Survival: 10% physical, 90% mental by Senior Airman Elizabeth Baker 86th Airlift Wing Public Affairs Humans are designed to survive. Yet, history has shown that when stranded in survival setting, there have been some who made it out alive and some who did not. Perhaps, while some cannot change their outcome, some can. Tech. Sgt. Lee Young, is the 86th Operations Group Survival, Evasion, Resistance, and Escape noncommissioned officer in charge. As a SERE instructor, Lee teaches survival techniques to air crew, special operations personnel, and other military members who are at high risk of isolation. From his experience, Lee concludes that survival is mostly in the mind. “Survival is 10 percent physical and 90 percent mental,” Lee said. “(It takes) someone who’s mentally strong and has the willpower to endure. Ramstein Airman ignites innovation with spark of genius by Staff Sgt. Jonathan Bass 86th Airlift Wing Public Affairs One 86th Communications Squadron Airman assigned to Ramstein Air Base took second place in the U.S. Air Forces in Europe’s Spark Tank competition. Airman 1st Class John Willman, 86th CS cyber defense analyst, won a $2,500 prize and a chance to win more and have the Air Force institute his idea at the headquarters Air Force competition later this year. Each major command submits two Airmen and their ideas for the headquarters competition.

According to the Air Force, the competition calls for Airmen to pitch their innovative ideas to senior leaders through the Airmen Powered by Innovation portal and culminates in a showcase of those ideas in Orlando, Florida. Willman, a Los Angeles, California native, designed a system to centralize the Windows 10 upgrade across the entire Air Force using the Windows Deployment Services and the Microsoft Deployment Toolkit. “Currently, from base to base there’s not really a set way to do things,” Willman said. “They might use disks to image, which takes longer, some

may use a hard drive, or they might be doing practices which aren’t authorized anymore.” With Willman’s plan, the upgrade will be centralized at the headquarters level, and disseminated down from there. This way the process is more fluid, he added. “Both tools run on a server and you have your deployment share, which holds all the files for imaging, then you can link the deployment shares so the servers are all linked,” Willman explained. “So you can have your central master server and when you make changes on that it propagates to the rest of them. So if the Air Force

releases a new standard desktop configuration then they can publish it on the master, it will replicate to all the other servers.” Willman’s plan decreases installation time by 22 percent and increased the number of computers upgraded at a time from 8, to 45. “The only reason it’s 45 is because the shop that runs the program is constrained by power requirements,” Willman said. Willman plans to invest his USAFE prize money into cryptocurrency, such as bitcoin, and will do the same if he wins at the headquarters Air Force level.

You need food and water, but if you don’t have that mental strength and you quit within the first few days, then your life is over.” The Air Force takes survival training very seriously, and has built the modern SERE program with years of real-world experience from former prisoners of war and other survivors. To train others to survive, Lee had to gain his own experience and become a survivor. He witnessed the limits of his mental and physical endurance during the SERE instructor course, part of which placed him in the woods with several teammates and forced him to endure bitter cold, an overburdening amount of tasks, and small meal portions all on a minimal amount of sleep. Lee’s class

dropped from 65 to 35 participants within the first three weeks. “The most intense experience I’ve had with isolation was the first 10 days in the woods during the SERE instructor course,” Lee said. “Days four, five, and six were the three most miserable days of my life.” Due to the excessive tasks and minimal food, Lee lost 30 pounds during those first 10 days. “I’ll paint a picture for you,” Lee said. “You can’t get warm even in your sleeping bag, and that’s if you make it to your sleeping bag. You don’t even get undressed before you get into it, except for your boots. When you wake up it’s negative 20 degrees, your clothes are wet, you’re miserable, cold, tired, and hungry. Your boots are frozen solid so you have to hit them on a tree and knock all the ice off. Every muscle and joint in your body

hurts to the point where you feel like you can’t walk anymore. I couldn’t make a fist, I had no dexterity. I was dehydrated. It was just miserable and cold.” Lee said those who failed allowed the situation to get in their heads. Thinking about going home to a warm bed weakens a person’s mental state. “Usually, the ones who quit decide at 1 or 2 in the morning when they were miserable, doing tasks,” Lee said. Lee said that controlling his mental state is what got him through his training. He said that there were three things he focused on to keep himself on track. “When I think I have it bad, someone always has it worse,” Lee said. “It doesn’t matter how bad the situation is; somewhere in the world, someone

