Over the course of 2017, the 86th FSS hosted 85 different events filled with giveaways and rewards as a way to pay-it-forward to the Kaiserslautern Military Community. The finale marked the 86th event, featuring the grand prize of a 2018 Mini Cooper. “The military community here is pretty special,” said Meaghan Winn, 86th FSS marketing visual information specialist. “Being an overseas base, we miss a lot of what’s going on back at home. When you come here, you’re

excited about travel, but a lot of people hit that portion of their tour here where they get kind of depressed. So we just wanted to make sure we were hitting every person on this base with as many events as possible so they know that we are there for them in every aspect of their life.” In total, $132,756.85 went into the campaign, all of which came from the 86th FSS. “Our squadron is supported by our community,” said Winn. “When you are using our facility’s services, at the end of the day, you are supporting your own base. RADR, from Page 1 RADR encompasses all actions required to rapidly repair runways and runway support structures to recover operations on an airfield after an attack. RADR may be conducted during conditions such as inclement weather, chemical, biological, radiological, and degraded environments. “The instructors took all of us random career fields within the civil engineer career field and implemented this dirt boys mentality, it’s a lot of dirt boy specific jobs that other career fields were doing,” said Tech. Sgt. Patrick Brooks, 611th Civil Engineer Squadron pavements and equipment noncommissioned officer in charge. Some of the teams involved in the process include the debris removal, pavement, breaker, excavation, and fill teams. Civil engineer Airmen fulfil predesignated roles and teams based on career field. Most of the Airmen involved can play multiple roles as needed during the repair. RADR capability requires multiple critical tasks be accomplished with seamless integration. These are often accomplished within overlapping and simultaneous timeframes. “For the Airmen, the hardest part I think initially was just shock,” said Brooks. “We were asking an airman 1st class from the plumbers shop to drive a piece of heavy equipment. But when they started learning how to drive it, I think the younger

guys were really enjoying it.” As part of the training, the 435th CTS trainers subject the students to a simulated enemy attack on the airfield. The explosive ordnance disposal team clears the airfield of any unexploded ordnance, and the debris removal team clears the areas around the craters. Then two pavement teams begin cutting through the runway tarmac. The pavement teams then jump to the next crater and continue cutting until they accomplished their part of the mission. “This new system is like a dance, there are a lot of parts,”

said 2nd Lt. Emily Steele, 611th Civil Engineer Squadron chief of project management, and RADR course student. “It’s almost like a factory process.” After the pavement team makes their way down the runway, the breaker team and excavation team come through and clear out the holes in the runway. Airmen then verify the depth of the hole and the warehouse and fill teams begin to fill the holes. Teams of Airmen mix the flowable fill cement and cap it with quick-drying cement, or asphalt. With this process, the team is able to fill 120 craters in

six-and-a-half hours in perfect conditions. The training course is fivedays long and gives Airmen time to learn the controls to their equipment. “They progressed in a walk, crawl, and run and displayed proficiency level as intended,” said Master Sgt. Kyle Warnock, 435th CTS heavy repair contingency training section chief. “The second day they practiced completing the repair of three craters. By the fourth day of training they completed six craters faster than it took them to complete three on the second day.” To wrap up the training course, Airmen completed a full-length training exercise on a section of taxiway on Ramstein Air Base. “People were definitely pushed outside their comfort

zone having to learn things they never learned before,” said Steele. “It wasn’t hard to learn, but it was important having a week to practice, where multiple days were spent learning how to drive the equipment. At the end of the day, we had the majority of the job done in about four hours and it showed the Airmen got the training they needed.” With the highest levels of Air Force leadership identifying the gap in capabilities, the new training process was put in place to counter the emerging threat of enemy attacks. Due to the leadership directive, all civil engineer Airmen are required to attend the training course. “Leaving here, I think we all have the skills to be able to execute, and it is just a matter of maintaining those skills from now on,” said Steele.

