Crossing the Atlantic by air takes several hours, and jet fuel, water, food and toiletries are a commodity while airborne. This is where the Airmen of Ramstein come in, to refuel and resupply. Aircraft can conduct a maneuver known as a “gas and go” that enables aircraft to refuel and restock supplies rapidly prior to flying out. Ramstein, being centrally located in Europe, receives a heavy flow of traffic, including the President of the United States on April 20. The recent mission echoed many of the previous stops. “We have been very successful with the all POTUS missions,” said Dean Noe, 721st Aerial Port Squadron air terminal manager. “I have worked over 100 of them, and I don’t recall any time we have had a negative impact. Our guys are doing top-notch work every time.” According to Noe, the 721st sends their best and newest out there to ensure mission success and training for future events. Out of all the Airmen who touch the plane during the gas and go more than 50 percent come from the 721st. Many

Air Force general officers salute the President of the United States as he departs April 20 from Ramstein. The Department of Defense, working in conjunction with other interagency and European partners, provides resources to support the president's visit to the United Kingdom and Germany. “Can you imagine what it’s like to tell an 18-year-old, ‘hey you’re going to work the President’s mission’?” Noe said.

DOD members learn how to be voting assistance officers by Airman 1st Class Joshua Magbanua 86th Airlift Wing Public Affairs

Installation and unit voting assistance officers from around the KMC attended the Federal Voting Assistance Program training workshop April 21 on Ramstein. Participants learned how to aid U.S. Department of Defense members voting in this year’s elections. Kenneth Warford, pol-

icy and project compliance deputy director for the FVAP, conducted the workshop and briefed the attendees about their duties as voting assistance officers. He also discussed the Uniformed and Overseas Citizens Absentee Voting Act, which grants U.S. citizens the ability to participate in the electoral process even if they are outside U.S. territory. “We’re here to assist you to try and make your job a little easier,” Warford said.

“We understand and appreciate that for the majority of you, this is an additional duty, and you have other duties and responsibilities to take care of. “UOCAVA is a law that covers us and allows us to be able to vote via absentee ballot no matter where we are in the world,” Warford continued. Besides UOCAVA, Warford also discussed the information every voting assistance officer would need as they guide the vot-

ers through the electoral process. First Lt. Christopher Cassidy, 603rd Air and Space Operations Center deputy officer in charge of intelligence analysis, said the workshop helped prepare him for his duties as a voting assistance officer. “Prior to today, I really lacked any firm guidance on exactly what I needed to do,” Cassidy said. “This was very helpful in laying out the guidelines of what we had to do and making it

One of the Airmen who has worked with Air Force One is Airman 1st Class Davontae McKenzie, 721st APS fleet services specialist. “I was honored to be chosen for a POTUS mission, and it felt good to be touching something that impactful and be part of a larger mission,” McKenzie said. McKenzie and the 721st APS are not the only ones working with Air Force One. The APS works alongside security forces, fuels, maintenance and many other agencies. “It takes a team, and we do it well together,” Noe said. “We work with multiple agencies around base coordinating things needed to support POTUS in order to ensure mission success.” Shortly after touching down, Air Force One rolls down the runway restocked and refueled by the Airmen of Ramstein, taking the leader of the U.S. around the world.

self-help stores have a limited supply of tools for residents to utilize, but due to the large amount of customers, it is recommended that housing occupants bring their own gloves, rakes, brooms and leaf blowers. The Ramstein Self-Help Store is in Bldg. 859, and the Vogelweh Self-Help Store is Bldg. 1139. The 786th Civil Engineer Squadron’s Facility Excellence Team will pick up tree limbs, bagged leaves and weeds curbside for later composting. Curbside locations will be briefed by squadron and group point of contacts. Cleanup participants should separate tree branches and shrubs into two piles at curbside: one for small wood stems up to four inches in diameter and another for larger material. Place weeds and leaves in biodegradable bags curbside for pickup but well away from dumpsters. There will be no bulk-trash pickup this during this spring cleanup. Cleanup day objectives include litter collecting, weed pulling, trimming of overgrown shrubs, tidying plant beds, removing tree limbs and pine cones, and raking and bagging leaves. Interior suggestions include cleaning stairwells, entries and carpets, cleaning out storage rooms, washing windows, and perhaps even doing some minor touch-up painting. Housing residents will receive a letter notifying them of their specific meeting locations. At this time, members will be briefed on each group’s area of responsibility and given instructions on how to care for common areas. Items such as batteries, glass, bulk paper and metal should be taken to the nearest recycling center, either on Ramstein in Bldg. 5146 or Kapaun in Bldg. 2820. Many hands make quick work. If we all do our part, this cleanup will be done quickly and the results will be something we can all enjoy.

