EXECUTIVE UPDATE Imagine

a world where our seniors can live a life of dignity, free from the threat of abuse, neglect, or exploitation. For over ten years, a dedicated group of folks in Yellowstone County, representing local nonprofits, business leaders, and Mike Larson representatives from Federal, Executive Director State, and local government, met to explore ways to help that dream become a reality.

In August of 2019, a small team of representatives from this group were selected to attend the Futures Without Violence training conference in Charlottesville, Virginia along with 12 similar teams from different areas of the country. The goal was to develop an action plan to bring back to Yellowstone County. The end result of this effort was an Executive Order by Governor Steve Bullock creating the Eastern Montana Elder Justice Council (EMTEJC). This was a pilot program charged with working within twenty-four counties in Eastern Montana to reduce elder abuse.

Fast forward to 2022. We have a new Executive Order from Governor Gianforte reaffirming the EMTEJC and creating three additional Councils charged with serving the rest of the State. This reaffirmed that the model created by the EMTEJC was a success, and worth replicating. Did it end elder abuse? No, but it has created a framework to

tackle this very difficult and challenging problem, and brings the right people to the table to share resources and work together.

This year, we awarded the first Elder J u s t i c e Advocate Award to one of the members of that team who went to Charlottesville, Billings Police Detective, Brett Lapham.

Brett has given his time both professionally and personally to make a difference for seniors. Although, he is now retired from the BPD, he is still engaged on the Council and working with First Interstate BancSystem in the area of financial security. In that role he will have positive impact on protecting seniors, and others facing potential fraud or exploitation. Congratulations, Brett, and many thanks for all you have done and will continue to do.

Peace, Love and Meditation Imagine a healthier version of yourself.

Imagine life filled with more kindness and understanding.

Imagine feeling clearer and having more to Sarah Hoffman give the world Health Is Wellness and Inner Road Work and to those living in it, those you love and those that you do not. All of this is possible and attainable in just a few minutes a day.

This is where you may be calling me a dreamer. Thank you! I love being called a dreamer! In John Lennon’s song, “Imagine,” he sings about being called a dreamer and wishing the world lived as one. Many have scoffed at this idea. What is more interesting to me is the many that have not.

Because of the dreamers, there is a great shift in consciousness. Putting our attention on changes we’d like to see happen is an act of courage. Dreaming of the seemingly impossible is brave.

Meaningful change rarely begins with “Oh well, that's how it’s always been.” The status quo is meant to be challenged. This is how we got to the moon, how the health care system is slowly changing to preventative care, not just sick care and why a fourminute mile is no longer impossible.

If we think of challenges with only our minds, and not our hearts, hurdles can seem impossible to clear. Instead, allowing our hearts to open, makes anything possible.

Meditation is one of the best ways to open our hearts and begin to heal ourselves and even the world. In 1967, George Harrison’s wife, Patti Boyd learned about Transcendental Meditation in London. “I loved meditating and I found the effects remarkable,” Patti said. It was her enthusiasm that led George and the rest of The Beatles to India to learn from Maharishi Mahesh Yogi. Maharishi was known for developing and popularizing Transcendental Meditation.

Because the Beatles were at the height of their fame, their interest in meditation helped introduce it to the masses. “It was really an overnight awareness that people did not have before.” said Deepak Chopra.

Meditation has too many benefits to fit in this article. But here are a few surprising, science-based possibilities of the practice: •

During their time in India, the Beatles wrote many of their best- known songs. I’d say meditation may have increased their creativity. Many of the songs they wrote over the years mention love. Meditation may have also increased their sense of loving kindness. Their music has and will continue to influence generations to come.

“It’s what feels comfortable and what you feel encouraged to practice,” says Mira Dessy, a meditation author and holistic nutritionist.

FOR YOUR HEALTH Imagine health benefits OF GARDEN BOUNTY

Eating right and staying active are important regardless of your age.

We need to meet changing needs for critical nutrients throughout our lives.