New process, new hours The Ramstein Visitor Control Center recently changed processes on issuing passes. The VCC now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a long-term pass. Customers should understand with the new process, waiting times may be longer than usual. The VCC changed its operating hours. It opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. 786th FSS makes major changes to their services Story and photo by Senior Airman Joshua Magbanua 86th Airlift Wing Public Affairs The 786th Force Support Squadron revamped three of its processes starting Feb. 1 on Ramstein Air Base. Annette Davenport, 786th Force Support Squadron chief of customer support, said they simplified the process of scheduling appointments at the MPF, renewing dependents’ ID cards, and reforming the Ramstein out-processing brief. The first of the three projects involved adding Department of Defense ID card appointments and other MPF functions onto the Appointment Plus scheduling website. Customers wishing to obtain a new ID card no longer need to make phone calls or send an email to the ID Card Office to schedule appointments, said Davenport. Appointment Plus has existed already at Ramstein for the past year. The website allows customers to make appointments for classes, seminars, and briefings without having to call or walk in to a certain office. The 786th FSS also released a new process for military and civilian sponsors to renew their dependents’ ID cards. Dependent ID Online allows sponsors to renew their dependents’ ID cards without needing to visit the MPF. Sponsors simply upload all required documents through AMRDEC and digitally sign a DD Form 1172-2. The MPF will create a new dependent ID card and contact the sponsor when the card is ready for pick-up. Dependents can then pick up their new ID card by themselves and have the ability to make a single appointment to pick up all dependent IDs. The new process signifi-

cantly reduces the amount of time dependents and sponsors have to spend waiting for a new dependent ID. Unfortunately, the new process is only available for dependent IDs at this time. “It’s easier for the customers because they don’t have to send us an email or call us during duty hours,” Davenport said referring to Appointment Plus. “In addition, DIDO frees them up to stay at their job if they’re working something hot. They’re not bound by (business) hours and don’t have to accompany their dependents to get a new ID card. They can simply do it when

they get home.” Besides making major changes in how ID renewal will be made, the 786th FSS also made the Ramstein out-processing brief completely web-based. Capt. Jessica Gelsomino, 786th FSS military personnel flight commander, said that members who are out processing from Ramstein will receive a link to a slide presentation which would serve as their briefing. “They no longer have to go in person to the out-processing brief,” Gelsomino said. “They would watch the entire slideshow online and (afterward) notify the out-process-

ing team. If they have questions, the slides provide points of contact for their (respective) organization. While the initial briefing will be web-based, members are still required to attend the in-person final out, Gelsomino added. Both Davenport and Gelsomino cited efficiency and simplicity as the reason for the innovations taking place concerning their squadron’s new processes. Turning to a more web-based approach will help lighten the burden of their staff as well as their customers and free them to focus on other tasks, Davenport said.

That was the message from Col. U. L. Armstrong, the commander of the 773rd Civil Support Team, during the U.S. Army Garrison Rheinland-Pfalz African-American History Month celebration Feb. 9 at the Kaiserslautern Army Community Center on Daenner Kaserne. During his speech, Armstrong talked about historical African-American figures in the military, including: Crispus Attucks, the first person killed in the Revolutionary War; 600 African-American Soldiers who were instrumental in defeating the British at New Orleans in the War of 1812; The Harlem Hellfighters, an African-American infantry unit in WWI who spent more time in combat than any other American unit; The Tuskeegee Airmen, the 452nd Anti-Aircraft Artillery Battalion, and African-American nurses in the Women’s Army Corps during World War II; two African-American Medal of Honor recipients in Korea and 20 more during the Vietnam War. “I urge you to find out more,” Armstrong said. “Discover what’s out there.” The Army has come a long way from the segregated units of World War II and before, he said. “We can all be proud of our Army and its commitment to racial equality,” he added. The event, which also included lunch, was a garrison event hosted by the Army Reserve’s 7th Mission

manding general, said in his opening remarks. During the ceremony, Renaldo Walker, an Air Force veteran and human resources generalist and adjunct professor at University of Maryland University College Europe, portrayed Frederick Douglass, a prominent A f r i c a n - Am e r i c a n abolitionist, author and orator. Born a slave, Douglass escaped at age 20 and went on to become a world-renowned anti-slavery activist.

