Base Defense: Remember to SALUTE by Staff Sgt. Jimmie D. Pike 86th Airlift Wing Public Affairs “We need your help. Our security forces defenders keep us safe, but they can’t be everywhere,” said Col. Joseph Wenckus, 86th Airlift Wing vice commander. “We all have a part in defending our installations. Force protection is job number one, and it is a shared responsibility.” Wenckus, along with other leaders from the 86th AW, recently took the time to personally examine security measures throughout bases in the area. The purpose of the checks were to identify what is working well

and what could be improved upon. While security forces is the office of primary responsibility for security and safety, it is every active, reserve, guard and civilian Airmen’s responsibility. All personnel can help by knowing what to do after witnessing unusual behaviors or activities. “In a nut shell, if something makes the little hairs on your neck stand up, you should report it,” said Master Sgt. Thomas Hoover, 86th Security Forces Squadron antiterrorism and force protection program manager. “We encourage everyone to report anything they see, big or small.” To make a report, personnel can

Personnel may also contact the 86th SFS Base Defense Operations Center at 480-2050 or 06371-47-2050. “We are emphasizing proper SALUTE (size, activity, location, uniform, time, and equipment) reporting procedures because every second counts,” Wenckus said. “Getting as much information as possible to the right people helps emergency officials respond in a timely manner.” According to Hoover, size refers to how many people or vehicles are present. Activity describes what is

happening. Location is the current spot of occupation and the direction the people or vehicles are moving. Uniform is what was worn by the person or group. Time should be the time the activity happened. Lastly, equipment describes anything the person or group may have had. Due to the scope of the wing, Wenckus called all Airmen to arms in supporting security and force protection “We need you to remain vigilant. We need you to report suspicious activity. And most of all, we need you to know the right way to correctly report threats.”

Ramstein Air Base observes Sexual Assault Awareness/Prevention Month Commanders across the Kaiserslautern Military Community are banding together to commit to prevention and awareness of sexual assault during the month of April. Administratively adopted by President Barack Obama in 2009, Sexual Assault Awareness Month exists to educate the public about definitions of sexual assault and resources for those who have suffered from it. Alongside raising systemic awareness, addressing and quelling the stigma that surrounds victims of sexual assault is also a primary objective. These are just some of the topics that generals, to include Brigadier General Richard G. Moore, 86th Airlift Wing Commander, and their equivalents in the enlisted and civilian spheres will manifest via a proclamation at a leadership breakfast on April 12. The following week on April 20, the

Ramstein Sexual Assault Prevention & Response office and its victim’s advocates will host the C.L.E.A.R. Challenge: celebrating courage, leadership, education, advocacy, and respect. The Challenge is open to all Department of Defense ID card holders and will be at Ramstein’s Southside Fitness Center. Teams of six will compete in several timed challenges and obstacles meant to symbolize and reflect on the effects of sexual assault and alcohol abuse. Finally, on April 27, the Army will host a Fun Run open to all DoD card holders on Rhine Ordinance Barracks in honor of Sexual Assault Awareness Month. General Moore has authorized teal undershirts, the official color of Sexual Assault Awareness Month, to be worn under the uniform of the day on April 27 as well.

Airmen complete African Partnership Flight Senegal

Partnership Flight Senegal came to an end after a closing ceremony March 23 at Captain Andalla Cisse Air Base, Senegal. “African Partnership Flight is a program specifically designed to allow friends and partners from across the continent to travel together, to work together, to learn together, so they may learn to know each other,” said Lt. Col. Andrew Allen, chief of global health engagements branch, U.S. Air Forces in Europe and Air Forces Africa. Over the course of the weeklong event, the U.S. and nine African partner nations traded procedures on aeromedical evacuation, casualty evacuation, and air and ground safety. “The goal of this event is to bring regional partners together to discuss best practices, tactics, techniques and procedures that will help these militaries be more interoperable, not only with themselves but with the United States of America,” said Maj. Justin Holbrook, international health specialist, Headquarters USAFEAFAFRICA. TTPs were discussed in a

