Army Community Service is hosting a career fair March 24 from 10 a.m. to 2 p.m. at the Wiesbaden Entertainment Center. Job seekers will have direct access to employers as well as resume review assistance

and professional development classes. Since last year’s career fair, ACS has hired a dedicated Employment Readiness Program Manager, Lewis Boatner, who is able to help most people find employment whenever they come to him. “Ninety percent of the people coming through are getting interviews or getting hired,” he said. “One of the good things about this career fair is that there are several organizations that are not affected by the hiring freeze. Driving on the roads in a foreign country where you don’t speak the language fluently can be nerve wracking enough. But imagine getting pulled over by police. That’s what happened last month when Tony Muñoz, a Department of the Army civilian living in Wiesbaden, was on his way back from a trip to the Netherlands. Muñoz was pulled over just across the border in Germany by an unmarked car that pulled in front of him and flashed signs that read “Polizei” and “Bitte folgen” (Please follow). He knew right away what to do and found a safe place to stop. Muñoz said the officers who pulled him over were very polite and spoke English. “They asked me a few general questions, such as where I live, where I had traveled to, how long I stayed in the Netherlands and if the car was mine or rented.” Police also searched Muñoz’s bag and looked in the trunk of his car and underneath the hood. He followed their instructions and was sent on his way. “As I made my way back to the Autobahn,” he said, “I noticed they were already after See ‘Polizei’ on page 5

An early morning run to inspire a greater sense of esprit de corps, action and community giving helped kick off the 2017 Army Emergency Relief Fund Campaign in the Wiesbaden community March 3.

The event was also the first opportunity for Soldiers to make a contribution to an organization that has been providing emergency financial assistance to Soldiers and their Families for 75 years. Beware of fraudulent puppy breeders By Wiesbaden Legal Center The Legal Assistance Office on Clay Kaserne has become aware of a large scale fraud carried out by an alleged dog breeder in Siegen Kreuztal, North Rhine Westphalia. Investigation by German police revealed that the family that ran the puppy mill was bringing in puppies from Eastern Europe and keeping them in horrible conditions. Buyers were then charged enormous prices and given false documents and vaccination certificates to make them believe they were buying pure-bred German dogs. Some of these dogs have significant medical issues.

It appears that this criminal enterprise attempted to target American Families stationed in Germany. Many Americans may have been referred to this “breeder” through a page operated on Facebook under the name “Ella’s Puppy Finding Service” and may have become victims of this fraudulent operation. The police in Hagen have published an article in English on their website describing the raid they performed to shut this operation down. It is available here: https://www.polizei.nrw.de/hagen. The police in Hagen are asking anyone who may have purchased a puppy from these people to contact them by email at chip.hagen@polizei.nrw.de.

Sexual harassment, assault, sex, pregnancy cause teen stress By Special Agent David Tasio Wiesbaden CID Office

The teenage years are a difficult time for both males and females. The problems high school students face on a daily basis can create physical and psychological obstacles directed by stressors of self-image, emotional control, dealings with the opposite sex, drugs, alcohol, and the hormonal imbalance of adolescent development. These stressors can lead to poor decision making and can easily affect a young adult’s potential future, both on a personal and criminal level. According to the American Psychological Association, high school is the biggest stressor teenagers will face. The pressure on young adults to perform well in academics, sports, and extracurricular activities outside of the classroom can often lead young adults down the wrong path. Stressors can lead to poor decision making with fellow classmates, especially with the opposite sex. Some of these poor decisions may take shape in the form of sexual harassment or even sexual assault.

