October Brings a Troupe of Scarecrows to the Green and Center Block Lawns
The North Haven Garden Club in conjunction with North Haven Recreation Department and North Haven Library, is sponsoring the 2nd Annual SCARECROW CONTEST. Join in the fun and show off your creative talent by making a scarecrow or two. The contest is open to everyone, whether it be a civic group or business, a family, children 5 and under, elementary school grade, middle or high school grade. There is a fee associated with the contest, which will be donated to the North Haven Community Services and the North Haven Library. PRIZES will be awarded! More Halloween fun is planned this year: a Scarecrow Design Workshop held at the North Haven Library on October 2; from October 2-31 there will be additional fun scheduled activities at the North Haven Library (check with library for more information), on October 24 - a HALLOWEEN PARTY at the Recreation Center from 6-7:30pm, and on October 26 - TRUNK or TREAT at the North Haven High School Parking Lot, from 4-5pm. The deadline for registration is October 4th. GUIDE-
LINES: Scarecrows must be in good taste for viewing for all and must be free standing and windproof. Digging can only be done by hand and no deeper than 1 foot into the ground to avoid underground electrical wiring and irrigation system. For ideas, try Google and the North Haven Library. Drop-off date is October 12th from 10am-12 noon at the Gazebo on Town Green. Judging will take place on Oct. 14 by the North Haven Garden Club. Scarecrows will be on display from Oct. 12 through Nov. 2. Forms are available at the Parks and Recreation Department and the North Haven Library. North Haven: The Daytime Gardeners had perfect weather to visit the Osbourne Homestead Museum and gardens, a fascinating Colonial Revival home (1850) located in Derby a short drive from the Housatonic River. Members enjoyed seeing the interior of the historic home, the formal gardens, and the more casual rock garden. After the guided tour of the home and grounds, the members gathered to have lunch together along the nearby Housatonic River. The Daytime Gardeners of North Haven is a member of the Federated Garden Clubs of CT, Inc., New England Garden Clubs, Inc., and National Garden Clubs, Inc. New members are always welcome. North Haven: The North Haven Garden Club will hold its first meeting of the 2019-2020 year on September 12, 2019 at 7:30 pm at the North Haven Congregational Church, 28 Church St., across from the green. The meeting will be on “Rain Gardens” by Lynn Sadosky. Lynn is the Director of Public Works for the town of North Haven. Lynn’s presentation will focus on the importance of rain gardens in storm water management. The Town of Hamden is hosting an educational event about electric vehicles for all interested people to highlight the clean-air and cost-savings advantages of these now widely available vehicles. Mayor Curt Leng will proclaim Sept. 14-22 as “2019 Hamden Drive Electric Week.” Experienced EV owners will discuss why they are enthusiastic about their all-electric and plug-in hybrid vehicles and how they use them on their daily commutes and longer distance drives, as well as how they “refuel” by charging the cars’ batteries. The 2019 event is the second annual National Drive Electric Week (NDEW) event to be held in Hamden on Sat., Sept. 14, from 11am-3pm at Miller Memorial Library, 2901 Dixwell Ave. It is part of the ninth annual National Drive Electric Week (NDEW) and is one of more than 300 local events nationwide. Last year’s event in Hamden attracted over 120 participants, including 21 EV drivers. Participants will learn about the differences between electric vehicles and conventional gaspowered cars (including why EVs