classroom setting and then applied later in the week, both on the ground and in the air on board a West Virginia Air National Guard C-130H Hercules assigned to the 130th Airlift Wing. African partners were able to ask questions and experience how the U.S. handles casualty and aeromedical evacuation. “They are very eager to learn about aeromedical evacuation and very interested in expanding their capabilities,” said Master Sgt. Jordan Killebrew, 186th Aeromedical Evacuation Squadron medical technician, West Virginia ANG. More than 70 pilots, aircrew and medical professionals represented African partner nations from Benin, Burkina Faso, Cote d’Ivoire, Gabon, Ghana, Mali, Mauritania, Senegal and Togo. “I really enjoyed it. It allowed us to learn how other countries do aeromedical evacuation,” said Lt. Fakhane Diouf, an APF participant from the Senegalese air force. This marked the end of the 12th APF since the program began in 2012 and the second co-hosted by Senegal. “I would like to thank the Senegalese air force for graciously co-hosting this event. Without your leadership and support, this event would not have been possible,” Allen said.

Parking discs needed

Run for a good cause

In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required; MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation.

The Ramstein Visitor Control Center recently changed processes on issuing passes. The VCC now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a long-term pass. Customers should understand with the new process, waiting times may be longer than usual. The VCC changed its operating hours. It opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Then you might be interested to know that in both cases the sale or purchase will be subject to German law. Therefore, it is good to know what host nation laws say on the subject of warranties and defects. Even though verbal contracts are valid and fully enforceable in Germany, only a written agreement enables you to adequately prove the terms of the agreement and clarify each other’s obligations under it. All terms should be reduced to writing and signed by the parties because written contracts are presumed to be

correct, complete and without binding oral or side agreements. The buyer should have the car thoroughly checked out and tested before the sale is concluded. The car should be inspected by a trustworthy independent third party, such as a garage. Since it does not say anything about the real condition of the car, passing inspection is hardly enough proof that the car will remain reliable. Rather, it just shows the car is doing fine at that one moment. Normal wear and tear usually does not constitute a legally relevant defect, even if it impairs the function of a used car, unless the buyer demanded a clear, concrete and binding representation from the seller to the contrary. Buying, selling used cars in Germany buyer should ask the seller for specific assurances, express warranties or guarantees if certain conditions that are important to him or her. These should be put down in writing. In Germany, the average total life span of a car is 10 years. After eight years, rust is a significant danger for almost every car in Germany and is, therefore, considered to be normal wear and tear. When buying a car from a dealership, the warranty period is two years. It can be reduced to one year if you buy a used car from a dealer. Only when buying from a private person can the warranty be excluded completely by terms like “as is,” “with all faults,” or “Gebraucht wie besichtig,” which means “bought as seen.” It is also important to verify the

seller’s name on the bill of sale and to keep a copy of the power of attorney if the seller is selling on behalf of another person. Do not hesitate to ask to see the seller’s ID. Additionally, you should keep the seller’s local address and phone number on file in case you need to contact him later should a problem arise. Free head, neck cancer screening The Kaiserslautern Military Community is invited to get a free head and neck cancer screening from 8:30 a.m. to 4 p.m. April 10 in the Ramstein Kaiserslautern Military Community Center food court or in the Ear, Nose and Throat Clinic, 12C on the 2nd floor of Landstuhl Regional Medical Center. The screening is fast, usually less than five minutes, and the LRMC ENT team will also share information about head and neck cancer and how to prevent this a rapidly increasing disease that is affecting people of all ages. If a patient has something concerning or needs a follow-up appointment, that will be arranged if they are able to be seen at Landstuhl Regional Medical Center. More than 110,000 people are diagnosed with oral, head or neck cancer in the United States each year. Smoking, drinking and genetics are significant risk factors for head and neck cancers, however most Americans are unaware that a common virus increases their risk as well. Human Papilloma Virus is a com-

mon sexually transmitted disease that currently infects nearly half of American adults, but virtually all sexually active men and women will get HPV during their lifetime. Many will never know they have been exposed. HPV-related cancers of the throat are on the rise and their incidence is expected to overtake the incidence of cervical cancer by 2020. “It’s no longer mostly older patients who are long term smokers and drinkers who get diagnosed with head and neck cancer,” said Maj. Whitney Pafford, 86th Medical Group, Otolaryngologist at LRMC ENT Clinic. “We are seeing head and neck cancer in people in their 20s and 30s who haven’t smoked a day in their life. More importantly, these are the patients whose diagnosis gets missed or who end up with a delay in diagnosis because people often do not think it is cancer.” Pafford explained that these cancers are very treatable if caught in the early stages. “An informed patient is the best way to catch these cancers early and save lives,” she said.

