together to honor the fallen Airman, who lost his life while deployed in Afghanistan in 2013. Chief Master Sgt. Jason Parker, 86th Mission Support Group superintendent who was deployed with Lobraico, gave opening comments before the run. The squadrons also held a display at the Kaiserslautern Military Community Center to educate the community about different aspects of their jobs. The 10th AAMDC took home first place in both tournaments. Another competition between the squadrons was the Battle of the Badges, a combination obstacle course and run challenge in which the team with the fastest time was declared the winner. The Airmen and Soldiers were tested on physical fitness, selfaid and buddy care, weapons breakdown and reassembly, and the Airmen’s and Soldier’s Creed during the timed event.

Kaiserslautern American The 86th SFS won first place in this competition. “The purpose of this event is to commemorate Police Week and bring the squadrons together,” said Master Sgt. Luis Salcido, 86th SFS Police Services program manager. “It’s a reminder of not only what Military Police officers, but civilian police officers as well, have sacrificed throughout the years. Everybody comes together, and we get to know each other and build camaraderie and teamwork.” The week was closed with a final guardmount ceremony held at the base flagpole to honor those who made the ultimate sacrifice in the line of duty. National Police Week is a way for the community to support the law enforcement members that strive to protect them at Ramstein. It also serves as a memorial for those members who gave the last full measure of devotion to their country.

had to make by leaving their deceased loved ones here.” In memory of the children, spring floral wreaths are placed at the front monument, American flags are placed at each grave marker and a candle lighting ceremony takes place. Though the children lived short lives, their memories continue to live on with the men and women in the military community.

Air Force leaders issue Memorial Day message WASHINGTON — Secretary of the Air Force Deborah Lee James and Air Force Chief of Staff Gen. Mark A. Welsh III send the following Memorial Day message to the Airmen of the U.S. Air Force and their families: On May 30, 1868, the first official Memorial Day observance was held at Arlington National Cemetery to honor and to decorate the graves of those who died during the Civil War. Today, Memorial Day serves as an opportunity to pause and remember the sacrifices of more than one million Soldiers, Sailors, Airmen, Marines and Coast Guardsmen who gave their lives to secure our freedoms.

As we remember our fallen, captured, or missing service men and women, we also express our gratitude to those who are currently defending our nation. Among our all-volunteer force serving today, more than 75 percent of our Airmen joined the Air Force after 9/11 and have never

known a peacetime military. The men and women who answered the call by saying, “send me,” exemplify the core value of “service before self.” In addition to recognizing the service of our Airmen and fellow service members, we pay tribute to the families of the fallen, as well

as to our wounded warriors and their families. For these families — the husbands and wives, sons and daughters, mothers and fathers — every day is Memorial Day. To the loved ones of our fallen, captured, or missing service men and women, we owe a debt of gratitude that can never be repaid. On this day of remembrance, as we honor those who gave the last full measure of devotion serving our nation, we affirm our commitment to military family survivors, as well as to our wounded warriors and their families. Customs agents safeguard nation’s environment, people Story and photos by Airman 1st Class Larissa Greatwood 86th Airlift Wing Public Affairs After a long flight to Ramstein, most people focus their minds on getting up to stretch, leaving the aircraft and meeting loved ones at the gate. However, before leaving the Ramstein Passenger Terminal, each passenger must meet with a U.S. Army Customs Europe representative. After retrieving their luggage, members must answer questions to ensure security and safety and to make declarations. “At the terminal, we have 24-hour air operations,” said Brian Harris, U.S. Army Customs Europe customs border clearance agent. “Once through immigrations, all passengers and cargo have to go through us. We look for restricted and prohibited items being imported into the European community such as weapons, drugs, food items and excessive amounts of money.” The mission is impacted by the customs members in many

different facets. Whether it’s issuing fuel ration cards or inspecting aircraft food, they check that everything is in excellent condition to ensure the best possible results. The 16 customs members from the PAX terminal and the customs office, are liaisons for many agencies including German customs and veterinarians caring for passengers’ animals. Because they are the middle-men, their career is vast. “Our job has a lot of different aspects,” said James Cook, U.S. Army Customs Europe deputy chief inspector. “We issue fuel ration cards, temporary licenses for visiting family members and save military members and their families money on import taxes among many other things.” They also work with the host nation in regards to a family care plan in the event of a deployment. “If you’re a single parent and have to deploy and leave your child here with a child care provider, we’ll coordinate that with the host nation so the provider is able to shop and operate your (personally owned vehicle),” Harris said.

