2016 WESTERN SHOWCASE HEIFER FUTURITY RULES The Washington Simmental Association (WSA), in conjunction with consignors to the 2016 Western Showcase Sale (“Sale”), are sponsoring a heifer futurity as a function of the 2016 Sale.  This futurity has the primary objective of providing an added benefit to juniors who wish to purchase female cattle in the Sale.  “Juniors” are defined for the purposes of this futurity in accordance with the AJSA Rules and Regulations for age requirements.  All juniors wishing to compete in this program for registered Simmental heifers must be a member of the Washington State Junior Simmental Association.      The futurity program is open to all juniors.  In order to prohibit insider transactions that might be unfair to other futurity contestants, the heifer must actually be purchased during the auction at the Western Showcase Sale on November 5, 2016, by a junior, his/her “immediate family member,“ or a farm entity that has as its majority owner an “immediate family member.”  Additionally, the heifer must actually be purchased during the auction at the Western Showcase Sale on November 5, 2016, from a person that is not an “immediate family member” of the junior or from a farm entity that does not have the junior’s “immediate family member(s)” as an owner. There is no limit on the number of futurity heifers that a junior may show.  However, any heifer being used for this futurity must be first registered after the Western Harvest Sale in the junior’s name, in the name of the junior’s “immediate family member,” or in the name of a farm entity for which the junior is both an authorized representative AND also an “immediate family member” of the farm’s majority owner(s).  For the purposes of this futurity, “immediate family member” is defined as the prospective futurity contestant’s parent, step-parent, grandparent, step-grandparent, aunt/ uncle, step-aunt/uncle, sibling or step-sibling.  The futurity heifers purchased in the Western Showcase Sale may be kept or sold just like any other cattle that the junior or his/her “immediate family member(s)” owns.  To compete in any other futurities not at issue in these rules, the junior must continue to meet the eligibility requirements of any subsequent or other futurity that may take place.  Juniors are also welcome to consign futurity heifers to the Western Showcase Sale, subject to its sale rules and policies.    These further rules also apply.  First, futurity heifers that did not meet the breeder’s floor price at the Western Showcase Sale will not be able to compete in this futurity program.  Second, any heifers that are not sold in the course of the 2016Western Showcase Sale auction will be ineligible for this futurity program, even if those heifers are sold or resold to a junior member before or after said sale.  The futurity awards for registered Simmental heifers will be paid equal to 100% of the amounts designated by the WSA Board to the futurity for the open heifer futurity division, and 100% of the amounts designated by the WSA board for the bred heifer futurity division.  These amounts will be equal to all money paid by the breeders of all registered Simmental heifers for 2016 Western Showcase Sale consignments that each breeder selected to be futurity eligible, plus funds earned through donations that were earmarked by each donor for the 2016 Simmental heifer futurity.  The awards will be split 50% to first place, 30% to second, and 20% to third in each division.  Futurity awards for all other breeds will be paid equal to 100% of the amounts designated by the committee for the all other breeds futurity.  Those funds will consist of amounts paid by the breeders of all other breeds for 2016 Western Showcase Sale consignments that each such breeder selected to be futurity eligible, plus funds earned through donations that were earmarked by each donor as funds for the 2016 other breeds portion of the Western Showcase Sale heifer futurity. The futurity funds will be paid 50% to first place, 30% to second, and 20% to third in each division of the all other breeds futurity. The 2016 futurity show will be held on Sunday, November 6, 2016, as a special class during the 2016 Western Showcase Jackpot Show.  Futurity eligible heifers bought during the 2015 Western Showcase Sale will be shown and paid in accordance with the rules of the 2015 futurity as announced during the 2015 Western Showcase Sale.  These 2016 futurity rules do not alter or modify the rules established for heifers purchased at the 2015 Western Showcase Sale. If any participant in the futurity wishes to challenge or otherwise dispute his or her result from the futurity or any aspect of these rules, then that person (the “Complainant”) shall submit a written statement outlining the complaint or dispute to the President of the WSA Board.  That complaint or dispute will be resolved by three members of the WSA board.  The three board members must be on the WSA board when the dispute is brought to the WSA board’s attention, and they will be randomly selected by the WSA President by drawing the names of the three WSA board members from a hat.  A majority decision of the three randomly selected WSA board members will be final and binding.  Any WSA Board member who has a conflict of interest with the Complainant, or is actually or appears to be biased for or against the Complainant, should automatically recuse himself or herself from the decision making process and should not have his or her name placed in the hat.  If such a conflict or bias exists and the allegedly conflicted or biased WSA Board member refuses to recuse, then a majority vote from the other WSA Board to remove that Board member from the names in the hat shall be binding on that Board member.
