The 435th Air Ground Operations Wing led a U.S. Air Forces in Europe and Air Forces Africa air traffic control advisory mission Jan. 12 to 16 at Cerklje Air Base, Slovenia. The five-day mission supported USAFE-AFAFRICA’s efforts to assist the Slovenian air force in developing control measures for takeoff and landing procedures during instrument flight rules conditions, giving the base the capability to conduct flights in inclement weather conditions. “It’s a fantastic opportunity to advise and assist an allied partner, especially when the impact is critical to the expansion of their capabilities,” said U.S. Air Force Maj. John Sherinian, 435th Contingency Response Group Det-1 chief air adviser. “Our discussions and findings will help pave the way for much greater training and interoperability between the United States Air Force and the Slovenian air force.”

he Ramstein Community Center hosted an improv comedy show, “New Year Nuttiness,” Jan. 24. Presented by the center’s Strike Force Comedy improv club, the performance aimed to boost the morale of the show’s cast and audience. “Events like these create an outlet for individuals participating in the

program and for those in the audience,” said Edison Ruland, 86th Force Support Squadron recreation specialist. “It gives an opportunity to step away from our day-to-day lives and let go of the stress we carry around.” Following a model based on a popular improv comedy TV show, performers took cues and suggestions from the audience to create the scenarios they acted out. “It is a well-known format,” Ruland said. “It lends itself well to the fluid

M

any of us have set goals and intend to reach them. We get pumped up by the thought of achieving them. Though we got off to a valiant start blazing full speed toward the finish line, there are times when the fire in us fades. Sometimes our circumstances dictate that we give up or give in, and we see our dreams slipping away. When we lose the drive and our goals seem impossible, these are moments when we could use a little motivation to move along or get back on track. Often this support and encouragement comes from the people closest to us — our teammates. These are our friends, family and co-workers. Teammates help each other along. They are the support arm, providing the extra push, the burst of energy, the additional determination we need to get over the hump, cross the finish line and achieve the goal. How do teammates provide this motivation? They do it in many ways, but the ones that stand out to me are being understanding, honest, selfless and committed. Being understanding is about making the effort to know someone and their circumstances. This is a crucial element in building an effec-

Teammates complement one another; when one becomes weak, the other gets stronger, making up for the shortfall. Being attuned to our teammate’s behaviors helps us to recognize when something is out of the ordinary, when they need assistance and when we should intervene. Sometimes, helping the other person is telling them the truth. Honesty between individuals improves communication and establishes a level of trust that is vital to pulling off joint goals. We must be able to tell our teammates when they are wrong, when they are not carrying their weight and when they need help. Sometimes, we do not always see our own faults or notice our inadequacies, however, the people around us who are observing can see the situation more clearly from an objective viewpoint and alert us to it. This gives us the opportunity to get better and refocus our efforts on the things that really matter. Team in itself signifies us, we and all; there is no I, me or self. It is about being selfless and being more concerned about the success of the team than ourselves. It is about looking out for the other guy, being a good wingman, friend, co-worker, family member. The idea is to be each other’s keeper and not stand by allowing

our teammates to fail when we can prevent it. It is being there for someone when they need us, understanding their concerns and supporting them in the most difficult and challenging moments. Here we take responsibility for each other’s successes and failures; we are a contributor whichever way it turns out. Even within the most cohesive teams, individuals have differences; those varied perspectives can drive a wedge between members and hinder the team’s success. However, when we are committed to others, we have to put aside those differences and come together as one. The key is that we are focusing on and pursuing the same goals. When the path is decided, we stick to it regardless of difficulties, distractions and personal desires. The success in “team” is not how much as individuals we can accomplish but how much more together we can achieve. The motivation in all of this is letting our teammates realize that they are not alone in the pursuit; we will be behind them pushing them along, beside them cheering them on and in front of them pulling them forward. The notion is that they do not have to stop when they get tired, and they do not have to quit when things get tough. Even though, at times, they feel they will have to do it alone, they don’t. They can depend on us to get them to the goal.