MOMC 2018 offers opportunities to celebrate by Azure Hall U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate Every April, families around the world celebrate the Month of the Military Child, with the observance being a part of the annual calendar on military installations across the globe — and the Kaiserslautern Military Community is no exception. For the second year in a row, USO Kaiserslautern will offer a MOMC Kinder Volksmarch. This free, familyfriendly event will be held at 10 a.m. on Earth Day, April 22, on Rhine Ordnance Barracks. Participants will take a fun and informative two-mile walk along a designated trail with activity tables and booths set up along the way. Community organizations, such as Family and Morale, Welfare and Recreation, Army Child and Youth Services, Army and Air Force Emergency Services, local scout groups and others, will be there to provide the activities. At the end of the walk, the USO Canteen will serve hotdogs and popcorn to hungry participants. Established by former Defense Secretary Caspar Weinberger in 1986 and sponsored by the Department of Defense Military Community and

Family Policy, MOMC allows families the opportunity to recognize the struggles and sacrifices made by children whose parents serve their country. Department of Defense Education Activity schools around the KMC will be celebrating MOMC in their classrooms with special events and activities for their students. Exact schedules will vary, and parents should check with their child’s teachers for more information. Jasmine Connolly, a mom, military

spouse and teacher’s aide at Ramstein Elementary School, explained that military children have to gain certain skills and personality traits to adapt to their challenging lifestyle. “I think what makes the children of military families special is how resilient and adaptable they are. More often than not, they have to deal with a parent leaving on a moment’s notice or being gone for long periods of time,” she said. “Very rarely is there family nearby, so there isn’t a strong

support system there for help, and most kids grow up far away from their grandparents and extended family.” Connolly went on to state the importance of MOMC. “I think that it is important to celebrate the Month of the Military Child because these kids are also making sacrifices alongside their parents, and they need to know that they are appreciated and important as well,” she said. Amanda Follmer, USO Kaiserslautern Area Operations coordinator, said serving military children is an important part of the USO’s mission. “The USO’s mission is to strengthen America’s military service members by keeping them connected to family, home and country throughout their service to the nation,” she said. “We understand that a strong family support system is the biggest driving force behind our service members, and we want to assist them in that endeavor. Celebrating our military children through fun, family-oriented activities is a great way to build those bonds of family and community.” Follmer described the MOMC Kinder Volksmarch, April 22, as a “great opportunity to celebrate the culture of our host nation by experiencing the traditional German volksmarch.”

FALLS CHURCH, VIRGINIA  In today’s connected world, we expect most communication to be convenient and instantaneous. Why should communicating with your health provider be any different? That is why the Air Force Medical Service offers a secure messaging platform for patients and families to communicate safely and quickly with their providers. The TRICARE Online Patient Portal Secure Messaging, or just Secure Messaging, can be especially valuable for patients using a specialty provider. Patients visit their primary care provider for regular visits and preventive care, but specialist visits are rarer and often occur under stressful circumstances. The benefits of Secure Messaging can make a big difference for these patients. Lt. Col. (Dr.) Daniel Schulteis, a developmental behavioral pediatrician with the 88th Medical Group at Wright-Patterson Air Force Base in Ohio, is an enthusiastic advocate for secure messaging in his practice. “I could not function in my clinic and serve my whole patient population with-

out secure messaging,” Schulteis said. “It’s absolutely critical to what I do and to how my team functions.” Schulteis’ practice makes full use of Secure Messaging to communicate with patients, share documents, complete reports and even in-process patients to the clinic. All this is on families’ own schedule, without the need for extra visits or phone calls. “The first thing my team does for new patients is enroll them in Secure

Messaging,” Schulteis said. “We use it for our intake packet, patient questionnaires, screening information, family history and more. Getting all that up front improves the care when the patient is actually in the clinic. I don’t waste time getting all that background material in person. I feel like I know the patient before I meet them.” The patients and families in Schulteis’ clinic usually face high stress levels. Developmental and behavioral childhood disorders can take a high toll on resilience.

