As Chair of the Board in our 65th year as a chapter, it's been an incredible journey. As this remarkable year comes to a close, it's time to reflect on ABC Keystone's many achievements in 2024.
We've met and exceeded expectations in many areas:
Retention: 88%, exceeding the national ABC average and on track for chapter growth.
Growth: 76 new members, on pace to meet our growth target.
Construction Wars: Two successful events, engaging over 400 middle school students, with more applicants than we could accommodate.
Economic Breakfast: Attendance soared to 587, surpassing last year's record by 38 participants.
Apprentices: 508 apprentices in total, with 86 graduates.
Event Attendance: 3,323 members attended networking events.
Educational Offerings: 125 classes served 1,910 members.
Safety Offerings: 66 classes served 571 members. These numbers speak volumes, but what else have we accomplished?
We launched our inaugural Safety Summit, a success both economically and in terms of attendance, with 136 participants. This event also highlighted the all-important need to support the total human health journey of our workforce and their families, addressing health and mental wellness challenges in the industry. As we face rising rates of suicide and substance abuse, this effort is crucial to our members and their families. We must do better!
We also hosted our first Technology Conference, another financial success with 123 attendees. This event provided valuable technology insights from speakers and sponsors, advancing our goal to help our members adopt and implement new technologies. We took a significant step forward by creating a 2025 Technology Committee to provide research, information, and training that will further support our members' technology needs.
Additionally, in 2024, we:
• Passed two key pieces of legislation: driver's license reform and the Clean Slate law.
• Stopped 10 unfriendly bills.
• Signed 7 new articulation agreements, expanding our reach with educational institutions, and enacted our first dual enrollment agreement with a high school. It's essential to continue guiding younger generations toward successful careers in the trades, so they can help build our communities and our nation.
- Continued
• Rolled out a new website for better access to information.
• Ran a successful marketing campaign to educate the public on the downsides of Project Labor Agreements (PLAs), while collecting valuable data to support our case for the merit shop workforce model.
Reflecting on ABC Keystone's annual accomplishments fills me with pride and gratitude. The past four years have underscored how critical our work is to the success of our members and the entire industry. What ABC has achieved, both at the state and national levels, is truly remarkable.
It has been an honor to serve as your Chair, and I want to thank David Sload, our CEO and President, the ABC Keystone staff, the board, and, most importantly, our members for making this year a tremendous success. Special thanks also go to Steve Conway of Pyramid Construction, my good friend and the outgoing Chair from 2023, for his unwavering support.
Lastly, I am excited to pass the torch to our incoming Chair, Guy Kingree of Benchmark Construction. With his passion and commitment, I am confident that 2025 will be another exceptional year for ABC Keystone.
Thank you for your continued support!

As you receive this month’s issue of The Spokesman, the Keystone Chapter is wrapping up an incredible year in 2024. We want to begin by expressing our gratitude to John Lehmann, our 2024 Chair of the Board, for his leadership throughout the year. Be sure to read his article this month to learn about the many successes we’ve celebrated.
These accomplishments would not have been possible without the commitment and hard work of our dedicated Board of Directors. We are grateful for their time, effort, and leadership in driving our strategic initiatives forward. Most importantly, we extend our deepest thanks to you, our members, for your active participation in events and initiatives. Your involvement has helped promote the merit shop philosophy, expand workforce opportunities, and navigate complex legislative challenges at both the state and federal levels. It is because of you that Keystone is recognized as a high-performing chapter.
It has been a true honor and privilege for our staff to serve you in 2024, and we are excited to continue serving you in 2025. As we look to the new year, we are pleased to welcome Guy Kingree, of Benchmark Construction, as our incoming Chair of the Board. We look forward to the vision and leadership he will bring to the chapter. In our January issue of The Spokesman, we’ll provide a detailed introduction to Guy. For a more personal introduction, join us at the 2025 Inaugural Gala on January 10th at the Lancaster Marriott.
2025 promises to be a year of growth and new opportunities for the Keystone Chapter. We will continue to promote the Merit Shop and Free Enterprise philosophies while addressing new and ongoing legislative challenges. Workforce development will remain a key focus as we work to expand opportunities for young people, the underemployed, and those re-entering the workforce. New strategic initiatives will be introduced, all aimed at advancing our industry.
To get you excited about what’s ahead, here are a couple of teasers: We’ve established a new Technology Committee, which will focus on products, services, and educational resources that empower our members to become industry leaders. Additionally, the IDM Committee will take on the “Total Human Health” initiative, recognizing that a healthy workforce is a productive and happy workforce. ABC is committed to ensuring our members have a well-trained, healthy, and happy workforce.
So much more is on the horizon for 2025. Keystone is your association, and we encourage you to get involved, stay engaged, and help us continue to grow and strengthen this great industry we call construction. Remember, nothing exists—aside from our natural resources—without those who choose to be involved in the construction industry.