Additionally, the team offered the Slovenians their perspectives on avenues for improvement and NATO interoperability, such as force protection measures and airfield management. “This event was an outstanding opportunity to foster relationships with our Slovenian counterparts,” said U.S. Air Force Chief Master Sgt. Luis A. Martinez, USAFE-AFAFRICA operations superintendent for command and control. “We were able to assist them in improv-

ing their air base’s capabilities to handle various fixed and rotary wing aircraft for host nation, U.S. and NATO use.” The culmination of the five-day mission was a combined briefing with the Cerklje Air Base commander on the team’s findings and recommendation. Their findings can potentially pave the way for much greater U.S. and NATO interoperability at Cerklje and future use of the base for exercises and contingency response missions.

Recycling: It’s the law by Staff Sgt. Leslie Keopka 86th Airlift Wing Public Affairs Contrary to what some may believe, onbase recycling is not an option; recycling in Germany is the law. Service contract representatives from the 786th Civil Engineer Squadron want KMC members to be aware of the policies and rules on recycling while living in base housing. “The recycling policies are the same on base as they are off base — paper, plastics, glass and regular refuse,” said Luise Westrich, 786th Civil Engineer Squadron service contracts representative. “We need to be in compliance with the regulation, which is mandatory separation of materials.” The U.S. government spends €9 million every year on recycling and trash-removal contracts. It is important for residents to ensure their properly separated trash gets into the correct bin. The platforms surrounding the bins must remain clear. “Disposal of bags on the platforms is not allowed; the (refuse collection) driver is not required to pick up the extra bags,” Westrich said. “The platform needs to be clean and clear to ensure the driver can lift the bins.” If parents have little helpers around the home pitching in, it is important they know the rules as well. “A lot of parents send their kids to go throw the trash in the bins, but sometimes the kids just want to hurry and go play and will dump the bag into whichever bin, not necessarily the proper one,” said Staff Sgt. Mario Amadiz, 786th CES service contracts representative. “Sometimes it doesn’t even make it in a bin; they just leave it on the side. If you’re going to have your children do that (job), (it’s important to watch) and ensure they are doing it properly.” Residents must pick up the recycling bags from the U-Fix-It store located on Ramstein in Bldg. 859. They are mandatory and free of charge. The bags are there to provide customers the means they need to correctly recycle.

When items are not properly separated, the contractor takes the refuse to the landfill and they often get turned away due to having recyclable items. “Residents need to sort properly; that is the biggest problem we have,” Westrich said. “The trash contractor is getting sent away from the landfill due to the trash not being sorted properly. They have to take the trash to their area and sort it out. The (German) government is looking into changing the contract to allow the company to charge extra money for having to sort through the trash.” Residents are encouraged to start the sorting process inside the home. Having separate labeled bins for the different bags will allow families to get into the routine of proper recycling. Aside from regular weekly recycling and garbage removal, bulk trash removal, such as furniture and other large items, can be placed out near the bin platforms, not directly on them. “Make sure you put your bulk items out the day or night before the bulk pick-up,” said Martina Divivier, 786th CES service contracts representative. The time frame for bulk trash pickup is as follows: every Monday from May 1 through Sept. 30, and the last Monday of every month from Oct. 1 through April 30. Another long-standing issue is the amount of illegal dumping from off-base residents that drop their garbage off into the on-base recycling facilities. This is prohibited. The government pays each military member a utility allowance that covers the cost of recycling and trash removal in their villages. If an off-base resident dumps their garbage on base, the government is essentially paying for garbage removal twice. On-base residents are allowed to use the recycling centers located at Bldg. 5146 on Ramstein and Bldg. 2821 on Vogelweh. Offbase residents are allowed to utilize the recycling centers in their respective villages. For questions about recycling, call the housing office at 489-6671/6672.

