To achieve sustainable high performing organizations, 21st century leaders must use a contemporary approach to optimizing their human capital. Today’s generations of industry professionals require new and innovative leadership practices. In the case of San Diego’s Airport Authority, our focus is firmly on the practices we believe are essential to the continuing success of our organization. Using an innovative approach toward futuring enabled us to develop a unified vision and clarity around the financial realities of our business. Utilizing visualization methodologies helped our employees understand how their work contributes to our organization’s success. This resulted in over 7 out of every 10 employees clearly understanding their role’s importance in our operations, which is up from less than 1 in 5 employees prior to “strategically engaging” our employees. These results compare favorably with published reports indicating that approximately 7 in 10 U.S. employees are not engaged in their work. To supplement this work, we are building leadership competence at every level. Next, we are working on partnerships with our stakeholders (airlines, concessionaires, community partners, and governmental agencies) to help enhance the customer

experience through the human performance required for a 21st century airport ecosystem. As we plan for our future, it is important to recognize that our workforce demographics will shift in the coming years and with it will come not only changes in the makeup of our workforce but also changes in the ways we work. We all know the truth in the words shared by Angela Gittens in her speech at the September ACI Annual World Conference in Calgary: “Airports are diverse and diversified businesses, with different physical, geographic, and climactic conditions . . . and different traffic, passenger, shipper, and community demographics….” At the same ACI World Conference, we heard from airports as diverse as Montreal, Dubai, London City, and San Diego. While each of our stories context may have been different, focusing on what we all had in common was enlightening. From each airport’s presentation, the common opportunity was our individual and collective need to maximize the ROI of every available organizational asset, including our human capital. Regardless of where we work, factors that will influence how we work include: demographic shifts, talent migration and technology changes, as well as consumer and employee expectations of organizations. While we all recognize the value of the airport industry to local, national and global economic vitality, an airport’s human capital serves as each organization’s engine. This is a story which needs to be told to employees and prospective employees as well as we tell it to our business and governmental leaders. In fact, human capital is really the equivalent of an organization’s capability. Clearly business in the 21st century is conducted differently than it was in the 20th century. In order to be as successful in the future as we have been in the past, every organization needs to strategically engage their workforce in the most important priorities to ensure sustained individual and organizational success.

As well, ACI World has entered a joint project with the Civil Aviation Navigation Services Organisation (CANSO) to build on the ACI-Europe joint project with EuroControl to advance the use of Airport Collaborative Decision Making at busy airports around the world, a feature that will help aviation partners optimize their operations under normal conditions and better respond to and recover from irregular operations. Most recently, ACI supported ICAO’s Aviation System of Block Upgrades (ASBUs) at ICAO’s 12th Air Navigation Conference, which is based on the notion of a harmonised architecture to connect the global air navigation system in the face of air traffic modernisation efforts in many countries. In a similar vein, earlier this year, ACI participated in a Ministers’ Roundtable on Volcanic Ash Cloud and other Crises which included ministerial level participants from Russia, Norway, New Zealand, the United States and Germany to develop contingency plans in the event of significant failure in the air transportation system. In the realm of Security, ACI engaged with appropriate parties in the run-up to the ICAO High Level Conference on Aviation Security such that the outcomes were acceptable to airports. Much work at the committee and regional levels was necessary to support a positive result. As well, this teamwork helped bring about a

more rational approach to the issue of European Union restrictions on the carriage of liquids, aerosols and gels. 2012 has been a watershed year for raising the profile of airports worldwide and getting the airport voice heard among those of other aviation stakeholders on the international stage. We look forward to further building on this success and in mining the opportunities for collaboration with these other aviation stakeholder to address the challenges facing the industry. Thanks go to our leaders on the World and Regional boards, to our Members whose sense of commitment to one another makes us all stronger, and to our staff that work hard and work smart. The City of Quito Awards The “Grand Collar Luis Hector Chislain Baron of Carondelet and Medal” to Philippe Baril On 6 December 2012, The City of Quito awarded the “Grand Collar Luis Hector Chislain Baron of Carondelet and Medal” to Philippe Baril, President of Quiport and President of the Airports Council International LAC, the Grand Collar and Medal Luis Hector Chislain of Carondelet and Baron of Carondelet, is destined for outstanding foreigners whose activities have benefited the city of Quito and the country. The ceremony took place during the Municipal Solemn Session at the Sucre National Theater, where the venue was transformed into an official Palace. The Municipal Solemn Session is the most important ceremonial act celebrated in the city only once a year at the commemoration of the 448 founding of the city, for which the President of the Republic Dr. Rafael Correa, and the leader of the Congress are present to honoured the award request.