“He never relented,” Walker said of Douglass. “Through all he went through with being beaten and whipped and watching other people of color being mistreated, he never gave up and he easily could have.” Other performers included Sgt. 1st Class Tonya Price, a member of the 21st TSC, who sang the national anthems of Germany and the United States; Kianta Reeves, a local youth who performed two songs on the piano; and Otis Toussaint, who sang “A Change is Gonna Come.” The audience also played “Who am I?” identifying prominent AfricanAmerican military members, including: Army Maj. Martin Delaney, who convinced President Abraham Lincoln to create an all-black Army Corps led by black Army officers and became the first black field grade officer in the U.S. Army; female Buffalo Soldier Cathay Williams, who was the first black woman to enlist in the Army; and Coast Guard Capt. Bobby Charles Wilks, the first black aviator in the Coast Guard, who also was the first black Coast Guardsman to achieve the rank of captain and command a Coast Guard air station. There was another game in which those in attendance identified famous African-American entertainers who are also military veterans, including MC Hammer, Shaggy, Jimi Hendrix and Sinbad. “Every time I attend one of these events, I expect it to be just like it was last year, and it never is,” Walker said. “It’s always new and exciting and definitely worth the while. I look forward to the next one.”

When training becomes life-saving Story and photo by Senior Airman Elizabeth Baker 86th Airlift Wing Public Affairs When a life-threatening situation occurred in the close-knit little village of Schallodenbach, Tech. Sgt. Levi Owen was not the first to arrive at the scene. Yet, he was the first to respond. He gave a man a chance at life, and Owen believes he has his training to thank for that. “You’re either trained or you’re untrained,” Owen said. “In the moment of panic, or doomsday, or whatever moment that you have where everything goes crazy, you revert back to your training. That’s how you execute.” Owen, who is the 460th Space Command Squadron Detachment 1 noncommissioned officer in charge of civil engineering operations, takes annual cardiopulmonary resuscitation training as part of the annual requirements that come with his job. The Air Force requires Owen to know CPR because he works with electricity. “A lot of people don’t take it [the class] that seriously because no one thinks they’re going to use it,” Owen said. Three days after taking a refresher course, Owen was walking around his neighborhood with his wife to deliver homemade gifts for their neighbors on Christmas Eve. “We live in a very small village and all of our neighbors know us,” Owen said. Owen described seeing some of their German neighbors gathered outside a house. There was a commotion of talking, crying, and screaming. The source of the commotion came into view as the Owens saw the garage. “A couple of the neighbors were gathered around and shaking a gentleman, who was on the ground,” Owen said. “In that moment I said ‘Oh man, we gotta do something.’ I ran over there and checked for a pulse. There was none. At that point I began doing CPR and rescue breaths.” Owen’s training immediately took over. He knew exactly what to do, but performing chest compressions can be exhausting. He needed help, the friends and family members of the victim, were shocked and panicked. Another, calmer neighbor arrived on the scene and learned how to perform rescue breaths by watching Owen. She gave him some of the assistance he sorely needed. Yet, after about 20 minutes of CPR, Owen’s arms burned badly. “Our village is kind of far out, so the ambulance isn’t going to get there very quick,” Owen said. Matters were further complicated by

the victim’s vomiting, which is a common result of chest compressions. “It was one of those things where I just had to suck it up,” Owen said. “I did the best I could to keep his airway clear with the finger sweep and turning his head.” Finally an emergency medic arrived ahead of the ambulance. Together, they continued to perform CPR for another approximate 20 minutes until the ambulance arrived. “After the ambulance takes him away and everything settles, the adrenaline starts to come down and you realize what just happened,” Owen said. No one is certain how long the victim went without oxygen. As of the last update Owen received, the victim has not woken yet. Still, the man is alive and stable, and whatever chance he has at life now is due to the two people who stepped up to help. “The medics said if we hadn’t been there they would have pronounced him dead on the scene,” Owen said. During the rescue, Owen faced challenges despite having performed his CPR training many times. Yet, he knew what to do and pushed through. “The actors in the training videos do a pretty good job, but obviously the people in the videos aren’t actually in cardiac arrest,” Owen said. “It changes everything when you experience it in real life. The gargling, the bubbling of the vomit. I know this sounds graphic and disgusting, and it was at the time, but it was one of those things where I had to say ‘Okay, but I know this is going to happen and I know I have to continue. There’s no pulse, he’s not breathing, so let’s open up his airway so we can continue to get this guy oxygen. That’s all that exists right now, is making sure that we can get this guy the best chance that we can.’ While neighbors are gathering around outside and everyone’s calling on the phone and doing their own thing, you zone in and you just go back to your training.” Owen advised anyone who ever has a chance to go through CPR training or a refresher to do so. “You never know when the opportunity is going to happen,” Owen said. “I just hope someone would do the same thing for me. I would want a chance to continue a life with my wife and daughter.” Owen’s thoughts remain with the victim as the situation continues to unfold. “From my wife and I, our heart goes out to the family and we hope this father and husband wakes up.”