‘STEMming’ from greatness: New educational facility opens Story and photo by Airman 1st Class Lane Plummer 86th Airlift Wing Public Affairs A new educational building, funded by a science, technology, engineering and mathematics grant received last year, opened to the public April 21 on Ramstein. The facility is a place where kids from elementary to high school can visit to take part in several activities, including completing science projects, recording music in its studio and flying a certified Lockheed Martin C-130 Super Hercules simulator. According to Kimberly Grant, 86th Force Support Squadron youth program director, the goal of the facility is to provide an open environment for kids to exercise their creative abilities. “The goal of this facility is to provide high-quality STEM curriculum ... to prepare military-connected youth with

the skills they need to excel,” Grant said. In turn, this will have a positive effect on imaginativethinking adolescents, according to Grant. “As we look at the future needs of our nation and armed services, skills in STEM will be critical,” Grant said. “This STEM Center of Innovation will encourage our youth to develop their skills outside of the classroom ... They’ll have the skills they need to succeed in the 21st century.”

The 86th FSS is funding the furnishing and construction via the money they received from the STEM grant last year. The grant, provided by Raytheon, was given to the Ramstein Youth Center to help fund educational programs and events outside the classroom. It provides the community money to expand educational resources for its students. One of the most exciting aspects is the technology that will be inside the facility, such as three-dimensional printers

and high-end computers capable of running top-tier coding programs. “We’re giving students access to professional-level computers and equipment to be able to learn and design programs or art projects,” said Bryan Mason, 86th FSS recreations assistant. “When they step into the working world, they will be a step above their peers.” According to Grant, this new opening is one of the many steps the youth center is taking toward developing a

more resilient and successful generation. “We will strengthen the program by purchasing more technology and supplies,” Grant said. “We want to develop more STEM-related programs that will strengthen youths’ skills.” Innovating in how students can complete school work and express their creative thinking among peers is one of the many steps the Ramstein Youth Center is taking to create a positive learning environment in the KMC.

When driving outside of town or on the autobahn stay to the right except to pass. A general rule of driving on multilane roads in Germany is that drivers must drive on the right side of the road except when passing other vehicles. This generally applies outside of built-up areas. When driving in built-up areas on multilane roads except for autobahns, vehicles with up to 3 1/2 tons of authorized loaded weight have a free choice of lane. On roads with only one lane in each direction, vehicles must go as far right as possible when being passed, especially when there is oncoming traffic, a hill, on curves or when visibility is low.

Couples prepare for future with Surviving Spouses Workshop Story and photo by Senior Airman Nicole Keim 86th Airlift Wing Public Affairs A military career can come with tremendous personal sacrifice, not just for service members but also for spouses. Not only do partners support their husbands and wives during their military service but after as well. When a retiree passes away, spouses are left with a plethora of responsibilities in addition to dealing with the loss of their loved one. To alleviate some of the stress associated with such a tragic experience, the Kaiserslautern Military Community Retiree Counsel hosted the first Surviving Spouses Workshop April 16 on Ramstein. “A lot of our retiree spouses are not aware of some of the required paperwork that is involved,” said Robert Belt, 86th Airlift Wing Retiree Activities Office volunteer. “Quite often, older couples were told, more than 40 years

ago, that they shouldn’t worry about it and that the military would take care of everything. This is a myth. They will take care of a lot, but they won’t take care of everything. Without a DD Form 214, they can hardly do anything for the retiring spouse.” The most important documents for spouses to have are

the DD Form 214 and a death certificate, Belt said. According to L.D. Pratt, a retired U.S. Army chief warrant officer, the workshop was long overdue. “This is something we have needed for a very long time,” Pratt said. “I had to take care of my son’s estate, who passed away five years ago, and it has

taken those five years to get everything closed out. People don’t take care of their (paperwork), and their (spouses) don’t understand in all cases. A lot of people don’t know what to do, and if they do, they keep putting it off.” Not only was it a good wakeup call for spouses and military members to take action sooner

rather than later but also to make sure paperwork is not just saved digitally. “I am a spouse that is a dinosaur with computers,” said Patricia Rodriguez, a spouse who attended the event. “I didn’t have much knowledge, and if something happened to my husband, I would be (in trouble). After this workshop I will not be in that position. My husband now knows what he needs to do to help his family if anything were to happen to him. It is important to not only have digital copies but hard copies of paperwork in case it crashes.” During the workshop, speakers from the Air Force and Army mortuary affairs and casualty assistance offices, Department of Veterans Affairs, U.S. Army Community Service survivor outreach service and a speaker from the 86th Airlift Wing Legal Office spoke to the attendees about things they would need to have and what their entitlements were.

