691 COS boost morale with eSports tournament by Senior Airman Milton Hamilton 86th Airlift Wing Public Affairs The 691st Cyberspace Operations Squadron held an electronic sports (eSports) tournament for U.S. Air Forces in EuropeAir Forces Africa Airmen, Dec. 5, 2020. “Our most important goal was to connect Airmen during COVID19 and to create a platform where Airmen can just have fun,” said Capt. Gregory Huete, 691st COS operations flight commander. “We see eSports as a great way to stay connected during the pandemic, to build a community and to then launch that community even further once the pandemic subsides.” The tournament encompassed 156 matches from 11 a.m. to 9:30 p.m., with 29 teams and 115 players from over three countries and 26 USAFE-AFAFRICA-based organizations. by Kelly Sanders 86th Airlift Wing Public Affairs Leaders from Ramstein Air Base hosted a virtual Town Hall Monday to address Germany’s extended lockdown measures and the base’s COVID-19 vaccination efforts. With COVID-19 cases trending in the wrong direction, German officials announced more restrictive mitigation measures effective Jan. 11 and lasting until the end of the month. Four wing leaders

went live via Ramstein’s Facebook page to provide an overview and answer questions. Further limiting social contacts is a cornerstone of the newest effort to curb the spread. 86th Airlift Wing Command Chief Hope Skibitsky told those tuning in that members should reduce social gatherings to one household plus a maximum of one additional person not living in that household. “We know that extended lockdowns can weigh heavily on people; it adds stress to everyone.

We just need to support one another and continue to find ways to [virtually] connect,” said Skibitsky. Brig. Gen. Josh Olson, 86th AW commander, clarified that social gatherings differ from workplace settings. The state permits employees to continue working in locations that remain open and operating. COMMENTARY: Pearls of leadership philosophy

by Lt. Col. Angela Albrecht 86th Operational Medical Readiness Squadron Commander I’ve been in positions of leadership most of my career, and during those years, I’ve learned extensively about the difference, in my opinion, between a bad leader and a good leader. Some of those lessons I learned the hard way, through trial and error and humbly overcoming those mistakes. But most were through observing those I thought to be great leaders whose example I vowed to follow. The following are a few pearls of leadership philosophy that I’ve gathered along this journey. VIRTUAL TOWN HALL from Page 1 much as feasible, minimizing inperson meetings, shrinking close contact circles, and wearing face coverings to promote a safe and healthy work environment. Another change applies to travelers returning from a high risk area. Skibitsky explained that Rheinland-Pfalz now requires travelers to take a COVID-19 test either 48 hours before, or immediately after, returning to Germany. A quarantine is still required even if the test returns a negative result. A detailed list of guidelines impacting the Kaiserslautern Military Community can be found in the English translation of Rheinland-Pfalz Ordinance 15. That document and many of the most relevant changes are summarized on Ramstein’s COVID-19 page.

As a leader, it’s important to know who you are and the values and rules that you will abide by, regardless of the circumstances you face. It is your duty as a leader to both know and openly communicate those values and rules of engagement with the people you lead. This creates an atmosphere of certainty, trust and transparency. For example, it’s imperative that I develop and communicate with my squadron members my “red lines” — circumstances or events for which I have absolutely ZERO tolerance for: DUI/DWI, illegal drug use, sexual harassment and discrimination. By being upfront with these expectations, my squadron will immediately understand that there will be consequences should these red lines get crossed; there is no element of surprise or excuses. Leaders must lead with integrity, as well as by example. Leading by the “do as I do rather than just as I say” philosophy establishes credibility and reinforces trust. Good leaders listen without being condescending and willing to hear what others have to say with-

