Firefighters performed clean-up operations, pictured above, at a house in the 600 block of South Kentucky Avenue that was completely consumed by a blaze, pictured left, that began around 5 a.m. Tuesday.

According to fire officials on scene, the house appeared to be vacant. The house was not hooked up to any utilities, but it has been used by homeless people in the past as a place to sleep. No one was injured

by the fire. The residence qualified as a historic building and was valued at $100,000. The cause of the fire is still under investigation by the Roswell Fire Department.

The Roswell Independent School District Board of Education approved changes to district high school graduation requirements at its regular meeting Tuesday. District Superintendent Tom Burris also announced during the meeting that the district will begin negotiations with educators’ union Roswell Education Association concer ning the entire contract between REA members and the district. The contract as a whole goes to collective bargaining every three years, though parts are up for discussion during interim years.

As part of changes to the district graduation policy, students will be allowed more opportunities to show competency in the subjects of reading, math, writing, science and social studies. The board instated the changes in response to the New Mexico Public Education Department delaying implementation of statewide graduation standards. Last month, PED announced it would permit districts to determine their own requirements for this school year. “All of the flexibility that we’re receiving from the Public Education Department is helping us to have more and more of our seniors eligible for graduation,” Burris said after

the meeting. The district will now grant students “alternative demonstration of competency” for passing scores on certain standardized subject tests, in substitution of failing scores on other standardized tests of the same subject. Students who fail a subject test in the state’s Standards Based Assessment test will be allowed to substitute a passing score in the same subject on the End of Course exam created by the state. The SBA and EOC tests do not overlap on all subjects. SBA does not test social studies and writing, while EOC does. Those who still do not demonstrate competency through state tests of a

Thefts of water meter vault covers pose safety hazards TESS TOWNSEND RECORD STAFF WRITER

The City of Roswell Utility Department has reported that several water meter vault covers have been stolen over the past year. The thefts violate federal law and pose safety hazards. “People can trip and fall. They can damage their vehicles,” said City Water and Wastewater Manager Art Torrez. Torrez said that more than 15 covers have been taken. In the past two months, the city has replaced four or five covers at a total cost of roughly $1,200, he said. Two covers are missing

on the 100 block of East Deming Street, near Saint Peter Church, according to Torrez. Theft of meter covers violates the Federal Bioterrorism Act of 2002 and perpetrators “may be considered to be tampering with a water system and are to be reported to the Federal Bureau of Investigation,” according to a press release from the city. Torrez said he did not have a number for the quantity of vaults still open. Open vaults have been barricaded, he said. City water meter covers are made of steel and may interest thieves wishing to trade the items for cash at recycling locations and

steel dealers. Donald Ensor, owner of Quality Recycling on South-east Main Street, said that recycling centers are legally prohibited from purchasing gover nment property without documentation from a government entity permitting that the item be sold as scrap. The recycling company purchases steel at 4 cents a pound, according to Ensor. Torrez said a water meter cover can weigh up to 200 pounds. The rash of meter cover thefts is not the only pilfering this year of steel street covers owned by the city. See COVERS, Page A3

The board will amend graduation requirements again next year to align with state guidelines. In other business, the interim principal of Del Norte Elementary School was introduced to the board. Andrea Edmondson is taking over for Curt Tarter, who recently retired from the district. Military Heights Elementary School also has an interim principal, Heidi Shanor.