Do not underestimate German beer by Tech. Sgt. Angelina Manby 86th Airlift Wing Safety Office One of the many joys of living in Germany is the opportunity to sample a variety of German beer. Those who are connoisseurs have probably had wheat beers such as the “Weizenbier” or “Hefeweizen,” pale beers such as “Altbier” or “Pilsener,” or dark beers such as “Bock” or “Dunkles.” But what many Americans may or may not know is that the alcohol content of the German-made beers can be a lot higher than the typical Americanmade beer. Pay special attention to the Bock beer, which can have up to 16 percent alcohol content compared to the typical 5 percent alcohol by volume in other beers. Not only do you have to pay attention to the alcohol content but also to the serving size of the beer container. Serving sizes for beer in Germany are typically larger than those in the U.S. If you’re not careful, a German beer can sneak up on you. Keep in mind, a 180-pound male who drinks a liter of German beer, or three U.S. domestic beers, can have an approximate blood alcohol content of 0.06 in one hour. The legal BAC limit

in Germany is 0.05 compared to 0.08 in the United States. Being aware of how much alcohol you consume while out on the town can be a task of its own. The excitement of enjoying tasty German beers can cloud judgement. Unfortunately, poor judgement often leads to driving under the influence. In the KMC, there was an average of 176 DUI cases last year, which is equal to more than three cases every week. These DUI cases were only in the Kaiserslautern area. To continue to fully enjoy the Germanbeer experience, it is always a good idea to preplan. A few ways to avoid drinking and driving is to always have a plan before going out. This means having a friend who isn’t drinking be the designated driver, asking ahead of time to stay over at a friend’s house or carrying extra cash for public transportation, to name a few options. There is also Airmen Against Drunk Driving, which is run by volunteers who pick up service members and family members then drop them off at home in case their original plans fail. The AADD phone number is available via the Ramstein smartphone app.

Kindergraves ceremony scheduled for May 14 by Jodi Corey German-American and International Women’s Club Kaiserslautern One of the sweetest and strongest signs of friendship between Germany and America happened in Kaiserslautern. From 1952 to 1971, approximately 451 American infants who died at birth or shortly after at the American military hospital in Landstuhl or at nearby civilian hospitals were buried in the Kaiserslautern main cemetery, Waldfriedhof, adjacent to Daenner Kaserne. Unlike cemetery plots in the States, a plot in Germany is

leased for only 20 years at a time. When the lease for the “Kindergraves” came up for renewal, the German-American and International Women’s Club Kaiserslautern and the Ramstein Area Chiefs Group negotiated the terms of the new lease and maintenance in order to prevent the children’s remains from being removed. Today, the Kindergraves are located in the heart of the cemetery and are maintained year-round through the generous help of volunteers. A yearly ceremony is held in remembrance of the children buried there. This year’s ceremony will

take place at 10 a.m. May 14 at Daenner Kaserne Chapel, with a procession to the cemetery directly afterward. Cake and coffee will be served at a reception in the church. The ceremony is a public event, and all members of the community are encouraged to attend. Cake donations are always welcome. For cleanup dates, visit the Ramstein Area Chiefs Group Facebook page. Upcoming cleanup dates are scheduled for May 7 and May 13. The May 13 cleanup day will be in preparation for the May 14 memorial ceremony and will start at 3 p.m.