ACI Congratulates IFALPA on its Move to Montreal: reinforcing Montreal’s position as the world aviation capital On 6 December 2012, ACI Director General Angela Gittens presented a plaque to International Federation of Airline Pilots’ Associations (IFALPA) to congratulate the pilots’ organization on its move to Montreal and the opening of its new office on McGill Street, close to ACI. This move demonstrates again that Montreal is a powerful magnet for international aviation organizations, to provide ready access to ICAO and to all the other international organizations.

ACI Scores Major Success at ICAO Air Navigation Conference The Conference , which was held in Montreal from 19 to 30 November, deliberated ICAO’s proposals for the “Aviation System Block Upgrade” (ASBU) approach to creating the future Air Navigation system and a revised draft Global Air Navigation Plan. The 21st ACI-LAC Assembly, Conference and Exhibition, Puerto Vallarta, Mexico by John Webster, Senior Manager, Global Training

The 21st ACI-LAC Assembly, Conference and Exhibition was held from 10-13 November 2012 in Puerto Vallarta, Mexico and graciously hosted by Grupo Aeroportuario del Pacifico (GAP). The main theme of the conference was “Managing a Sustainable Growth”. The Conference was well attended from representatives of member airports throughout the Caribbean and Latin America. The topics discussed were sufficiently diverse to address the areas of interest to airport managers in the region. Some of the panels of greatest interest included: 1. Collaborative Work among the Industry: Key to Manage a Sustainable Growth This session had panelists from the airports, airlines and local tourist agencies to discuss how collaboration is fundamental to operate in a growing market, considering economic, social and sustainable perspectives. The areas that were analysed were that of capacity, infrastructures, services, costs, regulations and several other components. 2. Generating Revenues to Fund Airports Capacity Development Given the 9% growth of passenger traffic in the region, airports need to develop and enhance airport capacity. This session explored the best practices in commercial concessions management and other non-aeronautical revenue generation activities for airports to become financially independent and economically sustainable. 3. Enhancement of Airport Services: A Way Forward to Attract New Airlines Airports operate in a highly competitive environment and in order to grow, they have to focus on must maximizing their potential market share in catchment areas shared by other competitors. This session looked at the importance of airports providing the required infrastructures and competitive services for developing and attracting existing as well as new air airlines.

4. Traffic Growth and Safety: Initiatives to cope with the Challenge In this session, important initiatives such as the ACI Airport Excellence (APEX) in Safety programme were presented, which showcased how ACI and ICAO are working closely together in order to enhance the safety levels required to cope with traffic increases in the region. Another session that received high levels of participation and interaction from participants was the presentation, “Customer Service: Moving from Ordinary to WOW” delivered by Joanne Paternoster. Her session focused on how excellent customer service provided by an airport (which includes all stakeholders working at and within the airport) needs to match customer perceptions and needs. In doing so, the customer will be delighted by great service, the airport’s image will be enhanced, and employees will be more engaged, which will all have a positive impact on net revenues and sustained growth. The conference was a great success, with informative panel discussions held at a wonderful venue suited for networking opportunities with World Business Partners and other airport employees in the region who share common goals and objectives. Passenger Traffic Slows to 2.3% Growth in October as Air Freight Stagnates Global passenger traffic showed only modest gains for the month of October. While emerging markets in AsiaPacific, Latin America-Caribbean and the Middle East all posted gains of over +5%, the economic slowdown in North American and European markets resulted in almost no change in year-over-year passenger traffic. Adding to this fact, many major North American airports along the eastern seaboard were temporarily crippled by Hurricane Sandy. Miami (MIA), New York (JFK) and Newark (EWR) all faced declines of -3.2, -3.8 and -8.3% respectively, which was attributable mainly to the hurricane. On the other hand, a few key international airports in emerging markets continue to have buoyant traffic increases helping to maintain a global growth trend in positive territory. Singapore (SIN), Istanbul (IST) and Jakarta (CGK) continue to experience double-digit growth rates. According to the World Trade Organization, the expansion of world trade will slow to 2.5% in 2012 as a result of slowing global output, which is down from 5.0% in 2011. With an overall slowdown in the movement of goods across borders, international air freight has contracted by -1.2%,

