Afghanistan Today

Afghan-UK Bridge wishes Afghanistan a Happy Independence Day. Afghanistan gained full Independence in 1919 from the British Government and since then both countries have kept a close amicable relationship. Full support has been shown in the Fight Against the Taliban and all other forms of extremism and the British Government remains a close ally for better and for worst. This Magazine celebrates this stupendous partnership with the publication of articles promoting the International Trade between citizens of both countries. Help us celebrate this Partnership by subscribing to our Magazine and following us on Twitter. We are releasing our September issue in August to mark the Celebrations taking place this 19th of August and because of changes taking place in our London Office. From September, our Magazine will be available only via subscription and we are bringing on board journalists in Afghanistan so we can better serve the Business Community in the United Kingdom. Afghan-UK Bridge team will oversee the editorial of the Magazine. Was a pleasure to start Afghan UK Bridge Magazine and I wish you all the best.

Stay Tuned.

Breaking into the International Supply Chain Without Breaking Your Legs. Get money! Trading internationally does not have to come as a push that might well result in injuries for you and your business. If you are an Entrepreneur looking for opportunities and with a great sixth sense to detect where is the money than International Expansion is the most lucrative option for you. Looking for that opportunity and taking risks are part of a well-structured expansion strategy that you know will place you ahead of the game and bring you well-earned profit. If you don’t know you should know so Afghanistan-UK Bridge will break it down for you so you can step ahead of the game. On our last issue, we listed a check list with the main things you should look for before tendering abroad. Business Registration, Taxation Identification, Licence to Trade and to answer Calls to Tender, Registration in the main Procurement Databases were just a few, but important points we called the attention to. Aside the formal aspect of breaking into the International Supply Chain ,which we illustrated in our Case study of Mr A wanting to move back to Tunisia with his five grandchildren, you have to substantiate your Business capacity to answer tenders abroad by in one hand diversifying your field of expertise and on the other by building an accurate database of data that will set your Business ahead of possible contingencies and incidents that might result in profit loss or might be a result of not having direct contracts awarded to your Company. If you decide you want to supply Labourers to Government projects in countries like Angola you are not preparing a business plan just for the Local Angolan Governments, you must prepare a business plan against your potential competitors and against your own inadequacies to fill the contract. Say you are elaborating a plan to answer a call to fill a contract to build a local school in Luanda. You have to include in your Business a Plan B where you elaborate how you can outtake the competition. You can identify your competitors by Business name or country profile of companies who tend to win contracts in that province. The Regulations to ensure transparency in the award of contracts are laid out in plain language but sometimes Contractors are forced to complain and appeal against unfair discrimination in the attribution of contracts. Politicians are not allowed to show privilege when answering Calls to tender – not even in favour of donor countries. The Government of the Islamic Republic of Afghanistan have published a series of reports in the past years outlining the Governmental measures that are now in place to ensure zero level of tolerance for corruption, mismanagement of funds and lack of transparency in the award of contracts. One example of such reports is the RECCA (Regional Economic Cooperation Conference on Afghanistan) report presented on the 20th of October 2017 in the Ministry of Foreign Affairs, Kabul. What I learned from attending International Conferences and Summits is that Corruption and Mismanagement of Funds is an endemic problem of the world and there is no worst and no better but fortunately there is an extraordinary will from the International Community and the private sector to work with Governments to eradicate this disease. I had the pleasure of attending a Lecture by John Burbidge-King (Interchange Solutions Ltd) on ‘Energy and Business Ethics’ presented at Coventry University during the Global Energy Summit that took place on the 26th of July 2017. To my surprise ‘80% of cases of corruption being prosecuted relates to sub-contractors’. The speaker went on to present us with the risks associated with this type of Corruption. Sadly, enough activities associated with the criminal risk include slavery, women trafficking, extortion and denial of service. The anti-corruption battle front is strong and is issuing with effective legislative measures and tools to fight corruption. If you feel that your Business can benefit from these tools I advise you to learn from Interchange Solutions on how to implement ISO37001. Businesses like Microsoft have implemented this tool and so far, has proven successful. Interchange Solutions are based on 88 Wood Street, EC2V7RS and their contact number is 02037454995.

