This year, AGC made meaningful progress across multiple fronts, from convening a critical mental health initiative to expanding our CHASE partnerships and deepening member engagement through powerful events and new tools. These efforts are shaping a safer, smarter, and more resilient construction industry.

In addition to launching new initiatives, AGC itself underwent a remodel in 2025, with the office being fully renovated to better serve all members.

2025 MINNESOTA CONSTRUCTION SUMMIT

As the premier gathering of Minnesota’s construction industry, the 2025 Construction Summit drew over 400 professionals for two dynamic days of learning, inspiration, and connection. Attendees explored timely industry-specific education, engaged with innovative exhibitors, and strengthened their networks across sectors. Keynote speakers Jason Kunz, Sven Sundgaard, and Mark Seeley delivered thoughtprovoking presentations that resonated deeply, leaving participants energized and eager for what’s next.

AGC HONORS: RECOGNIZING GREATNESS

In February we gathered to honor the achievements of individuals and companies across several categories of awards.

Brian J. Mathiowetz (The Mathiowetz Construction Company) received the 2024 Lifetime Achievement Award honoring his legacy of service and excellence in the industry. John Hass (Veit & Company) received the 2024 SkillResponsibility-Integrity (SRI) Award, due in part to the many months he spent tirelessly getting AGC’s Worker Safety & Underground Utility Bill signed into law, and his leadership of the Utility Infrastructure Division.

Danny’s Construction Company, PCL Construction, and Adolfson & Peterson Construction received the Jeff Jensen Memorial Construction Safety Excellence Awards in their respective divisions based on work hours.

Lunda Construction, Valley Paving , Donlar Construction, JE Dunn Construction, ArchKey Solutions/Parsons Electric , and Goodwill Easter Seals Minnesota were the 2024 DEI Impact Champions, with Moltron Builders Inc. receiving the Diverse Business of the Year Award and Elizabeth Campbell (Ryan Companies, US) receiving the Ally of the Year Award.

Two legislative awards were given: Rep. Larry Kraft received the 2024 Legislator of the Year Award for his unwavering support and authorship of the Worker Safety & Underground Utility Bill, and Rep. Frank Hornstein received the 2024 Legislative Award of Distinction for his career of tireless effort, particularly in the realm of transportation.

Redstone Construction and Lunda Construction were honored with joint MnDOT/AGC Bridge Awards, for their bridges in St. Cloud (Redstone), Shakopee (Lunda) and Red Wing (Lunda).

AGC delivered meaningful wins for Minnesota’s construction industry during the 2025 legislative sessions, helping secure policies and investments that support jobs, infrastructure, and long-term growth.

• A $700 million bonding bill addressing critical needs such as roads, bridges, water and wastewater systems, asset preservation, and housing

• Forward-looking revenue streams for transportation on electric vehicles

• Enhancements to work zone safety education and a retail delivery fee exemption for road construction materials

• Environmental permitting reform

• Mental health initiatives for the construction industry

• Compromise legislation on data centers regulations

• Clarifications for lobbyist registration thresholds for construction professionals and expert witnesses

• Defending previous investments in infrastructure

• Biennium funding to keep essential government agencies — including the Department of Labor and Industry, MnDOT, and others vital to our industry — fully operational and supporting project delivery.

REMEMBERING MELISSA HORTMAN

On June 14th, 2025, the Minnesota legislative community suffered an unimaginable loss. In a heartbreaking act of politically-motivated violence, Representative Melissa Hortman and her husband Mark were tragically assassinated, and Senator John Hoffman and his wife Yvette were attacked and badly injured. As we reflect on a year of progress and policy, we also pause to honor a remarkable leader whose life and work left an indelible impact on our industry and our hearts.

AGC CEO Tim Worke wrote the following in the wake of the Hortmans' assassination:

Melissa Hortman was truly the best of us. A visionary and dedicated policy maker who carried a passion to make the world better for all. Compassionate, smart, kind and empathetic, she was a shining star who I, and the entire AGC Advocacy Team, was fortunate to know well. Both Melissa and Senator Hoffman have always been construction industry champions who understood that construction is fundamental to creating the spaces and opportunities that directly improve society and change lives. While we grieve the loss of our friend Melissa along with her husband Mark, and pray for strength and healing for John, Yvette, and Hope Hoffman, we are comforted knowing she will forever be held close in our memories helping to channel our grief into positive action. We pledge our support for civility, goodness and decency and further hold to account the evil impurity of words (and now actions) that dominates current political speech and degrades our collective humanity.

