Voters’ week help overseas personnel cast ballot By Col. Glenn K. Dickenson USAG Stuttgart commander

Nov. 8 is Election Day! In preparation, the Stuttgart community will celebrate Armed Forces Voters’ Week and Overseas Citizens Voters’ Week from June 27 to July 5. Voting is one of our most fundamental freedoms as Americans, and why the United States remains one of the oldest democratic governments in the world. We can never take our great system of government for granted. It takes active participation by all, including service members, civilians, contractors and eligible family

members, to ensure that our democracy and our electoral process remains vibrant, fair and representative of the will of all Americans. In addition to President, 34 U.S. Senators, 435 U.S. House of Representatives and 12 state governors are up for election in November. Absentee voters will also cast votes on local municipal issues and referendums for their residence of record. If you have not yet registered or requested your absentee ballot and would like to do so, take a minute to visit the Federal Voting Assistance Program website at www.fvap.gov. It only takes a few quick steps to make sure your vote is counted, no matter where you are in the world.

You may register and request an absentee ballot with a single form: the Federal Post Card Application. This application form is accepted by all states and territories and is postage-paid in the U.S. mail, including the Military Postal System and State Department Pouch mail. Hard copies of the form can be obtained from the installation’s Voting Assistance Officer located on Panzer Kaserne, or requested directly from the Federal Voting Assistance Program. An online version of the FPCA is also available. The online version of the form must be mailed in an envelope with proper postage, or mailed using the prepaid return envelope. Your request form must be completed, printed, signed, dated and mailed directly to your local election official. Some states also accept the FPCA by email or fax – see www.fvap.gov for state-specific rules. Election officials must send ballots to registered voters at least 45 calendar days before the election. If you haven’t received your ballot by Oct. 8: Go to www.fvap.gov and see what online ballot delivery tools are available for your state. Use the Federal Write-In Absentee Ballot assistant to complete a backup ballot and submit it to your local election official. If you cannot access www.fvap.gov, you can obtain a hardcopy of the form from your unit’s Voting Assistance Officer. Contact your local election official to determine the status of your ballot. Contact information is available at www.fvap.gov. When you receive your regular absentee ballot, complete it and return it regardless of when you receive it. Your local election official will ensure that only one of the ballots is counted. I challenge everyone to take an active part in this year’s election. Make your vote count!

Stuttgart Fire Department partners with Exchange to teach fire safety Story and Photos by Kevin S. Abel USAG Stuttgart Public Affairs

EUCOM Consolidated Exchange hosted their annual Safety Open House in conjunction with the USAG Stuttgart Fire Department and local volunteer fire departments of Böblingen and Leonberg to teach fire safety to the USAG Stuttgart community. Fire Safety Day was filled with several events that included static displays of fire trucks, Panther Airfield Crash Rescue Truck and a Polizei Cruiser. Community members were also allowed to take a ride up to the full height of the ladder truck giving them a bird's eye view of Panzer Kaserne. Handouts with expert advice for adults and children were available throughout the day that described fire safety tips including: • Ensure that everyone in the house knows how to call the fire department on and off post. • Have an emergency plan and an escape plan and most importantly, practice the plan so you know exactly what to do. • Check the fire extinguishers at least once a month. • Change smoke detectors' batteries every six months and change smoke detectors every 10 years. • Maintain appliances properly and make sure the lint traps in the dryers are being emptied. • Keep everything in order and clear out clutter because it is just more things to burn. • Maintain a safe distance around space heaters and turn them off when not in use. Demonstrations throughout the day included fire extinguisher training and demonstrations, simulated car accident with extraction, car rescue/fire demonstration and an apartment fire

Residential fires can spread very quickly. In a typical home, an entire room can be consumed by fire from one small spark in less than five minutes. With help from the Leonberg Volunteer Fire Department, the USAG Stuttgart Fire Department demonstrated this by starting a fire on a typical residential couch to show the attendees the speed in which fire spreads. "You have to be prepared, have a plan and practice that plan. Make sure all your smoke detectors work, and most important know how to call for help," Doersam concluded.