Vitamin D, calcium, vitamin B12, dietary fiber and potassium are all essential to healthy Ellie Lanz aging. Dietary fiber is an especially critical resource for your body. It can lower your risk for heart disease as well as reduce risk of Type 2 diabetes.

The U.S. Department of Agriculture recommends that women and men older than age 50 get 21 and 30 grams of fiber each day, respectively. Fiberrich foods include whole-grain bread, beans, peas and lentils, along with whole fruits and veggies like broccoli, berries, avocados and apples.

Another healthy strategy is to make sure that your food item has at least one gram of fiber for every 10 grams of carbohydrate. Start your day with a bowl of high-fiber cereal. Use this rule when looking at cereal labels in the grocery store.

You can also add fiber to your diet with nuts, seeds, or berries on yogurt in the morning or on a salad at lunchtime. A vegetarian chili loaded with beneficial beans and vegetables is another high-fiber option.

In general, it’s better to get your fiber from whole foods than from fiber supplements. Fiber supplements, such as Metamucil, Citrucel, and Benefiber, don't provide the different types of fiber, vitamins, minerals and other beneficial nutrients that whole foods do.

If you are not used to eating a lot of fiber throughout 6

the day, it is important to slowly increase your fiber intake to give your gastrointestinal tract time to adjust.

Take advantage of the local farmers' markets this summer to ensure you are getting the highest quality, local produce to add that extra fiber to your day.

Enjoy colorful, flavorful garden bounty every day.

Served fresh – raw or cooked – berries, tomatoes, greens, squash and other local produce is a seasonal treat. With a little planning, you can freeze or preserve garden goodies to serve next week, next month or long after the harvest.

When cooking for one or two people, make a larger batch of food that can be divided into smaller portions and frozen. Casseroles, soups, and chili are all easy to freeze and store for later.

Eating the same leftovers again and again can get boring. Add some imagination: Switch up your side dishes or turn them into a salad or use leftover meat in a sandwich. Plan ahead for convenience and menu variety. Have one dedicated cooking day per week when you make several meals to portion out and freeze. This will make it easier to opt for homecooked meals, rather than takeout or a store-bought frozen meal with high sugar or sodium.

Although frozen dinners or takeout are convenient, beware of high sodium content. Frozen prepared foods and restaurant foods may contain high amounts of sodium that can be detrimental for people with heart disease or high blood pressure.

Gardeners’ Market, a project of the Healthy By Design Coalition, is a great source of affordable

produce. It offers fresh, locally grown foods from 4 to 6 p.m. every Thursday through Oct. 6 in South Park.

SENIOR LUNCH PROGRAM As summer winds down, we welcome Fall. Harvest time is here as we enjoy the late summer days. This is my favorite time of year, getting summer projects done and harvesting all the delicious vegetables from the garden. Does anyone else enjoy a BLT in August with fresh garden tomatoes? My husband’s favorite salad is fresh cucumber salad.

Can you imagine I make it so much that I am ok with not seeing it until next summer!

Speaking of fresh salads, our featured salads are becoming very popular. For the Billings/Laurel meal sites we offer either a hot meal of the day or a featured monthly salad. In August, the featured salad is a Southwest Salad with a Southwest Ranch Dressing. The featured salad for September is a Chicken Caesar Salad.

Adult Resource Alliance’s Meals on Wheels Program (MOW) offers a hot nutritious meal to those over 60 years of age who are homebound. They are delivered by volunteers, Monday through Friday between 10:00 and 12:30. Meals are available on a short-term basis for persons recovering from a hospital stay or surgery until the person is no longer homebound. If a person is able to prepare their own meals or lives with someone who can prepare their meals you may be denied.

Imagine what the world would be like if every person used their unique gifts to touch the lives of others Walt and Mary Peet recently came in the door smiling from ear to ear.

They were so happy to report that after several weeks of concern, two of their participants were feeling so much better! They had even come to the door to visit with them. It was so heartwarming to see how excited they were. I asked them to share their experiences. And… Sweet Georgia doesn’t mind that we wake her up because she loves to visit.