has it worse. The second thing that got me through was knowing that it wasn’t impossible. If others can do it, why can’t I do it? The third thing was knowing that I couldn’t look a man in the eye and say ‘I quit.’ If he can do it, why can’t I do it? That would be saying ‘I’m not as good as you are.’” Lee also refused to be overwhelmed by the magnitude of his tasks. “It takes small victories,” Lee said. “Every morning when you wake up, you just want to go home and take a hot shower, but you get up and set a goal. Like, let me just make it to breakfast. Then let’s just make it to lunch, then let’s make it to four o’clock when cadre leaves. Then you complete your tasks. By that time it’s like 4:30 a.m. and you do it all over again. You just keep pushing. You have your teammates there to help you out and push you through.”

Red Cross pledges to care for contractors by Airman 1st Class Milton Hamilton Jr. 86th Airlift Wing Public Affairs The American Red Cross is scheduled to hold an open house event for contractors and their spouses at 10 a.m. Tuesday on the fourth floor of Bldg. 2118 on Ramstein. “Contractors are a large component of our military community,” said Chris Spalding, Red Cross, division volunteer partner. “They are a vital part of our mission.” Contractors come from many different backgrounds, said Spalding. Some are former military, while some are brand new to the military experience. “The Red Cross is concerned for the contractors and their families that come to the Kaiserslautern Military Community with no military knowledge,” said Spalding.

“They come here and are almost oblivious to our processes.” There are many resources that are meant to assimilate newcomers to the KMC, but most times contractors don’t have a sponsor to help guide them to these means, said Spalding. “I want the contractor community to know the Red Cross is here to service them just like we service military members and their families,” said Spalding. The open house is meant to provide contractors and their spouses with information and a support system to help them integrate and in-process smoothly. Youth sponsorship program helps keep you informed by Senior Airman Devin M. Rumbaugh 86th Airlift Wing Public Affairs Moving to a new duty station can be an exhausting experience for all members of a family. The service member is often given a sponsor to aide with the transition, but moves can be even more stressful to the children in the family. For that reason, the 86th Force Support Squadron developed the youth sponsorship program. The new program is designed to help teens and pre-teens get a head start on what to expect at a new place, by communicating with others their age at the new place the family is moving to. The program helps connect

the sponsors to the sponsees prior to their arrival, so they can get answers to questions about school, teachers, youth program activities, cultural experiences, and other aspects of living in the Kaiserslautern Military Community. The program takes teen and pre-teen volunteers involved with the Ramstein or Vogelweh youth and teen centers. “The YSP can be a lot of fun and a way to meet others that you might not meet otherwise,” Ruth Radloff, 86th Force Support Squadron youth programs and school age care manager. “Sponsors get to know the new youth and help them get settled.”

Customers should understand with the new process, waiting times may be longer than usual. The VCC changed its operating hours. It opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. NASA Takes International Aviation Research to the ‘Max’ by Jim Banke NASA Aeronautics Research Mission Directorate NASA’s ongoing research into what happens with engine performance, emissions and contrail formation when you use different types of fuels in jet engines is headed for the skies over Germany this month. The international collaboration will see the German Aerospace Center’s Advanced Technology Research Aircraft A320 aircraft burning alternative biofuels, while NASA’s fully instrumented DC-8 “Flying Laboratory” trails a safe distance behind, sampling and analyzing gases and particles within the ATRA’s wake. “NASA couldn’t do it alone. We’re bringing the two agencies together to combine resources and facilities in a way we’ve never been able to do before,” said Bruce Anderson, NASA’s principal investigator for this latest phase of airborne research. The main goals of the joint research campaign are to assess the effects of alternate fuels on aircraft engine performance and emissions, with a special focus on discovering how soot from those emissions can affect the size, concentration and lifetime of contrail ice particles. This current effort is the latest in a series of research campaigns during the past few years, some in the United States and some in Germany, that used different aircraft, conditions and sampling techniques to build a knowledge base about alternative fuels. Previous research flight programs were led by NASA over California during 2013 and 2014 and called ACCESS I and II – short for Alternative Fuel Effects on Contrails and Cruise Emissions. During these campaigns NASA’s DC-8 burned the alternate fuels, while smaller businessclass jets, such as the NASA Falcon HU-25 and DLR Falcon 20, flew behind to gather data. Results of those flights showed that using a 50-50 blend of biofuel and regular fuel to power jet engines reduced soot emissions by as much as 50 to 70 percent. “That’s good news for Earth’s environment, but it would be even better if the fewer soot particles lead to a reduction in contrail ice particles,” Anderson said. That’s because contrails, and the solar-radiation-reflecting cirrus clouds that evolve from them, have a larger impact on Earth’s climate than all the aviation-related carbon dioxide emissions since the first powered flight by