Ask a JAG: Soldiers can avoid unnecessary credit card fees By Maj. Paul Butler 7th Army JMTC

Tired of paying foreign transaction or annual fees when you use your credit card overseas? If you’re on Active Duty (or a Reservist on Active Duty), you’re in luck! Military life while stationed overseas can be expensive. One expense many service members don’t realize is that most credit card companies charge anywhere between two to four percent every time you use the card to purchase an item or service in foreign currency. Over a two- to three-year overseas assignment, that small percentage can add up to thousands of dollars that goes right into your credit card company’s pocket. If you are on Active Duty (or are a Reservist on Active Duty), you don’t have to take this lying down. With a little work, you can get most major credit card companies (i.e. Chase, American Express, CitiBank, Wells Fargo, Barclay N.A., USAA, etc.) to waive all foreign transaction fees, and several other fees including even high annual membership fees on your credit card account. What’s the catch? Besides a little work on your part, there really is no catch. All you need to do is call your credit card’s customer service line and ask to speak with a representative which handles SCRA (Service member Civil Relief

Act) requests because not all customer service representatives are aware of their company’s benefits to service members. Explain to the customer service rep that you are an active member of the military and you want to know/request what benefits they extend to service members. They may ask you to send them some documentation (i.e. a copy of your current military orders), as well as basic information like when you came on active duty and your present ETS date. Then your credit card company will verify your military status with the DoD and inform you in writing of their ultimate decision regarding your request. The key is the primary card holder must be the service member. So long as that’s the case, your spouse can also benefit from this if he/she is an additional cardholder. One Soldier in our office had amazing success getting thousands of dollars in fees refunded to them. He got American Express to not only waive all fees (to include fees for foreign transactions, annual membership, late fees) but they audited his account dating all the way back to when his active duty service began and refunded him all previously charged fees to include his $450 annual membership fees and even refunded him the extra $150 additional cardholder fee for his spouse. Guidance for military dependents going to college By Isabella Weibel Special to The Citizen

When senior year finally arrives, most every student is eager to move back to the U.S. and attend the college of their dreams. Being a military dependent makes the move to college quite different from that of a normal American high school student. Especially, if they live overseas. Even though getting settled into college may be difficult, military dependents receive many benefits to make the trip easier. In addition, there are also travel benefits for qualified students.

When traveling back overseas to visit family: Eligibility

In order to qualify for dependent student travel benefits, the student must: meet the qualification to be a regular military dependent (under 23 if a full-time college student). be command sponsored for the overseas location at which his or her sponsor and family are living be a full-time student at an accredited school (the same requirements to remain a dependent beyond age This may be a high school, college or university, or qualifying vocational school. The benefit remains for 30 days after leaving school for any reason.

Benefits

Students are authorized two one-way tickets per year. The government accepts responsibility for providing transportation from the OCONUS, meaning outside continental U.S., location to get to college, then from college back to the OCONUS location at the end of the year. However, the regulations do not specify that the travel has to be used in that way, allowing families to use the travel allowance in the way that is the most beneficial to their situation. (If this seems confusing, think of it this way: the college student’s home is with their family. The government is providing transportation to and from their place of education.)

Fellow Stuttgart military families who have used the dependent student travel program advised that the two one-way tickets must be used in opposite directions. Many families choose to use this benefit over the Christmas holiday when tickets can be more expensive, then they choose to pay for summer travel out-of-pocket. The benefit is based on a fiscal year, so families can strategize the best way to use the benefit during the students first or last year of school, or during the family’s first or last year stationed OCONUS. “Since my family will still be living in Germany, I am planning on returning to visit using these benefits,” said Stuttgart High School Senior Claire Bushong. “I am attending the University of Maryland. I am flying my household goods back to the States before I arrive so I will have an easy settlement into my new college,” said Bushong.

How To Use The Program

1. Travel under the dependent student program is handled just like any other government-funded travel. 2. The service member asks their personnel office to cut travel orders

for their dependent child. 3. With the travel orders, the service member then asks their travel office to make the arrangements. 4. Depending on the specific details, the travel may be direct billed to the government or the service member may pay out-of-pocket and file a travel claim.