When we look at each other after dropping our coolers back at the Alliance, we realize the pleasure we receive from Meals on Wheels far exceeds the efforts we expend.”

For those new to fitness or those who would like to add some pizazz to their fitness routine, this class offers a variety of workouts which are combined into one great series. By Jackie Swiesz The song Imagine, written by John Lennon and released in 1971 at the height of the Vietnam War, became a clear call for world peace. The lyrics invite us to be dreamers, to envision a world in harmony.

A young woman here in Billings is one such dreamer, Elyssa Leininger – whose aim with her art is to uplift and give hope to others who may have lost it somewhere along the way.

As a young girl growing up in Billings, Elyssa dreamed of becoming an artist and told her parents that she was going to be one. By the time she reached college age, though, her interests gravitated to the medical field – neurosurgery in particular. She was fascinated with the functions of the brain, especially the psychological aspects, including how color evokes emotional responses in humans. She also observed several brain surgeries when she shadowed a surgeon in Billings as part of her schooling. A life event caused Elyssa to change gears, and that’s when she returned to her first passion – art. Things fell quickly into place as she combined “color psychology” with her western themed paintings.

When the City of Billings issued a call for artists to apply to paint a mural at the Sixth Street Underpass, Elyssa submitted her idea. The sponsors wanted the mural to be human centered and have a social message. Even though her vision didn’t depict what most people think of as a social statement, the mural that was in her heart was to incorporate wildlife, landscapes, and plants native to Montana. Not only is the symbolism of the animals seen throughout the mural (Bison depict resilience, for example), but also this amazing artist uses specific colors to raise a person’s spirits. To enhance the spiritual experience, she inserted sunbursts into the mural, one on each end to portray the “light at the end of the tunnel.”

of human emotional response. The artist expresses his/ her passion in a grand scale of visual depictions that can symbolize universal experiences. The effect on viewers can be inspirational or it can be startling, defiant, or unnerving.

Far from being divisive or controversial, Elyssa’s mural encourages hope, inspiration, and harmony with our surroundings.

The Sixth Street Underpass project was significant in another way. Many students use the Sixth Street Underpass route to get back and forth to school, and yet it posed some hazards – drug paraphernalia was prevalent and the potential for crime was high. “The Billings Police approached me and told me that the mural helped provide a safe route and reduced the amount of crime happening there,” Elyssa said. This summer, in an upcoming initiative to increase safety and reduce pedestrian accidents, she will participate in a project with some other artists to create street murals around North Park in Billings.

She weaved an element of fun into her Sixth Street mural as well. There are several tiny creatures, flowers, and plants hidden among the panels of the mural intended to engage families on a scavenger hunt for the small treasures.

When visiting with her, Elyssa said, “When I’m working on a mural, the outpouring from people is amazing! So many would approach me to tell me how my art changed them, made them feel so good inside.” It even sparked inspiration in one young homeless boy, when his talent for graffiti took a more positive course.

I asked how she went about actually painting the huge expanses of concrete for her Sixth Street project. She said, “I made a small-scale model of the entire mural before starting to paint, then mapped it all out on sheets of paper and used those to draw free hand.” Her eye for detail and planning is

remarkable. She was also approached by individuals who wanted to volunteer to help with the mural painting. Elyssa told me, “I numbered all the sections as well as numbered all the colors to use. So, it was like a giant paint-by-number pattern!”

When they got to the section for painting the blades of grass, she handed them extremely tiny paintbrushes. Stunned, the helpers exclaimed, “You want us to use these to paint this entire wall of concrete?” Much laughter followed as the grass blades took shape on the wall.

Elyssa weaves her passion for art that evokes positive emotions into other activities that, in her words “if it changes just one person’s life for the better, I know that I’ve done a good thing.” When studying medicine, she was invited to go to Ethiopia to assist the doctors. She brought her art supplies in the hopes of having fun with the children who lived there. To the children’s enthusiastic delight, she would sketch caricatures of them, then hand them to each child who filled their sketch in with colored chalk.