the Wright brothers in 1903. In 2015, NASA researchers joined DLR counterparts in Germany for their Emission and Climate Impact of Alternative Fuel experiments. For that activity, NASA instruments were placed about 100 feet (30 meters) behind DLR’s parked ATRA A320 to measure exhaust from the jet as it burned different types and blends of standard and alternative fuels. ECLIF also included cruisealtitude measurements by DLR of ATRA emissions using the instrumented DLR Falcon 20 flying behind. NASA’s role in the 2015 ECLIF exercise was similar to one it performed in the United States back in 2009 and 2011, during which groundbased instruments measured emissions from the parked DC-8. That effort was known as the Alternative Aviation Fuel Experiment, or AAFEX. New Heights for 2018 While the earlier ACCESS and ECLIF flight tests were able to characterize the differences in fuels from an emissions standpoint, doing the same with contrail formation was more of “a tough nut to crack,” Anderson said. The reason: the wide gap in aircraft performance between the large, commercial-airliner-class DC-8, the A320 aircraft and the smaller, business-class-jets flying behind made it nearly impossible to collect contrail and emission data at typical, realworld altitudes and flight speeds. Now, by using DLR’s A320 as the “source” aircraft and the DC-8 as the sampling platform, researchers can fly where contrails form and persist, giving them plenty of opportunities to gather data using a much more extensive instrument payload than could be carried by two Falcon jets combined. In fact, the DC-8 will be carrying 14 experiment racks jammed with instruments – three times the instruments flown before on the smaller business-class jets. “This is one of the most extensive suite of aerosol and ice-particle

instruments ever fielded by a NASA campaign,” Anderson said. If all goes well with final preparations, the series of research flights – known by NASA as ND-MAX, and by DLR as ECLIF 2 – are to begin January 16 and wrap up no later than February 2. The plan is to log as many as 80 hours of flight time devoted to gathering data. Flight Plan for Ramstein The research flights will be staged from Ramstein Air Base southwest of Frankfurt, Germany. Eight joint DC-8/A320 flights are planned to sample three different fuels at a variety of altitudes and airspeeds, and in both contrail forming and non-contrail forming conditions. Both aircraft will be burning standard jet fuel, which will provide realworld data to compare with the A320 engines burning alternate fuels, giving the team even more data to study the relationship between aircraft soot emissions and contrail characteristics. Afterward the DC-8 will join the A320 at cruise altitude to sample engine emissions and contrail properties over a wide range of flight and atmospheric conditions. Those sessions will see the aircraft flying four to five hours of coordinated maneuvers in restricted airspace. Then the DC-8 will land shortly after the A320 to sample its exhaust as the aircraft duo taxi back to the hangar at Ramstein Air Base. And even when the DC-8 is flying to and from its home near NASA’s Armstrong Flight Research Center in California, the researchers will take advantage of any aged contrails they come across within the crowded flight corridors to make measurements. “We’re addressing quite a few objectives, so we hope to make use of every flight hour in terms of sampling clouds or contrails or aircraft emissions,” Anderson said. Given the international partners involved, and the number of multidisciplinary airborne experiments gathering data over a wide spectrum

of flight profiles, Anderson said this will provide “a maximum opportunity to make a significant advance in our understanding of the relationships between background conditions, engine soot emissions and contrail characteristics.” And that’s at least one reason why this project is called ND-MAX – “N” for NASA, “D” for DLR, and MAX for maximum.