out rushing to judgment. Always seek feedback from your commander, your subordinates and your peers. This 365-degree look provides valuable insight into your leadership style and potential areas for improvement. Also, good leaders are honest and forthright with their people; they communicate openly and often, with their commander, subordinates and peers, to provide that same valuable and critical performance feedback and share ideas. Leaders must maintain good order and discipline, with a genuine desire to help the people they lead to improve. If reprimand is necessary, do it without anger and relay feedback in a direct, yet respectful way. Remember, it’s the behavior that needs correcting. “Punish in private. Praise in public.” Always hold yourself and your people accountable to a high standard. Good leaders inspire Airmen to do great things. They give them the values and rules, set the boundaries to operate within, then encourage their people to go out, make their own choices, and give them the freedom to try new things,

even allowing them to make a few mistakes along the way so they can learn and grow from those mistakes. Delegate! Delegate! Delegate! Yes, it would be easier and more efficient to do it yourself, but that doesn’t allow for personal and professional growth for the people you lead. This is probably your biggest role as a leader — to groom future leaders…“Build the Bench.” Remember, we have a mission to do. Therefore, you can’t be afraid to make demands of the people you lead. Good leaders understand it’s a mistake to be too soft, just as it’s a mistake to be too harsh; you must strike that fine balance. You need to have courage to direct people in the work that needs to get done, expressing belief or encouragement in your people’s abilities, delegate duties, and teach or correct your people along the way. Motivate each individual in your squadron to recognize their potential! Keep everything in perspective. Don’t rush in to make short-term decisions. Take all the facts into consideration, keep long-term

goals in view, put fixes in place today that will benefit the organization and your people both now and in the future. Lastly, the Commander’s Inspection Program is only as good as the sensors and the operators within it. Engage, monitor and direct the inspection process. Expect your programs to have deficiencies or performance gaps, as it demonstrates you are actively monitoring and improving your processes — “Embrace the red!” Always have cross checks in place — “Trust but verify.” And, I recommend that you have your own squadron CIMB as one means of a cross check so that you can stay informed and current on the health of your CCIP, and be better prepared to contribute to our boss’ own Commander’s Inspection Program. Thank you for the opportunity to share my leadership philosophy with you. Just like me, I’m sure you have also developed your own thoughts along your own journey as well. I hope that I may have opened your eyes to some new pearls to add to your arsenal.

Col. Robert Thompson, 86th Mission Support Group commander, explained that services which were shut down or impacted by the previous “lockdown light” will remain that way until Jan. 31. Personnel can visit the 86th Force Support Squadron’s website for a thorough list of status updates. Thompson said local DODEA schools will continue remote learning for the rest of the month with Air Force Child Development centers remaining open at a reduced capacity due to staffing and COVID-19 safety protocols. “Right now we are only able to accommodate our single and deployed Airmen families and [children of our] first responders and medical providers,” he said. Col. (Dr.) Ryan Mihata, 86th Medical Group commander, joined the discussion with updates

about the rollout of the COVID-19 vaccine. Mihata has become a familiar face on Ramstein’s social media sites as he recently chronicled his experience receiving a first dose of the COVID-19 vaccine. A frequent question posed by commenters was how Airmen and families know when it is their turn for the COVID-19 vaccine. At the time of the town hall, Mihata said Ramstein was in Phase 1A of the DOD phased vaccine distribution plan, which includes first responders and frontline medical personnel. The base has since transitioned to Phase 1B, which expands eligibility to different categories of people including personnel preparing to deploy, teachers, child and youth services staff, postal service staff, and food handlers. Mihata said personnel will

be notified through their chain of command and the Ramstein Facebook page when other phases of distribution become available. There is a chart on Ramstein’s COVID-19 vaccine page that provides additional information about the distribution phases. Commenters also asked what to do about individuals who aren’t complying with COVID19 mitigation measures on the installation. “A lot of what we are doing here requires good citizenship,” said Thompson. “We are asking folks to do the right thing.” He reminded viewers that personnel are subject to the Uniform Code of Military Justice if they are not abiding by the signed General Order that outlines rules for quarantine and mitigation. Olson echoed Thompson’s sentiments, emphasizing that it is okay