FBI’s missing children’s app available to KMC by Staff Sgt. Leslie Keopka 86th Airlift Wing Public Affairs

The Federal Bureau of Investigation has recently released a free smartphone app that allows parents to notify local police agencies of missing children in the area. The FBI Child ID app is now available for use in the KMC. Parents and guardians may use this app to upload recent photos and information on their children and instantly share it with local law enforcement agencies, should the child go missing. “With the FBI Child ID app, guardians can deliver exact information about their child to the 86th Security Forces Squadron with the push of a button,” said Senior Airman William Reece, 86th SFS police services assistant. “Once the guardian sends the notification, all pertinent information about the child is delivered instantaneously to the law enforcement desk. We ask that the guardian call the (law enforcement desk), which eliminates inadvertent missing child alerts, and search procedures will be initiated.” Once downloaded, parents and guardians must

open the app and enter pertinent information on their child. One must also be sure to enter KMCMissingChild@us.af.mil as the preferred law enforcement office email block. This ensures the information is sent to the local police department. “I think it’s a great app for military families to have, especially with all the traveling most people in the KMC take part in,” said AD Torres, wife of Tech. Sgt. JD Torres, 693rd Intelligence, Surveillance and Reconnaissance Group geospatial intelligence program manager. “Being stationed in a different country where we might not know the language very well can be daunting at times, especially in a time of crisis that involves our children. This app can help us communicate better with authorities, regardless of language barriers. It’s a must-have for all in the KMC.” The app allows you to upload multiple photos that will help identify a missing child, such as front and side views and photos of any scars or identifying marks. “There’s even a block where guardians can fill in additional information,” Reece said. “For example, if the child has a medical condition,

violent tendencies or anything that law enforcement should be aware of, that information should be added to the comment block.” The FBI does not store any of the data uploaded, unless it is sent in for a missing-child report. In addition to the reporting option, there are also several helpful tips and resources parents can use during an emergency. This includes important steps to take within the first 24 to 48 hours of the child’s disappearance. “Now that I know this app is available, I’ll definitely be taking advantage of this resource,” Torres said. “There’s nothing a parent wouldn’t do to ensure their child’s safety, so taking a few minutes to download the app and filling it out will later serve as a big benefit if the need for it ever came up.” While the KMC law enforcement officers work diligently to protect personnel and their families, this app is an additional resource residents can utilize in the unfortunate circumstance of a missing child. For more information, contact the 86th SFS at 480-1215 or 06371-47-1215.

Rotational forces to Europe laud EAS improvements, garrison support Story and photo by Stefan Alford U.S. Army Garrison Rheinland-Pfalz Public Affairs The recent spring-break week saw people traveling to popular destinations such as Miami, Daytona and Panama City, Florida; South Padre Island, Texas; Rhine Ordnance Barracks; and Coleman Work Site, Mannheim. At least it would appear that way, with more than a thousand young men and women descending on those last two locations in the U.S. Army Garrison Rheinland-Pfalz footprint. But instead of surfing and sunbathing, these visitors were signing and sorting — as in vehicles and equipment they inspected and checked out from pre-positioned stock at the European Activity Set at Coleman. The EAS is an armored brigade’s worth of equipment being stored in Europe, to include Coleman, for U.S.based rotational forces to use when training in Europe. The Army’s incoming rotational forces, to include the 3rd Infantry Division from Fort Stewart, Georgia; the 82nd Airborne Division from Fort Bragg, North Carolina; and the 173rd Airborne Brigade from Vicenza, Italy, are gearing up en route to further destinations eastward in support of multinational exercises and operations, such as Atlantic Resolve, Anakonda, Saber Junction and Swift Response. As they ready to move forward to countries such as Poland, Bulgaria and Romania, the Soldiers are logistically supported by the USAG RheinlandPfalz team during their stopover. At

ROB, they are housed, fed and provided the comforts of home through a variety of services and facilities. And at Coleman, the EAS support crews ensure the readiness of tracked fighting vehicles, Humvees and other equipment. “These are big missions in support of our NATO allies, and we’re fully committed to enabling the success of our rotational forces with the right equipment at the right time,” said Col. G. Shawn Wells Jr., garrison commander. The garrison support has not gone unnoticed, nor unappreciated, by the Soldiers temporarily calling ROB home and Coleman their place of duty. “I was here for the first rotation last year when Coleman was just starting (the EAS support mission), and

there’s been significant improvement in getting units in and out quicker and streamlined processes and planning,” said Capt. Jonathan Berti, 1st Brigade, 3rd ID electronic warfare officer, whose team is in charge of the Mayor’s Cell that coordinates with garrison staff for the equipment draw, lodging, meals and quality-oflife issues. “There are a lot of Soldiers at ROB right now,” Berti continued. “But the capabilities are in place to support all of us. And here (at Coleman), it’s been a painless process and a lot easier than the last go around.” That sentiment was echoed by several others who’ve witnessed firsthand the transformation of the EAS system implemented at Coleman last year. “For such a large draw (of equipment), the EAS crew has done a great