She was also contacted by the local chapter of the Women’s Federation for World Peace, and she recently taught a paint

night event as part of the WFWP’s initiative to highlight women who aid in creating a peaceful global society.

When I asked her what her next dream is, Elyssa immediately said, “The North 13th Street Underpass!”

LIFE’S Observations…

You may say I'm a dreamer But I'm not the only one I hope someday you'll join us And the world will live as one This is a stanza from John Lennon's song, Imagine, that was written in September David Mosdal of 1971. It was released on Guest Columnist October 8th.

Earlier that year, Lennon left the United Kingdom for America and never returned.

I remember that the sixties were like looking through a barbed wire fence directly into the blast furnace of hell.

The world was raw and loud and relentlessly angry. It never let up. Political divisions at home were mirrored in international conflicts that had no solutions other than to dig in deeper, find a sharper stick and keep on blindly swinging. It was Einstein's theory of insanity. For me, that craziness culminated with the shootings at Kent State in the spring of 1970. How could our soldiers shoot and kill our college students in the heart of our nation?

I was numb, young and dumb, but I knew I had to grow up or give up. Giving up wasn't an option for the farm boy grandson of immigrants and the son of a WWII Army veteran. And don't forget my mother, who was titanium tough and deceptively charming, like the women of her generation.

1971 was a pivotal year in my life. That's the year I graduated from high school. 1971, though certainly unsettled AND unsettling, gave us an occasional glimpse of daylight through the darkness from which we were emerging.

1971 saw the first email being sent over ARPANET, the predecessor of the Internet. Today, with a few key strokes, I can Google and fact-check my musings in this periodical with a great degree of confidence that my memories and reality are still in sync. In 1971, the voting age was lowered to 18 with the 26th amendment to the Constitution. The Senate voted unanimously to approve the action. Was that the last time there was unanimous consent in the Senate?

In 1971, Amtrak began operations. Disney World opened in Florida. Nasdaq began trading stocks. Starbucks was founded in Seattle. Texas Instruments and Intel introduce the first microprocessor, the 4004. NPR

began broadcasting. Gloria Steinem started publishing Ms Magazine. The debt that completed the Golden Gate Bridge in 1937 was finally paid off, 34 years later.

1971 saw the final episode of the Ed Sullivan Show.

Trumpeter, Louis Armstrong died. Soviet Premier, Nikita Khrushchev died of a heart attack. Muhammad Ali lost to Joe Frazier, ending a winning streak of 31 fights.

DB Cooper hijacked a commercial flight to Seattle. He traded his hostages for $200,000 in cash, ordered the plane to take off again, and then parachuted into the darkness from the Northwest Airlines jet with the cash.

He was never heard from again.

So here is my theory, whether we look back 50 years or 150 years or 250 years. The Great Experiment that is The United States began and has always been at the precipice where we can soar to new heights or crash on the rocks below. So far, there has always been a new horizon within the grasp of free thinkers who were tailed up by stodgy old conservatives resulting in new industry for masses. The fur trade, cotton, the industrial revolution, the agricultural revolution, the automobile, the Space Race and the personal computer, to name a few, were all New Horizons which fostered phenomenal innovations and economic growth.

Government is necessary. Politicians and infants require an inordinate amount of care and feeding. However, they should be treated with some compassion and a firm but fair hand because they will be responsible for us when we are too old to care.

We should stop vilifying the “other side” in the United States. “They” are not going to take over and throw “us” into some imaginary dungeon. Iron-fisted autocratic rule requires an individual with a god-like appeal who is willing and able to kill a large enough portion of the citizenry to keep the rest quiet. It happens all over the world. Examples abound in the bottom of unmarked graves. Thankfully, tyrants don't live forever and we don't have one here.

I see way more reasons for hope than gloomy resignation.

Our strength is in our diversity, not in our sameness.

