Timothy Moore 86th Airlift Wing Public Affairs GROSTENQUIN AIR BASE, France — Airmen from the 435th Air Ground Operations Wing’s 435th Contingency Response Group and more than 11 other organizations, along with one C-130J Super Hercules aircraft assigned to the 37th Airlift Squadron, 86th Airlift Wing, Ramstein Air Base, deployed to Grostenquin Air Base, France, to participate in exercise Contested Forge. The annual weeklong exercise tests the 435th CRG’s ability to build a forward operating base and conduct airfield operations in an austere environment. “Our mission is to enable access and airpower across the continent of Europe,” said Capt. The opt-in deadline for the Blended Retirement System is Dec. 31, 2018. Make your decision knowing only you can determine which system is best for you, and understand that if you opt into BRS, it is irrevocable. You only have one chance to make this choice, so it’s imperative you and those involved in making financial decisions for your family fully understand

the pros and cons of both retirement systems. I encourage each of you to take all of the training available on ADLS and utilize the BRS comparison calculator on the Military Compensation website before making an appointment with your base financial counselor. The calculator provides a comparison between the current retirement system and the BRS. Doing your homework and preparing your questions ahead of time will help you get the most from your financial counseling appointment. I would like to

see all eligible Airmen trained as soon as possible to give everyone time to really think about their options and be fully prepared before making this lifeimpacting decision. If I had to pick just one thing I’m most passionate about as the chief master sergeant of the Air Force, without a doubt it would be taking care of our Airmen and their families professionally, physically, spiritually and financially. I’m a firm believer that these four things go hand in hand. In order to be the best, most resilient Airman possible, you

have to balance your professional, physical, spiritual and financial wellness. This is why I’m always looking to arm our Airmen with knowledge to help them grow and make the best decisions possible in their lives. Part of arming our Airmen with knowledge means providing them the tools necessary to understand and smartly plan their long-range financial goals. Thurman Lee Reynolds Landstuhl Regional Medical Center I know what you might be thinking. “Leave it to a command sergeant major to add ‘readiness’ to ‘holiday.’” And, yes, while medical and service member readiness is my top priority, I mean to emphasize it in a different way as it pertains to this time of the year. GLUEHWEIN READINESS We are in full Christmas market swing here in Europe which means roasted chestnuts and gluehwein. As you and your loved ones travel around Europe for the holidays, please ensure that you are ready and prepared if you intend on having the occasional alcoholic beverage or two. Whether it is gluehwein, spiked eggnog, a glass of wine or any other combination of alcoholic drinks, be ready with a designated driver and a plan to arrive at your final destination safely. Do not drink and drive; .05 percent blood alcohol level gets you arrested! GRINCH READINESS For many of our service members, the holidays can be a miserable time if they are away from their loved ones. If your plan is to be the “Elf of the Year” in the eyes of your children, ensure that you have a solid financial plan for you and your family before making a sizable purchase at your favorite electronics store. All too often we live outside our means and create unneeded, and most certainly, unwanted, additional stress. SNOWBALL READINESS Finally, be ready for snowballs. Be prepared to get hit by them during a fun

December 14, 2018 contested exercise from Page 1 that we can start getting aircraft in the area and cargo into the airfield to enable access for airpower across the continent.” During the exercise, Airmen built and secured the bare base and conducted airlift operations, including container delivery system and heavy equipment drops, engine-running on-loads, and combat offloads, throughout both the day and night. “Our capabilities include anything you would need to rapidly open an air base and for a significant duration before support is needed to resupply,” said Maj. CJ Thomsen, 435th Contingency Response Squadron director of operations. “We do a lot of work with outside agencies to get things we need, such as fuel and water, but otherwise we are self-sustained.” While the 435th CRG regularly exercises their capability to build a bare base and conduct austere airfield operations within a 24-hour time period, they usually simulate a permis-

sive environment or one they do not know the threat level of adversarial activity. “This is the first time we’ve really done this in a contested environment where we actually have a threat out there that we are trying to address with security forces,” Hester said. “It’s something new for us where everybody goes out the door with a weapon. Everybody is a base defender and can provide that security 24/7.” The exercise leaders believe all the Airmen participating in Contested Forge greatly benefited from the training, but they aren’t the only ones as the capability to set up and operate an airfield in any location is also a boon to U.S. allies. “This training allows us to be a credible force for our allies,” said Lt. Col. Leonardo Tongko, 435th CRS commander. “It is to assure them we can provide support, deter and defend them from any threat in a moment’s notice — we have the capability to build, sustain, and defend airpower.”