The service will be available to personnel from the ranks of Staff Sergeant and below for enlisted members and Captain and below for officers. The office will begin making appointments on Jan. 29. Capt. Joseph Bishop, 86th Airlift Wing assistant staff judge advocate, added that while his office also serves members of other service branches, nearby U.S. Army installations have tax return assistance programs of their own. “Our goal is to support the base in getting their taxes done, and we know that sometimes that can be a very difficult time,” he said. “We’re helping people prepare their taxes and hopefully (they) get a nice refund.” Bishop listed the various documents a customer would need in order to get their tax returns done: their military I.D., form W-2, and

filing taxes in the U.S. is April 17, Bishop said that members of the Kaiserslautern Military Community get a two-month extension. However, this extension is only for the tax return. Taxes due must still be paid by the normal deadline, he explained. In order to keep up with the flow of customers, the legal office reached out to the community for volunteers who would serve as tax preparers and

document screeners. Bishop said he was surprised by how many people wanted to help, and was grateful for the turnout of volunteers. He also expressed optimism at the upcoming tax season. “I’m excited,” he said. “We have great volunteers and a great staff here. With all the support we have, I predict that this is going to be a very successful tax season.”

21st TSC talks ‘Year of Integration’ with community leaders

by Brittany Jones 21st Theater Sustainment Command Public Affairs 21st Theater Sustainment Command leadership met with leaders within the Kaiserslautern community about the mission and goals the 21st TSC has for 2018, during the unit’s annual New Year’s Reception, Jan. 11, at the Armstrong Club located on the Vogelweh Housing Complex. True to German tradition, guests were greeted with good luck charms from a local chimney sweep, prior to entering the command team welcome line. The reception offered attendees direct insight from the 21st TSC command team — Maj. Gen. Steven A. Shapiro and Command Sgt. Maj. Alberto Delgado. Shapiro highlighted during his remarks that by saying farewell to 2017, it also means saying farewell to what was known as the “Year of Execution.” The commander noted that 2018 would be known as the “Year of Integration.” “For 2018, the ‘Year of Integration’ signifies that we will increase our

continued work with our allies, our partners, and our sister services as we maintain our effort of assurance, deterrence and protection of NATO and U.S. interests and personnel,” Shapiro said. During Shapiro’s remarks, he also addressed former U.S. Army Europe commander Lt. Gen. Frederick “Ben” Hodges’ vision for 2017. “During the Year of Execution, the 21st TSC achieved major milestones and our ability to rapidly deploy forces into theater was put to the test,” Shapiro said. “With all of the multinational exercises accomplished in 2017, I believe we achieved Lt. Gen. Hodges’ vision in making 30,000 troops look and feel like 300,000.” Attendees included Brig. Gen. Thomas Hambach, from the German Allied Forces, members of RheinlandPfalz State Parliament, County Commissioner Ralf Lessmeister and mayors from surrounding communities, and State Court Presidents Bernhard Thurn and Markus Gietzen. “It’s an honor to be invited and it’s an honor to attend,” said Lt.

Col. Thies Neelsen, Bundeswehr Logistic Command German Liaison Detachment. “We are already in the midst of logistic support planning for 2018. I could appreciate the importance placed on integration.”

Steven Smith, 266th Financial Management Support Center deputy director. “So we look at how the operations that we are planning right now are going to impact potential financial issues later. Forums like this help us at 266th plan and prepare better ways to serve the Soldiers of the 21st.” This was the second senior leadership forum Shapiro has hosted since taking command June 2017, but is an ongoing tradition for the 21st TSC. “One of the paramount reasons why an event like this is very important, is the synchronization you have amongst all of the leaders,” said Command Sgt. First WARTAC-Europe graduates offered jobs with VA; next classes begin in February

WIESBADEN, Germany – More than 40 transitioning service members from throughout Europe graduated last month from the Department of Veterans Affairs’ first overseas Warrior Transition Advancement Course. Along with certificates came wellearned job offers with the VA. Forty-four Soldiers, Airmen and Sailors attended classes, held at two garrisons in Germany, that provide skills needed to become Veterans Service Representatives or Rating Veterans Service Representatives. In addition to the skills training, WARTAC includes the opportunity to interview for open positions. Overall, the WARTAC program aims to provide graduates who, after leaving the military, are ready to join one of the 56 Regional Veteran Service Centers throughout the United States, Puerto Rico and the Philippines. At U.S. Army Garrison RheinlandPfalz, 33 people graduated either the 10-week VSR course or 12-week RVSR course, with offers to start developmental GS-7 VSR and GS-9 RVSR positions as early as late-January.

