ADVANCED LEVEL ENGINEER SEMINAR-WRITESHOP MODULE 2 IN CO-OPERATION WITH PTC-MENA, PCEA AND PICE-KSA-RIYADH FOR BATCH 2019 The Philippine Technological Council – Middle East and North Africa Affairs (PTC-MENA) in collaboration with the Philippine Council of Engineers and Architects (PCEA), and the Philippine Institute of Civil Engineers KSA – Riyadh Region Chapter (PICE KSA Riyadh) conducted a series of Writeshops on ASEAN/APEC Engineering Registries and Coaching Sessions for APEC Engineering Registry applicants Batch 2019 in Riyadh, Kingdom of Saudi Arabia. The Writeshop Module 2 session was held on October 25, 2019 at Rose Field Hotel. Engr. Trese T. Bustamante, Presidential Adviser for PTCMENA and 2019 PCEA Chairman was the resource speaker. An ASEAN and APEC engineer himself, Engr. Bustamante started his discussion during the writeshop by introducing the PTC as an umbrella organisation of all integrated engineering professional organisations in the Philippines working for international recognition of Filipino engineering professional

qualifications at both entry and independent professional practice levels. He also discussed the PTC pathways to international recognition of qualifications and engineering mobility, and emphasized the challenges and opportunities in integrated ASEAN community as a single production and market base “value chain” characterized by a highly integrated and cohesive economy such as trade in services, providing mobility in engineering services across borders. In the later part of the workshop, Engr. Bustamante discussed the typical requirements for registration to the ASEAN and APEC engineering registers which included the substantial equivalence of qualifications such as the academic requirements that could meet the engineering attributes and the professional experiences that demonstrate the competencies expected for independent professional practice. He also discussed the APEC Engineering competency standard, the competency units, elements, and performance criteria, among others. The Writeshop Module-2 session had a total of forty-two (42) attendees with ten (10) new participants who were from the previous module attendees. Out of these interested aspirants, eighteen (18) submitted their applications to the ASEAN Engineering Register while twelve (12) submitted for the APEC Engineering Register. The ASEAN and APEC engineering registers provided a complete data of practicing engineers within member economies with the ultimate purpose of facilitating their mobility within ASEAN/APEC sphere and to establish a framework of mutual recognition of qualifications in order to allow engineers who wish to practice outside their home country to provide them with a guarantee of ability and professionalism. An ASEAN/ APEC engineer would have numerous advantages with these status as higher earning potential, improved career prospects and employability, demonstration of a professional attitude valued by employers and customers, enhanced status leading to higher self-esteem, internationally recognition of competence and commitment, and evidence of expertise, among others. As an umbrella organisation of thirteen (13) professional engineering organisations, PTC works with professional engineering institutions worldwide to set and maintain internationally recognised standards of competence and commitment, and encourages qualified Filipino engineers to register in the APEC engineering registry as soon as possible and be included in the roster of Philippine contingent of professional engineering experts.

AER COMMITTEE MEETING OF IECEP-KSA-CRC ON THE AER GUIDELINES AND REQUIREMENTS 22 November 2019, IECEP KSA CRC Upgraded Committee held a meeting to update the aspirants on their documentations as well as new guidelines that had been implemented by the Philippine Technological Council (PTC). In addition, the aspirants were given assurance that their

documentation would be processed on time and their tracking number issued out by PTC for them to monitor the progress in processing their applications.

4TH SPECIAL AER CONFERMENT IN DUSIT HOTEL, DOHA, QATAR HOSTED BY PICE-QATAR PICE Qatar hosted the 4th Special ASEAN Engineer Conferment Ceremony with the Philippine Technological Council (PTC). The event was 15 New ASEAN Engineers for PTC held at the Dusit Hotel on the 6th of December 2019 attended by the PTC President, Federico A. Monsada accompanied by the Philippine Country Registrar, Engr. Romulo R. Agatep. The 15 Conferees comprised of members of the four different disciplines namely eleven from PICE, two from PSME, one from GEP and one from IIEE . These members travelled all the way from the Philippines to join the group in Doha for the special conferment.