All participants were American, but the exercise was made possible through the cooperation of the French government and military, who allowed the 435th CRG to conduct the training on the abandoned Canadian airfield. “Anywhere in the world we can find ourselves where we don’t have a runway, where we don’t have the means to catch an aircraft or refuel and resupply them,” Thomsen said. “By being able to open up an airfield rapidly in any environment, friendly or hostile, we’re extending the reach of airpower.”

86 AW Retiree Activities Office closure The 86th Airlift Wing Retiree Activities Office (RAO) will be closed until Jan. 1, 2019. RAO will open again on Jan. 2, 2019. B420 detour The B420 in the community of Medard will be blocked for traffic until Dec. 20 while a new lane divider is being built. Road signs will designate detours. Motorists are asked for considerate driving and understanding for any inconveniences. L498 road work The L498 between Burgalben and Donsieders will be blocked for traffic until Dec. 30. Main Street (Sandweg) in Waldfischbach-Burgalben will also be partially blocked. The carpooling parking lot will still be accessible for vehicles. Road work has become necessary as rain has washed out the embankments potentially causing rocks to roll down onto the road. Motorists are asked to apply caution and to have understanding for any inconveniences this may cause. Door-to-door salespeople Living in Europe you may come across door-to-door salespeople offering to sell a wide variety of items ranging from artwork to produce. THE HOUSING HYPE GOOD NEWS FOR UNACCOMPANIED HOUSING RESIDENTS:

KMC Post Office new website The new KMC Postal Operations SharePoint site is ready for CAC users (Active Duty/ Contractor/Civilians) to use for In-processing, Mail Hold or Forwards, Out-Processing, and Volunteer Opportunities at the Ramstein (North/South) and Kapaun Post Offices. The site can be found through the USAFE SharePoint portal. Questions? Contact the Northside, Southside, or Kapaun Post Office Customer Service sections. Parking discs needed In certain parking lots on Ramstein Air Base display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required; MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation. Visitor Control Center process and hours The Ramstein Visitor Control Center now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a long-term pass. Customers should understand with the process, waiting times may be longer than usual. The VCC opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. Units needed for blood drives The Armed Services Blood Bank Center Europe is looking for units who would like to host blood drives for the military community. Landstuhl Registrar Office closure The Registrar Office Landstuhl (Standesamt Landstuhl, Kirchenstrasse 41, 66849 Landstuhl) will be closed from Dec. 22, until Jan. 1, 2019. The 86th Airlift Wing commander and command chief lauded Tech. Sgt. Fritz Julian for his excellence in executing the Air Force mission across

the European theater of operation. Julian, who hails from the Republic of Haiti, is credited with training 50 financial managers not only in the 86th Airlift Wing but across Ramstein. He also oversaw the execution plans of the only logistics readiness and civil engineer groups in U.S. Air Forces Europe-Air Forces Africa. He is actively engaged in the local community by conducting charitable

work, an example of which was leading a team of volunteers to deliver food and clothing to families in need. “I feel honored to receive this recognition from our wing command team,” Julian said. “In my mind, I was just doing my job. But it feels good to get a pat on the back from my leaders.” Julian thanked his leadership for pushing him to be the best Airman he can be, and encouraged his fellow

Airmen to do their best in everything they do. He also expressed gratitude for the opportunity to serve his adopted country. “I came to the U.S. when I was young, and I chose to serve in the Air Force as a way to say ‘thank you’ to this nation,” Julian said. “As Airmen we like to think we’re just doing our job, but if we put excellence into our daily work, we will stand out from everyone else.”

Key Spouse program: Key to keeping families connected by Airman 1st Class Ariel Leighty 86 Airlift Wing Public Affairs The Air Force Key Spouse program is an official Air Force family and readiness program implemented to help Airmen and their families be resilient through any unexpected challenges. A key spouse is a volunteer who is formally appointed by the unit commander to be a conduit of information between unit leadership and families. They also focus on meeting the needs of military families when occurrences such as deployments, temporary duty assignments, and permanent change of station moves arise. “The Key Spouse program is there for other spouses to be able to reach

out to each other and help if they need guidance on which agency to go to for particular issues,” said Andrew Jones, 86th Comptroller Squadron key spouse. Jones said one of his big goals as a key spouse is to help families moving to Germany transition smoothly and help them find outlets around base to adjust easily to living in a different country. When Jones arrived on Ramstein, the Key Spouse program was underutilized on base and wasn’t a reliable resource for him like it is now. “I ended up finding another male spouse through a male Facebook page for spouses. That’s what really helped to get me set up on Ramstein,” said Jones. “And after that I remember

telling myself that I was going to pay that forward when key spouse asked for volunteers.” The program aims to promote individual, family, and unit readiness, link spouses to leadership, strengthen leadership’s support team, and encourage peer-to-peer Wingman support. To become a key spouse member, spouses must attend a two day initial training course, totaling eight hours. The objective of the course is to identify the role and responsibilities of each key spouse team member, and strengthen the Air Force community. Once part of the Key Spouse program, members meet with unit commanders monthly to discuss changes within the unit and encourage par-