while total freight remains flat. Several major international freight hubs experienced sharp declines in air freight traffic. Major hub airports such as Incheon (ICN), Paris (CDG) and Anchorage (ANC) observed year-over-year declines of -1.9, -5.0 and -13.1% respectively. Conversely, the volume of domestic freight traffic, has increased by +1.8% in the month of October. ACI World’s Economics Director Rafael Echevarne commented, “As we approach the end of 2012, global air freight traffic is expected to be flat as compared to 2011. Order shipments of high value added goods, which make up a large component of the volume of international air freight, have been curtailed in tandem with the slowdown in international trade. While passenger traffic shows signs of deceleration, this is in line with ACI expectations for the year. That being said, Hurricane Sandy has impacted the overall growth trends for the month of October. Regardless, it’s impressive to see the overall global resilience of passenger traffic in spite of the Eurozone crises, fiscal cliffs and other economic uncertainties among which airports operate.”

Angela Gittens, Director General, ACI World Accepts ACC Aviation Award of Excellence and Launches Airport Passenger Advocacy Project

On 8 November during the Airport Consultants Council (ACC) Annual Conference & Exposition awards luncheon in Bonita Springs, Florida, Angela Gittens, Director General, ACI World accepted her award as recipient of the 2012 ACC Aviation Award of Excellence. Angela Gittens was selected as the recipient of this award because of the extraordinary breadth of her contributions to the aviation industry, her ability to be a strong advocate on behalf of many aviation stakeholders and her leadership on local, federal and global levels. During her acceptance speech, Angela Gittens announced the launch of Airport Council International’s Passenger Advocacy Project to help safeguard the interests of the passengers at airports. This program was unanimously supported by the world’s airports at ACI’s 22nd World General Assembly in September 2012 in Calgary, Alberta, Canada and will see ACI work with airports around

the globe to establish and implement recommended practices and guidance materials with the goal of providing airport passengers with the highest possible levels of customer service and assistance. The program will seek to establish globally accepted minimum levels of customer service in order to help passengers during flight disruption or irregular operation, including in instances when passenger travel is disrupted, whether due to weather, aircraft mechanical problems or other causes, such as due to the abrupt cessations of service resulting from airline bankruptcy. As most passengers can attest to, when there is a lack of timely and accurate information provided by airlines, the result is confusion and anxiety. The passenger is left with no one to care for their immediate needs or welfare, including assistance with the timely continuation of their journey. ACI and its member airports have voted unanimously

The efficient facilitation of passengers through airports is essential particularly since the number of passengers travelling globally is expected to double to 10 Billion per year by 2029.”

Airports Council International (ACI) Signs Joint Declaration on Air Navigation Service Infrastructure On 15 November during the ALTA Airline Leaders Forum 2012, the largest event of its nature in the Latin American and Caribbean commercial aviation industry, Angela Gittens, Director General of ACI World signed the ACI, ACI-LAC, ALTA, CANSO, IATA Joint Declaration on Airport and Air Navigation Service Infrastructure in the Latin American and Caribbean Region. According to Angela Gittens, “Airport traffic in Latin America is growing very fast and this is placing tremendous pressure on infrastructure capacity in the region. According to ACI’s 2011 World Airport Traffic Report, growth in Latin American airport traffic was 8.5%, which is far above the world average of 5.3%. With airports playing an important role in the economic and social vitality of nations, governments should facilitate and encourage the growth of aviation and the airport infrastructure necessary to accommodate passenger traffic. In addition, government regulation should be sufficiently flexible to enable an industry as dynamic as aviation to grow and adapt in response to new technologies and traffic

fluctuations, especially in light of passenger traffic forecasted to double and hit the 10 billion passenger mark by the year 2030.” The joint declaration urges Latin American and Caribbean Governments to acknowledge the vital role of aviation in social and economic development; provide a fertile environment for the development of air transport infrastructure to accommodate growth based on regional needs and operational requirements; provide economic oversight; reinvest aviation revenues into air transport infrastructure; and refrain from taxing national or multinational aviation when taxes are not reinvested in aviation development. More specifically, the declaration urges Latin American and Caribbean Governments to: • Facilitate the timely development of air transport infrastructure in order to accommodate the growth of the air transport industry and ensure the social and economic benefits that aviation brings;