job organizing the equipment and readying it for us this time so we can focus on the maintenance,” said 1st Lt. Joseph Figueroa, platoon leader with the 3rd Infantry Division’s Alpha Company, 1st Platoon, 10th Engineer Battalion. “Last year, our time was divided 50/50 between the property turnover and the maintenance. Now it’s much faster, with 10 percent of our time spent on the property piece and 90 percent on maintenance. It’s a much better system.” The system entails a lot, according to Mike Robinson, one of the EAS onsite crew who supports the rotational forces. “When the heavy equipment comes in, such as graders and bulldozers, and is assigned to our shop, we inspect it, service it, repair it as necessary, do a re-inspection and quality-control check, and then put it on the line for issue,” Robinson said. What makes the task challenging for the Coleman site workers is that the equipment is returning primarily from other downrange operations and sometimes hasn’t received the in-depth maintenance it should while in the field. “We’re still getting some equipment from Kuwait, Iraq and Afghanistan, and those things need a good servicing,” Robinson said. Those desert-tan vehicles also need to be repainted to the standard threecolor camouflage pattern of green, brown and black for the European theater, and that’s another function performed at Coleman. one permanent paint hangar at the Mannheim installation, U.S. Army Europe recently added two mobile paint racks. “Having three painting areas saves an incredible amount of time on reconfiguring the exteriors,” explained Matt Wheeler, Coleman site manager. “Instead of having to wait to completely clean and flush the previous color from the system, they go from one area to the next.” Once the vehicles have been checked, serviced, painted and certified as ready, they are issued to the rotational force and the transiting Soldiers load them onto the trains at Coleman’s rail yard for the trip to various destinations. With the large volume of outbound material to support a number of concurrent operations, the tracks have been busy with trains scheduled in and out of the small Mannheim work site almost daily. With the increased operations tempo during the EAS draws, Soldiers need to refuel as well. Accordingly, improvements have also been made in the feeding of the troops at Coleman with the addition of a Containerized Kitchen unit brought down and manned by 21st Theater Sustainment Command food services specialists from the Clocktower Cafe on Kleber Kaserne. “We set up this high-speed CK operation to make it easier for them,” said Staff Sgt. Lashon Kinnel, an advanced culinary NCO with the 21st TSC. “It’s also important for morale. Just think if you had to eat (Meals, Ready to Eat) all day. Now they can come here and get a nice hot chow.” “The process is a lot more helpful now,” agreed Sgt. Michael Hanspard, a 3rd ID culinary NCO in charge of a seven-member food-services team preparing to go to Poland and provide CK operations support to the infantry division participating in Exercise Anakonda June 7 to 17. “This is my third time here, and things are more fluid and faster paced. We didn’t have the CK set up here previously. It may not seem (like a big deal), but it helps us better focus (on the upcoming mission) as part of the show of force to show we’re here to help our Allied

Kaiserslautern American partner nations.” That big picture concept is well understood by the 3rd ID Soldiers getting ready at Coleman for the Polish exercise that will involve more than 25,000 participants from 24 nations to demonstrate allied defense capabilities to deploy, mass and sustain combat power to support assurance and deterrence measures in one of U.S. Army Europe’s premier multinational training events. “We’re looking forward to doing some really neat stuff with the Polish, especially on electronic warfare,” said Berti on the training to integrate Polish national command and force structures into a multinational environment. “But for now, it’s all about getting the Soldiers what they need to draw their equipment, from lodging and meals to transportation. The (garrison) support has been excellent.” Sgt. Daniel Gillespie, a 3rd ID Bradley Fighting Vehicle mechanic billeted at ROB, concurs. “They have everything we need there,” Gillespie said. “They have a nice gym and dining facility, a USO, a Java Cafe with free Wi-Fi and video game systems. There’s a lot to offer.” With more than two thousand rotational forces scheduled through June, making sure there’s a lot to offer is part of the garrison’s Family and Morale, Welfare and Recreation mission, and they’ve adjusted operations at ROB to provide the best possible service for the influx of Soldiers. Hours of operation have been increased at several facilities, such as the Java Cafe and the fitness center, said Steve Pelletier, director of FMWR, adding that “during the large part (of the beddown), the Army and Air Force Exchange Service will also be adding a food truck at ROB, and they have already enlarged their shoppette.” It all comes down to taking care of the troops. “As part of Installation Management CommandEurope, we’re proud to be able to provide the same type of in-garrison services and support that these Soldiers are accustomed to back at their home stations,” Wells said.

