Multi-Million Project to Clean Up Lagoon
Wow, things are looking up in Knysna.
Not only will the beau ful, biologically rich Knysna lagoon be cleaned up, but the town's broken sewerage system will also be overhauled and replaced in cri cal spots to prevent sewage leaking into the lagoon. Isn't that great?
This is part of a R2-million project that will kick off once the Knysna Municipality finalises a Memorandum of Understanding (MOU) with the resident-based Knysna Infrastructure Group (KIG). This will be the first public/private partnership to be established under the municipality's new policy on community partnerships.
It's no surprise that the man behind it is KIG founder and general mover and shaker Eugene Vermaak.
He has been working on securing an MOU with the municipality for over a year, stemming from KIG's work on the sewerage pump sta ons.
But the R2-million private sponsorship came only recently “A er all the drama on Carte Blanche about Knysna's problems, when I said with only 900 residents funding KIG it can't work, I got a call from someone who has helped me before. He said: 'How much do you need?' I hesitated because the funds needed for the estuary project is not a small amount, but I told him R2 million. He said: 'You've got it.'”
The MOU will not be limited to a single ini a ve, but will be a founda on on which many collabora ve projects can be carried out. The estuary project is just the first.
And the first step of the project is to stop sewage flowing into the lagoon.
“We iden fied the Salt River as the worst. The E.coli count was 180,000 per 100ml. Since we fixed the three main pumps it came down to 1,100 last month, and will come down more with more repairs.”
KIG will carry out a complete assessment of the sewerage network to iden fy the weak points.
They will also establish a robust water monitoring and tes ng programme. Currently they send their water samples to North West University for analysis, but are hoping to raise enough money to have a mobile lab run by a qualified technician and employ three or four people to do the sampling.
But it's not just KIG and the municipality on board. The other partners in the estuary project are SANParks, the Knysna Estuary Research Founda on, Rotary, Knysna Business Chamber and Garden Route District Municipality
The municipality regards the MOU with KIG as a “milestone agreement” Mayor Thando Ma ka said many residents were deeply commi ed to the future of Knysna and wanted to contribute their skills, me and resources to improving service delivery
He said KM's new policy on community partnerships provided a legal and administra ve framework to do so – with KIG being the first party due to sign up.
And Vermaak paid tribute to both the mayor and municipal manager Lulamile Mapholoba for their “decisive leadership” that had made this MOU and estuary project possible.
Vermaak believes if KIG's public/private partnership with the municipality is successful, it can become a model for South Africa.
“We say no municipality will survive if they try to do so on their own. There are just not the skills or resources. Private/public partnerships are the way to go.”