SERIES OF ADVANCED LEVEL ENGINEER SEMINAR-WORKSHOP BY IECEP-KSA-CRC 13 December 2019, IECEP KSA CRC Special Professional Licensure Examination (SPLE) class kick off with the introduction of the Advance Level Engineering Seminar cum Workshop to Reviewees on how they could upgrade to ASEAN Engineer status upon submitting their accomplished application documents with the Associate ASEAN Engineer title. 20 December 2019, ASEAN Engineering Status Update was shared by Engr. Jonathan Deo M Aquino and Engr. Teruyuki P. Ito to the Philippine Society of Mechanical Engineers, Central Region Chapter in collaboration with Engr. Antonio Buquiz as their Upgrade Coordinator. The said information was disseminated in line Participants at the Workshop with their organisation’s activity for their professional upgrading status which also included Professional Mechanical Engineering effort to upgrade for AER, ACPE and APEC. The Upgrades Committee conducted engineering upgrade workshops for the aspirants to gain the ASEAN Engineer accreditation in line with their PECE upgrade which is a little higher than the AAE or Association ASEAN Engineer title in which an ECE graduate or ECE License professional could achieve. The conducted workshop also included the Competency Standard for Advance Engineering Level to brief the aspirants how to prepare write-up on declaring their significant engineering works and knowledge. With the inclusion of the said standards, the aspirants would be able to gain knowledge on how they could declare their accomplishment in their applications for the ASEAN Engineering Register and be able to claim the title ASEAN Engineer. 10 January 2020, one of the IECEP KSA CRC Past Governor, Engr. Perry H. Camson shared his thoughts and expertise on highlighting significant engineering works in applications which helped the aspirants to learn more and how they could improve their documentation. 14 February 2020, IECEP-KSA-CRC Upgrades Committee conducted another Advance Level Engineering Workshop.

ADVANCED LEVEL SEMINAR-WORKSHOP BY PTC AND PICHE

The participants minus some participants from the Provinces of Aklan, Capiz and Antique. The participants include a Vice President for Operation and an ASEAN Eng, Dean of Engineering from CPU, Dean of the School of Technology of UPVisayas, three Production Managers, Director of Iloilo City Environment and Natural Resources (CENRO), three PIChE NBOD, professors and engineers from the Department of Public Works and High Ways.

The Advanced Level Engineering Seminar presented opportunities and benefits to Filipino Engineer who wish to advance his or her career by registering in the different engineering registries. Last January 18, 2020, the Advanced Level Engineering Seminar was conducted in Iloilo City, the Philippines and attended by 43 engineers from Panay and Negros Occidental who were all eager to apply to the different level of engineering registries. The event was organised in Iloilo City by the Philippine Institute of Chemical Engineers (PIChE) in collaboration with PIChE-Panay and coordinated by the Philippine Technological Council (PTC). The seminar was facilitated by Engr. Romulo R. Agatep, ASEAN Engr, APEC Engr and PTC Country Registrar. The whole-day seminar/lectures included discussion on History on the formation of the ASEAN and APEC Engineering Registries, Application Guidelines of the different levels: APEC Engineer, ASEAN Engineer, Associate ASEAN Engineer, ASEAN Technicians and ASEAN Technologist status and applications. The participants also took part in series of workshop sessions using the forms provided to them. The Continuing Professional Development (CPD) requirements, qualification requirements, and the registration processes were also discussed and presented.

The participants were so delighted of experiencing to know the opportunities that they would have when advancing in their field locally and abroad. AER NEWSLETTER • January - June 2021


A lovely discussion session was held in the afternoon during the Question and Answer in which the participants were encouraged to put in their applications for the next level. Engr. Agatep requested the participants to submit their documents to PTC so that the applications could be processed for this year. Over-all, the seminar was a SUCCESS! Engr. Romulo R. Agatep was evaluated as an excellent speaker. The seminar was fruitful and informative.

