Environmental and Community Challenges of Indonesia  Indonesia is the largest archipelago in the world, comprising 13,000 tropical islands of scenic beauty, steaming jungles and substantial natural resources, spread across 3 time zones; but then also place of disasters and environmental challenges.  It is a country of 250 million people, huge base of human resources and large market for commerce/business; but then also a home of numerous community challenges and unmet basic social needs.  Achieving a Prosperous and Dignified Indonesia through appropriate National Development programs, is the dream of the Indonesian people as written in the Preamble of the 1945 Constitution. This focuses down to improving the quality of life and welfare of all its communities, families and individuals.  What can ADRA do towards this end by “changing Indonesia one life at a time”?

Strategic Realignment of 2007

Penyelarasan Strategi 2007

The year 2007 marks the 3rd year of our Tsunami Response operations where 7 million dollars worth of projects have mostly been completed in Meulaboh, West Aceh. This is the bulk of ADRA Indonesia’s services since 2005. The other current project which is also successful is the “Women’s Empowerment SED Project” in Jakarta supported by Ausaid through ADRA Australia. Thus the timely need to evaluate and renew our strategic direction.

Tahun 2007 menandai tahun ke-3 operasi Tanggap Tsunami kami dimana proyek-proyek bernilai 7 juta dollar telah hampir semuanya diselesaikan dengan sukses di Meulaboh, Aceh Barat. Inilah bagian terbesar pekerjaan ADRA Indonesia sejak 2005.

A Strategic Plan was drafted in March and revisited in October, in which the Mission, Vision, Core Values and Motto were written to spell out our stakeholder’s beliefs and dreams for a strong ADRA Indonesia working to improve the quality of living of communities in Indonesia. Four main objectives were identified.

We would focus our services to creating strong partnerships with communities for betterment of their health, education and livelihoods. We shall try to optimize work in our current service areas, then look for other areas of priority throughout Indonesia. Second was “Emergency Preparedness and Response”. Third was “Internal Capacity/Systems Building” so that we would have the needed resources for intensifying and extensifying our community initiatives into the future. Fourth was to remember to utilize “Innovative Strategic Approach and Collaborative Networking” to forever ensure successful planning and implementation.

Pendidikan/Aceh

Location: Aceh Barat, Aceh Province Donors/Partners: ADRA Australia, ADRA Czech Republic, ADRA Germany (ADH), and ADRA Netherlands (ACT/ICCO) Project Timeline: February 1, 2005-July 31, 2008 The School Rehabilitation Project (SRP) in Aceh Barat District of Nanggroe Aceh Darussalam Province, Indonesia started immediately after the earthquake-tsunami of December 26, 2004. It was supported by funds from ADRA offices in Germany, Czech Republic, the Netherlands and Australia. It was designed to ensure that normalcy in education was returned within the shortest time possible. By 2007, after 3 years and 3 phases of operations, it managed to rehabilitate and reconstruct a total of 53 schools, changing badly damaged structures into beautiful proper education facilities, now benefitting over 11,000 students from a 150,000 population. The project also provided resources for basic learning, instruction, games and sports. Its teachers’ training component has trained over 600 teachers in innovative and up-to-date general teaching methodologies, also in the specialized subjects of mathematics, natural sciences and English, the main needs of the students in this district.

SRP is now in its 4th stage, where its main objective is to consolidate the gains of the first three phases to enhance quality education by additional improvements of selected facilities. ADRA Indonesia reassessed previously perceived safe and strong facilities and found structural and functional weaknesses, these were then chosen to be rehabilitated or reconstructed. One school will be expanded to accommodate fully its 6 year elementary course by having adequate physical facilities.

Another needs complete reconstructing. Facilities enhancements include classrooms, laboratories, administration blocks, teachers’ houses, water and sanitation facilities, and sports facilities. In addition, one vocational high school will be supported in training teachers on specifically identified courses and another will receive training equipment specifically for its automotive workshop. When completed, SRP IV is projected to 12

have supported 6,440 students in 22 schools with a teaching force of about 511 teachers. With the improved facilities, teachers can direct their efforts towards improving the quality of teaching and the students be better helped in improving their academic and other compentencies development. Professional Educators Training Project Proyek Pelatihan Pendidik Profesional Location: Aceh Barat, Aceh Province Donors/Partners: ADRA Netherlands Project Timeline: May 01, 2007-December 31, 2007 Real need in education apparent to the community and voiced out by a call from the Regent or District Head of Aceh Barat was to actively improve the academic performance of students, especially in the National Final Exams, in the areas of mathematics, natural sciences and English language proficiency. Thus this Professional Educators Training (PET) project was developed to achieve the overall goal of enhancing the education system in West Aceh District by providing professional development course and community education interaction. ADRA partnered with the Department of Education (DoE) of West Aceh District in selecting 12 qualified subject specialists who designed curriculums and trained 295 teachers in its 53 rehabilitated/ reconstructed schools. The teachers were trained with pedagogical teaching and learning knowledge and skills in the prioritized subjects’ areas; specifically, mathematics, sciences and languages (with emphasis on English). The trainers were qualified tutors who created an interesting environment so that the teacher trainees enjoyed and appreciated the value of attending the sessions. Through this training, quality of teaching will improve and result in improved performance of students at national examinations, from elementary to senior high school levels.

