrative body, delegated by the General Assembly, is the Board of Management, at present composed of the President, six members and the Managing Director. Their functions include preparing and administrating the budget, evaluating proposals for research work, admitting new collaborating members and designating Team Directors.

The management and coordination of scientific-technical activities and of economic-administrative activities of the Association corresponds to the Managing Director. The area of Direction-Management is structured into Work Teams led by team directors named by the Board of Directors. These are in charge of directing the scientific-technical activities and enjoy a degree of autonomy, although they are controlled as to budget and management by the General Director.
