Prosperity, policing and public/private partnerships were among Abbotsford Mayor George Peary’s annual breakfast address Thursday morning. The presentation centred on the three aspects of a sustainability triangle – social, environmental and economics. He praised the Abbotsford Police force for its efforts to reduce crime. Last year, Abbotsford averaged 69 offences per 1,000 residents, well below other cities including Surrey, Pitt Meadows and the township of Langley. “The 2010 data will see that rate drop even farther.” He also noted the police work in the community to educate students about the dangers of gang involvement. He highlighted social successes, including the Harmony Flex townhouse development on McKenzie Road, which allowed lower income families to purchase a home, including a basement suite designed for people with disabilities; the recently announced apartment complex for homeless men, to be run by the

Mayor George Peary predicted a decade of prosperity at his annual mayor’s breakfast event, held at the Ramada Plaza and Conference Centre on Thursday morning. Kinghaven/Peardonville House Society; and a new, 41-unit supportive housing project for women and their children. Peary also addressed the debate surrounding the proposed public private partnership for a new water source and treatment centre involving Stave Lake. Abbotsford council is scheduled to discuss and vote on a revised proposal that could see the city apply for a $66.5-million grant from PPP Canada, which

represents 25 per cent of the now-downsized project, worth about $284 million. (Mission recently backed away from a joint project, valued at $300 million.) Peary told the crowd “red flags” have been raised by the national CUPE (Canadian Union of Public Employees) office and “people from the extreme left.” He maintained that despite private involvement, control of the water would remain with the city. “The water will be owned

by the City of Abbotsford. The plant will be owned by the City of Abbotsford,” he stressed. He called the proposed 25-year contract to operate the facility a warranty that would protect the city. He also defended other P3 projects, including the Abbotsford Regional Hospital and Cancer Centre. Peary quoted the provincial auditor general’s report that stated the P3 hospital created “$39 million in savings to the public purse.” Peary also called Auguston school, which was built by the developer who created the community, as Abbotsford’s first P3 project. “I am a fan of public private partnerships because I know they work,” he said. Peary also stressed the need to protect the environment. “We must all become environmentalists. Abbotsford’s You Say Party (YSP) has decided to call it quits. The new-wave, dance-punk band announced Thursday on its website that the members will be taking a hiatus from their music. “Call it a break. Call it whatever you want. It’s been a hard year for us,” read the message posted by bassist and founding member Stephen O’Shea. The announcement came almost one year to the day after the death of YSP’s drummer, Devon Clifford, who suffered a massive brain hemorrhage while on stage during a performance in Vancouver on April 16, 2010. It also follows the recent premiere of the music video for Laura Palmer’s Prom on Much Music. The video was shot in Abbotsford last summer and features an appearance by Clifford. “We’ve experienced wonderful support from people. But you gotta listen to your body and your mind when it begins to revolt against what you think it is you have to do,” continues the online message.

Volunteers conducted a lengthy survey, asking homeless people their age, home community, reasons for being homeless, sources of income and other questions. That information has yet to be tabulated, and a more detailed report produced. But he said there is reason to celebrate the substantial reductions in Abbotsford and Mission. Even before the official count began, the anecdotal evidence showed fewer people living on the streets in those communities. “Some of the services that have been provided seem to be working,” he said. “That’s why the programs are there.

There are outreach programs in all communities designed to connect homeless people with programs and services.” Van Wyk said two new operations in Mission – a new 24-hour emergency shelter and a second-stage housing facility – appear to have had a dramatic effect in reducing the number of people forced to live outdoors. Abbotsford has two new housing projects coming on stream directed at homeless people and those in danger of becoming homeless. One is for 30 men at the Kinghaven site, and another for 41 women and their children on Clearbrook Road, on city-owned land at the same site as Matsqui Recreation

