On behalf of the American Academy of Actuaries’ 1 Premium Review Work Group, I am submitting comments on the revised forms and instructions associated with the disclosure and review of “unreasonable” premium increases under the Affordable Care Act (ACA). This letter includes both general and specific comments on the preliminary justification form instructions, the rate summary worksheet, and the disclosure form that is intended to inform consumers about a health insurance rate increase.
