The President of the Institution of Engineers, Malaysia (IEM) Ir. Tan Yean Chin led a delegation of 22 committees to attend the ASEAN Federation of Engineering Organisations (AFEO) midterm meeting in Hanoi, from 24th – 26th of May 2016.

WELCOMING RECEPTION (24TH MAY 2016) The Welcoming Reception, held a day before the member, allowed more than 60 delegates from ASEAN to meet, network and get know each other. It was very well attended with plenty of Vietnamese food and drinks to go along with it. The President of VUSTA, Mr. Dang Vu Minh, mentioned in his welcoming speech that the AFEO Midterm Meeting would provide a platform to discuss ideas, experiences and problems of common interest amongst national engineering organization. The AFEO Chairman PTC President, Engr. Fred Monosada addressed in his keynote speech that AFEO covering essential issues such AFEO Heads of Delegates and the Staff of VUSTA as engineering Secretariat e d u c a t i o n , energy, transportation, environment, and natural disaster risk management. ASEAN engineering countries should generate and maintain mutually beneficial relationship and cooperation with regional and international organisations with similar goals and objectives. The Conferment of Certifications and Medals to registered Vietnamese ASEAN Engineers marked the new progress of 2

VUSTA. The Welcoming Ceremony was then followed by Vietnamese cultural, art and music performance. The dinner has provided a unique opportunity for ASEAN delegates to network with friends from industry and government.

AFEO MIDTERM MEETING (25TH - 26TH MAY 2016) The ASEAN Federation of Engineering Organisations (AFEO) is formed by 10 ASEAN member organisations. At the AFEO midterm meeting, there presentatives and engineering leaders of the Southeast Asian nations discussed progress made towards achieving via wider networking and strategic alliances within the ASEAN engineering community. The AFEO Governing Board, Women Engineers, Engineering Education, Young Engineers and Working Groups held its meetings to look into various issues affecting the ASEAN countries, including Smart Sustainable Cities, Disaster, Mobility of Engineers Forum, Energy and Environmental Engineering Work Group. During the Midterm Meeting, Transportation and Logistic Workshop mentioned on the compilation of Road Safety Dr Boh Jaw Woei of IES chairing the Engineering Manual of Education Work Group ASEAN. Ir. Noor Fardila from MIROS proposed joint collaboration between MIROS and AFEO. The Chairman of Engineering Education & Capacity Building Workgroup discussed on the formulation of guidelines for the implementation of CPD for AER registration. PII from Environmental Engineering Workgroup suggested on best practices in mitigation haze problem to be adopted in the countries of AFEO member organisations. Members were interested to learn on waste management from Singapore, Malaysia and Thailand such as on what products can be recovered from the waste. EIT of The Disaster Workgroup planned to host a seminar from AER NEWSLETTER • July - December 2016

24th-25th August 2016, on “Disaster Mitigation Technologies” for the Member Organisation. The issues on haze, flash, flood earthquake and the sudden drought have also been discussed, especially on the reconstruction of Kumamoto in 2016 and the drastic drought in Thailand, the reconstruction of Tibet after the massive earthquake. WEAFEO Chairperson from PTC updated on the 2nd Women Summit 2016 and WE networking on SEP 2016 in Century Park Hotel, Manila. YEAFEO reported on the Graduate Affairs Workgroup Progress and Cross Border activities with neighbouring countries. The AFEO Chairman PTC President, Engr. Fred Monosada thanked VUSTA for hosting the meeting and he would cherish his work with all the Board members. PTC President has extended his invitation to welcome all the members to join the CAFEO 34 in Philipines. The AFEO Midterm Meeting was concluded with ASEAN handed-shake and group photo. The night ended with sumptuous Vietnamese Farewell Dinner at Dinh Lang Restaurant, with lots of traditional music and art performance, marking the end of a very successful AFEO Midterm Meeting.