The Abbotsford school district will not be facing the same major cuts that it had to make last year, according to the 2011/12 preliminary budget. Secretary-treasurer Ray Velestuk said the projected deficit is currently sitting at about $500,000, but adjustments will be made before final approval on May 30. “I don’t anticipate having any difficulty meeting a balanced budget this year,” he said. Preliminary projections call for total revenues of $158,975,000, compared to $159,471,000 in expenses, accounting for a deficit of $496,000. Velestuk said decisions on any necessary adjustments will be made once more definitive

revenue and spending numbers come in, but he said no major cuts will result. Last year, the district faced a $6-million shortfall. The biggest impact was to staffing, with more than 70 positions eliminated. Of the almost $159 million in revenue for 2011-12, $150.6 million comes from operating grants. This includes $129.1 million in perstudent funding, based on a projected total enrolment of 19,100. Projected expenses include almost $113 million for salaries, accounting for 71 per cent of the preliminary budget. Another 17 per cent is dedicated to benefits, and 12 per cent goes to supplies. The number of homeless people in Abbotsford and Mission has been cut virtually in half, according to a recent one-day snapshot. The Fraser Valley Regional District (FVRD) and Mennonite Central Committee (MCC) have released preliminary results from the 2011 count. Volunteers across the FVRD communities visited shelters, soup kitchens, homeless service providers, and doorways to get a picture of the homeless population during a 24-hour period that started March 15 at 10 p.m. The 2011 count found 117 homeless in Abbotsford – down from 235 in the 2008 count. Similarly, Mission’s homeless population plunged from 100 in 2008 to 54 in 2011. Across the region, the homeless population dropped from 465 to 345 – a 25 per cent reduction. “That’s due to a lot of incredibly hard work by agencies and volunteers,” said Patricia Ross, the FVRD chairperson. “We need to celebrate the successes we’ve had.” Ross said municipalities across the Lower Mainland have put more focus on homeless initiatives. waste, and Larry Wiebe, owner of Vedder Transport who is in the process of replacing 50 diesel transport vehicles with natural gas units. Peary also discussed economics, noting in 2009/10 Abbotsford received a total of 80 grants worth $105 million, which he said has helped build the community. He pointed to a sharp increase in building permits as a sign of continued success in Abbotsford. In 2009, the city issued $156 million worth of

permits. That number jumped to $207 million in 2010. “I’m predicting, with confidence, that we’ll hit $300 million in 2011.” Other initiatives, including examining the possibility of leaving the Fraser Valley Regional District, agricultural and public transit strategies, have put Abbotsford in a good position, according to Peary. “We are setting ourselves up for the next decade of prosperity.” Will Peary play a role in that future?

He said people are always expressing their resentment, but rarely their appreciation. He invited the public to contact him, and express their thoughts about the job that has been done. He said he wants to hear from the community before the fastapproaching municipal election in November. Peary said he has a big decision to make – whether to continue to invest his time on behalf of Abbotsford, or “become a better grandfather to my grandchildren.”

There are still unanswered questions. He said the volunteers conducting the count found that many of the places in Abbotsford where homeless camps had been were cleared of trees. That leaves the question of whether some homeless people had been simply displaced. Not all the news was good. The eastern communities in the FVRD all experienced increases – Chilliwack from 98 to 111, AgassizHarrison from 12 to 20, and Hope from 20 to 43. Ross found the

increase in Hope particularly surprising, because a 25-bed shelter recently opened there. “It’s puzzling. We have to look at why – what’s behind the numbers,” she said. “There’s a ways to go. There are still people out there who need our help.” Homeless numbers T The most common age group among homeless people is 25-34, making up 26 per cent. There were 2.9 per cent of the homeless population found to be under 15. T More men than women are homeless, the gender divide being 55 per cent male, and 45 per cent female. However, preliminary results show the percentage of homeless women appears to be on the increase in the

region. T On the day of the count, 78 per cent of those considered homeless were without shelter, and 22 per cent were sheltered. T 44 per cent of homeless are on welfare. Almost 19 per cent have no income, while 1.7 per cent were employed full time. T 46 per cent reported having health issues, and 53 per cent of those have multiple health conditions. T 27 per cent have an addiction. T 6.3 per cent have mental illness, and 6.8 per cent have a physical disability. T When asked: “What will end homelessness for you,” 38 per cent said affordable housing, 18 per cent employment, 17 per cent higher income and nine per cent overcoming addiction.