Military Saves helps families with finances Story and photo by Mary Ann Davis U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate The annual Military Saves Week campaign takes place Feb. 20 to March 9, and offers several ways to put money aside toward a goal or a rainy day. The campaign is a way to bring awareness to our military community about the importance of saving money for short- and long-term goals, said Nyesha B. Burton, Financial Readiness specialist with U.S. Army Garrison Rheinland-Pfalz Army Community Service. “Although Military Saves takes place for almost three weeks, I believe it should be an ongoing process, because saving and investing are important,” Burton said. “Often times, we don’t think about the importance of these things until we have a major lifechanging event like retirement or an unexpected incident like a government shutdown.” The intent of Military Saves is to support, motivate and encourage military families to save money, reduce debt and build wealth. The program encourages all service members, civilian employees and families to promote savings year-round, because when service members are stressed about their finances, that could trickle down to affect their jobs and families — that’s not okay, she explained. “The military offers great benefits and a stable income. So, sometimes people tend to get into a lifestyle where living paycheck to paycheck, overspending and racking up on debt seems normal,” Burton said. “There’s always going to be a rainy day — you can count on it; everyone will experience at least one, and when that rainy day comes, isn’t it better to be prepared rather than stressed out?” The key to financial responsibility is to have a plan, Burton said. “I usually tell my clients that learning what it truly means to buckle down and having a money management plan is the key to having a successful financial future, and this is one of the many things that this campaign encourages,” she advised. Burton said one easy way people can save is simply spending less than what they make and putting the remainder into a savings account or a money market account. Later, make a yearly goal and divide that into 12, to know how much to put away per month. Another way to save is printing a money-savings chart from the web, she said.

“There are some really simple charts out there where you can save a little per week, and by the end of the year, you’ll have saved a lot,” she said. “Even if people saved $5 per day for 52 weeks, it would amount to $1,820 by the end of the year. How many people do you know that spend more than $5 on coffee per day?” Spc. Allison Brasier and her husband, Spc. Koal Middleton, learned that being a dual-military couple meant more disposable income, but it didn’t always stay in the bank. The pair were avid travelers for the first three years of their tour here, but recently stopped traveling due to their college workloads. “The money we should have saved by not travelling miraculously seemed to vanish every month,” said Brasier, a dermatology technician at Landstuhl Regional Medical Clinic. “When Ms. Burton told us that we should have an extra $3,000 each month — we were completely shocked. To figure out where exactly the extra money was going, she suggested we keep track of our purchases for a month and followup with her. Saving receipts made me far more aware of when I was spending wastefully.” The couple learned about Military Saves Week from Burton and set a new financial goal — to be debt free by the time they relocate in April. “We’ve worked really hard to pay down the debt we gathered frivolously while travelling in Europe, and learned how especially awful it is to

pay so much in interest each month,” she explained. “By cutting out unnecessary purchases, setting a limit on video game purchases each month and eliminating the habit of grabbing food to go just because we didn’t feel like cooking, we are able to set aside far more money toward our emergency fund.” If there was one thing the pair learned from Military Saves Week, it was “you can’t just wing it with finances. It’s important to keep an eye on your spending and definitely don’t ignore problems because you can’t deal with them right now. It takes time to knock down debt and raise a credit score, so the sooner you start, the sooner you reach your goals,” Brasier advised. During the Military Saves campaign, there will be several classes and events offered in Kaiserslautern and Baumholder, Burton said. Army Emergency Relief scholarship application window open by Erinn Burgess U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate Army Emergency Relief is dedicated to “Helping the Army Take Care of its Own.” Though this primarily means providing assistance to Soldiers and families during financial emergencies, it also extends to helping Army families cover the cost of education. AER has begun accepting scholarship applications for the 2018-2019 school year, and U.S. Army Garrison Rheinland-Pfalz encourages eligible family members to apply. Michael Hurd, AER specialist for the garrison, explained that AER uses Soldier-donated dollars to provide financial assistance to spouses and children through two academic scholarship opportunities. The Spouse Education Assistance Program provides need-based scholar-