TODAY:

Gooey Milk Chocolate Toffee Butter Cake Ingredients for the Brioche: 4 eggs, at room temperature 1 ounce dry active yeast 2 ½ cups all bread flour ¼ cup sugar 2 teaspoons salt 8 ounces unsalted Irish butter, at room temp. cut into small pieces

Ingredients for the Topping: 8 ounces unsalted butter, at room temperature 2 cups powdered sugar 2/3 cup all purpose flour 2/4 teaspoons salt 1 teaspoon cinnamon 2 eggs at room temperature 2 teaspoons vanilla ¼ cup half and half at room temperature ½ cup toffee pieces ½ cup cherries

Directions FIRST, MAKE THE BRIOCHE:

In a bowl, combine the eggs, with ¼ cup water and whisk together. Set the bowl over a small pot of bowling water and whisk the eggs until they reach 110 degrees F. Remove from the heat source. Sprinkle the yeast over the warm eggs and whisk well. Set aside for 3-4 minutes to allow the yeast to dissolve.

Sift the flour, sugar and salt. Place in a bowl. If you have dough hooks on your mixer use those to mix on low speed for 30 seconds. Add the egg mixture. Mix by hand or with mixer for 5 minutes. The dough will be heavy. Add the butter piece by piece. Increase your mixer speed to medium and beat 4-5 minutes. Put dough in a lightly oiled bowl and set in a warm area for 30 minutes. Then punch dough down. Let it rest another 30 minutes and repeat until the dough has had 2 hours to rise 4 times. Make the topping before the final punch down.

MAKING THE TOPPING:

In bowl cream sugar and butter. Add sifted four, salt, and cinnamon. Mix for 1 minute. Add the eggs and vanilla. Mix for 2 minutes. Add the half and half and mix just until all is mixed together. After you have punched the dough down for the 4th time, put it into a well greased 9 by 13 inch pan. Make the dough go up the sides about 1 inch. Poke the dough with a fork, all over. Spread the toffee pieces and cherries over the dough. Pour the topping over the toffee and cherries. Spread evenly. Let set in a warm spot 20-25 minutes. Put in a convection oven at 355 degrees F. Bake for 30 minutes. The topping will be light brown and crusty. Let the cake rest for 1 hour before serving. This is best served immediately or the next morning for breakfast.

See you next week!

Ask an attorney: FLIPL financial payback by Capt. Nandor Kiss Baumholder Law Center Q: I just received notice that the Army is trying to charge me money for a government vehicle I wrecked last month. Can they make me pay? A: If you ever lose your assigned equipment or damage a government vehicle, you’ll learn that the govern-

ment, like everyone else, wants to be paid back for money or property that is lost. Financial Liability Investigations of Property Loss are the Army’s method of attributing financial responsibility for the loss, damage, or destruction of government property. Anytime the Army wants a service member or an employee to pay for damage done to government property,

it will likely use the FLIPL process. It is therefore very important to understand your rights, should you ever find yourself in the FLIPL crosshairs. Before recommending that you be held liable, a financial liability officer must first confirm: • You had a duty or responsibility to take care of some government property

Photos by Staff Sgt. Leslie Keopka

Moreland is one of many quality control personnel ensuring all participants are issued the correct gear and sizes. Wing Thunder is an inspection designed to exercise the 86th Airlift Wing’s readiness and operational capabilities through objective-driven scenarios. Bottom photo: Senior Airman Zachary Simon, 445th Air Reserve Base Logistics Readiness Squadron supply technician at Wright-Patterson Air Force Base, Ohio, goes through a checklist of individual protective equipment items being issued during Wing Thunder April 20 on Ramstein. Simon is one of four logistics reservists completing their annual training at Ramstein.