18 ACI World Report – December 2012 • Provide effective economic regulatory oversight to attract the much needed investment in air transport infrastructure whilst maintaining the competitive advantages of air transport; • Encourage the development of sustainable air transport infrastructure commensurate with the actual needs of the regions served and based on operational requirements of the airlines that use the infrastructure; • Apply the revenue generated from aviation for the development of air transport infrastructure, while

maintaining compliance with ICAO polices; • Refrain from imposing taxes on aviation on a national or multinational level which are not reinvested into aviation development. The declaration was signed by the leaders of ACI World, ACI Latin America-Caribbean, ALTA (Latin American and Caribbean Air Transport Association), CANSO (Civil Air Navigation Services Organisation) and IATA (International Air Transport Association).

Highlights from the 197th Session of the ICAO Council by Michael Rossell, Director, ICAO Relations, ACI World

The 197th Council Session comprised eight meetings between 29 October and 14 November and agreed a number of developments related to the three Strategic Objectives. Safety – the Secretariat had been working closely with States where audits had identified significant safety problems, and was able to announce that there had been improvements in many of them: but, further work was needed in others and Council supported the continued progress. However, Council was less willing to agree on reporting of problems to the public, despite an Assembly Resolutions supporting greater transparency, so delayed the introduction of an appropriate mechanism until 2014. Council did, however, support a move from a cycle of audits to a process of continuous monitoring and this could be an area where ACI’s APEX in Safety programme could help States meet the required standards for airports. Security – the Council reviewed the positive outcomes from the High-level Conference on Aviation Security held in September and adopted Amendment 13 to Annex 17 which included a provision on combating the insider threat by requiring checks on all staff entering secure areas, and on measures to enhance cargo security. The measures would come into effect on 15 July 2013. Environmental Protection – the most politically charged area of work in the Council currently surrounded the development and introduction of market based measures to account of emissions of

carbon dioxide from aircraft. The Council welcomed the technical progress that had been made by the Secretariat, with the support of international experts (including ATAG) and agreed that the more political issues should be dealt with by a High Level Group of senior officials from 17 States. The first of these meetings would be on 11 and 12 December. The Council agreed the final Agenda for the 38th ICAO Assembly to be held from 24 September to 4 October 2013. It also agreed to establish a Regional Sub-Office that would focus on Air Traffic Management issues. The Sub-Office would be established at Beijing Airport and expected to open in May 2013. The office would be managed by an ICAO appointed Chief but manned largely by locally appointed staff from Asia Pacific States. The next Session of the Council would be held from 18 February to 15 March 2013.

The ICAO Council is made up of Representatives from 36 States, elected by the triennial Assembly. Council Sessions are held three times each year to perform both the Mandatory functions set out in Article 54 of the Chicago Convention and the Permissive functions of Article 55. Meetings thus cover a very broad agenda of subject matter, which ranges from development of international civil aviation policy to oversight of Secretariat budget, spending and management.

ACI ACRIS Project Reaches Cruising Speed in London

by Arturo Garcia-Alonso, Assistant Director, Facilitation and Airport IT The 12th meeting of the ACI Aviation Community Recommended Information Services (ACRIS) project took place in London, UK and was hosted by LHR Airports Limited. The meeting included 51 participants representing 7 airport operators, 2 International Air Transport Association (IATA) airlines, 1 Civil Air Navigation Services Organisation (CANSO) member, EUROCONTROL, and 10 vendors and service providers. At the meeting, the ACRIS project achieved a significant outcome in terms of participation, stakeholder collaboration and airport wide coordination. At the start of the meeting, colleagues from LHR delivered a set of presentations to explain the ACRIS Semantic Model concept, an information service design methodology that helps improve the efficiency of ACRIS principles. The group was then divided into two streams to better study the main ACRIS use cases and priorities: Airport Collaborative Decision Making (A-CDM) and Bag-Drop process. A-CDM Common Situational Awareness work stream The main points discussed were: • Overview on the ACRIS Proof of Concept for Common Situational Awareness in the Airport CDM environment. • Update of the SESAR Fast Track 10, and information services under the EUROCONTROL framework for network CDM. • The main actions of this work stream were: • Conduct a conference call to study the proposals with core-group leadership • Review the content of the EUROCONTROL Data Model versus the ACRIS semantic model • Conduct a meeting in early December to study requirements from SESAR Fast Track 10 versus ACRIS requirements