SAFETY SERVICES

AGC continues to lead the way in cultivating a culture of safety across the industry. In 2025, we saw strong engagement, innovative tools, and collaborative efforts that demonstrate our collective commitment to sending every worker home safely.

Contractors participated in the CHASE program

CHASE PARTNERSHIP PROGRAM GROWTH

This year, 59 contractors participated in the CHASE program—continuing to raise the bar for jobsite safety performance. Participating contractors reported they are operating 62% safer than the industry average, showcasing the tangible benefits of a proactive safety culture.

PARTNERSHIP PROJECTS

AGC partnered with MNOSHA and contractors on 25 total projects, including 19 building and 6 heavy highway/specialty projects. These partnerships reflect AGC's ongoing mission to foster collaboration between contractors and MNOSHA to promote best practices and effective risk mitigation.

SAFETY ALLIANCE FORUMS

In 2025, we hosted 8 Safety Alliance Forums on a variety of pressing industry topics. These forums brought together 352 attendees—an average of 44 per session—for knowledge sharing, best practices, and expert-led discussions designed to strengthen member safety programs.

NEW CULTURE ASSESSMENT TOOL

The CHASE Committee introduced a new Culture Assessment tool, now being incorporated into contractor qualification processes. The assessment features 10 key categories, including:

• Management & Leadership Involvement

• Roles & Responsibilities

• Training & Education Programs

• Continual Improvement

Completed subjectively by company safety professionals, the tool helps measure cultural maturity, and identify areas for improvement. It’s another tool contractors can use to assess how proactively they’re mitigating risk.

MENTORING PROGRAM

2025 marked the first full year of our safety mentoring program. While still in early stages, initial feedback indicates valuable learning and support opportunities. AGC is gathering input from participants to guide program enhancements in the coming year.

LABOR & LEGAL

AGC’s Labor & Legal Group had a busy and productive year advocating for members across the construction industry.

In 2025, AGC’s Labor & Legal Group successfully negotiated and settled twelve collective bargaining agreements covering the majority of commercial agreements with the basic trade unions, along with a Ready Mixed agreement with the Teamsters.

Minnesota Paid Leave

One of the year’s most significant accomplishments was working with the trade partners to find ways to make the new Minnesota Paid Leave law work more appropriate for construction union workers and the multi-employer funds. This was a significant undertaking that required creativity, trust, and strong partnership. Notably, the unions and AGC reached common ground because it was the right thing for the industry.

Two Critical Disputes Involving Bid Risk and Fairness

AGC’s Labor & Legal Group also intervened in two important disputes regarding how risks are allocated during bidding. In one case, AGC filed an amicus brief with the Minnesota Court of Appeals defending the Spearin

Doctrine which protects contractors from assuming untold risks when the owner supplies key information on the project, and, in the other case, wrote a legal missive on a city’s misuse of incorporating design elements into its RFP contrary to Minnesota law and without providing contractors with sufficient notice, time, or resources to analyze the job properly.

Keeping Members Up to Speed with Changes

Throughout the year, AGC continued to keep members informed and prepared as labor and legal requirements evolved. Labor negotiations seminars, mini-summits, and presentations to the HR Forum and In-House Counsel Forum remained well attended, delivering timely, practical guidance members can put to work immediately.

The improved platform for members to access construction contracts and labor forms (to become signatory and assign bargaining authority) saw marked growth in 2025. Initially launched in 2024, the new website became an indispensible tool for members who need to push the easy button.

The platform hosts both form construction contracts and labor forms to assign bargaining authority or sign To-Be-Bound forms. The website, AGCMNcontracts.com , is dependable, easy to use, and makes updates to contracts easy to broadly implement.

ORGANIZATIONAL WELLBEING & CULTURE

In 2025, AGC continued to expand its commitment to mental health and suicide prevention.

AGC continued to expand its commitment to mental health and suicide prevention across the construction industry in 2025, reaching members, students, and industry partners through meaningful education and practical training.

Through the VitalCog in Construction “Gatekeeper” Certification Training, 18 member firms participated, resulting in 38 certified Gatekeepers equipped to recognize warning signs, start conversations, and connect individuals to help when it matters most.

