NADA Report: Used-Vehicle Depreciation To Remain At Historically Low Levels Through 2014
McLEAN, Va. – Depreciation of used cars and light trucks is expected to increase modestly over the next few years, but still remain historically low, says the NADA Used Car Guide in its latest report, Volatility in Used Vehicle Depreciation: Historical Trends & Future Outlook.) Used-vehicle depreciation has been extremely volatile over the past few years, with used-vehicle prices rising 26.5% in 2008 only to fall 11.1% in 2009. A used vehicle worth $12,000 declined in value by as much as $3,180 in 2008 or as little as $1,332 in 2009, according to the report. Looking ahead, however, NADA is expecting a period of used-price stability that hasn’t been seen in over a decade. “The expected low annual rate of depreciation can be attributed in part to the continued decline in the supply of late-model used vehicles, which was caused by a substantial reduction in new-vehicle sales during the economic recession,” said Jonathan Banks, senior analyst with the NADA Used Car Guide. Another factor that will keep used-vehicle depreciation low over the next few years is the shift by auto manufacturers from overproducing new vehicles to building to demand, NADA pre-
dicts. “In an environment where supply exceeds demand, high consumer incentives are necessary to move excess inventory,” Banks added. “This lowers newvehicle prices which in turn places downward pressure on used-vehicle prices and increases the rate of depreciation.” “Although we expect to see mild growth in incentive spending as manufacturers seek to balance production and market share goals with actual demand, current signs don’t point to a return to pre-recession levels,” Banks said. In addition, used vehicles are holding their value longer because of advancements in product quality and reliability, design and fuel efficiency, which increases demand for today’s latemodel used vehicles, he added. In 2012, NADA predicts a $12,000 used vehicle will depreciate in value on average by $1,884 or 15.7%, an increase of just 0.6% or $72 from last year. By 2014, used-vehicle depreciation is projected to grow to $1,992 or $108 more than 2012’s estimate. NADA noted that these estimates are a substantial improvement from the 21.4% average annual rate of depreciation which
occurred from 1996 – 2008. NEW YORK, N.Y. - Hertz is one-step closer to its long-awaited prize. More than two years after its original bid, it agreed to buy Dollar Thrifty Automotive Group Inc. for about $2.3 billion, giving it more ways to attract travelers and expand its international presence. It will also give the company a leg up against competition from an increasing number of smaller competitors. At $87.50 per share, the deal is worth far more than any of Hertz’s previous bids and about
8 per cent higher than Dollar Thrifty’s closing price Friday. Nothing will change immediately for consumers. Travelers that rent through Dollar Thrifty will still visit that counter for service. In the long run, prices in many markets will almost certainly rise as the two companies streamline their operations. Both rental companies have grown stronger and more valuable in the years since they first considered teaming up. Both stocks have almost doubled in value, and they’ve reported ro-
bust quarterly financial results as the volume of car rentals soared. But still-fierce competition has prevented the industry from raising prices, which has dragged on revenue. Fewer big competitors mean a better chance of higher rates. The push-and-pull between two of the nation’s largest car rental companies started in 2010. Avis Budget Group was also in the mix, pursuing a bid for Dollar Thrifty for more than a year.