ADVANCED LEVEL SEMINAR-WORKSHOP BY PTC-MENA AND PSME-WRSA AND TECHNICAL ASSESSMENT Despite of the global scare on Pandemic Novel Corona Virus, multifarious Filipino engineers in the western coast of Saudi Arabia were determined to attain their advanced level engineering recognition as an ASEAN and APEC Engineer. With relentless campaign for professional upgrading, the PTC-MENA Deputy Chair of the western region, Engr. Richard R. Garcia under the guidance of the PTC-MENA Presidential Adviser Engr. Trese T. Bustamante Participants at the Workshop session and through the collective efforts of the Philippine Society of Mechanical Engineers Western Region Saudi Arabia(PSME-WRSA), joined by President Engr. Aldrin Alizon D. Lango, Engr. Jose Melvin D. Santos and Engr. Napoleon M. Cepriaso, proceeded to organize a technical workshop for the 3rd batch of aspirants on February 7, 2020 at Mira Waterfront Hotel in Jeddah. This workshop aimed to create awareness on ASEAN Engineer qualifications and to develop these qualifications for ASEAN Engineering practice of engineers towards international recognition. Eight (8) Mechanical Engineers, three (3) Electrical Engineers and one (1) Civil Engineer participated as a first step in invigorating their global competitiveness which would be next to achieving an APEC Engineer recognition. On February 21, 2020, Engr. Garcia orchestrated a technical assessment session. It was spearheaded by Engr. Bustamante to uncoil the core competencies of the aspirants and calibrate their documentations to APEC Engineering registry requirements. Evidently, the statistics of aspirants for ASEAN Engineering registry have increased when Engr. Garcia assumes the position as the PTC-MENA deputy for the western region which leads to the inclination and desire of various engineers towards achieving the pinnacle of being an APEC Engineer.

ADVANCED LEVEL SEMINARWORKSHOP BY PTC AND PSME The 1- day Advanced Level SeminarWorkshop was attended by 24 participants, organised by PSME and facilitated by PTC President, Engr. ADVANCED LEVEL SEMINAR-WORKSHOP BY PTC AND PICHE Advance Level Engineering Seminar discussed on the opportunities and benefits of Engineers in the Philippines. It discussed on Workshop participants receiving their how an Engineer in Certificates of Attendance the country could advance his or her career. The seminar was conducted at PTTC and this was facilitated by Engr. Romulo Agatep from the Philippine Technological Council. The event was a collaboration of PICHE CAMANAVA with PICHE National. The participants were trained at the workshop and they were delighted to know that there were avenues that can help Filipino Engineers explore more opportunities abroad or able to advance their opportunities within the country. Most of them were delighted to have attended the seminar. The 48 participants were satisfied with the seminar and the presentation from Engr. Agatep. Some of them even suggested that a seminar like this should be conducted for more than 1 day so that there would be more time for discussions. All in all, the seminar was a great success as participants evaluated the speaker to be excellent and the seminar to be informative.

ADVANCED LEVEL ENGINEER WEBINAR BY PTC AND IIEE-SQC PTC and IIEE first APEC & AER Orientation through Webinar was organised on 15-May-2020. The Institute of Integrated Electrical Engineers, State of Qatar (IIEE-SQC) organised the first ever webinar for APEC Engineer, ASEAN Engineer, Associate ASEAN Engineer, ASEAN Technologist, and ASEAN Technicians applications. Approximately one hundred members from designated chapters in Qatar, Kuwait, and Oman ely joined the online seminar to hear the presentation from Engr. Romulo R. Agatep, PTC Country Registrar on the “Advanced Level Engineers Forms and Guidelines for APEC/AE/ACP/