to speak up if you see someone not abiding by the measures. In closing, Olson acknowledged that an extended lockdown is not how anyone was hoping to kick off 2021, but he’s optimistic that together we, along with our host nation partners, can defeat COVID-19 and return to a sense of normalcy. January 15, 2021 ESPORTS from Page 1 “Our squadron has had a gaming community of about 30 Airmen for a little over a year now, and we wanted to take it to the next level,” Huete said. “We attended an eSports tournament in Germany with more than 20,000 gamers in 2019. The plan was to attend more in-person events and local area network parties over the year, but then 2020 happened.” After attending a massive tournament in 2019, the 691st COS created an official Air Force Gaming organization. “I oversaw the creation of the tournament,” said Airman 1st Class Kareem Henley, 691st COS vulnerability management operator. “I chose what games we played, built our custom server, organized the teams, created the brackets and ensured all games ran smoothly during the tournament. I was also the tournament master for Call of Duty Warzone and Apex Legends.” During the tournament Airmen played Rocket League, Call of Duty: Warzone, APEX Legends, League of Legends and Rainbow Six Siege, across multiple gaming platforms.

“Many people don’t realize how big eSports has become in the past few years,” Huete said. “An in-person eSports convention can draw as many people as a large sporting event and is often an all-weekend activity.” The tournament was open to anyone who had the skills to be competitive and wanted to play. “Nowadays it’s really hard to connect with people,” Henley said. “This tournament was a way for Airmen throughout USAFEAFAFRICA to connect while adhering to all COVID-19 restrictions. We now have a space, a server, for Airmen in USAFE-AFAFRICA to interact and connect with individuals who share the same passion for playing video games.” The next tournament is scheduled to take place within the next few months. The 691st COS is currently working on the specifics. The winner of the tournament had bragging rights until the next competition, but the creators of the tournament are looking to divvy out actual prizes in the near future.

Raychil K. McBride, 496th Air Base Squadron air transportation function supervisor. “Yes, I’m air transportation, but I could also work passenger services, (on) the cargo ramp or aerial port coordination. I could sit here for 10 minutes and name all the stuff I can do.” Whether it’s at work or at home, variety keeps this Airlifter’s spirit burning bright. Much like McBride’s work,

her interests have a wide scope, spanning from writing stories, hiking in the mountains and even riding the waves in her spare time. While she initially loved surfing because of her attraction to the ocean, her passion also developed because of the thrill of the sport. Those emotions were further increased by McBride’s entrance into the aerial porter career field in 2014. “I was really excited when I got this job and (the recruiter) said, ‘As an aerial porter, you can go anywhere there’s a flight line,’” McBride said. “I wanted a variety of where I could go in my assignments.” Variety came sooner rather

The sheer assortment of duties is why McBride loves her career. In a normal day, McBride could be servicing aircraft and training new Airmen or tasked with a short-notice mission. “We don’t really have anything that’s routine here,” McBride said. “We’re always flexible because tasks drop out of the sky at any time,” McBride said. McBride is no stranger to short-notice tasks as well; she’s led a two-person team in servicing three missions, helping the Department of Justice execute their mission effectively. Working with different organizations is another unusual aspect of her job, and McBride’s leadership was key in helping U.S. Marines deploy safely in October. McBride coordinated four joint inspections, oversaw a 23-member joint team and

cargo while also screening more than 700 Marines. McBride is also a key figure in Coronet missions, where her team services fighter jets from various bases around the theater. “The experience is different every single time because not every Coronet mission needs the same thing,” McBride said. “(The missions) run smoothly because we have a good team of people who know what they’re doing and that makes a big difference.” McBride led her team through a 200% increase in operations servicing 35 aircraft, screening more than 150 passengers and transferring more than 30 tons of cargo. These efforts led to McBride’s recognition as Air Mobility Command’s Detachment 1 Top Performer for Coronet East 2020 by AMC Detachment 1 leadership. McBride was quick to admit these achievements would not have been possible without the help of her team, from her supervisor to the junior-enlisted Airmen she oversaw. “If I have questions my master sergeant always has our back and our Airmen are pretty awesome,” McBride said. “I rely on all of them. I don’t think I could have gotten this if I didn’t have a good team.”