ticipation between service members and their family. “One of the benefits of being a key spouse is being able to help other people and it gives me a chance to reach out and meet other members of the community, said Jones. “I also get a better idea of what goes on in my wife’s office and allows me to be connected that way.” When thinking of vital resources to Team Ramstein, the key spouses are always looking for individuals who are willing to provide crucial assistance across base and become key spouses. Call to honorable service runs deep in Army family A father and son continued a lineage of service, at the top of Kleber Kaserne’s historic clock tower as Lt. Col. Brett Swanke, U.S. Army Europe’s Chief of Inspections for the Inspector General, promoted his son 2nd Lt. Braxton Swanke to 1st Lieutenant, Nov. 26. As a military child claiming Killen, Texas, as his home, Braxton Swanke admitted that even though the military way of life was all he knew, he had no intention of joining. “My mom was a drill sergeant, my dad also in the Army, but surprisingly I was not interested in joining the military,” Braxton said. “I spent two years as a nursing major, and quickly realized nursing was not for me. It wasn’t until I started attending the University of Texas where I had friends in Army ROTC and considered joining my junior year of college.” Like his father, Braxton joined the military as a logistics officer after taking his father’s advice to choose a military occupational specialty that would translate into a great career outside of the military. “Like any parent, I was concerned about my son joining the Army, but it was something he wanted to do, so I supported him,” the senior Swanke said. “I talked to him about the benefits and drawbacks of each of the branches and left it to him to make the final decision. I was of course happy that he chose logistics because, as I informed him, the Army is a great place to start, and I think logistics is an excellent career no matter where your path takes you.”

During the promotion ceremony, Brett Swanke shared with colleagues and friends what the opportunity to watch his son flourish in his military career means to him. “It is a great pleasure of mine to see him grow as an officer and a man, to see him take on new challenges and strive to be the best he can be,” he said. “We are fortunate to be in the same area of operations, which allows me to see him quite regularly. I have seen him out on mission, and I know that he is working above his pay grade and accomplishing more than I was when I was in his rank and position.” Following the example of his great-grandfather who served in the Navy during World War I, Brett Swanke joined the Army as an Army Reserve private first class in 1992. He achieved the rank of sergeant, before commissioning as a transportation officer in 1998. “Braxton was in a position to see the Army provide me opportunities to enhance my career but it was up to me to make the most of those chances. I think he saw that with work and commitment it is possible to have a rewarding career.” Brett Swanke shared. During Braxton’s promotion speech, he mentioned how his father’s career influence and professional know-how shapes the type of officer he is becoming. “I call my dad all the time,” Braxton Swanke said. “There is a huge benefit to him only being an hour away in Wiesbaden and it is nice to be able to speak with a parent that knows exactly where I am in my career and how to guide my career progression. He’ll let me know when I’m doing something

Remembering a servant leader, friend: John Edward Haldeman Story and photo by Sgt. Maj. (Ret) Michael D. Richter KMC Retiree Council The loss of a spouse or family member can be a time of great stress and grieving for a surviving member. U.S. Army Europe has seven enduring garrisons, each with their own retiree services officer who, in many cases, also serves as the area’s casualty affairs officer. The men and women acting in these capacities are trained to provide help and assistance, relying on the knowledge they have obtained through training and experience, to those have to taking on this undertaking, which can be difficult for anyone. One such person to serve in this capacity was John Edward Haldeman of Apex, North Carolina. Born Sept. 24, 1938, in Mahanoy City, Pennsylvania, to the late Esmond and Grace Haldeman, John enlisted in the U.S. Army in 1956 and retired after more than 30 years as a Vietnam War veteran at the rank of command sergeant major in 1986. Shortly afterward, in 1987, he continued to serve his country and his fellow service members for 23 years in civil service duty. Formerly the U.S. Army Garrison Kaiserslautern retirement services and

casualty affairs officer, John worked with the local retiree population to help and guide survivors from all over Europe to apply for survivor benefits during times of great stress and grieving. He was on duty 24/7, ready to assist anyone in need. John really highlighted the need for retirees helping retirees, and shortly after his retirement, the Kaiserslautern retiree community formed an official retiree council with approval of the U.S. Army Garrison Rheinland-Pfalz. This council remains today staffed and fully active in the support and assistance of our local retiree population. John Edward Haldeman passed away peacefully at the age of 79 on Sept. 17, at Cambridge Village Retirement Community in Apex, North Carolina. Though news of John’s passing was received with great sadness, it also led to the reception of many testimonies highlighting the kind of man he was and is remembered as.

will never forget all he did for me along with all he did for the countless others. Regardless of whether his skills were needed during a normal duty day or the middle of the night, he was always there to lend a helping hand. I will most remember his kindness during the Iraq and Afghanistan War. John worked tirelessly, helping family members coming from the U.S. to visit their wounded warrior at the hospital in Landstuhl. When the families needed a place to stay, he would take them to the Fisher Houses or the nearest hotel, and sometimes he would even take them to his home for a quiet respite. He would ensure all their basic needs were met: shelter, food and if necessary, a bit of money until they could go to the bank. This was the epitome of John and his kindness. He went so much further than providing advice; he provided action. We will never be able to replace him and will spend our lifetime remembering his generosity with love.”