When it comes to receiving packages from friends and family in the U.S. or ordering items online, customs members also monitor imports to ensure host nation laws are being followed. “We’ll select a random post office and schedule a time to go by,” Cook said. “We scan through parcels, and if there isn’t a customs declaration form on the box, we don’t know what is in the box so we’ll flag it. We look at where the box is coming from, and if the contents are supplements, we have to inspect it.” The customs members are not only tasked with aircraft, post office packages and baggage inspections, they also perform their duties during deployments. “We support (U.S. Africa Command and U.S. European Command),” Harris said. “We do a preclearance for the mili-

tary members going back to the U.S. and make sure everything they’re bringing back is up to our standards. Then the aircraft is cleaned to (U.S. Department of Agriculture) standards.” Whether it’s cargo checks, aircraft kitchen inspections,

or ensuring airplane meals are up to USDA standards, the U.S. Army Customs Europe members ensure military members and their families get from point ‘A’ to point ‘B’ in the safest, healthiest and most environmental friendly way possible.

• The KMC Housing Office will be closed Monday in observance of Memorial Day. • The 86th Medical Group’s Ramstein Clinic will be closed on the following U.S. holidays and mandatory training days: Monday, June 2, 12 and 16; July 3, 6, and 9 (7 a.m. to 1 p.m.); Aug. 13 (7 a.m. to 1 p.m.); and Sept. 10 (7 a.m. to 1 p.m.). Road construction

• Road construction will take place through May 29 on Lawn Avenue on Ramstein near Bldg. 2128 with half-lane closures. Roadwork includes replacement of underground heat lines between Bldgs. 2128 and 2158, which requires excavation on the edge of Lawn Avenue. The road is restricted to one lane for the duration of the heat line replacement. Facility access will be maintained throughout the project through the use of steel plates over the heat line trench. Slight traffic delays in the immediate area may be expected; motorists should plan accordingly. Drivers should exercise extreme caution due to proximity of construction traffic, and for everyone’s safety, obey the traffic laws and regulations. • Roadway repaving and drainage repair will be conducted through Oct. 9 at the Ramstein East Gate. Removal and repair work will be performed two lanes at a time. The East Gate will be restricted to one lane outbound and one lane inbound during this time frame. The LVIS Gate’s operating hours will be extended from 6 a.m. to 8 p.m. Monday to Friday to assist with the increase in traffic. The LVIS Gate will be closed on both German and U.S. holidays. Traffic delays should be expected. Drivers should exercise extreme caution due to proximity of heavy construction traffic, and, for everyone’s safety, obey the traffic laws and regulations.

Anyone who has free time during the weekend of June 26 to 28 and would like to be an active part of the RhinelandPalatinate State Fair in Ramstein-Miesenbach, could assist. US forces support Nepal earthquake relief efforts

Alexander Martinez Joint Task Force-505 Public Affairs U-TAPAO ROYAL THAI NAVY AIRFIELD, Thailand — In support of Operation Sahayogi Haat, Airmen, Soldiers, Sailors and Marines are ensuring humanitarian assistance, disaster relief supplies, and personnel are moving smoothly in and out of Nepal at an Intermediate Staging Base at U-Tapao Royal

Thai Navy Airfield, Thailand. At the ISB, Joint Task Force-505 personnel monitor satellite and radio communications with other JTF-505 components throughout the region. They also support air operations to ensure the government and people of Nepal receive the support they need to help recover from the devastating 7.8-magnitude earthquake that struck the country April 25. Air Force Brig. Gen. Michael Minihan, the JTF505 Joint Air Component