For some members of the audience, the show also shined a new light on improvisation as an art form. “It definitely changed my perception of improv as a mediocre-sometimes-funny stage act to seeing it as a legitimate art form,” said Cameron Andersen, Community Bank teller. “The back-and-forth between those on stage showed a flow between them one would expect to see at a jazz concert.” That is what Strike Force Comedy is, an improv club anyone with base access can join. “Before every show, we have an Improv Workshop starting at 3 p.m.,” Ruland said. “The people who come to the workshop are invited to be in the show that evening.” The Ramstein Community Center tries to host a Strike Force Comedy show at least once a quarter. Ramstein-Miesenbach will sponsor this year’s Rheinland-Pfalz State Fair June 26 to 28. Cities and union communities of the State of Rheinland-Pfalz, charity organizations as well as military forces will participate in the fair to demonstrate who they are and what they have to offer. The event will include live music, dance performances, displays and a farmers market. Organizers expect more than 180,000 visitors. Learn to navigate an overseas marriage by the 86th Airlift Wing Office of the Staff Judge Advocate Getting married is probably one of the most important life decisions one can make. The mere thought of marriage can conjure both excitement and stress for the prospective couple, and getting married overseas can feel like an equally daunting task. However, when equipped with the right information, an overseas marriage can be easier to navigate than expected. Military members frequently seek information on marriage laws. Within the United States, state law determines who may marry, when and under what circumstances. Much like in the U.S., marriage overseas is a function of civil authority and is, therefore, also dictated by the respective nation’s laws. In general, members may choose to wed anywhere in the world provided they meet the requirements of that nation’s jurisdiction. In most cases, this involves a certain waiting period to establish residency. In Denmark, for example, the waiting period is only a few days, while other countries may be significantly longer. Regardless of the location, one should expect to furnish documentation that may take weeks to process. Thus, one must exercise due diligence when choosing the marriage locale, because administrative requirements must be satisfied prior to a religious or other type of ceremony, if so desired. Assuming one complies with the applicable laws of where the marriage takes place, the U.S. will

usually recognize the marriage. Notwithstanding, one should verify the marriage’s acceptance through their legal state of residency attorney general’s office. The following points offer additional information on the subject:

WHO MAY PERFORM THE MARRIAGE?

American diplomatic and consular officers are not permitted to perform marriages (Title 22, Code of Federal Regulations 52.1). As a rule, marriages cannot be performed on the premises of an American embassy or consulate. A local (foreign) civil or religious official will usually perform marriages abroad.

FOREIGN LAWS, PROCEDURES

The embassy or tourist information bureau of the country in which the marriage will take place can provide the most accurate information about marriage laws and procedures. Additionally, the Department of State’s Overseas Citizens Services can provide general information on marriage in a limited number of countries. Lastly, American embassies and consulates abroad frequently have information about marriage in their respective countries.

DOCUMENTATION, AUTHENTICATION

Most countries require a member present a valid U.S. passport. In addition, most countries also require birth certificates and divorce decrees. Some

countries also require the consular official of the U.S. to authenticate the documents presented. This process can be time-consuming and expensive.

AFFIDAVIT OF ELIGIBILITY TO MARRY

Some countries require proof of legal capacity to enter into a marriage contract. This is usually in the form of a certification by competent authority that no impediment exists to the marriage. If this is not possible, the prospective couple will need to execute an affidavit that certifies that no such impediment exists. This affidavit may be executed for a fee at the American embassy or consulate in the country where the marriage will take place. The marriage package that the passport office provides also includes affidavits. This type of affidavit has been accepted by local (foreign) civil and religious officials. Make sure this document is properly filled out, and stop by your local base legal office for a notarization, which is free (legal assistance eligibility is subject to status).