Testimony 1: “Mr. Haldeman was there for us and bent over backwards to ensure that we were taken care of in our time of grief. I’ll always remember that. He was the very definition of a good and caring person.”

There are many other testimonies recorded on his behalf. For his more than 53 years as a servant leaders to our nation, men and women in uniform, and their families, John will always have our thanks. For his kindness and friendship, he will always be missed. John Edward Haldeman is survived

Celebrating the life of Melissa Ford Story and photo by Ramstein Intermediate School “I can fly like an eagle, high up in the sky, on the wings of the spirit, I can fly.” Melissa Ford, well-known Department of Defense Education Activity educator, friend, sister, and daughter, passed away in the early hours of Friday, Oct. 19, surrounded by family and friends. Melissa was an enthusiastic educator for 32 years. From Franklin County Public Schools, she joined DoDEA at Patrick Henry Elementary School, where she taught from 1990 to 2005 in multiage, elementary, and special education classrooms. She was dedicated to education, participating as a Math Specialist in the 2004 Technical Review as well as the BAM (Balanced Assessment for Mathematics). Melissa constantly strived to improve the teaching craft, wishing to excel in everything she set her mind to; she was on the Technology Team in Heidelberg, ASCD active member, leader, and published author as well as an appointed member of Phi Delta Kappa. She earned two master’s degrees, piloted a German

student teaching program and spearheaded international professional development initiatives, while guiding and supervising student teachers. Melissa’s knowledge and belief in school improvement led her from school improvement chair to becoming an Instructional Support Specialist for the Kaiserslautern District. She next taught at Kaiserslautern Middle School, then arrived at Ramstein Intermediate School in 2008. Melissa taught both fourth and fifth grades at RIS, positively impacting hundreds of students and faculty members’ lives. She was known for sharing resources with all teachers in the spirit of educational leadership. Melissa made a positive difference to everyone each day. Melissa was known by her actions and words that each student in her classroom was important and she was willing to do whatever each needed to be successful. Teaching Social Studies was a personal passion. Melissa brought authentic time period artifacts to class, whether a working loom or a butter churn, so her students would have a truer sense of life in the colonial times that were being studied. Melissa encouraged and praised

her students, whether their achievements were large or small. She sought items when in the United States to bring back for each child to spark their interest in the classroom. Over the years, grateful parents sent cards saying things like, “Thank you for your personal interest in my child, she loved your class, and your attention and sensitivity has profoundly affected her.” Even students not in her class knew Melissa’s kindness, “Ms. Ford wasn’t my teacher but she always said ‘Hi’ to me whenever she saw me.” Proud to come from a military family, Melissa was active in Tres Dias and Elim ministry in Poland as well as her local church, Faith Baptist Church. She was also an avid traveler with trips taking her around all of Europe as well as seeing the pyramids of Egypt. Melissa was able to walk into any situation and almost instantaneously have those around her engaged in conversation. As a master quilter, she created quilts with her class where each square represented a student. Melissa loved music, whether singing, listening, or playing her guitar. She was known to go to her students’ music class earlier than her scheduled time to be an

‘audience member’ to her students, even singing along when she knew the song. All who knew Melissa thought of her as a smiling woman with a twinkle in her eyes. She refused to complain or give up on anything, teaching others about perseverance through her actions. She wanted her life defined by her devotion to her students, family, friends, and spiritual beliefs. It has been said Melissa “had an urgency about life” as she challenged obstacles and truly enjoyed all opportunities for growth. Her kind, gentle, inspiring ways are part of her wonderful legacy and Melissa will be deeply missed by all who knew her.