Moving to the U.S. for college Lodging

1. Reimbursement for dependent lodging that is necessary due to an interruption in travel caused by extraordinary situations (e.g., mandatory layovers, unscheduled stops, physical incapacity, and similar circumstances) is authorized. 2. Reimbursement is determined using the per diem lodging ceiling applicable to the location of the circumstance. 3. If another entity (e.g., an airline) pays for the overnight lodging expense, no additional reimbursement is authorized (except for lodging expenses above that paid by the airline and within the per diem lodging ceiling for the expense location). 4. Lodging tax on the authorized payment is payable in a CONUS and non-foreign OCONUS location.

Travel Period Carry Over

1. Authorization for a portion of a round trip not taken during a fiscal year ordinarily does not carry over to a subsequent fiscal year. 2. A Service designated official may extend the fiscal year travel period for not more than 30 calendar days because of an unusual/emergency circumstance (e.g., an early or late holiday recess or school closing).

Baggage Storage

During the student’s annual trip between college and the family’s permanent duty station, or during a different period in the same fiscal year selected by the service member, a service member may store the student’s dorm items and unaccompanied baggage (up to 350 lbs.) in the school vicinity in lieu of transporting the goods. The branch of service concerned may pay, or a service member may be reimbursed for, the storage cost not to exceed the cost of round trip unaccompanied baggage transportation.

U.S. Army Garrison Stuttgart’s Religious Support Office offers Vacation Bible School to all children within the Stuttgart military community entering kindergarten through 5th grade in the upcoming 2016-17 school year. U.S. Army Garrison Ansbach has several temporary duty positions available in support of Installation Management Command-Europe operations at Mihail Kogalniceanu, Romania, and Novo Selo, Bulgaria. The specific positions being filled now are: Engineer, target grade GS11/12; Morale, welfare and recreation background, target grade GS 11/12; Operations, target grade GS 12; Human resources, target grade GS 11. The positions, which must be filled immediately, are open to all IMCOM employees in Europe, with other volunteers being able to compete for permanent positions once vacancies are announced. The U.S. Army Garrison Stuttgart training site used to provide active duty personnel their motorcycle training courses is closed. The site is expected to reopen in the summer following repairs and recertification. Motorcycle Safety Foundation training courses are required for all personnel to receive a valid MSF card in order to legally ride motorcycles in Europe. In the meantime, active duty service members have two alternate options: 1. AER rolls out new online assistance app

The new Army Emergency Relief website features online portals to apply for financial assistance or scholarships. By U.S. Army MWR

Army Emergency Relief (AER) unveiled a new online assistance application, June 6, that allows Soldiers to request financial assistance with ease, anytime, anywhere, on any electronic device, securely within a matter of minutes. Soldier access to AER funds through this expedient and efficient new process is literally at their fingertips.

The online application streamlines the assistance process by providing separate paths for a Soldier, family member, retiree or survivor to apply for financial assistance. Each pathway offers six simple steps or “clicks” to complete an assistance request. After submitting the online request, the pending assistance request is sent directly to the selected AER Section for an AER Officer to validate the need, review supporting documentation,

approve the request and disburse funds. Soldiers may request assistance through the new online portal by visiting the AER website at http://www.armymwr.com/aer-online-app.aspx. AER invites all single Soldiers to visit the newly redesigned AER website. The new website is modern, both in look and feel, and allows easier user navigation. It contains other features such as account information, scholarship application portal, loan calculator

and an AER App. The loan calculator is a helpful tool that can be used to see how much money is saved in interest and additional fees by obtaining assistance from AER instead of through a title loan company, payday lender, pawn shop or other “non-bank” borrowing institution. The AER App serves as the primary information resource for the latest AER information and is always available to a Soldier anytime, anywhere via a Smartphone.