on 26th May. The National Assembly is the highest government organization and the highest-level representative body of the people. It has the power to draw up, adopt, and amend the constitution and to make and amend laws. It also has

the responsibility to legislate and implement state plans and budgets. The delegates were impressed with the building and the design. Conference of ASEAN Federation of Engineering Organizations (CAFEO) is held on an annual basis, with one of the member organizations as the host. The rotation between member organisations is on alphabetical order. To establish and develop a ASEAN baseline standard for the engineering profession with the objective of facilitating the mobility of the engineers within the ASEAN countries, to discuss ASEAN engineering professional values, support and enhance the contribution of ASEAN in engineering, science and technology. The CAFEO 33 in 2015 was successfully held in Penang, attracting more than 1,200 participants, the CAFEO 34 will be held in November 2016, in Pahlawan, Philippines. 34th ASEAN Federation of Engineering Organisations Mid-Term Meeting Report Prepared by Mr. Kok Jing Shun and Mr. Vivekasugha Alif Gunaalan on behalf of YEAFEO and Young Engineers of IEM

The ASEAN Federation of Engineering Organisations (AFEO) 34th mid-term meeting was successfully organized by the Vietnam Union of Science and Technology Associations (VUSTA) in Hanoi, Vietnam.

The conference was attended by delegates from 9 of the ASEAN countries. Malaysian delegation were led by IEM President, Ir. Tan Yean Chin while the Young Engineers Section’s (YES) delegation was led by YES Chairman, Mr. Vivekasugha Alif Gunaalan.

During the meeting, the AFEO members as well as ASEAN engineers have the chance to share their experiences, views and perspectives, achievements, action plans as well as discussions on the measures to promote freer flow of skilled engineers in ASEAN; viz a viz, roles of AER engineers and AFEO member organisations in each country to address the challenges and take up new opportunities of the ASEAN Economic Community (AEC).

24TH MAY 2016 [ARRIVAL] A total of 17 delegates from IEM departed from Kuala Lumpur KLIA1 to Hanoi in the morning. Upon arrival at Hanoi airport, VUSTA organizer were around to arrange transportation for the IEM delegates to the Hilton Hanoi Opera Hotel. After registration of delegates, the Malaysian group took their lunch at the Chinese Restaurant of the hotel and then went their separate ways to rest or walk around the city. It was free and easy until evening. That night, there was a Welcoming Reception Dinner attended by all the delegates from ASEAN countries. 6

34th ASEAN Federation of Engineering Organisations Mid-Term Meeting Report President of VUSTA, Mr. Dang Vu Minh delivered his welcoming remarks to all delegates. The first presentation sharing on AFEO’s plan of action in the context of ASEAN Economic Community which included the introduction of a brief history on development, achievements and action plan of AFEO, its roles in furthering AFEO Chairman, the registration of the AER engineers. AFEO member organisations in each country were Engr. Fred Monsada opening speech called to address the challenges and take up new opportunities of the ASEAN Economic Community (AEC). While the second presentation on sharing the role of AER in facilitating mobility of ASEAN engineers: current status, challenges and opportunities were presented by the AFEO Chairman, Engr. Fred Monsada. The content of second presentation including the introduction about the AFEO’s ASEAN Engineers Register: Objectives, standard requirements of the AER, rights, responsibilities and opportunities for AER engineer and also action plan for AFEO-AER in freer flow of skilled engineers in ASEAN. The evening was full of beautiful music and traditional Vietnamese dances of which the major programme and dances were performed AFEO Chairman, Engr. 34th ASEAN Federation of Engineering Organisations Mid-Term Meeting Report Engineering, Transportation and Logistic, Smart Sustainable Cities, Disaster preparedness were conducted and involved by respective delegates from all the ASEAN country. The outcome of the entire working group is fruitful and constructive which produced many constructive advice, action plans and suggestions.