Sexual harassment is a serious problem that plagues high school students and has become a stepping stone for sexual assault. Sexual harassment can be verbal, such as comments about one’s body, spreading inappropriate rumors, or dirty jokes. Sexual harassment can also be physical, such as grabbing, rubbing, flashing and touching in a sexual manner. Sexual harassment can even be visual and result from sending or receiving inappropriate pictures from another student or displaying obscene gestures towards another student. Most people assume sexual harassment only happens to females; however, that is simply not the case. Sexual harassment can happen to males as well. Females usually report being sexually harassed over males because males are more concerned with their ego. It’s easy to see where these types of sexual harassment can cross the line into a sexual assault. Inappropriate and unwanted touching, sending inappropriate photographs among students, and even recording various inappropriate acts,

can all be considered a felony crime that will severely jeopardize any young adult’s future. The interest level in sex by high school students has dramatically increased in recent years due to television, movies, music, the internet, social media and smart phones. This piqued interest level has created an environment where lewd and inappropriate messaging known as “sexting,” along with the exchange of nude photographs have become the norm throughout high schools across the country. Students discussing these matters among fellow students in such a way is another gateway for poor decision making, and one that could result in a criminal record instead of a scholarship. However, young adults should talk about sex, but they should do so with teachers, licensed professionals, and parents so they can learn about the problems that can come from such activity at a young age. A survey was conducted by the Center for Disease Control which revealed across the United States 41 percent of high school

students have engaged in sexual intercourse, 43 of students who engaged in sexual intercourse did so unprotected, and 21 percent of students stated they consumed alcohol or some type of drug before intercourse. Also included in the survey was that half of the nearly 20 million new cases of sexually transmitted diseases reported annually were among young adults between the ages of 15 to 24 and an estimated 250,000 babies were born to teenagers 15 to 19 years of age in 2014 alone. These statistics are used to bring awareness to the importance of decision making when it involves issues related to sex; sexual activity, consent versus no consent, inappropriate behavior both verbally and electronically, and the added stressors to young adults who engage in such behavior. At the end of the day we all want our students to be safe and to make good decisions. While high school is a trying time as a young adult, students should take the time to talk with family, or even a counselor, if any of these issues are affecting them.

Sheryl Lyons, command sergeant major, U.S. Army Europe addressed command leadership and AER unit representatives during a breakfast at the Wiesbaden Community Activity Center. Lyons explained the types of financial assistance AER provides and why educating Soldiers about the program is just as important as donating. “I believe the Army Emergency Relief fund is more important now than ever and our Soldiers need to know it’s there for them,” Lyons said. AER funds can be used to assist Soldiers, retirees and Family members with vehicle repairs, medical expenses, utilities, emergency travel and funeral

AER celebrates ‘Legacy of Caring’ Army Emergency Relief Release Army Emergency Relief was founded in 1942 to help relieve the distress of Soldiers and their Families during World War II. The intent was to establish an organization within the structure of the U.S. Army that could provide assistance in meeting the emergency financial needs of Soldiers and their eligible Family Members. In recognition of AER’s 75th Anniversary and incredible history of care and support to America’s Army the 2017 AER campaign theme is a “Legacy of caring.” Since incorporation, Army Emergency Relief has faithfully helped the Army “Take Care of its Own” by providing more than $1.7 billion in assistance to over 3.7 million Soldiers and their Families. Its guiding principle remains true today and is reflected in the motto of

“Soldiers Helping Soldiers.” AER is funded completely by donations and exists solely to provide assistance to active and retired Soldiers and their eligible Family members. Financial assistance is provided through interest free loans and grants or a combination of both for more than 30 categories of assistance, along with scholarships for dependent children and spouses, helping to ease the financial burdens in the lives of Army Families every day. Financial assistance is available at 76 AER sections located on Army installations worldwide. Army Soldiers and their Families can also apply for assistance through reciprocal agreements with Air Force Aid Society, Navy Marine Corp Relief Society, Coast Guard Mutual Assistance, and the American Red Cross. In 2016 alone, AER pro-

vided $61 million in emergency financial assistance to 41, 000 Soldiers and Families. Included on that assistance were $8 million in grants and another $7.9 million in scholarships to over 4,550 children and spouses. Due to construction and improvements on B455 behind the AAFES Main Exchange, the road will be limited to one-way heading south (toward Mainzerstrasse) through the end of April. Drivers who use B455 to travel toward the Crestview and Aukamm housing areas should follow the “Umleitung” or detour signs and use Berlinerstrasse to New Yorkstrasse instead. New Yorkstrasse will remain open to two-way traffic throughout the construction. All drivers should expect traffic delays and are encouraged to plan ahead. Detour signs will say U1.