Annual holiday program brings communities together

Operation Good Cheer is a seasonal program pairing Soldiers with local Baumholder families, who open their homes to service members for Christmas. Prior to the holidays, Soldiers and host families became acquainted during a meet-and-greet event at the Panther’s Den Dining Facility, Dec. 6. Bernd Mai, Operation Good Cheer organizer and U.S. Army Garrison Rheinland-Pfalz Public Affairs community relations for Baumholder, began the program more than 30 years ago as a way to bring the BMC and the local community together. Although it was a popular annual program, it was paused for a few years when deployments to Iraq and Afghanistan were ramped up in the early 2000s. When the military operations tempo became more manageable, local Baumholder families once again opened their doors to sponsor Soldiers for the holidays. “The Operation Good Cheer program provides an opportunity for single Soldiers and those geographically separated from their families to experience German traditions firsthand,” Mai said. “This year, we have 25 German families matched with 29 Soldiers.” During the meet-and-greet event, 16th Sustainment Brigade Commander Col. Michelle Donohue said, “We appreciate our hosts who will open their homes to our Soldiers. It means so much to Lt. Col. [Barry] Carter [5th Battalion

7th Air Defense Artillery Regiment commander] and myself that our Soldiers who are away from their families get to spend time around Christmas with another family. We have such an amazing connection with the people of Baumholder and the Rheinland-Pfalz across all of the different communities. Thank you on behalf of the Soldiers of the 16 SB and the 5-7 ADA.” Jean Baptiste and Franziska Noel from Hermeskeil, will have a new face around the Christmas tree this year – Spc. Marquez Brown. “We heard on the radio that they were searching for host families for American Soldiers over the Christmas holidays,” Noel said. “I thought it sounded cool and wanted to do this.” The pair spoke about bringing Brown to the Trier Christmas market and experiencing the festive food and Glühwein, as well as showing him their holiday customs and traditions. “I’ve never been to a Christmas market yet, but it sounds like fun,” said the 16th SB Soldier from San Francisco. “I find things like that intriguing actually. I’m looking forward to the holidays.” Sgt. Tiffaney Giles, a cook with the 16th SB, will get a chance to sample some German holiday cuisine this year as a part of the Operation Good Cheer program. “I’m looking forward to seeing their traditions and how they celebrate Christmas,” said Giles, a Pontiac, Mich., native. “It will be a nice change to be away from the barracks and spend time with a family over the holidays.” After hearing about the program from her platoon sergeant, Giles signed up for Operation Good Cheer and will spend the holidays with a family in Monzingen this year. “This is a great program,” she said.

“I’ve never been involved in anything like this before. I’m excited!” Both Soldiers and families benefit from the interaction, Mai said. “Young Soldiers, in particular, who are away from home for the first time and in a foreign country, won’t feel so alone during the holidays,” Mai explained. “They are taken into a family’s home and get to experience a German Christmas with all its customs and traditions. The Soldier is given a piece of German culture, and at the same time, can convey the American culture to the host families, while demonstrating the human side of the military.” More than 4,600 miles from his home in Jacksonville, Fla., Spc. Deryk Keith Hopkins will be spending Christmas with a family in Kirschweiler. Stationed in Germany for 18 months, Hopkins knows a bit about the culture from participating in a German football league and traveling with his unit, but one thing he hasn’t experienced is a German Christmas. “I want to see the similarities and differences in the way Americans and Germans celebrate the holidays,” said Hopkins, a Soldier with the 317th Support Maintenance Company. “My dad was a Soldier stationed near Mainz several years ago. When I told him about the program, he saw that I had an opportunity to get away from the post and truly become immersed in another culture. He was very supportive and told me to keep him updated.” Hopkins will be a guest of the Werle and Hess family. Michaela Werle heard about the program on the radio while traveling with her family from Trier. “We heard that they were looking for families to invite American Soldiers to their homes for the holidays,” she said. “I’ve known Bernd Mai for 30 years, so

I called him to sign up. This is such a nice program.” Werle plans to take Hopkins to Schauren first and the next day to her house in Kirschweiler. “I thought it would be nicer to be with a little family, so it wouldn’t be so overwhelming,” she explained. “Not everyone in my family speaks English, so it may be difficult for him to understand at first. I told him when he leaves my house, he will speak fluent German and know all of the German Christmas songs.” Hopkins accepted his new task with a laugh, “It’s a challenge!” The successful meet-and-greet event wouldn’t have been possible without the food donated by the Baumholder Community Spouses Club and the Atlantic Academy Rheinland Pfalz that provided gifts of Glühwein and chocolates for the participants to enjoy. “I think when you look into the Soldiers’ shining eyes, you will see it is a fantastic program,” Mai said. “I hope the families and Soldiers will build lasting relationships in our communities for years to come.”

Holiday five-finger discounts earn loss of privileges

According to the U.S. Army Garrison Rheinland-Pfalz Civilian Misconduct Action Authority Program, and in accordance with Army in Europe Regulation 27-9, those caught shoplifting at Army Air Force Exchange Service facilities will have their AAFES privileges temporarily suspended for a period of one year or until adjudicated by the CMAA.