Know import rules before you move By Robert Szostek U.S. Customs Public Affairs

People scheduled to move to the States this summer should start preparing now by separating things that are banned from import and finding new homes for them. It is also a good idea to apply early for import permits on restricted items, customs officials advise. “Prohibited items include meat and meat products such as sausage, pâté and salami, as well as plants, plant products and all destructive devices,” said Mike Dean, director of the U.S. European Command’s Customs and Border Clearance Agency. “If you’re planning on shipping firearms, ensure you have proof that you owned them in the States or have an import permit,” he added.

Important points to remember are:

• Owners of vehicles not made to U.S. standards have to ship them through commercial importers registered with the Department of Transportation and Environmental Protection Agency. However, vehicles more than 25 years old are exempt from this rule. • Most mopeds and motorcycles must also meet U.S. safety and pollution standards and all vehicles must be free of dirt, insects and vegetation. • Wine collections can only be shipped with advance approval from the transportation office. • Endangered species items such as ivory and some furs may only be shipped if owners can prove they were previously owned in the U.S. or are antiques over 100 years old.

New app poses security risk for all military employees and contractors By Airman 1st Class Dennis Hoffman 21st Space Wing Public Affairs

The Air Force Operations Security support team was advised of a new and threatening Google Play phone application called CAC Scan on May 19, 2016. “CAC Scan has the power to scan the barcode on the front of a common access card to get the cardholder’s name, rank, social security number and your electronic data interchange personal identifier information,” according to the Google Play app description. Quick response code scanners and barcode scanners are commonly found in the online app store environments, but what makes this App unlike others is that it specifically targets and reads military CACs. There are very limited scenarios in which anyone would need to access the info on the CAC, said Master Sgt. Darren Snider, 21st Space Wing Space Control Plans and Programs flight chief. “If anybody is going to be scanning your military ID, it will either be scanned at the gate on base, or it’s going to be used for medical purposes,” said Snider. “That is the only legitimate use for scanning common access cards that I see. This is a vulnerability that we need to get the word out about.” While the legality of the CAC Scan app is questionable, Air Force Instruction 36-3026 states the rules in regards to photographing, reproducing and or unauthorized possession of ID

cards. “Title 18, U.S.C., Section 701 prohibits photographing, reproducing, or possessing Uniformed Services ID cards in an unauthorized manner under penalty of fine, imprisonment or both,” according to AFI 36-3026. “Unauthorized use would exist if the bearer uses the card in a manner that would enable the bearer to obtain benefits and privileges to which he or she is not entitled.” Since the creation of smartphones, OPSEC has been on their toes combating security threats and vulnerabilities

by apps like CAC Scan, said Victor Duckarmenn, 21st Space Wing Program Management Division quality assurance manager. “The idea of a CAC reader app is not new,” said Duckarmenn. “The biggest problem is the proliferation of these reader apps and the availability to acquire them with smartphone technology.” As military service members and Department of Defense contractors, there is a shared responsibility in having positive control over and guarding our personal information at all times.

These covers block signals from potential threats that compromise personal information. With the ever-changing threats to our personal safety and information, Service members need to remain vigilant with a heightened situational awareness in all avenues in which those who wish to exploit information could cause harm.

One-hundred-seventy students of Stuttgart High School (SHS) Class of 2016 completed its final task of a long list of firsts, June 3 at the Stadthalle in Sindelfingen as seniors crossed the stage to receive their diplomas during the school’s first commencement. Senior class president, Gabrielle Garcia, officially welcomed families, friends and teachers to this year’s commencement. The evening was all about the students, beginning with the the SHS graduation band, processional, followed by the presentation of the colors by SHS Junior ROTC, and German and U.S. anthems sung by a chorus comprised of seniors. In the words of, Garcia it was

the first time for an all-female class board, the first Friday Night Lights Football game, first time anyone had beaten Ramstein on their home field in football, first volleyball game in our gym, first Friday night Basketball game, first culinary arts department, the first drama production, and the first music concert in an auditorium just to name a few. Kylie Boenisch, Salutatorian said the SHS class will take with them, “their Dirndls, their lederhosen, passports, admiration of the Italian coast, an appreciation for the Eifel Tower, of day trips with friends, memories of wondering the streets of Amsterdam, of the schlossplatz, of fests and even the S-Bahn and go forth ‘as Jim Kirk says’ go boldly where no Stuttgart High School Graduate has gone before.”