“Working for the VA means you will be joining more than 10,000 of your fellow veterans who work for us…veterans serving veterans,” said Jesse Rector, WARTAC-Europe program manager, during the Dec. 21 ceremony at USAG RP. “ Rector noted that separating from the military is hard for some, and separating from an overseas location is even harder, which is why the VA is excited to bring WARTAC to Europe. “WARTAC is one way the VA can bring direct support to transitioning service members here,” he said. At USAG Bavaria, 11 people, including four from installations in Italy, earned their certificates Dec. 19, including Staff Sgt. Matt Handley of the 2nd Cavalry Regiment. Handley said the most memorable day of class for him was when he generated an award for an actual veteran. “While we learned much from classes and demo cases that we worked on early in the course,” he noted, “this was the moment that the job really connected for me. It drove home the importance of what we were doing.” Handley and his classmates now move on to become either VSRs, who build case files and collect evidence

needed to make decisions on VA disability claims, or RVSRs, who make final decisions on these claims, determining what the service-connected disability percentage is for veterans. The next round of WARTAC classes are scheduled at garrisons Bavaria and Rheinland-Pfalz from Feb. 28 to May 23 for RSVR and March 14 to May 23 for VSR. The application windows on USAJOBS is until Jan. 26 for RSVR and until Feb. 2 for VSR. Applicants must be activeduty service members transitioning from the military no later than 180 days from the start of class and must be available to begin employment no later than Aug. 22. To apply to WARTAC, individuals must submit a résumé via USAJOBS. Once VA notifies applicants of selection, they must then also submit a command approval memo for participation. Selected members, from all branches of the service, stationed outside of Bavaria and RheinlandPfalz can attend WARTAC on permissive temporary duty status. To offset the out-of-pocket expenses for those attending the course on PTDY status, both training locations will offer on-post transient lodging. Applicants can contact WARTAC

program managers for more lodging details after program acceptance. “If VA is where you want to be, we have a place for you,” said Rector. “The vast majority of WARTAC participants are hired; most of those who weren’t hired chose to go elsewhere. We hope that you do not look at this as just (a chance for) a job – but a career opportunity. Melt the margarine in a large pot. Add bacon (optional), onions, potatoes, carrots and celery. Let all cook for about 10 minutes on medium heat. Add leek and tomatoes (optional). Klaus learned from an early age that he had an interest in food and cooking when he started helping in his parent’s restaurant at the age of ten. He enjoyed the environment so much, that he started an apprenticeship at the Augsburger Hotel Riegele at the age of 16. Klaus has been working in hotels and restaurants ever since,

Excellence Award Program was created during the Total Army Worldwide Supply Conference, held November 1984. The objectives were to enhance logistical readiness, enforce the Command Supply Discipline Program and to encourage the use of available resources to increase unit readiness. Each year, units compete in this competition and the primary criteria for evaluation includes demonstrating success in supervisory and managerial responsibilities, compliance with the Army standard supply policy and procedures, the Command Supply Discipline Program, and the Army management philosophy. “We went through multiple inspections, long nights where we burned the midnight oil,” said Warrant Officer Craig Sears, 39th Transportation Battalion property book officer. “I’m extremely happy for myself, my team and everyone who supported us throughout this process because we couldn’t have made it this far without our subordinate units doing their jobs.”

Garrison selects new CYS administrator

Story and photo by Erinn Burgess U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate Though she often refers to herself as the black sheep of her family because she didn’t serve in the military like her parents and siblings, that doesn’t mean Jessica Terrell hasn’t made her own impact in the U.S. Army realm. She currently holds the position of facility director at Landstuhl Child Development Center 1 at U.S. Army Garrison Rheinland-Pfalz and has recently been selected as the first to fill a newly created garrison position as Child and Youth Services administrator to oversee all four Army CDCs in the Kaiserslautern area (five when Kleber CDC reopens) along with two school age centers. A look at her career path shows that while she has held several different positions along the way, the forefront of her focus was always providing care for military children. Terrell started working with the military in 2005 as a summer intern for Camp Adventure through the University of Northern Iowa. The program sends American college students to U.S. military bases throughout the world where they work in child care facilities, run summer camps, and in some locations, provide swim lessons and act as lifeguards. When Terrell first started with Camp Adventure, she wasn’t looking at it as the first step towards a military-affiliated career. She wasn’t