AAE/AET/AETECH”. The second speaker Dr. Florigo C. Varona, Chairman of the 2020 AAPER Committee then spoke on “The APEC Engineer Registry: How to apply and prepare the Engineering Practice Report”. The successful webinar was also attended by the IIEE National President, Engr. Rodrigo T. Pecolera and Middle East Region Governor, Engr. Dene S. Horneja. Other members of the AAPER Committee included Engr. Larry C. Cruz and Engr. Robert U. Mabulay who were also present. Participation to the orientation webinar was essential for aspiring competent electrical practitioners applying for the ASEAN Engineering Register and APEC Engineer Register at Philippine Technological Council. Registered professional would eventually be permitted to practice in his/ her fields of specialisation under the Mutual Recognition Arrangements and economic integration in the ASEAN Economic Region in which there was substantially no restriction to ASEAN services suppliers in providing services and in establishing companies across national border within the region and coupled with a free flow of goods and services, subject to domestic regulations. Chapter President, Engr. Joseph A. Recella led the IIEE-SQC 2020; Board of Directors in the creation of ACPE-AER Committee. This Committee currently chaired by Engr. Erwin S. Peniones facilitated mentoring program for its members aspiring for ASEAN Engineers and ASEAN Technicians, IIEE-SQC had successfully produced 126 ASEAN Engineers; one (1) Associate ASEAN Engineer, two (2) ASEAN Engineering Technologists, and seven (7) ASEAN Technicians. A comprehensive mentoring programs of IIEE-SQC was conducted to their members in Oman and Kuwait Chapters. Despite the limitations brought by the current COVID 19 situation, there was an overwhelming support from the speakers, guests, and participants to make this event a success. The focus on the theme for this webinar was on Energizing IIEE for membership Empowerment: Leading the way for Global Connectivity.

STATUS REPORT FOR AER SECRETARIAT AND IEM (MALAYSIA) Prepared by Ir. Dr Tan Chee Fai, IEM Country Registrar Ir. Dr Tan Chee Fai was appointed as the IEM Country Registrar on 3 August 2020 and represented the Institution at the midterm meeting. IEM’s AER National Monitoring Committee (IEM AER NMC), had been carrying out meetings via the VIRTUAL ZOOM platform.

Yau Chau Foong was appointed as the AER Head Commissioner also on 3 August 2020 and proceeded to chair the AER Exco and the AER Commissioner meetings. The AER Secretariat and the AFEO Member Organisations, continue to work closely in the processing of membership for the ASEAN Engineers (AE) and Associate ASEAN Engineers (AAE) in IEM, as well as ASEAN Engineering Technologist (AET), ASEAN Technician (AT), Associate ASEAN Engineering Technologist (AAET); and Associate ASEAN Technician (AAT) in TAM. The home organization Secretariat would handle the processing of the applications while the AER Secretariat based in Malaysia would update regularly the information and pose these on the database. Therefore, the home organisations National Monitoring Committee continues to examine domestic applications before recommendation for admission.

This process of registering members from home organisations to ASEAN Engineers, Associate ASEAN Engineer is on-going. The data information on the website contained brief on qualifications, branch of engineering, specialized field, and a passport size photo of the members. Following this, the AER Secretariat also received applications from TAM and SIET as these two add on organisations would process the route to become ASEAN Engineering Technologist and Engineering Technician categories through IEM and IES respectively. The focus of the National Monitoring Committee was to make every attempt to increase membership and provide activities for its members. The list of Country Registrars and Ambassadors for the 2020/2021 session were as below: Due to Covid-19, activities efforts are slow as Malaysia is faced with another serious bout of pandemic affecting the country. Hence, this has hampered a lot of activities of the AER Secretariat in organizing its activities and event. Currently the AER Secretariat is going digital and will be planning to conduct more online activities such as evening webinar talks and webinar sessions. The effort included the networking efforts amongst the AFEO Member organisations. 3. Life Membership For the year 2020 count of admitted members were low due to the pandemic and the lock down within the ASEAN countries. Now with the enhanced RMCO, there would be restriction in movement and the staffs were also had to work from home in staggered days. This make it harder for the recruitment efforts. However, going digital would help to launch the e-recruitment initiative through various virtual activities.

4. Activities of the National Monitoring Committees. The COVID-19 has impacted the efforts of the Secretariat since March 2020. The AER Secretariat had been doing its best to promote the AER among members especially in Malaysia where it had been officed. The certificate presentation ceremonies in the AFEO Member organisations had to be postponed as well. On 10 October 2020, the AET Secretariat manged to organise the webinar event for its members in ASEAN . The topic was “ASEAN Engineering Register – P a t h w a y for ASEAN Mobility”.
