ABOUT AGC The Associated General Contractors of Ohio is a commercial construction trade association governed and directed by building contractors. It is a full service AGC Chapter chartered by the Associated General Contractors of America, the oldest and largest national commercial construction trade association in the United States. The association has grown from a loose confederation of regional chapters into a prominent statewide association with seven divisions, boasting a membership of numerous general contractors, specialty contractors, suppliers and service providers to the construction industry. Since its establishment in 1970, AGC of Ohio has played a prominent role for commercial contractors. AGC of Ohio and its members strive to improve the industry by promoting fair practices, working with public and private owners to stimulate construction markets, and providing education services—all while upholding the core AGC principles of skill, responsibility and integrity. By offering a common voice for the industry, the opportunity to interact with peers and a vehicle for legislative and regulatory change, AGC of Ohio serves contractors and helps them collectively improve the commercial construction industry in Ohio.

As an electrical contractor, serving as president of AGC of Ohio has been a great privilege. My involvement has benefited my company, and it has helped me grow both personally and professionally. The relationships that I have built with others in the industry through AGC is invaluable. Over the past year, AGC has done much to advocate on behalf of the industry, improve our business and regulatory climate, and bring new people into the construction industry (be sure to visit and check out the employer toolkit). Thank you to the Executive Committee, Board of Directors, and AGC staff for your hard work and dedication. And thanks to all the members who have supported the association and our efforts. Congratulations to Mark Panzica on being elected this year’s president! I look forward to working with Mark and the rest of the Executive Committee and Board as we continue our work to improve this great industry.



Last year, I wrote that no one could anticipate what kind of year Trump’s Presidency would lead to? Except to say that I fully anticipated a wild ride. Unfortunately, it looks like I was a soothsayer! The stock market went on to explode to atmospheric heights, only to now jostle up and down like a child’s yoyo. And it looks like the tumultuous political climate will continue this year – both nationally and in Ohio. Tax reform did finally pass, making many in the business world extremely happy as the corporate rates were slashed. Individuals saw reductions in their respective tax rates, and many received bonuses from their employers. Starting in 2018 for everyone who itemizes on their tax returns, SALT (State and Local Taxes) have been capped at ten thousand dollars ($10,000). High tax states will no doubt be sent reeling as the impact on non-deductibility of these taxes for their constituents could result in whole-scale revamping of their own state tax structures. And investigations galore!!! In Washington D.C. there seems to be an investigation into everyone, by everyone. In the meantime, a crucial mid-term election bears down on whether the Republicans can hold onto their slim majority margin in the U.S. Senate and majority status in the House of Representatives. Stay tuned! In Ohio we also face turmoil and possibly upheaval. All statewide offices are up this year. Governor John Kasich is termlimited. There is a lengthy cast of candidates hoping to succeed him. At this writing, the Republican leadership team of sitting Ohio Attorney General, Mike DeWine and his running mate, sitting Ohio Secretary of State, Jon Husted, anchor the GOP side and are polling favorably for the Governor’s office, more favorably than current Lt. Governor Mary Taylor. The Democratic Party has a real slugfest going, which features Obama selected CFPB Leader (Consumer Financial Protection Bureau), Richard Cordray (also a former Ohio Attorney General), and former Congressman/Cleveland Mayor Dennis Kucinich. Leading in to the May primary, Cordray maintains a slight lead in the polls. Ohio also has seen in April the resignation of the Speaker of the Ohio House of Representatives, Cliff Rosenberger, for questionable travel and expense related issues. How deep the ethical breeches go and what impact this will hold for the fall elections are questionable. And the wild ride continues… 4