After the tea break, the group continued with the Awards and the ASEAN Engineering Register Commission meetings. The 2nd The meetings YEAFEO Mid-Term Governing Board Meeting was also scheduled in the same afternoon with representative from Malaysia, Vietnam, Brunei, Myanmar, Philippine, Indonesia and Singapore. During the meeting, delegates agreed on enhancing of networking and mobility of young engineers by building up a contact list which contain information of YEAFEO country participants. Country representative will collect all the database respectively and will gather all the information to be posted in YEAFEO Blogspot before the coming CAFEO 34. The objective of setting up this contact list is based on the vision of building up an ASEAN Job Market Place which will benefit to organisation members in the near future by providing job opportunities around the ASEAN countries. Also, there is a suggestion for joint activities during YEAFEO in Philippines. Mr. Vivekasugha, the Secretary-General of YEAFEO and IEM Country Representative purposed some social activity such as the Engineers’ Run or Charity work and this proposal shall be co-organised with local university in order to give more impact to local community and for better media coverage. All delegates agreed with the proposal and Philippine delegate as the organizer of CAFEO 34 will adopt and work on the suggestion. Similarly at the same time but at different venue, the WE – AFEO Group also conducted their 1st Mid Term We-AFEO 8

34th ASEAN Federation of Engineering Organisations Mid-Term Meeting Report Board meeting. The report could be seen in Ir. Dr Leong Wai Yie’s report on CAFEO 34 within this newsletter. A last suggestion of cross border visit and joint-workshop were also discussed. The objective of the visit and joint-workshop is to further enhance the relationship and sharing on expertise experience from both country. For example, IEM YES had organized a visit to technical and study trip to Singapore and have round table discussion with young graduate members of IES from 26th-28th February 2016. Both parties agreed to organize joint activities in Malaysia before 3rd Mid-Term AFEO in 2017. At that evening, VUSTA again hosted a dinner for all delegates at a historical restaurant overlooking the Hoan Kiem Lake in the city of Hanoi. The dinner was sumptuous and we were entertained with music and singing from the group stationed at the restaurant.

26TH MAY 2016 [DAY TWO] AFEO Governing Board Meeting was organized in the morning and the Board discussed all the agenda brought up from YEAFEO and WE-AFEO discussed at respective Mid-Term Governing Board Meeting together with proposals from the Awards Committee and the 6 Working Groups. All requests were approved and recommendations presented. After lunch, VUSTA arranged the technical visit to National Assembly House in Hanoi. For the other delegates who did not join in the Technical Visit, they had either checked out for their return journey home or went about looking at the city and doing some last minute shopping.

27TH MAY 2016 [DEPARTURE] AFEO 34th Mid-term meeting came to an end on 27th May 2016, all the delegates from IEM took the flight home bidding farewell to our host, VUSTA for a well organized Mid Term meeting. It was indeed a good trip and all arrived safely at the KLIA 1 in the evening before making their own way home with happy memories. The Delegates

Narrative/Summary Report of the 2016 National Midyear Convention Prepared by Engr. Clemente A. Ibo, ASEAN Eng. PICE, National 2nd Vice President PTC, Secretary

The Philippine Institute of Civil Engineers (PICE) National Board of Directors, PICE Angeles City Chapter (Host Chapter) and the PICE National Secretariat successfully held the 2016 National Mid-Year Convention on June 16 to 18, 2016 at the Fontana Convention Center, Fontana Leisure Parks & Casino, Clark Freeport Zone, Angeles City, Pampanga. The event was attended by 2,753 registered delegates coming from various PICE chapters in the country and abroad. Guests Speaker during the Convention included Ms. Regina Paz Lopez, Chairperson of Pasig River Rehabilitation Commission, and Ms. Lilia Pineda, Governor of Pampanga Province, who delivered the Keynote Speech. The three-day event was kicked-off with Golf, Bowling and Billiards tournaments. PICE President Dr Ernesto S. De Castro, Chairman Engr. Federico Monsada of the ASEAN Federation of Engineering Organizations (AFEO), and ASEAN Engineering Register (AER) Head Commissioner Ir. Ellias Saidin formally cut the ribbon to the PICE Construction Technology Services and Product Exhibit assisted by the National Board of Directors and several former PICE National Presidents. The Exhibit was participated by a good number of contractors, consultants, suppliers, computer hardware and software distributors, internet providers and other related companies in the profession.