For some people, it’s about buying the best deals on the shelf. For others, it’s about taking the best steals off the shelf. Although there are several reasons why people shoplift, it is difficult to pinpoint their primary motives, said Rickey Anderson, U.S. Army Garrison Rheinland-Pfalz Civilian Misconduct Officer for the Baumholder Military Community. “There are so many different reasons why people steal. For example, some offenders may shoplift to see if they can get away with it or do it as a way to challenge authority. Others may do it because their friends shoplift,” he explained. “There are also some who may shoplift for the thrill — to satisfy their urge for excitement and gain a sense of victory when they do so.” Approximately $9,461 worth of merchandise was stolen from the Kaiserslautern Military Community Center Base Exchange last year, said Ken Randell, Army Air Force Exchange Service Loss Prevention manager. “Last year a total of 54 shoplifters were caught removing merchandise from the Exchange without rendering payment,” said Randell, who has 23 years of experience in the loss prevention field. “In most cases, peer pressure plays a role with students attempting to get away with removing merchandise without rendering payment. Other situations may involve not having the money due to budget constraints.” Regardless of why people shoplift, it’s an issue that USAG RP Civilian

Misconduct takes seriously. Under the USAG RP Civilian Misconduct Action Authority Program, and in accordance with Army in Europe Regulation 27-9, those caught shoplifting at AAFES facilities will have their AAFES privileges temporarily suspended for a period of one year (this happens at the time of the offense) or until adjudicated by the CMAA. This period of suspension can be reduced if individuals attend directed counseling and participate in the USAG RP Community Service Program. The amount of participation in the program will be dependent on the estimated cost of property involved in the larceny and the age and maturity of the offender. Restoration of privileges is not automatic and must be requested through the USAG RP Civilian Misconduct Office and approved by the CMAA. Individuals must complete counseling prior to the restoration of privileges and pay a recovery fee. “It’s a privilege to serve U.S. Forces overseas, whether as a civilian employee or contractor,” said Robert Leist, Acting Civilian Misconduct Program manager for USAG RP and Installation Management Command — Europe. “Additionally, it is a privilege for family-member dependents of one of our service members or civilian employees to live overseas with them during their tour.” When people are caught shoplifting, they are apprehended by security forces and processed at the station, Randell said. “This situation carries a degree of embarrassment for the offender and sponsor of the individual. The Exchange has a Congressionally Mandated Program called, ‘Civil Recovery,’ which

is a request for a $200 administrative fee as an additional cost for the incident,” he explained. “This amount is in addition to the cost of the merchandise that was removed from the facility without rendering payment. Their command could also suspend their shopping privileges.” One major consideration for civilian employees is how shoplifting might negatively impact their security clearance and ability to perform required duties, Leist said. “It is possible for employees to face disciplinary action, up to and including removal from employment for off-duty misconduct while serving overseas. Individuals involved with law enforcement authorities of a host-nation government negatively reflect upon the United States and affect the success of its mission overseas. The ultimate decision for removal is up to the employee’s management,” he said. Dependent family members could face an Early Return of Dependent wherein the family member(s) involved in misconduct can be returned to the continental United States. Additional possibilities might include the ERD of an entire family if necessary or even the curtailment of the sponsor’s tour in Germany if there is not a well-established family care plan to address the individual’s return to CONUS. In fiscal 2018, there were 23 cases of shoplifting in the Rheinland-Pfalz region involving Army civilians and dependents and juvenile shoplifting was down 60 percent. Although these numbers may seem promising, there is still a lot work to be done, Anderson said. “What must be understood is that civilians accompanying U.S. Forces overseas are allowed to remain here

on the condition of good behavior. Permission for a civilian to reside with a sponsor is agreed upon in the Status of Forces Agreement,” he explained. “When civilians fail to live up to their end of the agreement, the CMAA can implement adverse administrative sanctions in response to their misconduct.” The purpose of providing this information, Randell said, is to raise awareness in the community of the consequences if offenders are caught shoplifting. “Hopefully, this information will serve as a deterrent and encourage people to make good decisions and not be involved in theft activity in the future. The consequences are tough and at the end of the day, it’s just not worth it,” he said. There are always underlying reasons for these types of crimes, Leist said, and during this holiday season, we need to ensure everyone knows there are multiple agencies here in our military community to assist and care for their well-being. “We have a wealth of resources to assist those who are struggling, who are in need – whether financially, mentally and/or emotionally. Our children have Adolescent Support and Counseling Services counselors in their schools, and our employees have the Employee Assistance Program to provide assistance,” Leist concluded. “Also available are Military and Family Life Counselors, school counselors, behavioral health professionals, chaplains, etc. The bottom line is — if someone needs help, there are agencies to help them. If someone sees a friend, colleague or family member struggling — reach out to get them the assistance they need.”