On Point On Sunday, April 6, 2008, Darcie Clarke returned to her Merritt trailerhome after a weekend away, and found the cold bodies of her children. Max, aged eight, and Cordon, five, were curled up on a couch. They had been suffocated. Kaitlynn, 10, was in her bedroom wrapped in her favourite blanket. She had been stabbed to death. Their father, Allan Schoenborn, who had been looking after the youngsters, was gone. Ten days later, after an extensive police hunt, he was found hiding in the bush by a man walking his dogs. Schoenborn said he had killed his kids, and wanted to know if his wife had committed suicide. The murders occurred the day after Clarke told her husband their marriage was over. During the first-degree murder trial

that followed, the defence maintained that Schoenborn, suffering a mental disorder, believed the children were being molested – unclear as to by whom – and that he had killed them to save them from further abuse. Yet, there was no evidence to support such a belief, nor that Schoenborn had ever told authorities about it. He had never been diagnosed with a mental illness. The Crown’s theory was that the man killed his children, and posed their bodies, to punish his wife in the most excrutiating fashion possible. The B.C. Supreme Court judge found Schoenborn guilty of murder, but not criminally responsible due to his mental condition. He was sent to the Forensic Psychiatric Hospital in Coquitlam, where his mental status is reviewed each year. Last week, hardly a year after his trial, Schoenborn appeared before a review panel with his lawyer, to request “community access.” It’s time he was allowed out on escorted day trips, he maintained, “to go to the mall for coffee,” and maybe take a swim at the public pool.

If Schoenborn really is out of his mind, he’s not alone. The review board actually granted Schoenborn’s request, at the discretion of the clinical director of the hospital. Now that’s nuts. And then, as the public howls of outrage reached a crescendo, we learned that Darcie Clark is now living in

The revelation prompted Attorney General Barry Penner to announce that officials will reconsider the decision. Among all of the recent offensive abuses of the criminal justice system, this one has to rank at the top.

This case is so wrong, in so many ways. The mental disorder defence should have been discarded like the BS it was. Schoenborn should be sitting in a maximum security cell until he dies. In fact, evil creatures like him are fine justification for a fatal injection. Instead, he lounges in a hospital, which has a review board that actually will consider such a monster’s request to lark about the community – in which his ex-wife lives! The experts weren’t aware of the latter, they said. And that’s so wrong, too. Wouldn’t her whereabouts be a critical factor in any such decision? Penner needs to do more than order these officials to reconsider their appalling decision. They should all be sacked. The entire “review” process needs to be gutted of its touchy-feely PC tripe, and brought to focus on what really matters – like public safety, victims’ rights, and some justice for three dead little kids. For twisted freaks like Schoenborn, there should be no review at all. His sanity is a moot point. The justice system, on the other hand...

A 17-year-old who was out on bail following a drug bust in January was charged this week in connection to Abbotsford’s largest OxyContin bust. The teen, who cannot be named because he is a young offender, was charged Thursday with trafficking in marijuana and OxyContin (a power-

ful painkiller), as well as breach of his bail conditions. He was arrested at the same home where he was busted earlier this year, when he was also found with marijuana and about 100 Oxy pills. Bevan Avenue. A search warrant was executed Wednesday morning by the drug enforcement unit with assistance from patrol division officers and members of the gang suppression unit. Police seized cash, a small amount of marijuana and more than 1,100 OxyContin tablets. MacDonald said the potency of the pills ranged from 20 to 80 milligrams with an estimated street value of $35,000. The seizure compares to a typical bust of around 50 to 100 OxyContin tablets. Two other men – ages 22 and 27 – were stopped as they were leaving in a vehicle. They were found in possession of 80 OxyContin pills and $1,000 cash. Charges of possession for the purpose of trafficking will be recommended against them. MacDonald said the residence served as a drug supply house, operated by the teen, while the two older men were dealers. They are affiliated with a gang, but he would not say which one. He said OxyContin continues to be a coveted drug. Dealers like it because they don’t need to produce it themselves, and it’s a quick money-maker, with an 80 mg tablet going for about $50 on the street. “You can be walking around with $5,000 worth of OxyContin in your pocket and no one would know,” he said. Many of the buyers are gangsters themselves, for whom Oxy has developed a “street cachet” and is associated with status, MacDonald said. A robbery on March 25 at a pharmacy in the 30400 block of Blueridge Drive involved OxyContin, as did one earlier in the year. An attempted robbery at a pharmacy on Clearbrook Road, also on March 25, was staved off when a customer alerted police that he had spotted two men carrying a duffel bag that might have contained a gun. MacDonald said it’s almost certain that the potential thieves were after OxyContin.