MARRIAGE TO A FOREIGN NATIONAL

Information on obtaining a visa for a foreign spouse may be obtained from any office of the U.S. Citizenship and Immigration Services, U.S. embassies and consulates abroad, or the Department of State’s Visa Office. In Germany, only a marriage performed at a registrar’s office (Standesamt) is considered legally valid. The 786th Force Support Squadron Passport Office offers a “Marriage in Germany” information package, which lists the mandatory requirements and documents that members will need to provide to the Standesamt. The following are a few of the required documents: • Birth certificates with certified translation if the certificates are not in German. • Proof of citizenship. Passport or, in case of service members, a statement of citizenship. Military ID-card is not acceptable. • Authorization to marry from a commanding officer (see AFI 36-2609). • Certificate of Registration (Anmeldenachweis) will be required if the intended spouse is not German or a command sponsored U.S. national. This is a written statement from the local resident registration office (Einwohnermeldeamt) that the foreigner is properly registered. There may be slight variations in the processing at the individual Standesämter in Germany. As a first step, American citizens are urged to consult the registrar at the Standesamt in the city or town where they wish to get married. They should keep in mind that they will need to translate all documents they wish to submit from English (or any other language) to German. “It’s a nice and sunny day. There are treats and cheese waiting for me. There is nothing that can stop me.” I told this line to myself again and again trying to calm myself down over the “roud” roar of the C-130J Super Hercules engines. In reality, it would be hours before the sun came up. The only thing waiting for me was a doggie barf bag and a loadmaster looking at me like I was going to “mark my territory.” I mean, I may have had the thought cross my mind, but these guys work hard; I didn’t need to make it harder. Once I finally got my footing and my ears got adjusted, it was a very smooth flight several thousand feet in the air. The hum and slight rocks put me to sleep. My pilots were flying to France to participate in a French-led exercise. They were doing the mission and making things happen. Yet, my dear fans, I wish I could tell you that everything was smooth and that I lived up to my legend — no, no, no, nope. We met up with French C-130s and got ready to participate in low-level flying. I should have known by the grins around me that this was going to be a trip. We lifted off and flew like I had gotten used to. I said goodbye to the ground and was getting ready to

sleep, and all of a sudden I felt a jerk. I looked out the window and I saw the ground getting closer. I looked at the loadmaster. He smiled at my terrified face as he yelled out, “tactical maneuvers.” The sweet hum and rock of the plane became a roar, and the true meaning of turbulence hit me. I looked at the window and saw a French castle getting closer. I couldn’t take it; my poor body couldn’t take it, and I dropped a few 2nd Lt. Spankys. Thankfully they had the facilities on the plane. Once they reached a few hundred feet from the ground they leveled out. Yet it was nothing like several thousand; it was rocky. It gave me the same feeling I got when I ate that green cheese with some leaves growing on it (not a good idea). I pushed through it because it was for the mission; the Airmen on board were training and building relationships with their allies. Thankfully, we completed the mission and flew back to Ramstein before I had to use the doggie bags again. During this trip, I saw so many Airmen working together like a seamless machine. Each Airman knew where to go and what to do. I saw just the tip of the number of Airman it takes to get just one C-130 in the air. It makes me sit in wonder as I look over the flightline.

Mushroom ham casserole IngredIents: 250 grams white mushrooms, sliced or halved 30 grams butter, softened 200 grams cooked ham slices, thinly sliced 100 grams young gouda cheese, grated 1 bunch parsley, chopped 1 bunch chives, chopped 250 grams whole grain bread, cubed 6 slices white bread 4 medium eggs 50 milliliters milk 100 grams Saure Sahne (sour cream) 125 milliliters Schlagsahne (heavy whipping cream) Nutmeg, to taste Salt and pepper, to taste 200 grams gouda cheese, sliced dIrectIons: • Heat the oven to 200 degrees Celsius or 390 degrees Fahrenheit. • Saute the mushrooms in butter until golden brown and all liquid has evaporated.

• Cut the bread into about 1-inch cubes. • Spread the whole grain bread cubes onto the bottom of a greased or sprayed casserole dish. • Cover the bread cubes with the sauteed mushrooms, parsley and chives. • Evenly lay the ham slices on top of the mushrooms and sprinkle the gouda cheese over the top. • Lay the 6 slices of white bread over the top of the casserole. • Mix together the eggs, milk, Saure Sahne (sour cream), Schlagsahne (heavy whipping cream), nutmeg, salt and pepper. Pour evenly over the bread. • Let the casserole stand for about 30 minutes. • do not refrigerate. • Lay the sliced gouda cheese on top of the bread. • Bake for 30 minutes or until casserole is heated through and cheese has melted.