There seems to be a 1971-like glimmer of resolve in the air to do better, to be more honest with ourselves and those around us, and to give renewed meaning to the words when we recite the Pledge “...with liberty and justice for all”. RESILIENT Yellowstone

What does it take for a community to be resilient? The Resilient Yellowstone project seeks to answer that question. The Healthy by Design (HBD) Coalition recently received a grant from the Centers for Disease Control and Prevention (CDC) to help build and strengthen community resilience in Yellowstone County. In order to accomplish that goal, HBD is partnering with the Adult Resource Alliance of Yellowstone County (ARAYC), Billings Clinic, Billings Chamber of Commerce, Billings Urban Indian Health and Wellness Center, Living Independently for Today and Tomorrow (LIFTT), Riverstone Public Health, St. Vincent Healthcare, Montana Office of Rural Health (MSU-Bozeman), Montana Public Health Network and the Rocky Mountain Tribal Leaders, Council.

We all know that the pandemic put significant stress on all of community and health systems. This impacted the most vulnerable members of the community in unique ways. Each of the organizations named above will be working to address the challenges faced by the populations they serve. What they will have in common is a trained and skilled Community Health Worker (CHW) workforce. CHW’s are frontline public health workers who are trusted members of the communities they serve.

Over the next few issues we will be focusing on each of the partners involved in this project. The first of these programs is the Foster Grandparent Program:

St. Vincent Healthcare Foster Grandparent Program The Foster Grandparent Program (FGP) is an AmeriCorps Seniors national service program. Sponsored by St. Vincent Healthcare for more than 50 years, the program matches limited income senior volunteers (age 55 or older) with community schools, Head Start centers, and after school programs to serve as classroom tutors/ mentors to children who need extra help. Eligible volunteers earn a tax-free stipend of $3.15/hour as well as other benefits, and commit to a minimum of 12 hours/ week.

We participated in the Resilient Yellowstone Project to help our staff connect Foster Grandparents with community resources. The program includes in-service education and training sessions, so Resilient Yellowstone has helped enable our CHW to better assess training and educational needs and connect with community partners that can offer support.

• F ill out the worksheet completely and return it to The Resource Center. If there is missing information or an unsigned release, we won’t be able to complete the evaluation.

• O nce we receive the worksheet, we will use the information provided to assess if your current plan is a good choice for 2023, or if you should change to another plan. We will begin reviewing plan options after October 1st.

• I f a new plan is a better choice, we will offer an appointment to assist you with enrollment if you like.

Remember, each year the plans can change dramatically so it is important to check your plan each year.

WATCH FOR SCAMS RELATED TO OUR RECENT FLOODING In the wake of natural disasters such as floods, there is often a rise in scams targeting those most affected.

Scammers strike when vulnerability is high. If flooding has affected you or a loved one, learn how to identify and prevent four types of scams common to flood victims.

insurance company or policy provider directly. Use the number on your account statement to make the call. Do this before disclosing any personal information or making any payments. Similarly, be wary of contractors who offer to waive insurance deductibles or offer discounted rates.

HOME IMPROVEMENT SCAMS. Home improvement scammers may knock on your door when they see a need or an opportunity. This is a “pay for something you never receive” scam. Scammers will take a deposit, but never return to do the work. Before hiring someone to make repairs to your home or property, ask questions.

Ask to see customer referrals, proper identification, and a contractor’s license. Also, be cautious of service providers who raise prices during a crisis. If you believe price gouging has occurred, contact the Montana Office of Consumer Protection at https://dojmt.gov/consumer/.

FEMA SCAMS. The Federal Emergency Management Agency (FEMA) provides help after disasters such as flooding. Scammers may pose as FEMA employees offering to help complete paperwork or conduct home inspections. Ask to see an ID badge. FEMA employees are required by law to present a laminated photo ID. They will never charge for disaster assistance, application support, or inspections. You also can contact FEMA directly at 800-621-3362 to verify a representative’s identity. If you have not applied for FEMA assistance, do not accept phone calls or visits from someone claiming to be a FEMA or other government representative.

CHARITY SCAMS. After widespread devastation, many consumers want to help by donating. Knowing this, scammers prey on generosity and compassion. Before donating to an unknown charity, the Better Business Bureau (BBB) urges donors to visit https://www.give.org.