The construction industry is constantly evolving. To stay relevant, companies must continually grow their talent. BY: JIM WILLSHIER, DIRECTOR OF GOVERNMENT AFFAIRS
This November, we saw an impressive voter turnout and clear, widely accepted results at the top of the ticket. While the election of Donald Trump brought good news for many, there are valuable lessons to be learned from the close races and the intense reactions from those who disagreed with the outcome. The hyper-partisan nature of today’s political landscape is not fading, and this means the path to governance for those elected will be fraught with challenges.
As we begin collaborating with our newly elected officials, it's crucial to reflect on how we can stay actively engaged with the democratic process beyond just casting our ballots on election day. ABC members will continue to lead by working with elected officials from both parties to ensure they understand the issues facing our industry.
We know that, left unchecked by the influence of external political forces or personal biases, many in power will adopt a limited and often distorted view on policy. Unfortunately, we’re also facing growing
debates about whether problems even exist at all. We need to break through the noise by continuously engaging with our elected officials—through meetings, letters, phone calls, or social media—to amplify ABC’s collective voice. The message that needs to resonate is that we are all advocating for the future of Pennsylvania’s workforce and the American Dream.
The road ahead in Harrisburg in 2025 will be steep. Resistance and misunderstanding of our message from the state legislature are significant obstacles, but polling, community conversations, and voting patterns show that our policies align with the public’s interests. We must stay engaged to ensure our voices are heard after the election. Not only do we represent 90% of Pennsylvania’s construction workforce, but we also represent the majority of the state’s voters and taxpayers.
Legislators will only hear this message from you. Please use the ABC Action app and work with our government affairs program to make it happen.

PENN COLLEGE TEAMS SHINE AT ASC REGION 1 CONSTRUCTION MANAGEMENT COMPETITION, BRINGING HOME FIRST-PLACE HONORS AND VALUABLE EXPERIENCE.
From November 15-17, Penn College proudly sent two teams to Albany, New York, to compete in the Associated Schools of Construction (ASC) Region 1 Construction Management Competition.
The Preconstruction team addressed a high-stakes museum renovation project in Connecticut, presenting deliverables such as staffing plans, schedules, safety plans, cost estimates, and constructability reviews.
Their exceptional performance secured first place among seven schools and feedback to enhance future efforts. As a subcontractor, the Heavy Civil team constructed six North Carolina bridge spans. A young team (composed of one senior, two juniors, and three sophomores) faced the challenge head-on, gaining valuable experience and recognition from the judges as one of the best presentations they had seen. Team member James Fretz noted, "This is a great
learning experience. It stretches what we learn and forces us to adapt and learn new things quickly. I will be doing this again next year!"
Both teams continued the Penn College Construction Management program's track record of success at competitions and showcased the student's commitment to learning, teamwork, and professionalism.
Next up! The ABC Construction Management Competition in February!
On November 1, twenty-six CMA members participated in a local mission project addressing critical needs in under served nations. The students packed 9,500 meals and 448 medical kits as part of their efforts. Each meal bag containing rice, lentils, and dehydrated vegetables provided six servings, while the medical kits included essential items such as gauze and hygiene supplies. These provisions will be distributed by Kids Around the World to communities in the Dominican Republic, Uganda, and Ecuador.
The Dominican Republic holds particular significance for many construction management students, who have previously engaged in hands-on projects through the Dominican Republic Global Experience, Cultural and Service Learning Class. During these visits, students have contributed to building homes, distributing water filtration systems, and delivering other essential services. This experience enhances their professional skills and deepens their understanding of global challenges while making a meaningful impact on the lives of those in need.
A group of CMA leaders and their advisor were thankful to be invited to attend the 2024 ABC Keystone Excellence in Construction Awards. The group included current and future leaders and many 2023 ABC Construction Management Competition team members. The event provided an excellent opportunity to witness industry excellence with many of the firms our members will be interning and working with. Students enjoyed engaging with familiar faces and building new relationships within the construction industry. Thank you to ABC Keystone for the opportunity to participate in this exceptional event!
If you have an interest in presenting to the group, or know of an opportunity that would help broaden the perspective or ready the next generation of our industry, or have any questions about CMA or the Construction Management program at Penn College, please get in touch with us:

ABC Keystone, as the country’s third largest ABC chapter, is one of over 50 chapters that offer registered apprenticeship training. We’re also one of the very first chapters to move to daytime classes and utilize full-time instructors. We continue to raise the bar because your company and your employees deserve the best education possible. Recently, our instructional staff spent a weekend with two instructors from the American Council on Construction Education (ACCE), an organization that promotes, supports, and accredits quality construction education programs. Typically, such programs are in colleges and universities. ABC Keystone, however, wanted next-level professional development for our instructors and brought ACCE to our chapter to provide their “Teaching & Learning Practitioner Certification Program.” The mission of the TLP Certification program is to provide construction educators and industry professionals with the opportunity to improve their teaching
practices and curricula while gaining a credential that can be recognized industry wide. The vision of the TLP Certification program is to provide a teaching certification that can help show construction education institutions that the holder has achieved a minimum level of knowledge in teaching. The TLP credential, coupled with industry experience and formal education or training indicates that the holder is serious about educating students and possesses a background in instruction. The certification is 16 hours of instruction including quizzes and a proctored final certification exam. Upon completion, the instructors will receive ACCE Professional Development Program Certification and use the “TLP” designation behind their name. We’re proud of our instructional staff and their dedication to improving their skills.

When I graduated high school, I knew I wanted to work a day job where I could help people and grow professionally. I started from the ground up, getting my insurance license at age 18. I worked my way up to a Client Executive position by shadowing and jumping in at the opportunity for a new challenge.