The initial shipment was designated for Phase 1a (first responders, frontline medics, etc.); however, we have been able to expand that to start some in Phase 1b. Eligible Ramstein members in Phase 1b will be notified by their leadership. Not all installations are opening to Phase 1b yet, so this extension only applies to Ramstein. Phase 1b includes categories such as deploying members, Child Development Center staff, DODEA staff members, and food handlers on Ramstein. There is a great information graphic on Ramstein’s COVID vaccine page located here: https:// www.ramstein.af.mil/COVID-19Vaccine-Information/. As a reminder, the COVID vaccine is a two-dose series. The second dose should be given 28 days after the first. Vaccine administration has started across the globe. Germany has vaccinated nearly 690,000 German citizens. They

have a similar prioritization that started with the elderly, nursing home residents and health care staff. As I have said previously, as a physician, I believe this vaccine to be safe. I received my vaccine last week and experienced no unexpected side effects. The studies show the vaccine to 94-95% effective in preventing symptomatic COVID infection and 100% effective in preventing severe infection. Although many people who get infected with COVID may have only mild symptoms, it is the long term effects of infection that I have started to think about recently. The fact that we do not know what these long term effects of COVID are is most concerning to me. What I do know is 1.9 million people have lost their lives to COVID-19, including over 371,000 Americans. Last week we also received a decent shipment of influenza vaccine, and we have scheduled mass shot lines for Jan. 19-22, or until we run out. The shot lines will be at Hangar 3 from 7:00 a.m. to 7:00 p.m., and we are conducting the shot lines in collaboration with our Landstuhl Regional Medical Center

partners. Let me stress that this will be “first come, first served” and the shipment received was less than our complete order. I highly recommend you come during the first day or two, as I do not know how quickly we will expend the supply. People should have at least 14 days between getting the COVID vaccine and any other vaccine, so if you are eligible for both influenza and COVID vaccines, I recommend completing the COVID series first. COVID is the bigger health threat right now, and we still have not seen much influenza this season. On a final note, Germany extended its lockdown restrictions to the end of the month. This included a change where a family can only gather with a single person from a different family. For single individuals, that means a group of two. For families, that means only one person not in your immediate family can meet with you (not two families). Please be aware of these increased restrictions and continue precautions. This is a global pandemic and we are still in DOD’s Stop Movement. Continue to watch your distance, wear your mask and wash your hands.

Remote sleep studies offered for Soldiers in Europe by Kirk Frady Regional Health Command Europe Army healthcare providers in Europe are now deploying new technology to remotely diagnose and help Soldiers suffering from sleep problems. This technology involves the use of at-home monitoring devices used to measure one’s sleep and breathing patterns. “Home, or remote sleep testing, is one of the relatively new methods used to diagnose obstructive sleep apnea,” said Lt. Col. Matthew Rodgers, officerin-charge of the Sleep Disorders Center at Landstuhl Regional Medical Center. “Sleep apnea is a common and treatable medical condition that can cause poor sleep quality for patients and bed partners as well as cause or worsen other underlying medical conditions.” Sleep complications are fairly common in the military community and are exacerbated by the early-rise culture that can disrupt normal sleep patterns. These complications include bouts of insomnia resulting from night operations, pre-dawn physical fitness workouts, sustained combat operations, and other such disruptions. According to medical experts, while the ‘gold standard’ for sleep testing is the in-lab polysomnogram, home or remote testing has been used as an option for a number of years in

the civilian medical community and offers several benefits to the patient. “Remote, or home sleep studies offer the patient several benefits,” added Rodgers. “Among those benefits are; convenience, comfort, and allowing patients to sleep in their own sleep environment/bedroom versus the