Coordination Element commander, explained the role of the mission in Thailand and highlighted its importance to the overall Nepal earthquake relief mission. “We’ve set up an intermediate staging base that can help airpower and airlift, specifically U.S. Marine and Air Force air (capabilities), and rapidly moved those unique capabilities in and out of Nepal,” Minihan said. “This JTF-505 is significant because it shows that the partnerships in this region are

important. All the exercises and engagements that we do throughout this region have a real-world application so that, when an incident happens like the earthquake in Nepal, we can rapidly come together ... and instantly have a positive impact and do what we need to do for the government and the people of Nepal.” The JTF-505 mission in Thailand has been able to move tons of cargo and hundreds of support personnel into Kathmandu, the capital of Nepal and a region significantly impacted by the earthquake. Additionally, Royal Thai armed forces work with the JTF-505 at the ISB to coordinate earthquake relief support with the Thai government. Marine Corps Lt. Col.

Matthew Youngblood, the JTF-505 JACCE officer in charge, said working jointly with the other services and the Thai government has been important to the earthquake relief mission. “It has been an exceptional experience working with our service counterparts, and we look forward to continuing cooperation with the Thai government, and our continued services’ support to the people of Nepal,” Youngblood said. U.S. Pacific Command activated JTF-505 on May 1 to work closely with the U.S. Department of State, U.S. Agency for International Development and other U.S. agencies to ensure a timely and thorough response to requests by the Nepal government.

Michael Pintagro 21st Theater Sustainment Comman Public Affairs GRAFENWOEHR, Germany — An enthusiastic gathering of leaders, fellow Soldiers and event cadre honored the 21st Theater Sustainment Command’s 2015 “Best Warriors” during a ceremony May 14 at the Grafenwoehr Physical Fitness Center. Second Lt. Michael Kehoe of the 30th Medical Brigade, Staff Sgt. Matthew Collins of the 21st Special Troops Battalion and Pfc. Christian Schlegel of the 18th Military Police Brigade captured top honors in the officer, noncommissioned officer and junior Soldier categories during the 2015 21st TSC Best Warrior Competition. First Lt. James Oglesby of the 18th MPs, fellow 18th MPs Staff Sgt. Leigh Joyce and Spc. Kyle Benjamin of the 30th Med. Bde., finished as runners-up. Kehoe, Collins and Schlegel will represent the 21st TSC and their organizations during the U.S. Army Europe Best Warrior Competition slated for September. Brig. Gen. Arlan DeBlieck, the 21st TSC deputy commanding general and com-

Rodney Rhoades, the 21st TSC senior enlisted leader, presided over the ceremony, honoring the winners and runners-up, and recognizing the contributions, dedication and sacrifices of all the competitors as well as event cadre. “Every one of these competitors already won at brigade or battalion level,” DeBlieck said. “So this is the championship round— the best against the best. A competition being a competition, they can’t all be the TSC ‘Best Warrior,’ but I’d take any one of them in my formation, and I’ll tell you something else. Ramstein hosts advanced fire protection course

New system reduces EFMP processing time, paperwork Story and photo by Ed Drohan Europe Regional Medical Command Public Affairs SEMBACH KASERNE, Germany — Processing Exceptional Family Member Program family travel request cases used to take weeks and involved file cabinets filled with paperwork, but not anymore. With a new system that began on May 1, all EFMP files received by the Europe Regional Medical Command are now processed digitally, cutting both processing time and paperwork. The command’s EFMP office processes all family travel requests for military members and civilian employees with assignments to Europe. “Any time a family member has a chronic condition, they are enrolled in the Exceptional Family Member Program,” said Leslie Garcia, ERMC EFMP director. Those conditions could include anything from diabetes and asthma to multiple sclerosis and autism.”