Ramstein boys, Kaiserslautern girls stay undefeated

by Robert Baldwin contributing writer With senior leadership, experience and feisty supporting casts leading the way, the Ramstein boys and Kaiserslautern girls both came away victorious in their crosstown basketball rivalries. Ramstein’s senior leaders Naser Eaves and Gabe Fraley combined for 31 points and 19 rebounds and asserted themselves in the decisive fourth quarter as the Royals defeated Kaiserslautern 60-41 in the first-ever basketball game at the new Kaiserslautern gym. The Royals were dealt a blow in practice this week when sparkplug senior Christian Hall suffered an injury and could not play. But sophomore Andrew Boggs stepped in and played a key role in the Royals victory, slicing to the basketball, hitting some key jumpers down the stretch and mixing it up on defense. “Hall injured his knee during practice this week,” said Coach Andy O’Connor. “Huge blow. He missed all of last season with a similar injury. He was playing so well and to have it happen again was an instant wave of depression. Not because we are weaker as a team, but just because you want him to be rewarded for all his hard work.” For the second straight game, Kaiserslautern started the game slowly. In Vilseck, they were down 21-5 before clawing back for the victory. This time, Ramstein put the Raiders in a hole with 14 straight points to start the game before Ty Dotson’s strong baseline move got the Raiders on the board at the 3:35 mark of the quarter. The Royals’ Luis Figueroa hit the opening three pointer from the corner, followed by a layup and then a steal and a basket from Fraley. Trapping out of their zone defense, the Royals picked up a lay up from Eaves, Figueroa’s two free throws made it 11-0 and Amir Bishop’s three point play made it 14-0. The Royals led 19-5 at the end of the quarter. In the second quarter, after a series of technical foul free throws, Kaiserslautern junior Isaak Pacheco muscled in for a three point play to make it 20-11. After

the teams traded two baskets, Ramstein called a time out. It gave veteran Kaiserslautern Coach Corey Sullivan a chance to settle his troops, telling them repeatedly during the time out to “calm down.” “We switched defenses. We talked about executing our stuff better. Had to calm down a bit,” Coach Sullivan said. “We practice defense quite a bit. Typically both Ramstein and Kaiserslautern have strong half court defenses.” The exortation worked. Bryan Lunn’s three point play made it 25-17, Dotson canned a pair of free throws and the Ramstein lead was six. But a Boggs steal and basket for Ramstein extended the lead to eight and they went into half time leading 29-20. The start of the third quarter was all Raiders as they started the third on a 10-2 run. With Ervin Johnson running the offense, they finally took the lead on a Brandon Morris steal and basket at 34-33. After Jerrod Little’s snaky layup regained the lead for the Royals, Jedrick Collins received a perfect pass from Dotson to take back the lead. But the Royals closed out the quarter with five points from Eaves, sandwiched around a three point play from Dotson, and it was a one point Royals lead at the end of three. Eaves and Fraley’s senior leadership turned the tide in the fourth. Ramstein’s pressure defense kept Kaiserslautern from running and penetrating to the rim. Keying off the defense, Fraley opened the period with eight straight points and then zipped a pass to Eaves for another basket and the Royals were up by ten. Ramstein ramped up their three quarter court defense even further and held the Raiders to just two fourth quarter points, a hard drive to the basket by Dotson midway through the period. Little finished the scoring by squirting through the lane for a basket. The final was Ramstein 60-Kaiserslautern 41. “My three vets, JJ Little, Naser Eaves, and Gabe Fraley have been through it all in high school basketball (two or three times over), so when things don’t start to go our way, they always just keep playing and fighting and don’t let small things

bother them,” O’Connor said. “We were missing several key players, so it’s hard to run all game long and expect to have anything in the tank left to finish the game strong. But that’s ok. We can win in the half court also.” O’Connor was relieved with the victory after a less than stellar performance against Wiesbaden earlier in the week. “We are always looking to get better, to improve. We played a lot better in this game than we did against Wiesbaden. We just keep harping on the little things that win championships. Sometimes it takes a game or two of film study before players can realize how much effort they are expected to put into the defensive end of the floor.” Sullivan, though disappointed with the loss, took away some positives from the game. “I took away that my kids are fighters. They are resilient. They can compete at a high level. We just need to string a complete game together.” Sullivan was happy to be playing at home. But he admitted that after eighteen years coaching in the old gym it felt unusual to be playing in the new gym. “I’m glad the first game is over. It really didn’t feel like our home court yet. It felt a bit odd, to be honest. It will take some time to get used to and to make it feel like home. There’s a lot of logistics we had to handle and take care of. That will get better and easier.” In Ramstein, the Kaiserslautern girls gritted out a 44-41 victory over the rival Royals to keep their record perfect. Raiders outstanding senior Le’Jhanique Brown had 18 points and 11 rebounds to pace the hard fought victory. Her experience and leadership kept the team calm and focused on the goal. “Le’Jhanique was the best player of the floor,” veteran coach Aaron Scalise said. “Her shooting, driving and rebounding made a big difference.” The game was back and forth throughout with Kaiserslautern going into the halftime locker room with a 19-9 lead after the second quarter. The Royals scratched back to take a one point lead after three quarters, thanks to an 8-0 run, but Brown and sophomore point