artificial environment of a sleep laboratory.” Faced with the COVID epidemic, social distancing requirements, limited bed space and lengthy wait times for an in-house sleep study, Army medical experts at Landstuhl Regional Medical Center were forced to think outside the box and be innovative in the way they conduct sleep studies. “It was all about access to care,” said Rodgers. “We had patients who needed a sleep study and it was not logistically feasible for all of those patients to come TDY to LRMC. Remote testing saves time and money and allows us to treat patients even at remote outlying clinics. Consider a Soldier travelling all the way from Vicenza, Italy to LRMC for sleep testing. The Soldier would have to ride a bus or drive their POV to LRMC one week and not return home until the following week. The Soldier would be away from work for a full week. You also have to consider the

transportation and TDY costs. For one Soldier that could easily be $10,000 dollars. That same TDY trip for one Soldier could cover the cost of two remote, or inhome sleep tests.” “In the past year, we completed 1,300 remote sleep tests,” Rodgers added. “The remote sleep study project is relatively new with some outlying clinics just starting their operations. For example, we’ve done 33 remote sleep tests in Vicenza, 15 in SHAPE, 8 in Grafenwoehr, and 24 in Rota thus far. We expect Stuttgart to start their operations within the next week or so.” According to medical officials, remote, or in-home, sleep studies aren’t as accurate or effective as in-patient or lab studies, but they are a good option for diagnosing most sleep-related conditions. “The remote device does a great job of identifying moderate and severe sleep apnea,” Rodgers added. “It is less accurate, however, at diagnosing more mild

But we feel the convenience, cost savings, comfort and improved access to care makes the home sleep test a reasonable option for our patients. When we have questionable cases, we can always proceed with in-lab studies or even repeat the home testing.” Medical experts recommend Soldiers consult with their primary care manager if they are having sleep-related issues. So how do Soldiers go about getting a sleep study scheduled? “As with any specialty medical care, the patient will need a referral from their PCM to the sleep clinic,” added Rodgers. “Our providers will then review the Soldier’s sleep symptoms and history and determine if a sleep study is indicated. We will then we jointly decide which type of sleep study is best for the individual.”

Gruhn, a senior microbiologist in the Biological Analysis Division at Public Health Command Europe, generally spends her days analyzing specimens in a laboratory. “My day-to-day involves doing vector-borne disease surveillance, suspected rabies cases, and food and drinking water surveillance,” said Gruhn. “We also do analysis on environmental and workplace related samples for microbiological containments.” Gruhn had an integral role in PHCE’s involvement in the fight against the pandemic. “Earlier this year I was tasked with setting up testing procedures and training personnel for PHCE’s COVID-19 surveillance mission,” said Gruhn. Since May, PHCE has been performing COVID-19 surveillance testing for the Army, Air Force and Navy personnel throughout the U.S. European Command footprint, with additional support to U.S. Forces in U.S. Central Command. Surveillance testing is conducted on people who are asymptomatic, which means the individual doesn’t show any of the symptoms. “We were the first public health lab in the Army doing this type of testing,” said Gruhn.

“We’ve done more than 90,000 samples at this point.” In the beginning of the outbreak, PHCE assisted Landstuhl Regional Medical Center with testing, but PHCE’s laboratory is better suited for a large volume of surveillance efforts. PHCE’s laboratory is an accredited full-service public health laboratory. PHCE was able to reprioritize its mission and trained Soldiers from other specialties, such as veterinarians, food inspection specialists, and environmental health and engineering officers, to assist with the surveillance testing. “With the surveillance testing program, we ensure critical missions can be performed, such as personnel deploying or going into a training environment,” said Gruhn. “Our results also help allow service members, civilians and families to PCS (permanent change of station) without jeopardizing the health and wellbeing of others.” Gruhn’s position allows her to always educate herself on best practices. “The best part of this job is that I can continually research and implement the most efficient methods to continually improve our testing capabilities here at Public Health Command Europe,” said Gruhn. Example 1