ships for spouses of Soldiers — active, retired or deceased. Recipients are eligible to receive scholarships for up to four years of full-time enrollment or eight years of part-time enrollment in an accredited college or university. The Maj. Gen. James Ursano Scholarship Program for Dependent Children provides need-based scholarships for children of Soldiers — active, retired or deceased. Recipients are eligible to receive scholarships for up to four years of full-time enrollment in an accredited college or university. “College is a huge expense that many families are typically not prepared for. Because of this, college is often either forgone or causes a lot of financial hardship. Soldiers helping Soldiers put their loved ones through school takes a huge burden off of families in need and provides opportunities the children and spouses may not have had before,” Hurd said.

For the 2017-2018 academic year, AER awarded 3,193 scholarships totaling $7 million to military spouses and dependent children. Scholarship amounts ranged from $350 to $2,810 for spouses and $670 to $4,290 for children. Scholarship amounts vary year to year based on the number of applicants, total approved scholarship budget, the applicant’s Expected Family Contribution reported on the Student

Aid Report from the Free Application for Federal Student Aid and the average Cost of Attendance to attend a college or university in the United States as provided by the College Board. The scholarship budget depends on donations, and Hurd described how community members can get involved. “Donations are the best way to get involved. Anyone can go to the AER website (www.aerhq.org) and donate. AER conducts an annual campaign from March 1 to May 15. Soldiers can contact their unit’s AER representative for more information,” Hurd said. Scholarship applications must be submitted no later than April 2 for dependent children. Spouses have a rolling application cycle and may apply and submit documents at any time. 4 chicken breasts 4-6 red/purple onions 1 cup red wine 1 tablespoon balsamic vinegar 2 tablespoons vegetable oil Salt to taste Ground white pepper Sweet paprika 2 pre-packaged Gnocchi packs

Ingredients for salad Radicchio lettuce Iceberg lettuce 1 tablespoon mustard 2 cups sunflower oil Salt ground white pepper 1 teaspoon sugar Finely diced onions 1 teaspoon vinegar if you like Heat the oven to 300 F.

Bring the salted water to a boil for the Gnocchi. Also, heat a pan with the vegetable oil in it. Season the chicken breast with pepper, salt and paprika. Put the chicken in the hot oil and roast it on all sides on medium high. Let the chicken breasts rest on a plate in the oven for 8-10 minutes. Add Gnocchi to boiling water. Cut peeled onions into quarter pieces and add this to the pan where the chicken was roasted. Slightly roast the onions until they are a nice brown color. Add red wine, salt, pepper and paprika. Let this simmer for 5 minutes or so. At the end, add balsamic to taste to the sauce. To make the French dressing for the salad, whisk the mustard adding oil to it, drop by drop. If you add the oil too quickly, it will sit on top of the mustard. If that happens, you can add a bit of hot water so the oil and mustard blend better. Once all the oil is whisked in, add spices, finely diced onions and vinegar, if you like a tart taste added into the dressing. Once the Gnocchi are done, put them in a nonstick pan with melted butter. Roast them slightly and add a pinch of salt, if you didn’t add salt to the boiling water. Fresh basil will give a nice garnish to the Gnocchi. It must be fresh. Take the chicken breasts out of oven and let them rest for 2. Slice the meat in a 45 degree angle. This makes for a nice presentation. You can place the Gnocchi on one side of the plate, the chicken on the other and drizzle the sauce over the chicken. Mix the lettuces together after washing and cutting into bite size pieces. Add the dressing. Just a perfect meal for spring!