• You failed to carry out that duty by doing something negligent • Your negligence was cause of the loss to the government A person can only be held liable if they had some type of responsibility to care for the government property. That responsibility can result from being assigned the property on a hand receipt or can come from something as simple as borrowing someone else’s equipment and using it. It can also result when you are a supervisor charged with making sure subordinates properly care for their equipment. Next, the Army must show that you are culpable. Culpability means that your actions or absence of care violated your responsibility or resulted in your failure to carry out your duty. If you had a duty to take care of government property and you violated it, the government will then determine if your violation caused a loss. Even if you violated a duty, it still doesn’t mean that you are going to be held liable. Imagine a situation where someone is driving recklessly for a short amount of time, stops, and then is hit by another automobile through no fault of their own. In that situation, the driver violated his duty to drive cautiously, but that violation is not what caused the accident. In order to hold you liable, the government must show that your actions or lack of care is what caused the loss. The final thing that the government must prove is that there was a loss. If nothing is actually damaged, there is nothing that needs to be paid back. Without meeting all of these requirements, the government cannot make you pay. If you receive notice that you have been identified as the subject of a FLIPL, it is crucially important that you exercise your right to seek legal assistance. A legal assistance attorney will be able to help you draft a rebuttal to the financial liability officer’s recommendation and ensure that the investigation was performed properly. Once you are notified that a FLO has recommended that you be held liable, you only have seven calendar days to respond. It is important to call your local legal assistance office as soon as possible and let them know you have a short suspense so they can help ensure that your rights are protected. Editor’s note: This article is for general information only and does not constitute legal advice or create an attorney-client relationship. You should always consult an attorney for specific legal questions.

Be aware of witches Saturday night by Petra Lessoing 86th Airlift Wing Public Affairs Saturday night, residents living off base must keep a watchful eye on their houses and vehicles. They also should park their cars in the garage, if they have one. Because if they leave the car outside, they might find it wrapped in toilet paper or decorated with ketchup the following morning. They also should make sure anything sitting outdoors that can be easily picked up, such as doormats and flowerpots, are placed indoors for the night, otherwise it might be gone or placed somewhere else Sunday morning. Residents must take these precautionary measures because Saturday night is “Hexennacht,” or “witches night.” Weird things happen the night of April 30 to May 1. Customarily, children and teenagers play tricks on neighbors. They ring doorbells and run off, put mustard on door handles, hide floor mats and trash cans, remove garden gates and wrap various items in toilet paper. Sometimes, older children and even adults do destructive things like lifting drainage covers in the middle of the road or moving traffic signs.

Therefore, drivers are asked to be very careful at night and the following morning because these actions create safety hazards and result in property damage. German Polizei patrol the neighborhoods and take appropriate action if necessary. Legend says that on the night of April 30, evil ghosts represented by cold weather, snow and darkness meet with witches and demons at Blocksberg hill in the Harz mountains. Here they get into mischief before they take off on broomsticks, pitchforks and billy goats at midnight. The origin of witches night goes back to Pagan times when people believed that evil ghosts tried to prevent the “Queen of Spring” from entering the country. Witches and demons were masters of people and things, so people did a lot to protect themselves. They hid billy goats and broomsticks so witches would not be able to ride on them through the night and do evil things. It was an unwritten law that children must not get beaten with a broomstick because it could be a witch’s tool. Witches night is also called “Walpurgis” night. Walpurga was an English saint who worked as a mis-

sionary in Germany in the eighth century. In 761, she became the abbess of a monastery in Heidenheim, which was founded by her two brothers, Willibald and Wunibald, who also were saints. She was known for exorcising demons from the bodies of the sick. Walpurga died in 779, and on May 1, 871, her body was transported to Eischstaeett to be reburied next to her brothers. Another German tradition to observe in the beginning of May is to “dance into May.” Various associations and sports clubs sponsor “Tanz in den Mai” with live music in community halls, sports gyms, gasthauses or other facilities that house dancing halls. In several villages of the KMC, a May tree will be put up the evening of April 30 or in the morning of May 1. Sometimes this ceremony is combined with a village fest. The May tree usually is a fir with the lower branches stripped and only the treetop untouched. The pole is decorated with colorful ribbons and craftsmen’s trade ornaments like sausages for the butchers, pretzels for the bakers or carved wooden figures. See WITCHES, Page 14