sure what she wanted to do anymore, she explained. At the time, she was aspiring to be a teacher upon completing her degree in education. Job opportunities were looking scarce, and Terrell wondered if she should try for something else. That first summer as a Camp Adventure intern in Vicenza, Italy, changed her life. The intern met a young boy who was coping with his father’s deployment, and he would often hide under the table rather than playing with the group. Terrell’s father was also deployed during this time which led her to form a bond with the child. “I would say to him, ‘do you want to write your dad a card? You miss your dad, I miss my dad — let’s write them cards,’” Terrell explained, and together, they would. “That was when I realized — this is where I need to be working. This is for me.” Terrell’s desire to work with military kids stems from her own childhood growing up with active duty Navy parents. “I went to child care from 6 a.m. to 6 p.m. growing up. My FCC provider, Ms. Karla, came to my wedding, she has met my daughter — she is a huge part of my life,” Terrell explained. “When my parents would go on temporary duty assignments or when my dad was deployed, Ms. Karla was there. I stayed at her house for six weeks at a time. She’s one of my biggest role models and probably why I chose to get into child care.” Terrell spent several summers with

Camp Adventure, traveling to places such as Italy, Japan and Hawaii. During her final summer with Camp Adventure in 2010, an opportunity for an internship with Army CYS came up. Terrell’s Camp Adventure mentor told her she would be a great candidate and helped her put her résumé together, but she ended up missing the deadline for the application because she was flying back from Naples that same day. The disappointment didn’t last long. Her résumé found its way through CYS channels and shortly after returning from Italy, Terrell received an email from CYS at USAG Benelux SHAPE/Chievres informing her of a school age center director position coming available. She applied, and to her surprise she was selected. “Though I had worked for all four branches of service while doing Camp Adventure, I had never worked officially for the Army. As a hiring manager now, I know they took a chance hiring me,” Terrell recounted. She stayed in the position four years before moving to Kaiserslautern to assume her role at LCDC1, which she has held the last two and a half years. Terrell recommends a CYS career path to others as well. “CYS has so many opportunities for growth. Child care positions, trainer positions, outreach services, program operations — there are so many pathways,” Terrell said. “CYS does a really great job growing people; we provide schooling to get you quali-

fied for higher positions and robust training opportunities.” She also explained that USAG RP is unique in that it has a lead training specialist, which a lot of garrisons do not have. When people leave here, they will take really good qualities, work ethic and skills with them to their next duty location, Terrell said. It is rewarding for her to see Camp Adventure interns come to USAG RP, because it reminds her of where her journey began, she said. It is also rewarding for her to watch her threeyear-old daughter, Anella, grow and flourish at one of the CDCs that Terrell will soon oversee. She plans to stay with CYS long term, including a bit longer overseas with her family. Her husband, Joel, works for the U.S. Postal Service, and Anella will soon be a big sister to another baby girl along the way. Terrell envisions working at region level one day, helping to guide and mentor people along their paths in CYS and act as a subject matter expert. “We have tough days in CYS, it gets hard, but everyone is always so willing to help, and we all know what the mission is — to reduce the conflict between parent responsibilities and mission-related duties,” Terrell said. “When parents leave their children here, they know they’re being taken care of in the best way possible. I take pride in that. I love working with kids, I love working with families and I admire the people I work with so much.”

Freinsheim sponsors red wine hike Jan. 26 to 28

by Petra Lessoing 86th Airlift Wing Public Affairs The wine growing community of Freinsheim will sponsor its first event highlight of 2018: a red wine hike. The event under the motto “Fresh air, culinary specialties and fine red wines” will take place Jan. 26 to 28. The red wine hike will take participants on the winehiking path from the town hall to a vineyard called “Musikantenbuckel.” Hikers can make a stop at 16 drinking and eating stations along the route. Tonight, at 6 p.m., the event will officially start with Wine Princess Saskia greeting the guests and a local music group performing next to the historical town hall. Then a torch hike will lead interested participants from the Baroque town hall from 1732 to stand no. 1. The torch sale will begin at 5:15 p.m. right near the town hall. On all three days of the event, local vintners will present various red wines such as Dornfelder, CabernetSauvignon, Merlot, Cabernet Dorsa, Cabernet Mietos, Saint Laurent, Portugieser and Spaetburgunder in their wineries and at stands. To be able to warm up, Gluehwein (heat-