The goal of the EFMP is to ensure that family members with special needs will be provided the proper care in their assigned community, whether at an Army health clinic or by host nation providers. Each request is screened by the EFMP office and a medical provider before a recommendation is made to U.S. Army Human Resources Command as to whether or not the family member’s special needs can be supported. Before May 1, each case or request was printed out, processed at the EFMP office at Sembach Kaserne, and then sent by courier once a week to Landstuhl Regional Medical Center to be screened by the provider before being returned. The provider would receive an average of 70 cases each week. Once processed, the cases and requests would be filed for five years before they could be destroyed. Management Command Europe to come up with the technical infrastructure which allows EFMP packages to be processed digitally rather than manually. “Now we receive a handsigned family travel request by email instead of printing it out,” Donnarumma said. Once the case is reviewed by the EFMP office and any concerns highlighted and annotated, the file is placed on a restricted and encrypted network drive where it can be accessed immediately by the provider, cutting processing time.” The new system also

means the provider can still review the files even if he’s working from another location, Donnarumma said. The digital system not only makes processing cases faster, but it makes pulling reports easier as well. Instead of having to go back and pull paper files, the system now collates most of the information automatically. While most of the new system will be transparent to the military and family members being served by it, faster processing times will mean fewer delays for families waiting for word on their new assignment.

Training started as early as 3 a.m. and ended as late as 3 a.m. Competitive events culminated in a grueling 12-mile road march and combatives matches completed prior to the ceremony. Organizers endured a relentless daily “battle rhythm,” planning each activity in excruciating detail, minutely supervising every task and analyzing events in thorough afteraction reviews. “The support element was the backbone of the competition,” said Sgt. Maj. Kevin Harris, the event tactical operations center sergeant major. “They’ve been working at this for half a year — they planned it all and they provided it all. They really put their heart and soul into making this a worldclass professional competition and a very special event for our competitors and subordinate units. I’m as proud of them as I am of our Warriors and the sponsors.” The annual competition, conducted at different echelons across USAREUR from early spring to late summer, cultivates professional excellence, physical conditioning, stamina, esprit de corps and leader development. Competitors from the 21st STB, 16th Sustainment Brigade, 18th MPs, 30th Med. Bde., Surface Deployment and Distribution Command, and NATO Brigade, all of whom took top honors in internal competitions, participated in this week’s event. The competition and supporting effort builds strong teams as well as strong soldiers. “You build a winning team through tough challenges, shared sacrifice and shared commitment,” Rhoades said. “This competition produced not only three ‘Best Warriors,’ but 16 superb, tough, confident Soldiers, a dynamite team and a winning spirit that pervades this command. What we’ve created here will not die in Grafenwoehr. We’re taking the confidence, pride, dedication and esprit we’ve built during this event back to Kaiserslautern and wherever our country needs us.”

Medieval camp lures visitors to Ohmbachsee by Petra Lessoing 86th Airlift Wing Public Affairs The community of Schönenberg near Ohmbachsee, or Ohmbach Lake, will be the stage for a medieval market Saturday through Monday. The medieval group, Freie Gilde, will present the life of the Middle Ages with actors in costumes, and they will set up a medieval camp with vendors and craftsmen who will present their skills such as pearl making, smithing, horn carving and basket making, to demonstrate how everyday life was during the medieval times. Knights will perform show fights; musicians will play

on former instruments; and dancing groups will present tribal dances. Visitors can test their archery skills, and children can have fun with the jugglers. A special highlight will be the reproduction of a Viking ship, which will be launched on Ohmbachsee. Taverns will invite visitors to taste crispy meat, spicy bratwurst and drink specialties. At night, near the campfires, actors will serve mead and Scottish whisky. The medieval market will open at 11 a.m. each day. Fire shows are scheduled for 10 p.m. Saturday and Sunday and will close out the event at 6 p.m. on Sunday.