Tips to help cope with homesickness Courtesy of MilitaryInGermany.com Permanent change of station overseas as a military family can be one of the most enriching experiences in your life. The memories of journeys and seeing sights will last a lifetime, but the sting of homesickness is a reality for even the most seasoned traveler. This can especially be the case when living in a country where English is not the first language. However, it doesn’t have to always be that way. Following these tips will not only ease the melancholy of homesickness but it may also result in finding you are home wherever you go. • Talk to locals. Any little store or restaurant you go in, chat a little bit with the cashier or waitress about the town or city you find yourself in. If you have any questions, ask them. Locals love to talk about their hometown and will feel honored that you find their hometown interesting enough to visit. Human connections make the world smaller and cause us to feel invigorated and excited about life. • Keep a journal or blog. Consider yourself a travel adventure writer who is actually experiencing a culture and society that other people want to learn about. Take it upon yourself to journal

or blog about all of your discoveries of the land you are in so that you may tell others someday. Everywhere in the world is of interest to someone in the world, and other military families sure appreciate the help and advice of others in similar situations. • Eat the best local dish. Treat yourself to the best local foods and drinks in town. There is no better way to embrace the new culture you find yourself in than by eating the local favorites. Great food reminds us all how lucky we are to be alive, not to mention how lucky we are to travel. In Germany there are many tasty food options for you to indulge in, including spaetzle, schnitzel, curry wurst, kuchen, berliner, and let us not forget the beer and wine. • Try something new. When in Europe, try something European. Learn to ski, climb mountains, go on nature walks or do a wine tasting. Find a new hobby that you have never tried before. Do something different that will forever remind you of your time here and create some wonderful memories. You might end up being homesick for Germany by the time you PCS back stateside. • Join a club. Along with your new-found hobby, try joining a new club or group, perhaps

even a German one. Having a regular social event like this in your calendar will give you something to look forward to, even if it’s scary at first. If it helps, go with another American friend. You will find that the locals are incredibly keen to mix with Americans and have a long history of doing so. Making new friends will help you feel more at home here, as they will help you find settling in a little easier. • Fall in love. That’s right, fall in love with Germany, as it is steeped with fascinating culture, customs, art and a long history dating to A.D. 100. This beautiful country has a population of about 81 million and consists of 16 states. The four largest cities are Berlin, Hamburg, Munich and Cologne. Between these cities lie magnificent castles and palaces, marvellous architecture, picturesque mountains, flowing rivers, winding wine streets, alluring cobble streets, delectable dishes and a whole lot more. With its very sophisticated infrastructure, it’s easy to get out and discover this incredible country. You will surely fall in love if you embrace your surroundings and remember: you are here for just a short time, learn to love every minute of it. KHS Galaxy Raiders meet astronaut Buzz Aldrin during national finals Story and photo by Ken Robinson Kaiserslautern High School

The Kaiserslautern High School StellarXplorers team, Galaxy Raiders, recently competed in the first-ever StellarXplorers national finals April 13 in Colorado Springs, Colorado. The top 10 teams throughout the country were invited to compete in this eight-hour competition. The competition was designed to challenge students in their knowledge of orbital mechanics, satellite subsystems and launch vehicles as they evaluate and assess options required to best optimize mission capabilities specific for a select mission. While in Colorado Springs, the team was able to take full advantage of a number of unique educational opportunities. Most impressive to the team was an opportunity to experience life at the Air Force Academy. The team received a specialized tour of the Academy, which included access to both the Aeronautical and Astronautical Engineering departments. Access to the Academy’s wind tunnels and exposure to the latest FalconSat6 microsatellite were certainly some of the trip’s highlights. The pinnacle of the team’s national finals experience, however, was being able to meet the second man to step foot on the moon: Astronaut Buzz Aldrin. Aldrin, who is a retired Air Force colonel, was accessible to the students during the 32nd Space Symposium, which the team attended. The Space Symposium is the premier global, commercial, civil, military and emergent space conference in the world. Aldrin is a regular attendee at the symposium, and

fortunately for the team, they had the unique opportunity to meet up with one of the great space heroes of our time. Following the Space Symposium, the team then attended the Space Technology Hall of Fame banquet in which two new technologies from both Medtronic and SpaceX were inducted into the hall of fame. The great banquet room at the Broadmoor with its massive video walls, large stage and Emmy Awards atmosphere gave the students a memory they will never forget. Very influential speakers from the

space industry participated in the event, including Gwynn Shotwell, chief operating officer of SpaceX, and Trevor Beattie, Director of the movie “Moon.” These fortunate five students from KHS received an education that most only dream of. These experiences shape, mold and motivate students in ways that cannot be measured by a standardized test. Although the Galaxy Raiders did not walk away with a national title, their fifth-place finish and unique five-day education was well worth the price of their spring break.