AGC continues to advocate in the best interests of our membership in the construction industry. We are at the forefront of legislative advocacy, push for fair contracting practices, and support a safe, livable working wage. We offer investment into our workplace through the educational and safety programs offered by AGC. Our operating Divisions in the state offer seamless assistance to our contractor members through collective bargaining, governmental representation and countless items that our done-on behalf of our industry. What AGC provides for are services that impact all of people on all levels. AGC of Ohio offers a scholarship program for future construction employees, regardless of the specific construction classification they are seeking. These scholarships are for Ohio students seeking training and education in our many, varied skill applications. Thousands of dollars are awarded to deserving students annually. AGC of Ohio has done this for a number of years and have seen the direct impact these funds have on a young person’s life. AGC of Ohio has also recognized that it needs to invest in the development of our future workforce. We have taken positive, proactive measures to develop workforce awareness and career opportunities for our youth to get them exposed to all facets of what the construction industry has to offer. AGC of Ohio, with our operating partner – the Ohio Contractors Association (AGC of America Chartered Highway/Heavy Trade Association) and our operating Divisions, are proud to be a leader in this effort. As our AGC of America Charted Chapter continues to look to the future for our industry, we will be looking at our own internal focus and will be developing a long range/strategic plan to help guide our collective actions for years to come. As the 2017 AGC President, Mark Muter passed the baton to me at our recent convention, I want to say that I am humbled by all the organization has accomplished in the past and I am extremetly excited about the opportunities of the future. What is AGC ACTION? AGC Action is the nonpartisan political action committee (PAC) sponsored by AGC of Ohio. AGC Action pools personal, voluntary financial contributions from individuals in the construction industry. The contributions are used to support Ohio legislators and statewide elected officials who, regardless of party affiliation, understand the construction industry and the specific needs, interests and concerns of AGC member companies and their employees. What does AGC do around the Statehouse? AGC of Ohio pushes for legislation and rules that would improve the commercial building industry and tries to prevent or change those that would hurt contractors and their employees. Issues that AGC of Ohio regularly deals with include public and private construction requirements, workforce development and training, workers’ compensation, economic development, safety, taxation, preference programs, building codes, unemployment compensation, etc. Why Is PAC important? A healthy PAC is an essential tool for AGC of Ohio to maintain a strong presence around the Statehouse. Ohio law does not allow for corporate contributions to political campaigns; therefore, AGC cannot use association monies or dues for political events and fundraisers. AGC instead uses AGC ACTION funds that come from contractors’ personal contributions. PAC allows AGC staff to attend fundraisers to show support for lawmakers that are willing to take the time to understand AGC’s issues and appreciate our concerns. And, even though AGC may not give directly to certain legislators, when they see AGC at caucus events or another lawmaker’s fundraiser, they are more inclined to listen to AGC’s concerns. A healthy PAC helps afford AGC access, thus allowing AGC the opportunity to better influence legislators on matters related to the construction industry.

The Central Ohio AGC has served the commercial construction industry throughout 14 Central Ohio counties since 1937. Its membership is comprised of both union and open shop general contractors, subcontractors, and service providers. Allied Construction Industries (ACI) is a non-profit trade association comprised of 500 member companies who employ more than 25,000 individuals throughout Greater Cincinnati, Northern Kentucky, and Southeastern Indiana. West Central Ohio AGC provides its members with the necessary tools to be at the leading edge of the construction industry. Its membership is comprised of the top general and specialty contractors in 15 counties around the Dayton/Lima area. In support of the members, West Central Ohio AGC plays an active role in economic development, apprenticeship recruitment, education, safety, labor relations, and more.

The Builders Association represents approximately 150 employers in all types of construction and allied fields. Its members are the major employers of approximately 7,000 building tradesmen in Mahoning, Trumbull and Columbiana Counties in Ohio and in Lawrence and Mercer Counties in Pennsylvania. Created in 1970, the association negotiates 17 building trade agreements, and offers numerous other services to its members. The Builders Association houses the Youngstown Division, AGC.

The Build Ohio Committee provides guidance and makes recommendations for the Build Ohio event and awards program.


The AGC Education Foundation & Workforce Development Committee develops and implements initiatives that promote a positive image of the industry and construction as a career investing in the current workforce. The committee administers and guides the AGC of Ohio Education Foundation scholarship program. Committee members have the oppor-tunity to serve on the Scholarship Selection Panel.


The Equal Employment Opportunity/Disadvantaged Business Enterprise (EEO /DBE) Committee acts as the association’s monitor of equal employment opportunity and disadvantaged business enterprise issues at the state level, and advises the Board of Directors on issues in this area. This committee meets periodically with administrators or the state’s Equal Opportunity Center to discuss AGC’s issues and concerns, and works with other construction associations on EEO/DBE matters.


The Project Delivery Systems Committee deals with issues related to methods of construction, and advise the Board of Directors on these issues. It works with state officials on construction documents and contracting issues and with other construction associations on issues of mutual concern. It also provides input on legislative issues related to construction delivery systems.