Dealer Uses License Plate Data In Car Repo

In what may be a first, a business used the records collected by police. A South St. Paul car dealer used data stored by Minneapolis police license plate scanners to repossess a car, likely the first time the records have been used by a business in Minnesota. Jake Ingebrigtson, co-owner of Car and Credit Connection, sought information on four cars after reading in the Star Tribune that data captured by license plate cameras is public and retained for one year in Minneapolis. Ingebrigtson’s company sells cars to people with bad credit and the owners of the cars had stopped making payments. The data’s value for a repo man illustrates just one of the potential applications of Minneapolis’ massive database chronicling patterns of vehicles on its streets. Some privacy advocates fear that data could eventually be used for more sinister purposes. Minneapolis deploys 10 license plate readers, eight of them mounted on police cars and traffic enforcement vehicles, that scan thousands of license plates each day and store their locations -- 4.9 million so far in 2012. Their primary use is to help police on patrol identify wanted vehicles in real time. Two weeks after requesting the data from the city, Ingebrigtson picked it up He noticed one car had been spotted seven times at the same location and, after plotting the coordinates on
his Blackberry, quickly located it near the intersection of Lake Street and Interstate 35W in south Minneapolis. “It was comical. I’ve been looking for this car for two months,” Ingebrigtson said, adding that it was clear they were “hiding the car there.” The company had previously
visited the owner’s house in St. Paul, only to find a “for rent” sign in the window. “They fall off the face of the Earth,” Ingebrigtson said of people who stop making payments. “They won’t return your calls.” Fifteen minutes after locating the car, which was parked on a city street, Ingebrigtson’s repo man arrived to tow it back to his lot. “This is a thousand dollars that just got put in my pocket because of this, basically,” Ingebrigtson said. The city provided data on two other cars Ingebrigtson was looking for, but had no information on the fourth. Ingebrigtson planned to look for the other two. Some of the data on the car he repossessed included pictures,
since police keep photos of the license plate scans for 21 days. License plate readers are used by law enforcement across the metro area and the country. Other agencies using them in the Twin Cities region include St. Paul, Bloomington, Maplewood, Washington County and the State Patrol. Without a state law governing the use of license plate readers, local law enforcement agencies are free to retain the location data for as long as they wish. St. Paul keeps it for 14 days, while the State Patrol keeps it for only 48 hours. Minneapolis keeps it for one year. When the Star Tribune published data tracking Mayor R.T. Rybak’s city-owned car over the past year, the mayor asked police Chief Tim Dolan to make a recommendation for a new policy about data retention. Privacy advocates have recently called for the Legislature to craft legislation addressing license plate data classification, retention and sharing. Used-Car Dealers’ Fate Now Up To Gov. Brown
California lawmakers have passed three bills that target the Buy Here Pay Here used-car industry.
Los Angeles, CA - The future of California’s Buy Here Pay Here used-car industry now rests in the hands of Gov. Jerry Brown. State lawmakers gave final approval to two bills that would apply sweeping new regulations on the dealerships, which sell high-mileage cars to people with damaged credit. They join a third piece of legislation, on the governor’s desk in Sacramento. If signed into law, the bills would impose what is probably the most aggressive and farreaching set of controls on the Buy Here Pay Here industry in the nation and could set a template for other states. Unlike traditional car dealerships, Buy Here Pay Here lots arrange their own financing on the cars they sell rather than using third-party lenders such as banks or credit unions. That enables them to sell to customers who would not qualify for conventional loans because of a bad or incomplete credit history. Critics of the dealerships have accused them of preying on working families, leveraging people’s need for transportation to demand high interest rates and large down payments on cars that often have well over 100,000 miles on the odometer. A measure by state Sen. Ted Lieu would limit the interest rate these dealers can charge to 17% plus the federal funds rate, currently at 0.25%. Among other provisions in the bill, SB 956, is a requirement that Buy Here Pay Here dealers register with the state as lenders and give consumers a 15-day grace period before repossessing cars after
a missed payment. It passed a concurrence vote. A separate bill, AB 1534, passed its own concurrence vote in the Assembly, 46-27. Written by Assemblyman Bob Wieckowski, it seeks to require dealers to post a fair-market value on every car on their lots. Sales records show that many cars sold on Buy Here Pay Here lots routinely sell for three or four times book value. The bill passed, AB 1447, would require the dealers to provide a 30-day, 1,000-mile warranty on their cars and to disclose any devices used to assist repossessions, including GPS trackers. “I’m very pleased. This is a very important moment,” Lieu said. “If these become law, it will cause other states to follow what we’ve done.” Supporters of the bills include consumer groups and numerous chambers of commerce. During the legislative process, the bills received several amendments strengthening their provisions, including an extension of the grace period before repossession from 10 days as originally proposed. Brown typically does not telegraph his plans on signing bills, and a spokesman did not return a request for comment on the legislation. The Department of Finance came out in opposition to Lieu’s bill on the grounds that it could put many Buy Here Pay
Here dealers out of business. That mirrors the main argument of the legislation’s opposition, led by used-car dealer industry groups and a coalition of Buy Here Pay Here dealers. They say the state could lose more than $300 million in sales taxes if dealers have to shut down because complying with the regulations is too expensive. In addition, Bill Dohring, lobbyist for the Independent Auto Dealers Assn. of California, said the bills would exempt the vast majority of car dealers in the state from the regulations, thanks to a carve-out for new-car dealers adopted during the legislative process. He said that almost all newcar dealers sell used cars, and that many provide in-house financing indistinguishable from Buy Here Pay Here loans. “If this regulation was really that important, they should have made it apply to all dealers,” Dohring said. “There is going to be some fallout from this and I feel bad for the dealers who are going to suffer because of it.” Few states distinguish Buy Here Pay Here lots from more traditional used-car dealerships, and even fewer have rules specific to the unique aspects of the industry. Although it is not known exactly how many such lots operate in California, more than 800 dealers in the state have engaged in “churning,” in which a car is sold, repossessed and sold again, multiple times, to boost profits. The governor has 30 days to take action on the bills.