Beside formal and substantial aspects of Procurement Businesses you are faced with choices as to whether keep as a solid specialised supplier Company or to maximise your Company resources and enrol in brokerage fulfilments. This latter option must be backed up with appropriate insurance and contracts that reflect your business model and how well you know the country and the suppliers you are willing to sign a partnership with. This takes us to other point in our list which is Accurate Business review based on accurate latest data. What are the best Financial Services Reviews and Business Performance Data and Reviews for countries like Afghanistan? I will make a point of caution here. In the West, we are much settled in a diverse financial universe where supply chain, especially financial supply chain methods are constantly updated to meet the increasing demands for speed and transparency by customers who count minutes by the second. This is the natural order of a business environment where only the smart and fast survive. However, in other countries that experienced severe political and military turmoil things fast methods of purchase and of financial transactions might be viewed by the Government with suspicion or might be frustrated by the lack of transport infrastructure and of nationwide delivery of basic financial services. Aside this national and regional disparity you also must be understanding towards the fact that certain provinces in Afghanistan hold special trade relationships with surrounding countries that are based on cultural ties, geographical proximity and mainly political trust because the leaders of the province studied in that neighbouring country universities. UK Business mentality must change! These are aspects that Businesses from the UK must look at as positive rather than detractors into venturing in that market. For example, instead of relying in Business reviews from institutions on the other side of the ocean the best way to go about in this type of scenarios is to network by proximity and to obtain your Business review from traditional established Financial institutions in Asia, not in the UK or the US. Yes, the basic step is to study the latest financial supply chain investments by the World Bank and the Afghanistan Government but when it comes to reviewing that specific Business and Bank in loco you must start with reviews provided by Banks in Iran, Saudi Arabia, Kuwait and India followed by data by exporters and importers. This ground work has a value per se and can work as an indicator therefore you keep it secret – a valuable advantage! This indicator will further substantiate your ground. Once you establish a business network with the Financial institutions in Afghanistan neighbouring countries take advantage of the financial services and advice available to expand your business. I would underline here the need to use common sense e.g. why buy from local producers when you can buy from local exporters funded by Credit Agencies as the Export Guarantee Fund of Iran? What do Provinces Need? How to Break into their Markets and which strategy will land you more money? The National Rural Access Program (NRAP) was established by the Afghanistan Ministry of Finance to develop the Rural Provinces based on three core principles: connectivity, quality and sustainability. The calls to tender published by the Ministry of Finance reflect these principles and their commitment to develop the country at the provincial level. Breaking into the provincial markets does not have to be done in a medieval way to exploit rural products in a capitalist way. The advantages of Afghanistan provinces are their climate, their fauna and resources to build easy houses and holiday inns. Afghan-UK Bridge believes in the Business potential of the Real Estate sector in Afghanistan and promotes the view that rural provinces can be capitalized as touristic points and spiritual getaways. We already introduced you to the Basic Steps to registering Property in Afghanistan. We used as source the World Bank ‘Doing Business’ Guide. Next, we will bring you the latest on Financial Services and Real Estate Current Opportunities in Afghanistan.

Banking Services: Which Banks offer you the Best Services to Conquer Afghanistan Market? Banking services are vital for our businesses. Even more so when our trade operations involve multiple financial transactions, commodities, storage of goods and expansion into new markets. The ideal is that the Banking services that cater for your business can provide you with insurance, trade guarantee, export credit and micro loans that will keep you going when a few deals – because some or many will – go wrong and you end up with little or no profit. However, the reality is quite different for many startups and small-medium-businesses because they don’t project accurately the extent of their trading network and how they will eventually have to break into new markets overnight to sell stocked up products, rebranded services or simply switch suppliers. Paper Directories like the Global Trade Review Directory 2016-17 sponsored by Deutsche Bank are not inclusive and leave out many Financial Institutions that are there for the Customer and most importantly are in Afghanistan operating at the highest International quality standards. Industrial Commercial Chambers resources are vital but the competitive edge Businesses are living in these days mean that partnership and businesses networks must be 10% public (needs only) and 90% secret (not sharable during Business Partnerships or Business Chamber Events). How to draw the line then? In Our Last Issue, we advised you to open a bank account with a Bank that can offer you the basic services of International Trade Finance, Insurance and Legal Coverage: credit and loans, management of assets, letters of credit, equities, guarantees, project risk assessment, financing of invoices and commodities, cloud or finance management platform (contracts, digital documents, etc.). In this Issue, we will introduce you to two National Afghanistan Banks and Financial Services that can bridge the gap. We will end up with remitting you to key sources of Legal Financial Provisions as set by the Afghanistan Parliament.