Active Duty E-7 with dependents Purchase Price: €240,000 Maximum OHA: €1400/month Utility allowance: €703€/month At the time of this writing the maximum allowance for an E-7 in the Kaiserslautern area of Germany was €1400 per month for housing plus an automatic payment of €703 per month for utilities. This amount may have changed. When someone buys a home for €240,000, the military will pay the mortgage via their OHA for 10 years. The easiest way to calculate this is to know that there are 120 months in 10 years. With that

being said, you can simply divide the purchase price of €240,000 by 120. €240,000 / 120 = €2000 This member would be allowed to take €2000 per month for the purchase of the home. Since the allowance is €1400, the allowance will be maxed out and pay €1400 per month for 10 years. As the military member progresses in rank, the monthly OHA can increase up to the calculated maximum of €2000 per month. In addition to this €1400 per month, the member will automatically take the €703 per month utility allowance.

Example 2

Active Duty O-4 with dependents Purchase Price: €165,000 Maximum OHA: €1670 month Utility Allowance: €703 month € 165,000 / 120 = €1375 per month An O-4 with dependents buys a

home for €165,000. She has a cap of €1670 per month plus €703 for her utilities. By using the same formula as in example 1 (purchase price / 120) you will see that she will take €1375 per month. This less than her cap of €1670. If her goal was to maximize her OHA, she would need to buy a more expensive home.

Example 3

GS 11 with 1 dependent Purchase Price: €300,000 Maximum LQA: $49,000 per year or $4,083 per month For this example we will use a civilian that receives LQA. He is a GS-11 with 1 dependent that receives $49,000 per year. This is different than a military member because his allowance is offered in USD rather than Euro. The first thing that is done is his purchase price is converted from

USD to Euro based on the date of the purchase. The conversion of .732 will be used for this example. €300,000 / .732 = $409,836 Once we have the dollar figure for this purchase, we are able to calculate the monthly allowance in the same manner as for military members, but in USD. $409,836 / 120 = $3415 per month This leaves him with $668 per month remaining in his LQA to cover utilities. These calculations have nothing whatsoever to do with the financing amount of your home or the monthly loan payment. You could pay cash for your home and you would still receive this allowance based on these calculations. There are many other aspects to be discussed regarding the OHA/LQA regulations and what costs can be included. This article is meant simply to show the basis on which these calculations are made.

Remembering medics who served: Navy Hospital Corpsman John E. Kilmer by Katie Lange Department of Defense News Medics are vital members of the team when you’re in battle. When casualties are mounting, their skills are crucial to helping service members survive. While serving as a hospital corpsman in Korea, Navy Petty Officer 3rd Class John E. Kilmer gave his life to save his comrades. He was only 21, but his effort and courage were unquestioned, and they led him to posthumously earn the Medal of Honor. Kilmer was born Aug. 15, 1930, in Highland Park, Illinois, but his family moved him and his brother to San Antonio while they were still kids. Kilmer’s teenage years unfolded during and directly after World War II. Patriotism was incredibly high at that time, so on Aug. 16, 1947 — the day after Kilmer’s 17th birthday — he dropped out of high school to join the Navy. Kilmer, who went by the name Jackie, graduated from Hospital Corps School in 1948. When the Korean War broke out, his four-year stint as a sailor was almost up. But he wanted to put his medical training to good use, so he reenlisted in August 1951. According to the Sextant, a Naval History and Heritage Command blog, Kilmer had an undisclosed dispute with a superior officer at some point after reenlisting. Because of that, he asked for a transfer to the Fleet Marine Force, which provides support to Marines during action and reconnaissance operations. After completing Field Medical School, Kilmer was transferred to duty as a hospital corpsman attached to the 3rd Battalion, 7th Marine