Self-Service Bag Drop Web-Services Work Stream For this stream, a joint ACI-IATA core group was established, with members from both the IATA Common Use Web Services Technical Solutions Group and the ACI ACRIS Working Group. The main points discussed were: • •

Use of the Semantic Model for Baggage, a project segment delivered by LHR airport, in collaboration with IATA and ACI. Agreement on milestones, timelines and deliverables, to define a simple set of web-services that would cover the most important requirements for airlines and airports.

The baggage core group meeting had a tremendous success in terms of participation, involvement and motivation. The collaboration with IATA and its member airlines has provided additional value to the draft definitions and discussions. Additional Services and actions A number of new web services initiatives for the group’s catalogue were presented, dealing with Asset Management, Passenger Identification and Parking Management. The group agreed to start working in Asset Management services in 2013, keeping A-CDM and Baggage as the top priorities for the catalog. In addition, members expressed interest in updating the ACI ACRIS RP502A10 to include references to Aviation Community instead of Airport Community, and to define the structure for maintenance and revision of the ACRIS Semantic Model. The hospitality and contribution showed by LHR Airport Limited management was outstanding, hosting a 2-day meeting of more than 50 participants and also for the time and effort dedicated by LHR staff to contribute to the meeting. This meeting has proven the strategic importance of the ACRIS initiative for the aviation industry, and the great opportunities ahead to standardise information

Airports and Succession Planning by Kevin Caron, Assistant Director, Global Training

Airport along with other industries take succession planning at the CEO-level as a very serious business. In a recent study carried out by the American Society for Training and Development only 44.5% of various companies polled had a formal succession plan in place and in most cases for top level positions. Now we can all imagine the consequences of failing to plan for the successor for the airport President/ CEO and many airports have recognized they cannot afford to fail in this responsibility. Middle management levels and technical positions, however, are often overlooked, with potentially disastrous consequences. Imagine that as of tomorrow your airport safety manager is no longer with the airport; do you have a plan in place to replace her? Will this have a large or little impact on the airport’s safety department? Look around your airport and ask yourself these questions: 1. How many of the people doing middle management work are age 55 or over? 2. How long will they be with the airport? 3. Who will replace them (internal or external)? 4. How will you identify the replacements? 5. What will you need to do to prepare them (training and skill development)? An increasing popular trend is the use of mentoring programmes in which senior staff are used to help bring newer airport employees up to higher levels in skill and responsibility. That being said, you must carefully select mentors and train them in the art of mentoring. Recognizing this complex set of challenges and taking the steps to carry out a succession plan assessment and development programme now, may head off a real crisis in leadership and general staffing five years down the road.

Baggage Screening Training for the Bangladesh Civil Aviation Authority by John Webster, Senior Manager, Global Training

ACI in collaboration with our World Business Partner (SGS) have been asked to provide Baggage Screening training for approximately 100 persons from the Civil Aviation Authority of Bangladesh (CAAB). This training programme provides participants with image analysis training for both cargo and airport scanners. It is a unique classroom course that is delivered via the traditional classroom method as well as utilizing computer based training (CBT) simulator. The use of both methods ensures that operators of baggage screening equipment have a full understanding of the operational and safety functions of the equipment. It also ensures that image analysts develop the necessary skills and abilities to analyse images to the highest standard, thereby increasing the chances of detection of prohibited or dangerous items. To date, ACI has provided CAAB with 7 classes for a total 100 students. The feedback from the course has been very positive and has been rated very highly by

participants. As per Mr. Ataul Islam, Director/Principal at the Civil Aviation Training Center in Dhaka, Bangladesh: “CATC (Civil Aviation Training Center), Dhaka Bangladesh is conducting the course on Baggage Screening, Image Analysis in joint collaboration with ACI. We are very much pleased with the course provided by the ACI instructor as well as the quality of the training material and its presentation. The training is highly effective in meeting our needs”.