Spring ahead

Daylight saving time takes effect in Europe during the early hours of March 26. (Set your clocks ahead one hour before going to bed Sat., March 25.) As a reminder, the U.S. already sprang ahead March 12.

Parking garage closure

The two story parking garage (Bldg. 1304) located along Boyd Blvd. across the street from the 5th Signal Command building will be closed March 27 through the end of August. More details about the project can be found on page 12 and 13.

Post shuttle schedule changes

The passport office will be closed March 30 for training. OHA Survey open

U.S. Army Europe is asking service members in Germany who are residing offpost in privately leased or rental housing to take part in the annual housing survey now through March 31. The survey is instrumental in ensuring accurate housing allowance rates for military families living off post. Spouses are authorized to take the survey if the service member is deployed or unavailable. Exemption from this survey includes homeowners or those sharing rent with another service member. Lee Carter is no stranger to new beginnings, new schools and new friends. The Wiesbaden High School teacher and Student to Student leader was once a military child herself and experienced many of the unique transitions her students face today. “We moved a lot,” said Carter, “so I know how scary it can be for students.” The high school’s Student to Student sponsorship program was designed to familiarize new students with their new environment and to ease the transition process. “We have 25 core kids who are highly involved from registration,” said Carter, as she described how understanding her students are when it comes to making the Wiesbaden community feel like home to newcomers. “The kind of empathy they show, you can’t teach that.” Students from military and civilian families stationed overseas take on a difficult transition during big moves — a move that can take place mid-school year and even during a student’s senior year, Carter pointed out.

Student to Student sponsors help ease the transition for incoming students to Wiesbaden High School. Undra Marbury-Robinson, guidance counselor at Wiesbaden High School, said that initial contact is key in helping students make a smooth transition. “New students need to quickly experience a friendly, inviting environment,” something Marbury-Robinson said is exactly what new students are getting from the S2S program. Youth sponsorship is not unique to Wiesbaden. School liaison officers all around the world support the youth sponsorship process. The goal is to

provide a youth sponsor upon request to every military connected youth in transition, officials said. Joseph Onessimo, a traffic officer with the Directorate of Emergency Services. But police officers want to emphasize the importance of slowing down and focusing on safety. “We want people to stop at the next possible safe location,” Onessimo said. Withdrawal and acceleration

PCSing? Notify your child’s school at least two weeks ahead of a withdrawal and at least 30 days ahead of requesting acceleration. In both cases, PCS orders must be submitted. Rheinblick Golf Course hosts an 18hole stroke play event open to all eligible users with a verifiable golf handicap April 8 starting at 9 a.m. Each player will blind draw a partner from the top 40 and ties from Friday’s round of the Master’s Golf Tournament held at Augusta National Golf Club. The player’s score will be combined with the Master’s competitor’s score and will be used to determine both gross and net standings. Ties for the low gross score will be decided by a sudden death playoff starting on Hole 18 and continuing through Hole 10 until a winner is determined. All other ties will be by scorecard playoff. A partnership between the high school, Child and Youth Services, and a host of local organizations gave students a chance to network and delve deeper into potential current and post-high school employment and volunteer opportunities. “This is the first time we’ve ever done a Youth Job and Volunteer Expo,” said Peter Witmer, U.S. Army Garrison Wiesbaden’s school liaison officer. “The youth Army Family Action Plan team identified jobs as a top issue during last year’s AFAP Conference. Also in our Teen Center we did surveys which indicated that the number one issue was jobs.” The Youth Job and Volunteer Expo, held at the high school March 2, featured workshops, information about the Career Practicum Program and representatives from the military services, Education Center, USO, Military Child Education Coalition, the Exchange, Commissary, among others, of the more than 30 Wiesbaden organizations participating. “We (Child and Youth Services) partnered with the high school, and we’re ecstatic that we had the opportunity to bring in these agencies to offer students various options,” Witmer said. “I think one of the real keys to the success of this program is the number of agencies wanting to participate,” Witmer said. “They saw the value in being able to present their information to the community, and they saw it as a service to the students.” “I think it’s really interesting because