Three teens fined $500 each this week for setting a fire at Rick Hansen Seconday last month will not be criminally charged. Const. Ian MacDonald said Abbotsford Police, which investigated the case, opted not to lay arson charges in lieu of disciplinary action taken by the school district in consultation with the boys’ parents. Dave Stephen, communications manager with the school district, said the students have been suspended and “continue to be under review.” The trio – all Grade 12 students from W. J. Mouat Secondary – were each fined this week by Abbotsford Fire Rescue Service (AFRS), which is also considering whether it will try to recoup from them the costs of sending fire crews and investigators to the scene. Fire prevention officer Steve Oldroyd said this would amount to about $1,000 and is similar to what

occurred to three other teens last year after they set off a false fire alarm at Rick Hansen Secondary. In that case, each culprit was charged $300 or $400. Oldroyd said AFRS wants young people to know, particularly at this time of year when grad pranks are prevalent, this behaviour will not be tolerated. “We want to send a message that we have zero tolerance for firesetting (and setting fire alarms),” he said. The recent incident occurred on March 10, when the trio used a lighter to set flam-

Brian Lauer a “Regular Joe” This guy, Darren Weeks, promises all sorts of things to us average Canadians about how we can get out of the “Canadian Rat Race” and on to the “Fast Track” He claims that people can start from scratch and become “Rich” in 5 years or less. He talks about wrestling back control of your finances from the Big Banks and Financial Planners. He says he teaches people how to buy Canadian Real Estate with “No Money Down”, and many other “creative” money making ideas and so on. Every time I used to read one of his ads, I thought, “Who could be dumb enough to fall for this guy’s smoke & mirrors?” Now, I’m going to tell you the raw truth about Darren Weeks and his “How to Get Rich in Canada” stuff. My name is Brian Lauer. I live in Kelowna, B.C. with my wife Donna and our 2 kids. I grew up in Saskatchewan, moved to B.C. in the early 70’s. After doing different jobs in the Alberta oil patch, and then in construction, I married Donna in 1991. A few years after getting married I was out of work for a few months and I decided to get into plumbing. It was pretty rough trying to make it on apprentice wages of only $9 bucks an hour back then – especially with a family to support. Once I got my Plumber’s ticket things were OK, but I always thought I could do better in life instead of just grinding it out 9 - 5. I was doing OK with my plumbing work. But at the end of the day I was always trading hours for dollars – and there always seemed to be more expenses than money in the bank. If I ever stopped working, the money stopped coming in. I had a $15,000 line of credit that I honestly thought I’d never pay off. Then in 2001 I saw an ad for one of these “Free Rich Dad” events. I had read “Rich Dad, Poor Dad” and I thought what the heck, maybe I should be a little more open minded – what can I lose at a ‘free’ seminar anyway? But in the back of my mind I was sure that they were going to try to get me all jazzed up and excited, and then try to sell me some $5,000.00 real estate course. I had told myself that I would only stay at the event until the “pitch” started, then I’d go home. What Donna and I discovered at Darren’s “How to Get Rich in Canada” seminar really shocked us. First of all, I was waiting the whole time for the “other shoe to fall” and wondering when I was going to get “pitched” the expensive Real Estate course. It never happened. The most expensive thing I could buy there was a book – and they weren’t hardly mentioned. What was mentioned were rock solid ideas, tips and strategies that Darren himself has put to use in his own life to create millions of dollars in income and equity in his businesses, investments and Real Estate. The man doesn’t like the Big Banks or Financial Planning companies very much, and he showed us why not. He opened our eyes to a whole different way of thinking about money and wealth – and most importantly, he inspired us to take action and go for it! Within a week of attending that event we decided to make Real Estate investing our

vehicle to wealth (but Real Estate is not the only subject covered at Darren’s events – he also goes in depth about Business and investing). Over the next couple of months we got cracking and started buying our first investment properties. Now, just a few short years later, we have over 29 ‘doors’ (rental units) in B.C. an Alberta and we are looking for another apartment building to buy with our investors. The positive cashflow from our properties is more than enough to replace my plumber’s wages. Now I work at plumbing because I want to, not because I have to. While others in my field are worried about the economy and impending work shortages – all I can see is opportunity! And I know that if anything ever happened to me, we would be just fine with our Real Estate. Not only that, but we learned how to buy them right and at the right price, and our Net Worth now officially makes us millionaires twice over! (Which is sweet revenge for all the snickers we got from friends and family when we first told them what we were up to). Now you might be asking yourself how such a thing could happen to a blue-collar guy like me. The answer is simple. It’s all about learning how real proven and effective wealth creation systems work. I’m not talking about the “late nite t.v.” crap that comes in from South of the border either. The University of the Fraser Valley men’s basketball team is hosting an identification camp on Saturday, April 23. Athletes will be put through drills by the UFV coaching staff, and participate in an officiated scrimmage. In addition to the Cascades coaching staff, multiple BCCAA men’s