Avis dropped its bid nearly a year ago citing market conditions. Then, in October of last year, Hertz dropped its bid, too. But Dollar Thrifty didn’t trust that the years of attempts were over. In February, it extended its shareholder rights plan known as a “poison pill a maneuver designed to deter any unsolicited attempts to take over the company through May 2013. More recently, it appeared Dollar Thrifty was open to another bid. Earlier this month, it urged for either a “compelling offer” or an end to the “constant distraction of merger speculation.” Then last week, media reports said that Hertz Global Holdings
Inc. of Park Ridge, N.J., was considering a new bid for Tulsa, Okla.-based Dollar Thrifty. Hertz expects that the acquisition will save it at least $160 million a year, while providing the opportunity for increased sales. Hertz Chairman and CEO Mark P. Frissora said this deal will help it fight against a growing number of small regional rental companies popping up in airports across the country. He said those competitors, along with European rivals like Germany’s Sixt doing more U.S. business, will likely cause the rate wars to continue for now. Both Hertz and Dollar Thrifty’s boards have unanimously approved the deal, which still needs antitrust clearance
from the Federal Trade Commission. Hertz said it has stayed in close contact with the FTC to secure clearance and that Dollar Thrifty will fully co-operate with the process. Frissora is confident the two companies will be able to get the deal “swiftly approved” by regulators. He said the deal is more of a certainty this time around because of the massive preparation Hertz undertook before the deal was announced. Hertz is also selling its Advantage business to rental car company Franchise Services of North America and Macquarie Capital for undisclosed terms. The Advantage deal depends upon Hertz completing the Dollar Thrifty buyout.

CAW Meeting With Auto Giants In Landmark Gathering
OTTAWA, CANADA – A landmark meeting between the Canadian Auto Workers and major North American auto giants taking place at a downtown Toronto hotel is sparking the beginning of a bargaining talks between the two parties. Despite being under the same roof for the first time with officials of Ford, General Motors and Chrysler, CAW president Ken Lewenza said a new collective bargaining agreement will take time. “The gap as it stands is too wide to be overly optimistic,” Lewenza said. “There is a huge difference between where they see the costs associated with labor to where we see the costs associated with labor.” Lewenza said there is a possibility of up to 1,000 layoffs at
Ford and a combined 2,000 job losses at General Motors’ Oshawa plant once a consolidated line closes in June 2013. He added the union has not selected a target company for negotiations but that overall job security is priority one. The union’s collective bargaining agreement with the three automakers expires midnight on Sept. 16. “It would be troublesome if the companies would force us out on strike at a time when there is sales momentum, there is profit momentum, and there is great expectations from all three companies, considering where they were three years ago,” said Lewenza, who added that despite challenges there is momentum having all groups together in one place.
“If we can get a balanced approach then we can put the framework of an agreement together.” Meanwhile, General Motors has announced plans to invest $1-billion in Russia over the next five years for car and component production. “If (investment in Russia) is because of the growing domestic market, then it’s a good investment,” said Lewenza. “If it is for the purpose of exporting parts when we have capacity in the plants in Canada then that would be troublesome.” GM ranks second by car sales in Russia and produces cars at three plants, including St. Petersburg, where it hopes to double production to 230,000 vehicles per year.
Under the new program, ARA’s CAR and Gold Seal programs will be joined by URG’s 8000 program and the ARC’s Canadian Auto Recyclers’ Environmental Code (CAREC) program to advance standards of excellence in practices and standards, the groups say. Representatives from ARA, ARC and URG say they convened a working group with the goal of developing an accreditation program that would be an asset to their respective members and a model for other countries. After research and review, the working group recommended a draft outline that was approved by the leadership of the three associations. The CAR Gold Seal Accreditation Alliance collaborators have identified common standards
among the programs and also incorporated recycled part quality assurance standards and employee training programs adopted from URG 8000. The CAR and Gold Seal program is designed to certify and audit for best management practices at four levels: business standards, safety standards, environmental stewardship standards, consumer assurance standards and part quality assurance. The ARC code, developed in 2008 for Environment Canada, provides recyclers with information and tools to prevent environmental hazards during and after the vehicle recycling process. URG 8000 standards were fashioned after the then ISO 8000 certification with a focus on quality, training, audits and performance.

The Automotive Recyclers Association (ARA), Automotive Recyclers of Canada (ARC) and United Recycler’s Group (URG) have announced plans to centralize their respective accreditation programs into a single accreditation and certification standard for automotive recyclers. “This will serve to bring increased industry unification and recognition to professional automotive recyclers who operate at the highest level of the industry,” says Michael Wilson, ARA CEO. “We look to this as a preeminent accreditation program that would be a model for other international automotive recycling organizations as well as to governments of countries across the globe.”