Anything that removes a burden from a family improves their quality of life. “We don’t have to play phone tag or find a way around work schedules to get information from parents,” Schulteis said. “They can sit down after the kids are in bed and send us a message on their own time.” Medical care for children with developmental and behavioral disorders involves a lot of paperwork. Schulteis’ clinic receives progress reports and input from many sources, including teachers, guidance counselors and other medical providers. Receiving all these documents electronically over Secure Messaging makes it much easier for parents and clinic staff to organize and share the information. “Secure Messaging is fundamental to what I do,” Schulteis said. “There’s no way I could take care of my patients without it. Flightline construction resumes by Airman 1st Class Kristof Rixmann 86th Airlift Wing Public Affairs The 86th Civil Engineer Squadron, 86th Operations Support Squadron Airfield Management flight and German contractors are scheduled to begin several airfield construction projects April 3 on Ramstein Air Base. The units and contractors will work together to replace the cabling for the taxiway centerline lights, pave the overrun access roads with asphalt and resume the infield drainage project that started in September. “The taxiway centerline lights are used for low-visibility operations,” said Master Sgt. Richard Berry, 86th OSS Operational Support Airlift Agency airfield manager. “They are installed on the center of the taxiways and lead aircraft to their parking locations. This system is vital during the fall and

spring seasons when the fog rolls in.” The estimated time of completion on the taxiway centerline lights is later in the month. The overrun access roads are primarily installed to provide access to the runways and navigational aids for airfield maintenance and emergency first responders. “The gravel roads that lead to the runway overruns are being paved with asphalt,” Berry said. “Paving these roads will decrease the amount of foreign objects that are brought onto the runway via vehicle tires and lower the instances of vehicles becoming stuck during wet seasons.” The estimated time of completion on the overrun access roads is June. “The purpose of the infield drainage project is to relieve water collection on the infield between the two runways,” Berry said. The infield drainage project is entering phase four of five and is

expected to be complete late June. The 86th CES Contracting Office is the primary originator of the airfield construction projects; however, the project execution relies on communication between airfield management and the 86th CES to ensure all users of the airfield are notified.

“Airfield management plays a key role in the daily operation of Ramstein. It’s the core and center of gravity of airfield operations,” said Tech. Sgt. Willie Robertson, 86th OSS airfield management operations non-commissioned officer in charge. The projected cost of these construction projects is 2.2 million dollars.

This month’s Sexual Assault Awareness and Prevention Month speaks to that topic in this year’s theme — “SHARP: Shaping a Culture of Trust.” “Sexual assault is an important topic because people don’t want to talk about it,” said Angela Taylor, U.S. Army Garrison Rheinland-Pfalz sexual assault response coordinator. “There are many victims who are too afraid or ashamed to come forward, but often it just takes one or two people to break the silence and encourage those who were afraid to come forward.” Serving as a SARC since 2010, Taylor conducts sexual assault case management throughout the entire process, offering advocacy, service referrals, guidance and wrap-around support to victims, she said. “I manage cases by working with command, legal, medical and investigative agencies and advocating for victims and their rights,” she said. “In addition to providing sexual assault victim advocacy services 24/7 through local hotline numbers, I continue to provide guidance and emotional support to victims during the entire legal process and as long as victims need to ensure their well-being.” Being there for victims is crucial because if they feel shamed, judged or their integrity is questioned, it can make reporting difficult, Taylor said,

and making victims feel comfortable reporting and pursuing justice without being victimized again can create positive change and build trust. Over the years, sexual assault cases have gone down. According to the Rape Abuse Incest National Network, the rate of sexual assault and rape has fallen 63 percent since 1993 from a rate of 4.3 assaults per 1,000 people in 1993 to 1.6 per 1,000 in 2015. The Department of Defense showed a decline as well in the Annual Report on Sexual Assault in the Military for fiscal 2016. The report showed 14,900 service members were sexually assaulted in 2016, which was 5,400 fewer than the 20,300 sexual assault victim reports estimated in 2014. Although the sexual assault numbers are down and the reporting is up, there is still more work ahead, said Navy Rear Adm. Ann M. Burkhardt, director of the Department of Defense’s Sexual Assault Prevention and Response Office, during a Pentagon briefing last year. “The hard truth is still far too many of our people find their lives changed by this crime, and there are far too