This website will tell you if you can trust the charitable organization. Also, be careful of crowdfunding scams.

These happen when a person asks for help online through a crowdfunding website like Kickstarter, Fundly, or GoFundMe. Some crowdfunding sites do little to verify that the money goes where the organizer says it will, so exercise caution before giving.

INSURANCE SCAMS. Flood victims have likely filed an insurance claim for disaster-related damages.

If you are contacted by phone, email, or in person about an insurance claim or policy, always check that the representative is who they say they are. Call your

As the Public Health Emergency due to COVID-19 begins to wind-down, there are some important issues to be aware of.

Anyone who has qualified for Medicaid after April 2020, during the Public Health Emergency (PHE) remain eligible for full Medicaid for the duration of the PHE. The Federal government will notify state at least 60 days before they will end the PHE. The ending of the PHE will begin the unwinding of the special rules that have been in place since April 2020. The state has a minimum of 12 months to redetermine who will be eligible for Medicaid going forward. The Office of Public assistance will contact folks on Medicaid by mail to do

the redetermination process. For this reason, the Office of Public Assistance is asking everyone currently on Medicaid to be sure the Office of Public Assistance has your correct address. You can correct your address at: https://mt.accessgov.com/dphhs/Forms/Page/medicaid/ changeofaddress. I hope that something shared here can provide a positive contribution to your journey. The Alliance supports and honors all of our community caregivers. UPCOMING EVENTS Caregiver Respite Retreat The Montana Gerontology Society is holding a Caregiver Respite Retreat on Friday, September 9th from 9:00am – 3:00pm. This event will be held at the Billings Hotel and Convention Center, and is open to all caregivers.

There is NO cost, and each participant will be given a $50 Visa gift card to help cover caregiving services for their loved one during the event. Lunch will be provided.

Positive Approach to Care (PAC) Training for Families and Professional Caregivers Riverstone Health regularly provides this training opportunity. If you are able to attend, I highly recommend it if you are a caregiver of someone living with dementia.

I found the training to be especially valuable, informative, and enriching. Here is a summary, as provided on Riverstone’s website: “The Positive Approach to Care was developed by Teepa Snow, who is nationally known for her philosophy on dementia. The Positive Approach training for caregivers emphasizes how to live in a relationship with someone who has dementia and learn caregiving skills that can improve the quality of life for everyone involved.”

The next training will be held Thursday, August 18th at Riverstone Health here in Billings. The training will be held from 1:00 – 5:00pm. There is a cost of $10 (must be paid before the training date). Registration deadline is August 15th by 5:00pm. Seating is limited, so registering early is recommended! SUPPORT GROUPS NEW Support Group Alert: Memory Café This new event is provided by Big Sky Senior Services.

It’s a very exciting opportunity to share, as this support group is intended for both the caregiver and their loved one whom they care for (known as their care partner).

Summary of the group: “Do you or a loved one live with Dementia or Alzheimer’s?

Memory Café is a safe place for people with memory loss and their caregivers to feel comfortable and enjoy an activity together. Activities are created for all to participate in, have fun, learn and support each other.”

The next meetings will be held Tuesday, August 23rd and Tuesday, September 27th in the Community Room at the Billings Public Library. Meetings are held from 10:30am – 11:30am. RESPITE ASSISTANCE Montana Lifespan Respite Voucher Program Did you know there are respite vouchers available for Montana caregivers? The Montana Lifespan Respite voucher program is “an opportunity for family and individual caregivers with limited resources to obtain assistance and get a break from their caregiving responsibilities.” This program is for caregivers all throughout the state of Montana to help pay for respite care, whether that’s in your home or in a facility.

Vouchers are for a maximum of $700 per calendar year.

There could be a cost share based on net income after ongoing medical expenses are deducted. The caregiver may choose a respite provider through an agency or hire someone privately. The respite provider must be at least 18 years of age and they cannot live in the same household as the individual being cared for. For more information, contact Vicki at 406-234-6034.