In addition to Gatekeeper certification, AGC delivered Mental Health and Suicide Prevention

overview training at safety days, construction management classes, and leadership sessions. These sessions reached more than 500 attendees across six member firms, along with 60+ students at Minnesota State University, Mankato, and 17 participants from industry partner networks. Together, these trainings helped normalize conversations around mental health while reinforcing that support and resources are available at every level of the industry.

AGC also took an important next step in strengthening its mental wellbeing offerings. In July, Yolanda McIntosh became certified to

facilitate VitalCog in Construction Postvention training, allowing AGC to support members not only in prevention, but also in the difficult moments that can follow a loss. Postvention training can be offered as a standalone session or as an extension of the VitalCog Suicide Prevention in Construction training and includes a 30–45-minute facilitated program along with a Postvention Guidebook for participants.

Designed to help managers and employees navigate the emotional and practical challenges following the death of a colleague by suicide, Postvention training provides guidance, reduces stigma, and promotes healing and resilience in the workplace. By expanding education, building internal capacity, and addressing mental health from multiple angles, AGC continues to support safer, healthier jobsites and stronger communities.

THE MINNESOTA CONSTRUCTION MENTAL HEALTH ALLIANCE

Industry Leaders United for Workforce Wellbeing

The Minnesota Construction Mental Health Alliance (MCMHA) brings together contractors, union representatives, project owners, and industry executives around a shared belief: mental health is a vital component of jobsite safety. True safety extends beyond harnesses and hard hats—it includes the emotional and psychological wellbeing of every worker. The future of our industry depends on both.

In September 2025, a groundbreaking event in Rochester convened stakeholders from across the construction spectrum for an honest and urgent dialogue on mental health and suicide prevention. This historic gathering marked a pivotal step toward a unified industry response and lasting cultural change.

The work is far from over. AGC of Minnesota remains deeply committed to moving the conversation beyond awareness and into action— championing systemic improvements that make mental health support a visible, accessible, and normalized part of every jobsite.

PROFESSIONAL DEVELOPMENT

2025 marked a milestone year for AGC of Minnesota’s leadership initiatives.

Under the leadership of Jenny Moore, Director of Professional Development and Outreach , AGC celebrated the first Building Leaders cohort to successfully complete the program. Across Leadership Blueprint , Building Leaders , and Executive Circle, more than 50 participants graduated in 2025, representing 32 member companies and over 2,000 hours of leadership training delivered.

To date, more than 225 construction professionals have advanced through AGC’s leadership development programs, gaining the skills, confidence, and perspective needed to lead teams and strengthen Minnesota’s construction industry for years to come.

SCHOLARSHIPS AND THE FUTURE OF GIVING

Investing in education remains at the heart of the Foundation’s mission. In 2025, the Foundation awarded $41,000 in scholarships to 23 post-secondary students pursuing careers in construction. This year also marked the creation of the Kraft Endowment Fund , a first-of-itskind partnership with the Kraft family, laying the groundwork for future investments from members, organizations, and industry partners.

The AGC of Minnesota Student Chapters experienced exceptional growth this year, expanding from three to five active student chapters. We proudly celebrated MSU–Mankato’s 50th anniversary as the oldest AGC student chapter in Minnesota and welcomed both the University of Minnesota and St. Cloud State University as new chapters. These partnerships ensure the next generation of builders is connected, supported, and inspired.

From sold-out signature events to meaningful, year-round networking opportunities, AGC’s 2025 Events & Networking calendar delivered outstanding value and connection for our members. The 2025 AGC Golf Tournament was a sold-out success, featuring more hole sponsors than ever before and a full day of camaraderie on the course. Members also enjoyed a fantastic day at the Saints baseball game, making memories with colleagues while cheering on the home team, and wrapped up the year in style at a fabulous Holiday Reception.

Beyond our marquee events, AGC hosted quarterly member networking receptions, creating consistent opportunities for members to connect, collaborate, and strengthen relationships across the industry. The Summer Mini Summit provided timely, expert insight from agency directors and member attorneys, covering critical topics such as Minnesota Paid Leave, ESST, worker misclassification, wage theft, Taft-Hartley funds, and more. Together, these events reinforced AGC’s commitment to bringing members together, sharing knowledge, and building a stronger construction community — all while having a great time along the way.