many who continue to suffer in silence,” the director said. That is why education and prevention help shed light on sensitive subjects like sexual assault and harassment, Taylor said. “We conduct prevention activities through training and outreach events to reduce sexual harassment and sexual assault, as well as building partnerships throughout the community,” she explained. “The more we talk about it, the more educated we become on the subject and the less we tolerate inappropriate comments and behavior.” One of the best ways to prevent sexual harassment and sexual assault is through intervention, Taylor said. The key is learning how to intervene in a way that fits the situation and your comfort level. “When inappropriate behavior or comments occur, people should do something or say something immediately. Do not stand by and tolerate demeaning or degrading behavior towards yourself or others. Ways to intervene are to engage directly by asking if the person wants to leave the situation, create a distraction, refer to authority — bartender, security guard, law enforcement — or enlist the help of others to approach a situation with you,” she said. “Everyone has a role to play in preventing sexual assault. One third of the time sexual assaults are preceded by sexual harassment; therefore, if we can stop behaviors and create an environment where such behavior is not tolerated, we can likely prevent sexual assault.” There are several SAAPM events

Teenagers and younger kids alike will find this place appealing.

ortheast of Kaiserslautern is the Rhine River town of Mainz. It is here that you simply must come before your time is up, for a visit to both the Gutenburg Museum and to trace Martin Luther’s path to reforming religion into what we know it as today. Taking time out to drive south for 30 minutes and see Worms, where Luther appeared in front of Roman emperor Charles V in high court, might inspire you to seek out more Luther-related spots in German towns north of Frankfurt. Downtown Worms has a walking tour that traces some of Luther’s steps. The city also has castle ruins that are different from castles on the Rhine River

est known as the site of post World War II criminal trials, Nuremberg has much more to offer. If art and culture museums are your thing, the history of musical instruments, clothing, fashion, and transportation are all broached in the Germanische National Museum at Nuremburg. Also downtown and worth a few hours of time is the Spielzugmuseum, which is devoted to telling the story and tracing the evolution of toys from the Middle Ages to current times. Interesting caves below Kaiserburg Castle captivate visitors here and a 15-minute trek will take you to the top of the hill overlooking the city. There is a tower attached to Kaiserburg where you can see

hills, as they are set right in the middle of downtown. There is a convenient parking garage area with inexpensive day rates plus many restaurants and shops to fall into. Altstadt is the old town portion of Mainz and a place to find authentic servings of sausage and beer, varying representations of medieval architecture, and lots of walking space for shops, pubs, coffee houses and photo opportunities. A day in Mainz is not enough and it’s probably worth the traveler’s while to book a room somewhere and stretch the experience. The printing press and ancient bible memorabilia take time to get a handle on, so plan accordingly a give yourself time to digest the information.

Comparing the photos to the current vista views is unique and old buildings around the city serve as reference points to then and now. Many families have said the most favorite thing they have experienced in Nuremberg is the children-themed Easter market. An indoor water park called Kristal Palm Beach is also great for kids and worth the extra investment to gain entrance. If you are without children and want to totally unwind, there is a sauna area for adults where clothing is optional.

Gold Star Spouses’ Day honors loved ones of fallen heroes Story and photo by Mary Ann Davis U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate Gold Star Spouses’ Day, April 5, honors the widows and widowers of military members who died in combat while serving in the U.S. Armed Forces, and U.S. Army Garrison RheinlandPfalz continues to recognize and support them all year through the Survivor Outreach Services program. For Gold Star Spouse Inge Colton, April 5 is always significant. “It’s important because it’s a day that not only honors us [Gold Star Spouses], but it honors the loved ones we lost,” she said. “For me, that day remembers Shane, and by remembering Shane, you remember all the other spouses and the children left behind.” Colton, whose husband, Chief Warrant Officer 2 Lawrence “Shane” Colton, died when his attack helicopter was shot down in Baghdad, Iraq, in 2004, relies on the garrison’s SOS program for support, information and services whenever she needs assistance. “I was a military wife — that’s all I knew,” said Colton, who spent most of her adult life on or around military installations. “And when this type of thing happens, the units are there for you at first, but after a while, they just go away.” After she moved to the Kaiserslautern area, she connected with the USAG RP’s Army Community Service SOS program. “SOS is there for all survivors every step of the way,” said Shannon Vaughan, Kaiserslautern SOS coordinator. “From the initial news of losing a loved one, to getting their affairs in order and throughout the entire grieving process.” The program also helps survivors connect with local resources to obtain information or solve issues, Colton said. “Last year, I had to change