Park concert season starts Sunday Kaiserslautern begins its park concerts Sunday in Volkspark (the duck pond at the corner of Donnersberger and Entersweiler Strasse). Various music bands perform a total of nine concerts throughout mid-September in the blue music pavilion next to the pond. The Schneckenhausen Music Association starts with jazz, funk, marching and classical music, traditional and modern sounds, 11 a.m. to 1 p.m. on Sunday. Admission is free. A bistro in Volkspark will serve snacks and beverages. Next to the music pavilion is an adventure playground for the children. The Trippstadt Music Association is scheduled to present the second concert on June 7.

Symphony Orchestra performs for LEMS students The Symphony Orchestra of Kaiserslautern played Hadyn’s 31st Symphony for the students at Landstuhl Elementary School on May 1. Christian Weidt, the orchestra’s conductor, was assisted by Joachim and Johanna Hentschel, whose narration took the students on a musical journey. Led by four French horns playing the main themes, the students accompanied the king on a hunt, followed by a delightful minuet at court.

In the afternoon, the musicians visited elementary classrooms to let the children try out their instruments. The musicians were impressed by the discipline and receptivity of American students, the extensive facilities, the generous buffet provided by the parents and the support of the Parent Teacher Association that funded the visit. This is the sixth time the orchestra has played

at LEMS in past 15 years, winning a prestigious social and cultural prize for its work fostering German-American relations and music appreciation in children. The orchestra performs seven concerts a year, often at the Kaiserslautern Fruchthalle and Ramstein Haus des Bürgers as well as in the surrounding areas. Keep your smile, wear a mouth guard by Staff Sgt. Robert Wood 86th Dental Squadron As daylight gradually stretches longer into the evenings and homework time is soon replaced with outdoor sports, there are a few things which can dampen the magic and freedom of summertime. For example, knocking out a tooth or experiencing a concussion is a surefire way to spend time on the sidelines. The 86th Dental Squadron is hand-

ing out free mouth guards at this year’s Sports Physical Day, May 29, at the Ramstein Dental Clinic. The dental clinic encourages all children to wear protective mouth guards during sports and other activities such as riding bikes. Upon receiving a new mouth guard, children will also receive safety tips for trauma prevention and oral hygiene from the dental team. The Ramstein Dental Clinic hosts several children’s community out-

reach events each year. As part of February’s National Children’s Dental Health Month, the squadron conducted a “Defeat Monster Mouth” clinic, which provided dental services to more than 100 children. Last November, the dental clinic hosted a “Little Teeth, Big Smiles” weekend outreach clinic where kids were reclined in their comfortable “throne” for a dental exam, x-rays and a gentle cleaning. In February, the 86th DS also con-

ducted 110 school classroom visits for more than 3,000 children across the KMC. Every quarter, the dental team visits Ramstein Middle School loaded with dental goodie bags to help reinforce proper oral hygiene practices. The 3rd Annual Doggie Dash 5k run/walk takes place on June 27. Health screenings for students

Annual health screening physicals are required for students who wish to participate in sports. The 86th Medical Group will conduct sports physicals by appointment only May 30 for ages 6 to 18 who are enrolled at the Ramstein Clinic. The physicals will be performed 8 a.m. to 3:45 p.m. at the Ramstein Clinic, Bldg. 2114 and are valid for one year. Appointments can be made by calling 479-2273 or 06371-46-2273. The MDG will provide all of the necessary paperwork for this examination. Families need to arrive 30 minutes prior to the scheduled appointment in order to complete paperwork and the neces-

sary pre-examination testing. If a child wears glasses, bring them to the appointment and have children wear comfortable clothing, such as a T-shirt and a pair of shorts. In addition, the 86th Dental Squadron will provide a walk-in mouth guard clinic for teens, young adults and children. Impressions will need to be adjusted for custom mouth guards and boil and bite mouth guards will also be available for smaller children. Description/Job Summary: This person provides a comforting “Home Away from Home” to wounded, ill, and injured service members residing at the Medical Transient Detachment at LRMC. Position is full-time, 32 hrs/week. Qualified candidates must have a passion for serving our troops.