The Legislative Committee monitors state legislative and administrative activity, and advises the Board of Directors on these activities. Working with other construction associations, the committee also helps formulate association positions on issues and propose legislation.


Membership is divided into the following classifications:

A general contractor member is any individual, firm or corporation by agreement with another party undertakes to execute work of construction in its entirety and at least in part with his or her own construction forces. This includes traditional general contractors, as well as construction managers and design-build firms.

The Safety Committee works with safety issues that affect the construction industry and advises the Board of Directors on these issues. Meetings include a roundtable discussion about a variety of safety topics and issues, as well as some sort of educational program geared toward safety professionals.


Specialty contractors are considered Associate Members. They are individuals, firms or corporations whose activities are directly related to the construction industry, who have mutual labor-management problems, and who employ personnel directly connected with the construction industry.

AGC of Ohio has a comprehensive governmental affairs program coordinated through the AGC of Ohio Board of Directors and the committee structure. AGC of Ohio lobbies and educates the state legislature and other elected officials about business and construction-related issues, either alone or in conjunction with other interested parties, and works with state agencies on issues of concern to AGC of Ohio members. The association also raises money through its PAC, AGC of Ohio Action, to assist legislators and candidates for statewide office who support commercial contractors and the commercial building industry.

AGC of Ohio publishes three electronic newsletters regularly: Building Ohio , Safety Update and Government Affairs Update. Building Ohio covers AGC of Ohio and member news, AGC of America information and other matters of interest to commercial contractors. Safety Update informs members of safety-related news, including OSHA regulatory and enforcement activities, construction safety tips and advice, equipment recalls, and AGC of Ohio safety meetings and event notices. Government Affairs Update provides information about AGC of Ohio’s advocacy efforts and government-related issues of interest to the commercial building industry.


The printed Build Ohio Preview recognizes the efforts of Ohio contractors and those entered in AGC of Ohio’s Build Ohio awards competition. AGC also publishes a Membership Directory & Resource Guide annually.

Two safety awards programs are held annually to recognize contractors’ safety efforts. The Construction Safety Excellence Awards recognizes contractors for their overall safety program; and the National AGC Safety Awards program awards Certificates of Commendation for low incidence rates.

In addition, the AGC of Ohio website,, is an informational resource for industry issues and news, as well as AGC of Ohio efforts, programs and events. AGC of Ohio also sends informative bulletins and updates on a variety of construction-related topics.

AGC of Ohio’s Pinnacle Award for Lifetime Achievement distinguishes those that remain active in AGC of Ohio long after serving a direct leadership role. Only three have been presented to date.



AGC of Ohio’s Safety Committee provides advocacy on safety and workers’ compensation-related issues, networking opportunities and educational programs for construction safety professionals.

Schmitt, chairman of Lincoln Construction (Columbus), has been involved in the AGC of Ohio for 35 years. He is a past president of the association, and was chair of its Legislative Committee Chair for many years. He also served over 15 years as the contractor member on the Ohio Board of Building Stadards. His company was one of the first to sponsor a scholarship for students pursuing construction careers under the auspices of the AGC of Ohio Education Foundation.



WORKFORCE DEVELOPMENT WORKFORCE DEVELOPMENT AGC OF OHIO EDUCATION FOUNDATION SCHOLARSHIP PROGRAM The Associated General Contractors of Ohio Education Foundation awards scholarships annually to outstanding students pursuing a career in the construction industry. The Scholarship Fund is managed by the AGC of Ohio Education Foundation, a 501c3 nonprofit corporation established in 1999. The first scholarships were awarded in 2000. AGC of Ohio, affiliated companies and divisions fund the scholarships in their name with a one-time $20,000 donation to the Foundation. A panel of construction professionals selects the scholarship recipients based on their cumulative grade point average, work experience, extra-curricular activities and achievements, financial need, and an essay. Currently, AGC of Ohio awards seven scholarships annually. In addition, the Education Foundation administers scholarships sponsored by the following AGC affiliated individuals and organizations: Akron AGC, AGC of Northwest Ohio, Baker Concrete Construction, Central Ohio AGC (2), Cleveland AGC, The Timothy P.