something through the Veterans Administration, and with the time difference in Germany, trying to get a hold of someone in the States can be aggravating because you are on the phone for a long time waiting for someone to help you,” she explained. SOS helped her contact a local VA representative for assistance. “I’m glad that I can ask for help at SOS, and what makes it awesome is if you can’t reach them in their office, they will come to you. Here, you meet with people who really love what they do and go out of their way to help you.” SOS hosts two annual events for Gold Star Survivors as well as several other activities for all survivors throughout the year. There is also a monthly support group and events throughout the garrison that survivors can take part in, Vaughan said. “Losing a loved one is something no one ever wants to experience. I feel honored and privileged to be a part of this a wonderful group of people,” she said. “Through their tragedy and sacrifice to our nation, these survivors have such huge and accepting hearts. HUGSS was the

pilot program for the Army’s SOS program today. “At that time, HUGSS was run by volunteers -- Army wives, widows and Purple Heart recipients -- who volunteered their time to get information out,” Colton recalled. “We were all very vocal then and reached out to other survivors who needed help.” At first, the group was only for spouses, and one of the chief complaints at the time was the program didn’t include children, she said. “We wanted a program for anyone who lost a Soldier -all encompassing, because a loss is a loss no matter how you lost your Soldier,” she said. “That is what we focused on, and I’m very proud of that. So, when I see today’s SOS program, I know I was a part of its history.” This year Colton won’t be attending the garrison’s Gold Star Spouses’ Day event, because she will be in Killeen, Texas, visiting Shane’s final resting place. “Knowing that I would be in Texas, Kaiserslautern SOS contacted the program in Fort Hood program to include me in their events,” Colton said. “That is how awesome this SOS office is — that they would contact another SOS office because I wasn’t going to be here.” Being there for those who’ve lost military loved ones is what SOS is all about, Vaughan said. “Whether a service member is killed in action or dies after retirement, SOS is a loving and caring community that will accept you with open arms,” she said. “Being the Survivor Outreach Services coordinator is one of the most challenging and rewarding positions I have ever held. Military and civilian officials conduct a groundbreaking ceremony for a new school building March 28 on Ramstein Air Base. The Kaiserslautern Military Community has pushed to replace its old school buildings with futuristic 21st century educational facilities, which are characterized by student-centeredness, energy efficiency, and flexibility to accommodate multiple learning styles.

Students, faculty members, and 86th Airlift Wing officials welcomed the soon-to-rise Ramstein High School with a festive ceremony which included band performances and a choir. Officials from the U.S. Army Corps of Engineers, DOD Education Activity, and Kaiserslautern State Construction Agency also attended the event. “What makes a difference in the new school is how we will

utilize it,” Sharon O’Donnell, Ramstein High School principal said. “The new school will be viewed as a tool. It will be a resource to enhance the learning that takes place within its walls.” According to USACE Europe, the new school building is expected to open in 2021, and will follow the 21st century educational facility design, which are characterized by student-centeredness, energy efficiency, and flexibility to accommodate multiple learning styles. The KMC has made a push to replace its old school buildings with futuristic 21st century educational facilities; Kaiserslautern Elementary School broke ground last year and Kaiserslautern High School

Guide To Reading Your Meters By The Find-It Guide As technology marches on, more and more processes are automated to make life a little easier and more efficient. You can do most things right on your smartphone — from ordering out to controlling your home all with apps. However, one very important task that is still done the “old fashioned” way in many areas of Germany is meter reading. What can create a challenge when it comes to getting your meter read is needing to be at the house to allow the utility representative in to see the actual meter. Often in the States, utility meters are on the outside of the buildings, but in Germany, it is most common to find your meters in some technical room within

the house. One reason it is so important to be at the house when the meter is read is that the utility company needs to reconcile how much electricity, or other utility, you used versus how much they thought you might use. What further complicates this annual exercise is if your utility stipend does not match what the utility company projected for you. It is possible you were receiving too much money from your

housing office, in which case you would owe them some money back when it comes time to reconcile. If you used a lot more power than what you received funds for, you may end up owing the utility company more. If you have moved into a brand new house, things are further complicated by the fact the house has no historical data to pull from when it comes to usage, so everything is an educated guess. It is best to put some money aside to potentially cover any shortfalls you may come across if

your reconciliation amount is a larger number than you were expecting — in other words, you owe more than you thought you would have to pay.