are much less expensive to operate and maintain), the widespread locations and different types of charging stations and how EV drivers “refuel” at home, the wide range of EV models available now (with many more to come), and the benefits of electric vehicles for the environment and for public health. Attendees will learn about special savings programs for Connecticut EV drivers, including state rebates as well as federal tax credits, for purchasing and leasing electric vehicles. High performance sports cars, sedans, SUVs, and even pickup trucks are now or soon to be available in EV format, many with longer (over-200-mile) driving ranges. Plug-in vehicles by Nissan, Chevrolet, Honda, Toyota, BMW, Tesla, and other automakers will be displayed and some will be available for test ride-anddrives. I was just thinking about one million dollars. Thatâ€™s about how much ZDVVSHQWGXULQJWKHODVWÂżVFDO\HDU RQVWXIIWKDWZDV127LQ the budget. In our form of government, in which the people must approve a budget at the Referendum, or in which certain expenditures must be approved at a Town Meeting, how is that possible? More importantly, how is that legal? ,UDLVHGWKLVLVVXHDWWKH$XJXVW%RDUGRI)LQDQFH%2) meeting, and I urge you to watch the video. This million dollars came from a fund known as MRSA â€“ which is a REGULAR REVENUE LINE ITEM in our income budget. MRSA comes from the State â€“ about $1.4 million each year. Because MRSA is in our revenue budget, it is ear-marked to cover certain expenses in our approved expenditure budget. Therefore, it is the Peopleâ€™s money; it is not a checkbook for WKH)LUVW6HOHFWPDQDQG)LQDQFH'LUHFWRUWRVSHQGDVWKH\VHHÂżW 7KHPRQH\ZDVVSHQWRQVWXIIOLNHDQHZYDQ UHF\FOLQJ WUXFNV VDQLWDWLRQWUXFN DQGQHZSORZWUXFNV DQG RWKHU SXUFKDVHV , DP QRW QHFHVVDULO\ TXHVWLRQLQJ ZKHWKHU ZH QHHG DOO WKLV QHZ VWXII EXW , DP GHÂżQLWHO\ TXHVWLRQLQJ HOW, and by what authority it was purchased. This equipment was not in the budget. I asked the BOF Chairman why we had a Town Meeting in June of 2018 to approve $220,000 for security personnel in each school. He said because it was not in the budget. I said â€œI rest my case.â€? The Finance Director, Mr. Swinkoski, offered a different approach. He referred me to the Five-Year Capital Improvement Plan at the end of the budget book, claiming that these expenditures were included there. State Law requires all municipalities to include a Five-Year Plan in each proposed budget. HOWEVER, on page 46 of our 18/19 Budget Book, at the beginning of the Five-Year Plan, it says, very clearly, the following: â€œThe projects contained herein are included for planning SXUSRVHVQRWIRUWKHSXUSRVHRIUHTXHVWLQJVSHFLÂżFDSSURSULDWLRQVDW the time that the Annual Operating Budget is adopted.â€? So much for 0U6ZLQNRVNLÂśVMXVWLÂżFDWLRQIRUWKHVSHQGLQJWKDW,ZDVTXHVWLRQLQJ We had a Special Town Meeting in January of 2019 to approve IRUDQHZÂżUHHQJLQHZKLFK,VXSSRUWHGE\WKHZD\ $QHZ engine was not in the budget adopted at Referendum, but it WAS listed in the Five-Year Plan; nevertheless, we did have the Town Meeting to approve the engine because we were required to do so. I believe the same should have been required for the mystery million that was spent under the radar. The million dollars was spent, in my opinion, without appropriateauthorization, in violation of our Town Charter and State Law. There was no Town Meeting; there wasnâ€™t even any discussion by the BOF to make these purchases. That is not how our form of government is supposed to work. Angela M. Pisarz, 94, former longtime resident of Grove Street, Yalesville, departed this life on August 30, 2019 at her daughterâ€™s home in Golden, CO. She was the beloved wife of the late Edward Pisarz. Angie was born in Waterbury on January 30, 1925 to the late Luigi and Rosina (Melina) Giannelli. Angela is survived by: her son Donald Pisarz and his wife Barbara of Wallingford; her daughter Alyce Bizzell and her husband William of Colorado; her grandson Christopher Pisarz and his wife Ashley of New York; her great-grandson Jack Pisarz; her brother Louis Giannelli, Jr. of Florida; her sisters: Marie Suzio and Rosina Gutauskas, both of Meriden; and many nieces, nephews and special friends. In addition to her husband, she was predeceased by her brothers Nicholas and Benedict Giannelli; her sisters: Antoinette Abbondelo, Theresa Strikulis and Josephine Billy; and her goddaughter: Dolores Avellani.