During the afternoon workshops students could choose from such topics as “Interviewing 101 and Dressing for Success,” “Leveraging Volunteer Work for College and Career,” “Alternatives to College,” “Effective Communication” and “Chart Your Course.” As a representative for the Military Child Education Coalition, Katja Pinkston shared tips on various topics. “‘Chart Your Course’ helps the mobile military student to keep on track and helps them have a comprehensive application for college,” she explained. “I’m advising them on how to find specific jobs in Wiesbaden,” said Stephanie Selmani, a human resources assistant with the Civilian Personnel Advisory Center. “I think this is an

excellent opportunity for high school students to become aware of the opportunities that are out there … current opportunities in the garrison.” Selmani added that most potential applicants indicated they were looking for evening and weekend jobs. Madeleine Moortel, a representative from the Wiesbaden Education Center, said the expo helped them reach out to students. “It’s a really great opportunity to connect with the students,” she said, adding, “We really don’t have an opportunity to connect with this demographic. “We want to make sure people have all the information available before making a choice about whether to go back to the States to school or to stay here and attend classes. There are a lot of benefits to staying here and taking classes,” Moortel said. The event concluded with bowling and pizza at the Wiesbaden Entertainment Center, courtesy of CYS and local sponsors. During the after party, participants who successfully completed the expo had the chance to enter to win MWR gift vouchers, which were given away during the afternoon. The expo after party also featured student resume reviews, mock interviews and a “my future selfie” photo booth. By Wiesbaden Army Health Clinic Leadership with the Wiesbaden Army Health Clinic held the second Patient Advisory Council meeting Feb. 23, to gain further feedback from tenant unit representatives and the community it serves. The clinic regularly receives patient feedback from a variety of sources such as the Joint Outpatient Experience Survey (JOES), Interactive Customer Evaluation (ICE), through the Patient Advocate, and directly from command teams. The intent of the PAC is to provide another venue for the clinic leadership to gain feedback.

“This is an extremely valuable forum to enable us to have a productive dialogue with our patients. It is an opportunity for the clinic to discuss how we believe we are performing, to share some of the metrics we are measured by, and to discuss ongoing and upcoming initiatives,” said Lt. Col. Nelson So, the Wiesbaden Army Health Clinic commander. Four representatives from each battalion and two representatives from the Retiree Council were invited to attend. The attendees consisted of senior and junior officers and non-commissioned officers and spouses giving the council a broad cross-section of personnel representing the patient population.

“The council also affords patients the opportunity to discuss areas we should sustain or areas where we need to improve,” So said. During the meeting, So discussed the impact of the civilian hiring freeze, the upcoming summer transition, medical readiness, and access to care. Specialty care referrals and pharmacy operations were also discussed in depth as a follow up from the council meeting in November 2016. The clinic will continue to conduct the quarterly PAC meetings. The Wiesbaden Army Health Clinic is facing critical shortages in available providers and support staff, particularly in Behavioral Health services. Due to attrition and the overseas tour extension policy, the Behavioral Health clinic recently lost two embedded behavioral health providers. Actions to fill these positions have been taken, but final job offers and arrival have been delayed by the hiring freeze and the exemption process. Selec-

tions for a psychiatric nurse case manager and clinical nurse have also been delayed. Finally, the clinic has had difficulty filling a vacant psychiatrist position for over one year. “We are working aggressively to gain exemption authority for all our critical civilian vacancies. However, we expect current staffing challenges to remain for the next three to four months. Once staffing and access to care improves, we will begin to bring back patients who were diverted to network providers,” said Lt. Col. Nelson So, the Wiesbaden Army

Health Clinic commander. To compensate for the shortage, the Behavioral Health clinic is increasing usage of tele-behavioral health for psychotherapy and medication management. However, even with this additional support, it may not have sufficient capacity to see all new patients who are Family members, civilians, or retirees, and patients in these categories may be referred to network care. The Behavioral Health clinic will continue to see new active duty patients and any patient currently being seen, regardless of category.