3. Celle: Returning to the Timber-Frame Road, to the west of Quedlinburg

and south of Stade, is the village of Celle. Celle has the largest collection of timber-framed houses in all of Europe (around 400). The town is located on the Aller River, and is known for being the “gateway to Lueneburg Heath,” a nature reserve. Celle Castle dates back to 1530 and belongs to one of the oldest dynasties still in existence. The palace is known to be one of the best examples of Renaissance art in Germany. During WWII, the town suffered some destruction but was spared when German soldiers surrendered. Since then, the town has seen tourism grow and has revived the tradition of having a trumpeter blow his horn from the white tower of the Stadtkirche, city church, twice a day. The tower dates back to 1308. Celle is located approximately 500 km north of Kaiserslautern. http://www.celle.travel

4. Einbeck: Along the Timber-Frame Road and located in the district of

Northeim in the state of Lower Saxony, is the village of Einbeck. Einbeck remains a nearly intact example of a medieval village. It dates back to 1158, and between the 14th - 15th Centuries, was one of the largest cities in Northern Germany. In 1540, the town was completely devastated by fire to which the blame was swiftly put on a man by the name of Heinrich Diek. Diek was convicted of arson and placed inside a hanging iron cage to die. The village swiftly rebuilt after the fire and where possible, existing structures were reused. The rebuilt city from the mid-16th Century, is what we see today. Archeologists have since unearthed artifacts from the area that date back to the Paleolithic Era. The cage where Heinrich Diek hung can still be seen hanging on display in the town hall. Einbeck is located south of Hanover and approximately 120km west of Quedlinburg. It is about 400km north of Kaiserslautern. http://www. einbeck.de/index.php

5. Wetzlar: Further south on the Fachwerkstrasse in the direction of

Frankfurt in the state of Hesse, is the village of Wetzlar situated on the river Lahn. Wetzlar was once the Seat of the Imperial Supreme Court (Reichskammergericht) of the Holy Roman Empire. Roman remains from the reign of Emperor Agustus (27 BC – 14AD) have been unearthed there. The church steeple remained unfinished since the Middle Ages. During WWII the area surrounding Wetzlar and part of the church suffered damage. A decision was later made to rebuild the church to its original prewar state, unfinished steeple and all; today, the church steeple remains unfinished. The historic city center was luckily spared. The novel, The Sorrows of Young Werther by Johann Wolfgang von Goethe was inspired by Goethe’s time in Wetzlar. 6. Limburg a.d. Lahn:

Remaining on the Fachwerkstrasse, west of Wetzlar, Limburg an der Lahn is also in the state of Hesse. Limburg a.d. Lahn is located about 63km north of Frankfurt situated on the river Lahn in a basin surrounded by mountain ranges. The city was of great importance during the middle ages. Its first mention was in the year 910. The town was strategically located on a Roman trade route. The Old Lahn Bridge (Alte Lahnbruecke) was originally built out of wood in 1248 but replaced with stone in 1306. In comparison to the traditional two-toned timber-framed homes of Germany, the colorful structures in Limburg a.d. Lahn stand out. For example, St. George’s Cathedral is accented in red. Many of the wood carvings on the facades have been painted in a variety of colors and some of the timbers have also been painted, providing a unique shift in perspective from the traditional medieval village. The town is known for its virtually unscathed medieval buildings; the original town wall still stands on the Deutsche Fachwerkstrasse. Among the sights to see in Limburg a.d. Lahn are the St. Anna Kirche which contains 18 stained-glass scenes from the New Testament dating back to the 14th Century and Brueckengasse 9, known for its wood carvings of the seven