The loss left the youthful Abbotsford club winless (0-7) against Premier League qualifying teams, though they did pick up two bonus points for scoring four tries and finishing within seven points

Blake Arthur late of North Vancouver, BC passed away suddenly at home on April 8, 2011 at the age of 57. He is survived by his mother, Dorothy Margaret Vivian, brother, Neil Henry Vivian (Barbara), sisters, Anne Marie McGillivray (Daniel), Cindy Lee Bialas (Walter); nieces & nephews, Daniel, Joseph, Ian, Boleslau “B.J.”, Megan-Anne, Brittany; great nephew Leam & many friends. He was predeceased by his brother, Ian Dougal Vivian; his father, Lawerence “Joe” Vivian; niece Christina LeeAnne Vivian. He was a wonderful man with a big heart and infectious smile. Fedirchuk, William (Bill) Bill Fedirchuk passed away at Abbotsford Hospital on Monday April 11 after a courageous 6 month battle with declining health. The youngest child of Michael and Anne Fedirchuk, he was born on May 25, 1930 and remained on the farm in Ethelbert District (MB), a faithful companion and caregiver to his mother. After her passing he lived and worked in various places, Pelly, SK, Thompson and Dauphin, MB, before moving to Abbotsford BC in 1995 to retire. Bill is survived by two brothers, Peter, Toronto, ON, John (Olivia) Montreal, QC and 2 sisters Effie (Bob) Gauthier, Edmonton, AB, Aileen Tapp of Abbotsford and sister-in-law Iona Fedirchuk of Winnipeg. He is also survived and will be fondly remembered by many nieces and nephews. He was predeceased by his parents, brothers Alex, Metro, Paul, Jimmy, Michael and sisters Mary, Lena and Pauline. POOLE Hubert George Hubert George Poole, 88, passed away peacefully April 11, 2011 at Blomidon Court, Greenwich, NS. Born and raised in Winnipeg, MB, he later resided in Abbotsford, BC. He was the son of the late Arthur and Beatrice (Parkes) Poole. Hubert was employed by Air Canada for 36 years as a mechanic where he worked in the finishing shop in both Winnipeg and Montreal. He was an avid golfer and fisherman. He was a longtime member of the Ledgeview Golf and Country Club in Abbotsford where he will be missed by his many friends. Hubert was very handy and was known to his friends and neighbours as “Mr. Fix It”. He also enjoyed camping, and for many years traveled with Cecile from Abbotsford to California and Arizona in their RV. He is survived by his daughter Brenda (John) Reddy of New Minas, NS.; grandchildren: Lisa Reddy (Michael O’Neill) of Ottawa, ON. and Michelle (Al) Young of New Minas, NS; great grandchildren: Jackson and Ryan; brother: Arthur (Madeline) Poole of Winnipeg, MB. Mrs. Bernice Boldt (nee Thiessen) Mrs. Bernice Boldt was born to John T. and Elizabeth (Goertzen) Thiessen on June 21, 1914 in the village of Dalmeny, Saskatchewan. Bernice and Abe Boldt were married in September 1938 and together loved the Lord Jesus and served Him. They moved from their farm in Dalmeny to Clearbrook in 1979 and later in 1989 to a condo on Gladwin Rd. In May of 2003 Bernice moved to a nursing home in Edmonton. She was admitted to the hospital with a minor heart attack on April 5, 2011 and on April 9, at the age of 96 years 10 months quietly slipped into eternity with her Lord. She is predeceased by her husband Abe, a son George and her foster daughter Vickie. Those that will miss her are her 3 sons, Orlando (Marlene), Harvey ( Selma), Walter (Joy), 11 grandchildren and 32 greatgrandchildren. Also, many nieces and nephews and friends will always remember her.