Regiment, 1st Marine Division. Shortly after, they deployed to Korea. On Aug. 12, 1952, U.S. Marines were involved in a bitter fight to take over an area called Bunker Hill, a crucial hill that was in the hands of Chinese enemy forces. If the U.S. took the hill, it would enable them to observe movement from far away. The Chinese were initially caught off guard by the attack. Kilmer’s rifle company had dug in well forward of the main line of resistance early in the day, expecting a counterattack. It came later than they expected — in the early-morning hours of Aug. 13. Shortly after midnight, large swaths of enemy forces started assaulting the rifle company with mortar, artillery and sniper fire. Kilmer moved from one position to another, helping wounded Marines and carrying many men to safety, despite putting himself in harm’s way. Eventually, Kilmer noticed a seriously wounded Marine lying in a field, so he started to crawl toward the man. Another Marine saw the intensity of the gunfire and tried to stop him, but Kilmer pushed on anyway with only his duty on his mind. Halfway to the man he was trying to rescue, Kilmer was badly wounded by mortar fragments. However, he continued on, inching toward the man despite all the enemy shells falling around them. Kilmer started to give the Marine first aid when another barrage of fire exploded. Thinking only of his patient, Kilmer threw himself on the other Marine to form a human shield. In doing so, the young corpsman was hit by flying shrapnel. The Marine he shielded

survived. Kilmer died just two days short of his 22nd birthday. Kilmer’s body was eventually returned home and buried in the family plot at San Jose Burial Park in San Antonio. For the extraordinary valor he showed during battle, Kilmer received the Medal of Honor. Navy Secretary Robert B. Anderson presented it posthumously to his mother, Lois Kilmer, during a Pentagon ceremony on June 18, 1953. Kilmer’s legacy lives on. Many Navy hospitals, clinics and other medical facilities across the world have his photo placed prominently on walls they have as memorials. The Navy Inn at Naval Support Activity Mid-South in Millington, Tennessee, was named Kilmer Hall in his honor in 2003. Every year, on the anniversary of the young corpsman’s death, several instructors, staff and students from Joint Base San Antonio’s Navy Medicine Training Support Center gather at Kilmer’s gravesite. Along with local veterans’ organizations, the crowd holds a remembrance ceremony to honor the brave soul who gave his life to save others.

AFAFRICA commander reaffirms US military commitment to North Africa by 1st Lt. Hannah Durbin United States Air Forces in Europe – Air Forces Africa Public Affairs

Gen. Jeff Harrigian, U.S. Air Forces in Europe and Air Forces Africa commander, traveled to Camp Lemonnier, Djibouti, Tunis, Tunisia, and Algiers, Algeria, Jan. 4-7 to meet with service members and key defense leaders in the region. During the trip, Gen. Harrigian recognized the outstanding accomplishments of service members at Camp Lemonnier and discussed key policy initiatives focused on strengthening partnerships with Tunisia and Algeria. “Our work in Africa is crucial to the success of our greater mission and the national security of the United States,” said Harrigian, “Day in and day out, our service members and partners are continuing to get after a diverse mission set despite unique and challenging situations.” At his first stop, Camp Lemonnier, Harrigian met with deployed troops and the base’s military leadership.

For the final two legs of his trip, Harrigian joined Secretary of the Air Force Barbara Barrett in Tunisia and Algeria. In Tunisia, Harrigian spoke to the Tunisian Air Chief, Brig. Gen. Mohamed Hajem, and the Tunisian Defense Minister, Ibrahim Bartagi, about the U.S.’ commitment to its strong relationship with Tunisia. Harrigian also thanked both leaders for Tunisia’s steadfast commitment to countering terrorism and promoting stability in the region. In Algeria, Harrigian discussed the military partnership between the two nations. He met with both Maj. Gen. Mahmoud Laraba, the Algerian air force commander, and Maj. Gen. Ammar Amrani, the commander of the Algerian air defense forces, to lay the groundwork for additional military engagements and enhanced cooperation between the U.S. and Algeria in the future. Visits like this play a crucial role in strengthening U.S. relationships with North African partner nations so that we can better pursue our shared goal of global security.

With a time-consuming focus on adjusting to and combatting a worldwide pandemic, many routine programs and services have been curtailed, cancelled or quietly vying for attention in the background. The annual Combined Federal Campaign-Overseas is among the latter, having kicked off in October, but taking a back seat to more pressing health and safety matters this year. It severely restricted the types of events we could conduct,” said Capt.