Transition summits to connect Soldiers with US and Europe-based employers

The first will be held at U.S. Army Garrison Bavaria, March 26 to 27, and the other at USAG Rheinland-Pfalz, March 28 to 29. The summits are free and open to active duty service members, Guard and Reserve, veterans, and military spouses. The Hiring Our Heroes program launched in March 2011 as a nationwide initiative to help veterans, transitioning service members, and military spouses find meaningful employment opportunities, according to their web-

site. The program has held over 1,000 hiring events and helped more than 30,000 veterans and military spouses find jobs. The summits at Bavaria and Kaiserslautern feature employment workshops, town hall-style panel discussions, networking receptions and career fairs — all aimed at helping transitioning service members, veterans and their spouses find meaningful employment. The transition summit at USAG Bavaria takes place at the Multipurpose Facility, Bldg. 134, on Rose Barracks. The current schedule includes the following:

Olsbruecken ‘burns winter’ Saturday by Petra Lessoing 86th Airlift Wing Public Affairs Each year on Saturday after Fasching, the community of Olsbruecken observes a special tradition – the burning of winter. The hiking club Pfaelzerwaldverein will cosponsor this annual event and offer celebrations at its forest hut. Hikers interested in joining the “Fire for Spring” will meet at 6 p.m. in the local school yard. “Our mayor will hold an opening speech and village officials will sell torches for a small fee,” said Ronny Faul, chairman of the PWV hiking club Olsbruecken. “We then walk in a torchlight procession through the village up to the old sports field on Oberberg hill.”

The walk is about 3 kilometers long and takes about 35 minutes. Two to three weeks prior to the event, members of the hiking group started putting up a 4.5-meter-high pile of wood to be burned near the sports field. Even old Christmas trees have been added to the pile. When all walkers have arrived at the pile, children will throw their torches into the pile, under the supervision of the local firemen. The fire will start, and winter will be burned. “Our PWV hiking group runs a hut on Oberberg hill, where we serve food and something to drink,” said Faul. “Like in previous years, we expect about 500 to 600 visitors.” For more information, visit www.pwv-olsbruecken.de.

Other communities in the Pfalz will say good-bye to winter with so-called summer day parades leading through the town, ending with the burning of piles or figures made of straw and wood. The wine-growing communities of Neuleiningen and Forst as well as the cities Landau and Speyer will hold their winter burning celebrations March 11. Gruenstadt will burn winter after its traditional summer day parade, which starts at 1 p.m. March 12.

by Astrid Kleemann Window to Rheinland-Pfalz The printed version of the 2018 English calendar of events for the Ramstein and Kaiserslautern area is now available at the “Window to Rheinland-Pfalz” information counter at the KMCC on Ramstein Air Base and at the Ramstein town hall. Since 2011, 15,000 copies of the booklet are published each year by the “Window to Rheinland-Pfalz” as a joint venture with several neighboring communities. The event calendar is a popular source of information for American military members and their families to find out what is going on throughout the year in the local area. It is distributed free of charge. On 28 pages the booklet lists more than 115 local events accompanied by a variety of pictures. The calendar provides a monthly overview of city and village festivals, fairs, markets, concerts and shows including short descriptions of the events in English. It depicts a choice of offers that the local tourism representatives consider particularly interesting for English-speaking visitors. The calendar covers the most important events in the Ramstein and Kaiserslautern area, the union community of Landstuhl and Bruchmuehlbach-Miesau, the holiday region Lake Ohmbach/Glantal and the Donnersberg region throughout the year 2018. A map of the area was included to help locate the venues. The dates of bike event days, volksmarches and culinary hikes as well as medieval markets or Christmas markets are listed. People interested in cultural events will find something to awaken their interest, so do sports enthusiasts or families with children. Clear all personal items out of each room (like dirty laundry). Clean the windows (so all the views look great). Wait for good lighting. Midday lighting can be a bit harsh. Morning and evening are ideal, when the sun is golden and you can avoid shadows and glare. Make sure people and animals are not in the frame when taking pictures (watch out for mirrors). Fill the frame with the property, not the background. Your house or apartment is the star. Crop images to just around the property if necessary before you upload.

Have you thought about making a quick video while you are shooting? Walk around the property holding your camera steady. It will give a great impression of the grounds and really enhance your listing.