Burnett 21st Theater Sustainment Command Public Affairs Although the Modern Army Combatives Program is a program developed by the U.S. Army’s 2nd Ranger Battalion, it has spread throughout the military services. In buildings, motor pools and grassy patches of land all over the world, U.S. service members are sweating, struggling and coming together to learn lifesaving techniques through this 20-year-old program. This is Army combatives. Soldiers and Airmen in the KMC are engaging in training and certification in the MACP, and units in the area are using the program to train and build camaraderie. The 21st Theater Sustainment Command’s 21st Special Troops Battalion hosts a weekly “roll” on Panzer

Kaserne for all Soldiers in the command footprint. Warriors from the “First in Support” command sacrifice their lunch hours to practice techniques they are familiar with and learn new ones from more experienced noncommissioned officers. The battalion also plans to host Basic Combatives Course certification in coming months, said Sgt. 1st Class Ronnell W. Foster, 21st TSC Ready and Resilient coordinator and combatives instructor. “I think combatives is important in keeping our Soldiers in shape and building that warrior spirit that they need to have,” said Foster, a Detroit native. “When applied to the Army and the battlefield, anything can happen. Weapons jam, systems malfunction and Soldiers need to know how to defend themselves. That is what we practice here.”

The 10th Army Air and Missile Defense Command’s 5th Battalion, 7th Air Defense Artillery is also placing a strong emphasis on combatives training. Unit leaders are hosting multiple BCC and Tactical Combatives Course

certifications for Soldiers and Airmen serving in the KMC. Staff Sgt. Donald Thatcher, 5-7 ADA combatives master trainer, recently hosted a BCC certification on Ramstein Air Base for students from the 86th Security Forces Squadron. “Whether they’re Army or Air Force, it doesn’t matter,” Thatcher said. “Combatives is a good skill to have and develop regardless of branch. Everyone who went through the course, Soldiers and Airmen, is leaving with a better understanding of these techniques and the ability to pass that knowledge along. This helps the warrior, no matter what branch.” Airmen from the 86th SFS agreed with their instructor. “As security forces we get some combatives training in the Air Force, but this training really solidifies our capabilities,” said Air Force Staff Sgt. Kenneth G. Taylor, security

forces NCO. “Going through and rolling with the Army also brought the entire class together.” Units from the Army and Air Force are making efforts to increase combatives training and certification in the future. Temporary, seasonal or intermittent employees who anticipate working 130 or more hours per month for 90 consecutive days are now eligible to receive the same coverage and government contribution to premiums as full-time employees. “This expansion of coverage furthers the goal of ensuring that all full-time employees are eligible to enroll in FEHB,” said Erica Cathro, AFPC human resources specialist. “This change provides newly eligible employees a way to attain minimum essen-

tial coverage, which will also satisfy the Affordable Care Act individual shared responsibility requirement.” Newly eligible employees can enroll within 60 days of being notified of eligibility by the Benefits and Entitlements Service Team. Newly hired temporary, seasonal and intermittent employees who are eligible will also have a 60-day window to enroll. Coverage is effective the first day of the pay period after the employee makes his or her enrollment election. Ramstein Middle School’s musical cast of “The Wiz” is hosting a talent show today in the middle school’s multipurpose hall. For the first time, the audience will have the opportunity to vote for their favorite act. Voting cards cost $1 and will be available at the show. Gift card prizes, ranging from $10 to $50, will be awarded for first and second place and peoples choice. Admission is $5. Chili, Frito pie, popcorn and drinks will also be available for purchase. All proceeds will go to support RMS’s musical production of “The Wiz,” which will premier Feb. 26 to 28.