Family members, civilians, or retirees can receive care from host nation network providers. They do not need a referral from Behavioral Health. They can go directly to the TRICARE Service Center for available options. Patients will be authorized eight appointments initially. If they need care beyond that, their network provider will need to submit a request for approval of additional appointments. The U.S. Army Garrison Wiesbaden community continues to change, as many quality of life improvement projects near completion and a few new ones get started. The following is an update on some of the more visible projects in our community and a peek at what’s to come.

Hainerberg Access Control Point

The new Access Control Point is scheduled to open in April and will be the main vehicle access to Hainerberg from the B455 through Washingtonstrasse. The new gate took nine months to complete and accommodates two POVs, truck and bus lanes. “The ACP is expected to reduce traffic through the housing areas of Hainerberg and provide direct access to the B455 leading to Clay Kaserne,” said Eddie Johnson, director of the USAG Wiesbaden Directorate of Public Works. The current ACP at New York Strasse will close along with the Shoppette Gate leaving one ID check to enter Hainerberg facilities instead of two.

Dog Park

An off-leash dog park is being built at the west end of Heerstrasse on Clay Kaserne and is scheduled to be complete by the end of June. The grassy area will be enclosed with fencing and feature a double-gate entrance to provide a safe and open area for dogs to run and play. The park will include some paved areas, permanent park benches, tables and trash receptacles. This is the second dog park to be added to the Wiesbaden community.

Bike Racks

Cyclists will have several new and improved places to park their bikes this spring as work to upgrade bikes racks and install a few new ones with shelters continues. The work is being performed at six locations on Clay Kaserne with ground already broken at the Domäne Mechtildshausen pedestrian gate location, and at the area immediately behind the Installation Management Command Directorate Europe Headquarters, at Bldg. 1513. “Every year we are going to build on this as we try to make Clay Kaserne a more pedestrian and bike friendly community,” said Johnson.

A renewable energy project is about to begin at the two-story parking garage located along Boyd Boulevard on Clay Kaserne which could reduce the garrison’s energy bill by almost $80,000 annually. The project involves creating a solar panel roof over 135 parking spaces on the top level of the structure. “When operating at maximum efficiency, or the best weather conditions, the 1,760 photovoltaic panels are expected to generate 400,000 kilowatt hours per year for this installation,” said Tomasz Filatow, energy manager for USAG Wiesbaden. With the average home using approximately 3,000 kilowatt hours per year, this is enough energy to run approximately 100 homes. “Projects such as these are part of our ongoing efforts to reach the Army’s “Net Zero” goal for installations which are to reduce energy consumption and increase energy generation,” said Filatow who says the garrison’s energy costs are approximately $20 million a year. A variety of repairs and upgrades are underway in Hainerberg housing. Eighteen buildings are receiving a new coat of paint as part of the Army Family Housing routine maintenance schedule. The exterior painting is expected to take three weeks per building which includes power washing and erecting scaffolding. Entrances are also being upgraded at many buildings to provide a similar look and feel throughout the community. The project includes replacing the front step, front door, glass canopy, installing LED lighting, and new mailboxes. During upgrades the building intercom systems will be disabled and new mailbox keys will be issued to residents. The project is expected to take about three weeks per building. Maintenance crews will also begin cleaning existing glass canopies in the community.

Hainerberg Basement Renovations

Shipping containers were recently placed in areas along Washington and California Strasses to support the first phase of basement renovations in Hainerberg housing. The renovations will reconfigure the space to eliminate common areas and maximize the entire basement creating dedicated, secure personal storage for residents. Work includes gutting and reconfiguring, plastering, painting and installation of LED motion detector lighting. A total

Aukamm Driveways

A facility improvement project to repair and widen 38 driveways in the Aukamm community is progressing. More than 27 driveways have been completed since Sept. 2016 with the project expected to be complete this fall. A total of 96 driveways along Rheinland, Hamburg, Wuerttemberg and Bremen Strasses are included in the overall plan. A patio repair project is finishing up in the Aukamm community which includes leveling backyard patios at 36 duplexes and installing handrails where required.

Vehicle Registration and Inspection relocation

In April, the Vehicle Registration and Vehicle Inspection facilities at Mainz Kastel Housing are scheduled to be relocated to Mainz Kastel Station as part of the effort to reduce the footprint of MKH. Customers will be notified of any disruption to services during the move.