Narrative/Summary Report of the 2016 National Midyear Convention

Organisers and VIP Guests at the Mid year Convention

One of the major highlights of the 2016 National Midyear Convention was the conferment of 153 ASEAN Engineers, who were recently approved for admission into the ASEAN Engineering Register (AER) by the AER and the AFEO Governing Board during the Hanoi AFEO Mid-Term Meetings. Eighty (80) ASEAN Engineers from the PICE who were conferred during the CAFEO 33 in Penang, Malaysia were also recognized. Subsequent activities included the 23rd Bridge Building Competition, 8th Rube Goldberg Design Competition, the 17th National Civil Engineering Students’ Summit, and the Fellowship Night interspersed by raffle draws. Technical Sessions were organized on the second and third day of the event which included topics on state-of-the art technologies related to the six (6) specialty divisions of PICE: Project Management and Construction Engineering, Geotechnical Engineering, Structural Engineering, Transportation Engineering, Water Engineering, and Environmental and Energy Engineering.

Report of Seminar on Engineering Business to ASEAN for Members of AER and the Public Organised by Engineering Institute of Thailand under the King’s Patronage (EIT) Prepared by Mr. Kitjapat Phuvoravan

The seminar on Engineering Business to ASEAN for Member of AER and the public was held on 11 May 2016 at EIT Seminar Room at The Engineering Institute of Thailand under H.M. The King’s Patronage, EIT. The event was attended by 25 people who are from private organizations, members of EIT some of whom are also AER members. Representative from

The event started with a welcoming Department of Trade and opening speech by Asst. Prof. Dr Negotiations by Ministry of Commerce Suttisak Soralump, the Vice President and Chairman of Foreign Affair of EIT. Present at this seminar was the Moderator, Asst. Prof. Dr Kitjapat Phuvoravan who is also the Secretary of Foreign Affair of EIT and Dato Ir. Dr Andy Seo Kian Haw, the AER Head Commissioner. Ir Dr Andy Seo made the special trip from Malaysia to be present at this auspicious event of the year. Business networking sessions were held with Department of Trade Negotiations, Thailand, the Thai Contractors A s s o c i a t i o n Under H.M. The Assoc. Prof. Suttisak Soralump, King and Banpu Asst. Prof. Dr Kitjapat Phuvoravan and Dato Ir. Dr Andy Seo at the seminar session Public Company Limited. Each of the representatives from this organisation were given a short time to do a brief presentation with Mr. Páchon Seng Chai, an Academic, Commercial Operations giving a paper on “Overview of ASEAN Economic Community (AEC) touching on the ASEAN Framework Agreement on Services (AFAS), movement of natural persons and joint property ownership. The paper also covers on ASEAN Community, the development of ASEAN economic integration, the establishment of ASEAN Free Trade Area, or AFTA and to promote cooperation in trading of services and investment. The paper also presented the overview on ASEAN Charter, ASEAN Political-Security Community (APSC); ASEAN community Society - Culture (ASCC) and ASEAN Economy Community (AEC). 12

Dato Ir. Dr Andy Seo also participated in providing insight to the ASEAN Engineering Register and how the register could contribute to the various avenues available in Thailand for businesses and for providing specialised engineering works. He also presented on the benefits of being an AER Engineer. Certificate of Appreciation The evening then witnessed the presentation presentation by the AFEO Working Group committees as follows: - Working Group Energy by Asst. Prof. Wongkot Wongsapai - Working Group on Education and Capacity Building by Mr Sarithdej Pathanasethpong - Working Group Environment by Asst. Prof. Yuttana Mahajchariyawong - Working Group Disaster Preparedness by Assoc. Prof. Suttisak Soralump - Working Group Smart Sustainable Cities by Asst. Prof. Dr. Kitjapat Phuvoravan - Working Group Transportation by Mr. Oravit Hemachudha The Working group gave an overall view of the progress at the recently year end CAFEO 33 meeting. It also collected information and data for the coming presentation and discussion of the working group which would be held in Hanoi, Vietnam from 24-27 May 2016.

The event for the day ended at 6.00 p.m. That night the EIT hosted a simple dinner for Dato Ir. Dr Andy Seo at a nearby restaurant. It was a good and sumptuous dinner for all.