Afghanistan is comprised of 34 Provinces and yet does not even have 10 National Banks operation nationwide in the country without the assistance of subsidiary banks. This is a very good business opportunity for FinTechs trying to break into the country financial market. Financial Technology Businesses in developing countries rely more on mobile or telephone communications than internet. Afghanistan Banks are not fully Islamic or providing 100% Islamic products but the country is Islamic so bear this in mind. Islamic Banking Regulations are quite easy to abide and their simplistic way of elaborating transactions and guarantees are another advantage of the incipient Fintech market in Afghanistan. We start with the International Multi Award Winner, Azizi Bank. This Bank is quite accessible with great customer service for who is calling from abroad. This Financial institution is technology innovation oriented and is constantly looking for new ways of expanding to new provinces either by subsidiary Bank affiliation or tech innovation. The Correspondent Network list include banks in India, China and strategic easy sea access points in Europe like Italy. If you are shipping goods from Afghanistan that change hands in Europe and meet several distributors then I would recommend you working with this Bank. If you are concerned with services for Global Expansion as lending and other trade forms of credit we would say that Afghanistan International Bank is a Bank that should be on the top of your list. Their services are of easy access and include distance support, online chat and loan application forms available through their website. We conclude by demystifying the myth that Afghanistan is not a country with favorable Financial regulations to invest or launch startups. The Islamic Republic of Afghanistan has worked incessantly to attract innovation and investment into the country and that effort is well materialized in the services provided by the Afghanistan Investment Support Agency. This Agency provides Legal information and support to Businesses wanting to open a Business or invest in Afghanistan. If you are looking to acquire large plots of land in Afghanistan for industrial purpose you are definitely better off if you use their services. The Agency is a 100% complete and accurate source of Financial Regulation and Incentives available. Diplomacy Aside: Who is Who in the Diplomatic Scene? This month Afghan-UK Bridge nominated one top Afghan Diplomatic Representative as a Personality that if you don’t know you should know about. If you are planning to conquer Afghanistan market make sure to know equally well what is on in the Business and Commerce scene in surrounding countries. Your business network is not in pubs, bars and parties but in established connections with Diplomatic Bodies and Commerce Chambers. As such this September, we nominated Iran Ambassador as the most important personality of Afghanistan Diplomatic scene.

H.E. Dr. Nasir Ahmad Noor is the serving Ambassador for Afghanistan in Iran. The country is very popular among Afghanistan business people, students and migrant working families. Is so popular that the country has two Consulates, one in Zahedan and the other in Mashhad. The Embassy is in Tehran. The biggest resource of Iran for Entrepreneurs in the UK looking to make business in Afghanistan is Afghanistan migrant population. Afghanistan youngest generation born in Iran has been excluded from education and the labor market because of Iran’s lack of resources and Afghanistan lack of Consular support (the country itself had little International support during the most difficult years of war against Russia and Ben Laden’s Al Qaeda national branded product ‘Taliban’). If you are looking to produce or invest in the transformative industry you have a tremendous human asset constituted of young jobless men despaired to be trained, employed or given an opportunity to meet ends meet. They are bilingual, family oriented and most registered in Zahedan and Mashhad Consulates.

The country is infested with drug addiction hubs and drugs are sold cheaply to vulnerable women so we urge Entrepreneurs abroad to take the opportunity of potential cheap labor available in Iran to promote artisan transformative industries or the establishment of local call centers catering for International Businesses in Afghanistan and Iran. Iran financial market is the real deal! As you might well know Afghanistan Stock Exchange is not running yet. The country is still recovering from years of violence, the Taliban is proving relentlessly stubborn and Terrorism is still a threat that the country faces to a higher degree than us here in the United Kingdom. Iran is the best option to consider when it comes to making your company available in the stock market and bringing capital in to maximize your potential. If you are ready to inject capital from yourself and from rich investors please contact Tehran Stock Exchange and start the process of having your Company listed in their stock exchange.