Scholarships available

Scholarships are available in the KMC to graduating high school seniors, spouses of active-duty, retired military, and Department of Defense civilians

residing in the KMC. All graduating seniors from Ramstein and Kaiserslautern high schools with at least a 3.0 GPA are eligible to apply for the scholarship. Scholarships are awarded solely on merit and academic achievement with no regard to race, color, creed, religion or disability. Financial need is not taken into consideration. Details of eligibility, requirements and deadlines are noted in the scholarship applications. Applications will be accepted in person at both high schools from Wednesday to Feb. 6. Applications must be submitted in person, no exceptions. Scholarship applications for spouses will be accepted from 5 to 7 p.m. Wednesday to Feb. 6 at the Ramstein Officers’ Club. The KMC Scholarship Committee comprises members of the Ramstein Officers’ Spouses Club, Ramstein Enlisted Spouses’ Association and the Kaiserslautern Landstuhl Spouses’ Association. Pulitzer Prize-winning photographer on display The Museum Pfalzgalerie in Kaiserslautern presents a new exhibition, “at War,” Sunday to April 26. The exhibition displays photos by war photographer Anja Niedringhaus. Her photos show people in different war areas, such as the three Afghan men on a motorcycle south of Kandahar passing soldiers of the Royal Canadian Regiment. Niedringhaus received the Pulitzer prize for photography in 2005. Niedringhaus was killed April 4, 2014, in Afghanistan while observing elections. Televisions across the globe will tune in, and people will stay up to all hours of the night to enjoy this American treasure live. For those stationed in the KMC, only two questions come to mind: Who to root for? Where to watch the game? Service members and family members across the KMC have several options available to them when selecting a site to watch Super Bowl XLIX, scheduled to air at 12:35 a.m. Monday.

Carnival Guide – Understanding Fasching Visit

Fasching is a traditional German celebration – also known as Karneval or Fastnacht. It is carnival season, which has been celebrated for centuries by people worldwide with German heritage. It’s utterly bonkers and terrific fun – get involved! Fasching can be documented back to pre-Roman times. These times were extremely difficult for the average person and so the carnival season was a chance to be free, enjoy life and have some fun in a world where fun was non-existent for many. The masks and costumes of today date back to the medieval times when they were not in place as fun decorations but as ways to avoid punishment and persecution as carnival goers would mock the strict rulers of the day. Had they not used masks to disguise themselves they would have been caught and death would have been an inevitability. Fasching is celebrated in all German speaking countries and it’s timing in the year is poignant as it is just before the fasting season of Lent, which is when many people will forsake food as a sacrifice for religious reasons. Fasching allows a person to have a huge celebration, indulge, enjoy and embrace all that is good before things are out of bounds during Lent. Germany is the country which holds the largest and most vibrant carnivals to celebrate the Fasching season with every city having it’s own celebrations. The city of Cologne (Köln) probably holds one of the biggest carnival celebrations in the country. Many places of work see this time as a public holiday, though it is not yet officially recognized as one. This means to have the time off, your boss needs to be a fan!

Altweiber Fastnacht The Fasching celebrations begin with the ‘Woman’s Carnival’ which happens on the Thursday before Ash Wednesday, also known as Altweiber Fastnacht. This is a day when women can express their freedom and have a lot of fun! Ladies are encouraged to cut the ties of men and also place kisses on a man of their fancy, it is a flirty, fun and much looked forward to event – from both genders!

Rosenmontag Rosenmontag or Rose Monday is what comes next; this is a major highlight with many dancers, marching bands, float parades and streets filled with entertainment for all. These days the masks mentioned are more extravagant and more modern with the faces of politicians and prolific figures caricaturized upon them. Look out for masks and edifices of German leader, Angela Merkel!

Fastnachtdienstag The celebrations come to an end on Ash Wednesday but prior to this is the much sought after Shrove Tuesday or Fastnachtdienstag in German. This is where you get down on your finery and attend many costume balls that are held all over Germany.

Costumes Fasching is very much a time where everyone, and especially children, like to dress up in fancy dress to take part in the fun. You will notice all the German department stores around you will start promoting their fancy dress costumes ready for the parties and parades of Fasching.