Jacob Milton, senior class presenter followed: Annelise Meyer and Nina Bleckley, who performed an original tune written by Meyer for the ceremony called “Beginning to Begin.” Quoting Dr. Martian Luther King Jr., Milton said, “Faith is taking the first step even when you don’t see the whole staircase.” Remember this staircase Milton reminded the class, “we take our last steps on the staircase of high school and into life, we will always represent Stuttgart High School in all its glory, pride and passion.” The speakers all complimented their classmates, commenting on their drive and determination. They kept their remarks brief, but humorous, intent on getting to the point of the ceremony: the diploma. In fact, the only time a non-student

appeared on stage was when Danny Robinson, the SHS principal, read the declaration of graduation requirements and during the diploma presentation. Robinson awarded the diplomas, while a short bio of the student was read including what their future plans are and a personal thank you to those who helped them graduate. Though the other parents were not physically on stage with their children, their presence was felt. Inside the students’ diploma covers were personal messages written by their parents. The intent is to have a connection between the graduate and his/her parents, during the graduation ceremony, Robinson explained. There are often tears on stage, as well as, a "thank you" to the parents in the audience.

2. The elevator that never stops moving

Editor’s Note: Megan Brown is a Stuttgart High School career practicum intern for the USAG Stuttgart Public Affairs Office. As I prepare to head off to the U.S. for college and leave the Stuttgart community, I reflect on the fond memories I have made over the past two years. I have grown from a wide-eyed 16 year old, into an almost 18 year old who has mastered the S-Bahn and become a pro at ordering brats in the native tongue. In honor of being a part of the class of 2016, I have decided to write about the top 16 German experiences I have had while living in Germany. These experiences they are what remains most vivid in my memories as I say Auf Wiedersehen one last time.

1. The world largest pig museum

The Schweinemuseum was one of my first experiences when I moved to Germany, and with over 50,000 pig items and 25 rooms, it’s just crazy enough to be at the top of my list. Even though it held everything from piggy banks to pig stuffed animals, what I truly loved was the owner’s dedication to the collection, and the obscurity of the museum. Downtown in the Rathaus or city hall, there is an original revolving elevator called a paternoster lift that is the reason for my newfound fear of elevators. The concept is simple, hop on and hop off, if you forget to hop off however, the elevator switches tracks in complete darkness. It is an experience everyone must try at least once.

3. Eating a pretzel the size of my head

I love American fast food as much as the next person, but one thing I will miss dearly is German pretzels the size of my head, especially when they are slathered with butter.

4. 3D Mini Golf

3D black-light indoor mini golfing at Simigo is just as it sounds, wearing 3D glasses and playing mini golf, but don’t let the title fool you. Inside, all sense of perception will probably be lost, and tripping multiple times is a given. Even finding the ball to begin the game, is a struggle. 6. The four-story funhouse at fest

One of the best parts about living in Germany is that safety regulations are more relaxed here than in America, so the rides are outrageous at the fests like Spring Fest, or Frühlingsfest. Even considering all the fun rides, the best attraction at the fest in my opinion, is going through the fun house where you have to walk on spinning platforms and go down a candy cane looking slide. 7. Europa Park Horror Nights

Europa Park is fun for all ages. During horror nights, activities consist of walking through tents with people dressed in full costume, like clowns and other Halloween

8. Fasching

Fasching, in my opinion, is the best time of the year. By February, the weather starts to warm up (a little bit), and the parades provide hours of unique and free entertainment. Members of the parade, called the Naren, known as the “fools” of the fest, scope out and take belongings such as shoes and hats from the parade viewing audience, and they will not hesitate to draw on your face too. 9. Swarovski Crystal Worlds in Austria

The Swarovski Kristallwelten is more than a large museum and store of crystals marked over my price range. The outdoor maze, surrounded by hedges after the tour was my favorite part. The first time visiting the Kaiserslautern Military Community Center, or KMCC, I experienced culture shock. There were so many American food restaurants and the selection in the Exchange alone, it was astonishing compared to Stuttgart.