guard Emajanae Hawkins, with support from a strong bench effort, staved off the onslaught and gradually pulled away for the three point victory. Hawkins added ten points and was singled out by Scalise for her deft ballhandling against the strong Ramstein full court pressure. She was also, along with Desi Johnson, the defensive sparkplug. “We knew we had to defend their shooters and I think we did a good job of that,” Scalise said. “Ramstein still hit some running jumpers and shots off the glass, though.” Ramstein used a pressure defense to try to slow down the running Raiders. “I thought we handled the press very well,” he said, citing Hawkins leadership. “We got a lot of our points on the break, got a key three pointer from Rebecca Moon off the bench and a lot of solid contributions from everyone,” Scalise said. “Ramstein’s ‘bigs’ are good,” he said, referring to their post players. “We were fortunate that they were not making all of their shots inside. They probably could have had six more points off the glass.” Coach Scalise was pleased with the team’s efforts, knowing they are still young and it is early in the year. But he said he was a little frustrated with the number of turnovers. “We had a lot of traveling calls against us,” he said. “We also missed way too many free throws. Defensively we might be a little too aggressive sometimes, which we need to work on. But we are happy to be winning so far because we have yet to have a home game. We are happy about being able to win in such a difficult place (Ramstein.) You know you are always going to have a good game against a Nate Brewster (Ramstein’s head coach) coached team.” The victory was nice, of course, but Scalise knows that competition goes beyond the score. “These kids are great kids. Great kids! They are so easy to coach,” Scalise said. “We’ll see what happens after the break.” Both Ramstein and Kaiserslautern resume play on January 11 and 12 after the lengthy winter break. Kaiserslautern travels to Black Forest Academy and the Royals play in Vicenza.

A Day Trip to the Valkenburg Caves at Christmas

Story and photos by Cheryl Koller Contributing writer to MilitaryInGermany.com A trip to Valkenburg to visit the Magic Sand creation left me almost speechless. And this does not happen very often! We drove to Valkenburg, Netherlands over the weekend to see the Christmas Markets in caves. There are three caves in very close proximity to each other so we ambitiously set out to see all three on a Friday afternoon.

Municipal Cave After being completely awed by this cave, we decided to move on to the Municipal Cave, which is basically an underground Christmas Market. How cool is that?

I have no idea how long it took to build these works of art or how many artists were involved, but I can sum it all up in one word….WOW! Yes, I have seen works of art using sand before, mostly at beaches. However, this was something else entirely. This was storytelling in a most creative form.

The Municipal Cave market is the largest, oldest, and most visited underground Christmas Market in Europe. This was pretty much a very traditional market, with a lot of the same type of vendors you will see at any market. And, of course, various Christmas decorations!

We arrived just in time to take the chair lift above the cave to the Wilhelmina Tower for some panoramic views. This is the fifth year for this “Magic Sand” display and this year was a highlight of Charles Dickens “A Christmas Carol”.

The main part of the cave depicts the story of Christmas as we know it. Joseph and Mary in Bethlehem, the birth of Christ, Three Kings, and an extraordinary manger scene.

Things to Know The Magic Sand display will be available until January 6, so there is still time to go and see it before they take it all down. Admission is €3 for children under 12 and €7 for adults; €5 for children and €9.75 for adults if you want to include the chairlift. Opening hours are Monday to Friday 11 a.m - 5 p.m. and weekends 10.30 a.m. - 6 p.m. Municipal Cave: This market ends on December 23, but the cave is open year-round. Opening hours and admission prices can be found on their website. Getting There We used the GPS address for the Magic Sand exhibit and had no difficulty finding a great parking spot nearby. The other two caves are a short drive away with equally convenient parking.

The walking tour through the cave takes you into the story and the attention to the smallest detail is amazing. Magical Sand We found Valkenburg easily enough and focused on the Magic Sand cave because it closed at 6 p.m. while the others close at 9 p.m.

We did notice that there were very few food vendors, which is a bit different. There is a restaurant inside the cave where we were able to buy some wine and cheese. Whew. Unfortunately, we made it to the third cave referred to as “Velvet Cave” just as it was closing. We were able to speak briefly to the manager who was kind enough to give us some history of how the caves were made by man