Carmen J. Riccitelli, Ret. Deputy Police Chief HPD, age 76, of Hamden, passed away September 2, 2019. Born in New Haven, CT on October 5, 1942, he was a son of the late Carmen and Antoinette (DeMatteo) Riccitelli. Carmen was the husband of Patricia (Hallisey) Mulhern-Riccitelli; father of Renee Coleman (Paul) of Hamden, Amy Laydon (Sean) and Mindi Wydra (Thomas Ret. Chief HPD) all of North Haven and the late David Riccitelli (Tammy) of Hamden; brother of Mary Ann Fink of East Haven and the late Joseph Riccitelli. Carmen is also survived by 8 grandchildren. Carmen was a resident of Hamden most of his life. He was employed by the town of Hamden Police Department in 1965, a longtime Detective, he acquired every rank until he retired as Deputy Police Chief in 2002. Mark Steven Tibbetts, 50 of Hamden died suddenly at YaleNew Haven Hospital on Monday, September 2, 2019. He was the beloved husband of twenty three years to Lori Maggio Tibbetts. Mark was born in New Haven on October 28, 1968, a son of the late Millard Francis and Dorothy Benevich Tibbetts, and had resided in West Haven his entire life before moving to Hamden in 1996. In addition to his wife, Mark is survived by two beloved daughters, Savannah Michelle Tibbetts and Olivia Gabrielle Tibbetts, two beloved sons, Carter Steven Tibbetts and Zack Millard Tibbetts, all of Hamden, one sister, Sharon Guillemette of Stamford, his fatherin-law and mother-in-law Salvatore and Roseanne Maggio of Hamden, three sisters-in-law, Rosemarie Spino and her husband Dominic and Kimberly Maturo and her husband Scott of Hamden, and Gina Cardinali and her husband John of Cheshire, and nine loving nieces and nephews, dearest friends Tom and Maritza DeLucia, and his three four legged companions, Buddy, Chloe and Gabby, Dominic, Lauren and Gianna Spino, Alexis, Kylie, Matthew and Christian Cardinali, and Nicholas and Alyssa Maturo. Wallingford: Back in September 2001, our nation suffered the worse attack ever on its shores. So heinous and so violent was that terrorist attack that many made a promise to “never forget.” Well, to honor that spirit, we will never forget! Once again, as we have every year since 2001, New Life Church will be hosting a Community 9/11 Memorial Service on Wed., September 11 at 7pm. A Salute To Our Great Veterans

North Haven: On Wednesday September 4th, a great group of veterans from the Am Vets Post 9 met for a meeting at the North Haven Senior Center, they meet every 1st Wednesday of the month to discuss what they have done to help other veterans and what they will be doing next. They are committed to helping other fellow veterans, when the servicemen and women complete their tour of duty, the Am Vets help WKHP¿OHDFODLPDWWKH9$7KHGHGLFDWLRQH[WHQGVWRRXUOHJLVODWLYHSURFHVVWKH$P9HWVNHHSFORVHWDEV on congressional proposals that affect them and their families. The Am Vets visit hospitals for veterans, work with Scouts, and Special Olypians. They represent veterans from the Global War on Terror, Persian Gulf, Vietnam, Korea, World War II and other wars in between. They are a wonderful group of veterans that deserve our thanks for all the wonderful work they do. The meeting starts off with a prayer by Chaplain Elliot R. Hastings Sr. and then they recite the Pledge of Allegiance, then they start off with the meeting. The Commander sits at the head of the table his name is Ronnie L. Maebry who has served 20 years of duty, also seated is State Commander Albert J. Duff, and past Commander Nick DeSerbo, who fought in World War II is 95 years young and still is active in helping veterans at the West Haven VA Hospital. They are from all branches of the service, they had a lunch of pizza and soda. A: Blisters are usually produced by friction, and will often result