Community interaction with the education system, specifically the schools, is extremely low and virtually nonexistent. Yet, parents/community participation in school activities has been known to have pronounced positive influence on the outcome of education. Thus community sensitization and mobilization through involvement in School Committees, which was already a national initiative but needed active promotion and implementation throughout the country, was designed into PET.

Capacity building sessions for School Committees were implemented to sensitize them on the need to support and actively participate in the development, care and maintenance of the physical infrastructure and provision of basic school supplies and other school needs. This achieved, shall boost sustainability of quality education, and in return benefit the community.

In addition to these training programs, PET plans to construct and equip two libraries in two sub-districts as resource centers for the teachers and students in the neighborhood as well as other community members. The libraries will be particularly important to the teachers and community trainers for their research in future training programs that the DoE will organize after PET project phases out.

The target beneficiaries of the project are pupils and students in the 53 SRP schools rehabilitated through support from ADRA estimated at 11,339 (5,797 boys and 5,542 girls), whose overall performance in the various subjects will improve after receiving quality teaching and learning guidance from the trained teachers. The communities served by these resource centers will benefit from the skills acquired by over 400 community members, PET direct beneficiaries, who will be equipped with knowledge and skills on community organization and development. Pendidikan/Aceh

Location: Aceh Barat, Aceh Province Donor/Partner: Latter-Day Saints Church Project Timeline: June, 2006-May 31, 2007 (12 months) Mr. Syamsuddin is chief of Blang Luah Village with 1,000 people of whom 300 are school-aged children. He reported that prior to 1990 there was no school in the village and hence illiteracy was high. Night classes for adults were held by concerned community members. In 1990 the community managed to pool resources to build its first school. Then on the fateful day of December 26, 2004 the great earthquaketsunami blasted and collapsed their school, as seen in picture. In June 2006, ADRA in partnership with Latter-day Saints Church, took hold of Blang Luah and 4 other communities to restore their schools and educational systems by embarking on the project called ERSP. “We are very grateful that ADRA has chosen to rebuild our school. It is a source of pride for our community and will enable our children to be as literate as all the other children in Aceh” said Mr. Syamsuddin. He added “We would also really like a school library so that everyone in the village can have the chance to utilize it in the evenings including the adults and learn to read better”. Both a school and library have since been built, completed and now utilized. ERSP was funded by the Latter-Day Saints Church to rebuild five destroyed schools throughout Aceh Barat. When completed, each has new buildings, improved water supply and sanitation facilities, school materials, furniture, and library books. In addition, communities, like that of Blang Luah, are encouraged to form School Education Committees. In this way, community members become an integral part of the management and strategic direction of their schools. ADRA provided training on school committee forums. Take a look at the new school built better and stronger then ever before, in the picture below.

Proyek Sekolah Nias—Tahap 1

Pendidikan/Nias

Location: Hilina’a, Idano Gawo, Nias Donor/Partner: ADRA UK, ADRA Czech Republic, HELP International Project Timeline: May 2007-April 2008 School of Hope for Thousands of Children. The communities on Nias Island cry out for secondary schools. Whereas thousands of Nias school children have a good number of elementary schools, they lack junior and senior high schools. The Idano Gawo District has only 2 junior high schools, which are jammed and running double-shifts, to accommodate its thousand students. The government junior high has over 600 students taught by 12 teachers in morning and afternoon shifts. They have expressed desire to share the large burden with fellow schools in the area. ADRA Indonesia formed a consortium of local community, YAPI (local NGO) and Central Sumatera Mission of SDA to build a quality secondary education facility in Idano Gawo. For construction of Phase 1 of its total master plan, ADRA Indonesia has partnered with ADRA United Kingdom, ADRA Czech Republic and HELP International to build 1 office and 3 class rooms at ground level of the school. Whilst further phases of development will continue, it shall open its first academic year accommodating 120 students in July 2008.

Ground level for office and 3 classrooms (grades 7, 8, 9) 2nd floor to come.