ed red wine spiced with cloves and cinnamon sticks) will also be served. Visitors get to taste a variety of food specialties — meat dumplings with horseradish sauce, potato soup, dampfnudeln, potato dumplings with mushrooms, pulled pork, rumpsteak with onions, game specialites, red wine onion soup, fresh oysters, lobster, scampis with spaghetti, salmon, spinach dumplings with cheese sauce, bratwurst, pea soup and Hungarian goulash soup. Desserts will include hot chocolate cake with red wine plums, red wine cake and red wine muffins. Food and drink stands will be open 6 to 10 p.m. Jan. 26, and 11:30 a.m. to 6 p.m. Jan. 27 and 28.

Traditionally on that weekend, the Freinsheim soccer club will sponsor a 10-kilometer peoples’ run to and around the Oschelkopf vineyard. The run will start at 9:30 a.m. Jan. 28 at the club’s restaurant Harmonie on Dackenheimer Strasse 40 in 67251 Freinsheim. Starting fee is €5 if registering in advance at www.br-timing.de. Registration will be possible until 30 minutes prior to the run and costs €8. To get to Freinsheim, travel on A6 toward Mannheim; take the Grünstadt exit; follow the signs to Kirchheim, Dackenheim and Freinsheim. The garbage guide provides important information for English-speaking citizens on topics such as waste reduction, recycling, re-use, and disposal of waste for the entire municipal area on a total of 32 pages. The useful brochure shows, for example, the addresses and opening hours of the municipal recycling centers, the locations and dates of the hazardous waste collecting trucks (Umweltmobil) and details regarding the pickup of Christmas trees. An overview regarding proper waste separation is also provided at the end of the brochure.

Here private households and businesses can create their own individual pickup schedule for nonrecyclable waste, scrap paper, cardboard, biodegradable waste and yellow bags. Additionally, upon request, our email service will send customers a timely reminder when and what type of refuse container will be collected the following day. The garbage guide is available for pickup at the German-American Community Office, Lauterstrasse 2 in Kaiserslautern, municipal recycling centers, at the “Buergercenter” in the Kaiserslautern Rathaus, in the city’s recycling centers as well as at the City Image Services Center on Daennerstrasse 11.

Calculating your LQA or OHA when purchasing a home by Robert Mitchell Mitchell Consulting I am often asked exactly how to calculate ones housing allowance when purchasing a home overseas. Generally along with this question comes the misunderstandings of what they have been told by others. Some have said that your Living Quarters Allowance is based on how much your actual mortgage is. Others note it is based solely on what your allowance is for your pay grade. Hopefully, I can explain how your allowances are calculated which will clarify the rumors. Keep in mind the base of these calculations is the same for both Active Duty Military and Civilian Employees. The difference between the two is that the military member’s OHA is left in the foreign currency and converted for each pay period based on that period’s exchange rate and the Civilian’s LQA is converted back to U.S. Dollars at the time of the purchase. This means the military member’s USD payment will fluctuate with the currency exchange while the civilian’s USD payment will be fixed on their exchange rate at the time of purchase. He is a GS-11 with 1 dependent that receives $49,000 per year. This is different than a military member because his allowance is offered in USD rather than Euro. The first thing that is done is his purchase price is converted from USD to Euro based on the date of the purchase. The conversion of .732 will be used for this example. €300,000 / .732 = $409,836 Once we have the dollar figure for this purchase, we are able to calculate the monthly allowance in the same manner as for military members, but in USD. $409,836 / 120 = $3415 per month This leaves him with $668 per month remaining in his LQA to cover utilities. These calculations have nothing whatsoever to do with the financing amount of your home or the monthly loan payment. You could pay cash for your home and you would still receive this allowance based on these calculations. There are many other aspects to be discussed regarding the OHA/LQA regulations and what costs can be included. This article is meant simply to show the basis on which these calculations are made.
